Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Union Advisory Board on Corruption (AUABC) was established in accordance with the provisions of article 22 (5) (a) of the African Union Convention on Preventing and Combating Corruption (AUCPCC). The Convention was adopted at the second ordinary session of the Assembly of Heads of States and Government of the African Union in Maputo, Mozambique, on 11th July 2003, and entered into force on 5th August 2006, thirty (30) days after the deposit of the fifteenth instrument of ratification. As at November 2018, the Convention had been signed by 49 states and ratified or acceded to by 40 States.
Elegendo como corpus a turnê Us + Them do músico Roger Waters, que passou pelo Brasil, em 2018, acumulando polêmicas em torno de seu posicionamento político, este artigo analisa os tensionamentos entre o ethos roqueiro e as especificidades dos grandes espetáculos na contemporaneidade. A partir destas discussões, propomos que a ruptura causada pelas performances de Roger Waters nos 22 dias em que esteve no Brasil visibilizou diversas disputas, negociações e reconfigurações nos afetos entre seus fãs. Analisando as rasuras performatizadas em ambientes digitais geradas pelos shows de Roger Waters no Brasil, localizamos uma crise em relação à ideia de ethos roqueiro e às expectativas em relação aos grandes shows de música. ; Choosing as a central object the Us + Them tour by musician Roger Waters, who passed through Brazil in 2018 accumulating controversies around his political position in the presentations, this article intends to analyze the tension between the rock ethos, the expectations and specificities of great shows in contemporary times and the quiproquós that arise from these arrangements. From these discussions, we propose that the rupture caused by the performances of Roger Waters in the 22 days he was in Brazil made visible several disputes, negotiations and possible reconfigurations in the affections among his fans. To the demonstrations, performed in digital environments, which we designate as erasures, we underline the attempts to boycott the artist, question his legitimacy, exempt him from responsibility and claim some authority over the show.

Objective: To understand/reveal the experiences of undergraduate students of the Nursing School of the Universidade de São Paulo in international academic mobility. Method: A cross-sectional, descriptive study with a qualitative approach conducted between February and July 2017. Data were collected using a semi-structured interview and submitted to content analysis. Results: Twenty-two (22) students participated in the study. Five analytical categories emerged from the analysis of the interviews: Interinstitutional Relationships Dimension, Personal Dimension, Professional Dimension, Academic Dimension and Cultural Dimension. Conclusion: There are many advantages that international mobility can bring to vocational training. This article is the result of an investigation whose main purpose was to analyze the constructions of the concept of disability. We intend to analyze the discourses on disability that teachers working with students in this situation have built. The approach to the data was from a qualitative paradigm, of descriptive scope, and supported by the grounded theory methodology. Questionnaires were applied to 22 participants, basic education teachers. We conclude that the scientific knowledge has hegemonized visions, but in the process it has turned to common sense, leaving aside an important substratum as it is our action in front of other people and the consequences of the interventions and diagnoses that, being scientifically validated, invalidate the others and exclude the others. The above implies looking at teacher training from an ethical and political stage where complex processes of reflection overcome the reduced vision that has been built on disability and its inclusion. ; El presente trabajo es resultado de una investigación cuyo propósito principal fue analizar las construcciones sobre el concepto de discapacidad. Pretendemos analizar los discursos que sobre discapacidad han construido docentes que atienden estudiantes en esta situación. La aproximación a los datos fue desde un paradigma cualitativo, de alcance descriptivo y apoyado en el método de teoría fundamentada. Se aplicaron cuestionarios a 22 participantes, docentes de educación básica. Concluimos que los saberes de orden científico han hegemonizado las visiones, pero en el devenir se han volcado hacia el sentido común, dejando de lado un sustrato importante como lo es nuestro actuar frente a otras personas y las consecuencias de las intervenciones y diagnósticos que, siendo validados científicamente, invalidan al otro ser y lo excluyen. Lo anterior implica mirar hacia la formación docente desde un estadio ético y político, donde complejos procesos de reflexión superen la visión reducida que se ha construido sobre la discapacidad y su inclusión. ; O presente trabalho é resultado de uma investigação cujo objetivo principal foi analisar as construções sobre o conceito de deficiência. Pretendemos analisar os discursos sobre deficiência construídos por professores que tem estudantes nessa situação. A abordagem dos dados partiu de um paradigma qualitativo, de formato descritivo e apoiado pelo método da teoria fundamentada. Os questionários foram aplicados a 22 participantes, professores da educação básica. Conclui-se que o conhecimento científico hegemonizou visões, generalizando a um sentido comum, deixando de lado um substrato importante como nossas ações diante de outras pessoas e as consequências das intervenções e diagnósticos que, sendo cientificamente validados, anulam o outro ser e o excluem. O que pretende-se dizer implica um olhar a formação de professores, a partir de uma perspectiva ética e política, onde os processos de reflexão complexos superam a visão reduzida que foi construída sobre a deficiência e sua inclusão.
Introduction: Water is a natural resource of vital importance to all living beings, but when it is polluted it can be the cause of various diseases. A wide variety of pollutants have been found in groundwater and nitrate is the most frequent pollutant. Objective: The objective of this work was to determine nitrate concentration in well water samples from public supply systems and collective alternative solutions from 22 municipalities in the Marília and Assis-São Paulo regions. Method: A total of 157 water samples from wells registered in municipal health surveillance were collected and the analyses were performed by spectrophotometric method in the UV region, according to physical-chemical methods for food analysis of the Adolfo Lutz Institute. Results: From the total of 157 samples analyzed, 141 samples (89.8%) were in agreement and 16 samples (10.2%) were in disagreement with the current legislation. Conclusions: It is concluded with the results of this study that the nitrate analysis is extremely important to evaluate the risks to human health andenvironment. It is suggested the annual monitoring of the wells that presented nitrate concentrations between 5 and 10 mg/L and the promotion of public policies that guarantee the population access to water in accordance with current legal standards. ; Introdução: A água é um recurso natural de importância vital a todos os seres vivos, mas, quando está poluída, pode ser a causa de várias doenças. Uma grande variedade de substâncias contaminantes tem sido encontrada nas águas subterrâneas e o nitrato é o poluente de ocorrência mais frequente. Objetivo: O objetivo deste trabalho foi determinar a concentração de nitrato em amostras de água de poços de sistemas de abastecimento público e soluções alternativas coletivas de 22 municípios das regiões e Marília e Assis, São Paulo. Método: Foram coletadas 157 amostras de água de poços cadastrados nas Vigilâncias Sanitárias municipais e as análises foram realizadas pelo método espectrofotométrico na região Ultravioleta (UV), segundo métodos físicoquímicos para análise de alimentos do Instituto Adolfo Lutz. Resultados: Do total de 157 amostras analisadas, estavam de acordo com a legislação vigente 141 amostras (89,8%) e em desacordo 16 amostras (10,2%). Conclusões: Conclui-se, com os resultados deste estudo, que a análise de nitrato é de extrema importância para avaliar os riscos à saúde humana e ao ambiente. Sugere-se o monitoramento anual dos poços que apresentaram concentrações de nitrato entre 5 e 10 mg/L e a promoção de políticas públicas que garantam à população o acesso à água em conformidade com os padrões legais vigentes.
Brazilian Native Vegetation Protection Law (Law n. 12.651/2012) brought flexibility related to the sizing of Permanent Preservation Areas (PPAs) along watercourses when there was anthropogenic occupation before July 22, 2008 (consolidated rural area), which may vary according to the size of the property. To better understand the effects of this law, we analyzed land use and land occupation in PPAs along watercourses in a portion of Grande River drainage basin. Scenarios were also developed to compare the effects of the reduction of PPA limits, allowing us to discuss measures to avoid water quality deterioration. We obtained the drainage network and individualized the study area through images available in Google Earth TM, and we extracted information about land use and land occupation from a vector provided by the Laboratory of Studies and Projects in Forest Management from Federal University of Lavras. Recovery scenarios were estimated according to Article n. 61-A from the Native Vegetation Protection Law. There was a significant reduction of environmental liability compared to previous legislation. In the more restrictive scenario, there may be a 31% deficit in recovery areas, where watersheds with a strong presence of small rural properties will be the most affected. Para melhor compreender os efeitos dessa lei, analisamos o uso e a ocupação da terra em APPs ao longo de cursos d'água em uma porção da bacia do Rio Grande. Também elaboramos cenários para comparar os efeitos da redução de limites de APPs, discutindo medidas para evitar degradação da água. Extraímos a rede de drenagem e individualizamos a área de estudo com auxílio de imagens disponíveis no Google EarthTM, e extraímos informações sobre o uso e ocupação da terra a partir de um vetor fornecido pelo Laboratório de Estudos e Projetos em Manejo Florestal da Universidade Federal de Lavras. Os cenários de recuperação foram estimados de acordo com o artigo n. 61-A da Lei de Proteção da Vegetação Nativa. Houve redução significativa do passivo ambiental em comparação com a legislação anterior. No cenário mais restritivo, pode haver um déficit de 31% nas áreas de recuperação, onde as bacias com forte presença de pequenos imóveis rurais serão as mais afetadas. Embora a redução das áreas de recuperação seja caracterizada como um retrocesso na proteção da vegetação nativa, estratégias complementares podem ser implementadas, como mecanismos de incentivo econômico.
Este trabalho trata-se de uma resenha crítica do livro Ciudadanos reemplazados por algoritmos, escrito por Néstor García Canclini, em 2019. Na obra, o autor discute, em forma de ensaio, como ser cidadão no capitalismo global e eletrônico, em um contexto no qual se reorganizam conceitos, antes seguros, de cidadania, política e globalização. Quando os sistemas tradicionais de fazer política parecem falhar, o autor busca compreensão, respostas e saídas nas novas formas de participação e reinvindicação, nos jovens e nas culturas do hackeamento, atentando para a perigosa combinação da opacidade dos algoritmos e da transparência dos nossos dados. ; This work is a critical review of the book Ciudadanos reemplazados por algoritmos, written by Néstor García Canclini, in 2019. In the work, the author discusses, as an essay, how to be a citizen in global and electronic capitalism, in a context in which, previously safe, concepts of citizenship, politics and globalization are reorganized. When traditional systems of making politics seem to fail, the author seeks understanding, answers and solutions in new forms of participation and claim, in young people and in hacking cultures, paying attention to the dangerous combination of the opacity of the algorithms and the transparency of our data.
This work is based on a research about the principal's perception about the management of municipal schools in Jacobina, Bahia, Brazil. The aim of this research was to analyze how principals perceive the pedagogical attributions that are required to develop the management of municipal schools in Jacobina. For this, we used as a data collection instrument a questionnaire whose application involved 22 principals who work in the city and rural schools. We adopted as a method a case study that uses, predominantly, ordinal variables, resulting from the application of Likert scale, and the result of the principals' perception was presented by degree of agreement/disagreement. The questionnaire contains proposals on the elaboration of the Political-Pedagogical Project (PPP), the School Development Plan (SDP), the participation of the principal in the pedagogical actions and the promotion of the participation of the different segments in the pedagogical actions. Based on the analysis of the data, we observed that most of the principals perceive that there are problems regarding the elaboration of the PPP and the SDP. They point out lack of time to participate in the pedagogical questions and, in relation to the participation of the several segments, indicate that there are difficulties in bringing the family to participate in the pedagogical actions, which does not happen in relation to teachers and pedagogical coordinators. We conclude that principals strive for pedagogical actions to occur in a participatory manner and realize the need to direct part of their work to follow the pedagogical attributions that are demanded of them when they take over the direction of the school. ; Este artigo decorre de uma pesquisa sobre a percepção dos diretores acerca da gestão das escolas municipais de Jacobina (BA). A referida pesquisa teve como objetivo analisar como diretores percebem as atribuições pedagógicas que lhes são demandadas para desenvolver a gestão das escolas municipais de Jacobina (BA). Para tal fim, utilizamos como instrumento de coleta de dados questionário cuja aplicação envolveu 22 diretores que atuam nas escolas da sede e da zona rural. Adotamos como método um estudo de caso que faz uso de variáveis predominantemente ordinais, decorrentes da aplicação de escala tipo Likert, e o resultado da percepção dos diretores foi apresentado por grau de concordância/discordância. O questionário contém proposições sobre a elaboração do Projeto Político-Pedagógico (PPP), do Plano de Desenvolvimento da Escola (PDE), da participação do diretor nas ações pedagógicas e da promoção da participação dos diversos segmentos nas ações pedagógicas. Com base na análise dos dados, observamos que a maioria dos diretores percebe que existem problemas em relação à elaboração do PPP e do PDE, apontam falta de tempo para participar das questões pedagógicas e, em relação à participação dos diversos segmentos, indicam que existe dificuldades em trazer a família para participar das ações pedagógicas, o que não acontece em relação aos professores e coordenadores pedagógicos. Concluímos que os diretores se esforçam para que as ações pedagógicas ocorram de forma participativa e percebem a necessidade de direcionar parte de seu trabalho para acompanhar as atribuições pedagógicas que lhes são demandadas ao assumir a direção da escola.
The following article firstly outlines the profile, the pedagogical mission and the legal ordinances that regulate both the formal and the non-formal Music teaching in order to afterwards keep more intensely referring to the institutional mission and to the pedagogical objectives which guide São Paulo Municipal School of Music (EMMSP), which accomplished 50 years of creation in 2019. The text hereby produced is founded in the publication 50 years – São Paulo Municipal School of Music(LIMA, 2019) and in the other publications by this author. ; O artigo que se segue, primeiramente traça o perfil, a missão pedagógica e os ordenamentos legislativos que regem as escolas de ensino de música formal e não formal para depois se ater mais intensamente na missão institucional e nos objetivos pedagógicos que norteiam a Escola Municipal de Música de São Paulo (EMMSP), que completou 50 anos de criação no ano de 2019. O texto aqui produzido está fundamentado na publicação 50 anos – Escola Municipal de Música de São Paulo (LIMA, 2019) e demais textos desta autora.
In this book, the author presents the Black Brazilian Movement as a political actor, educator, producer of emancipatory knowledge and systematizer of the same one about the racial question in Brazil. Such knowledge, when transformed into claim, became important State policies in the twenty-first century. It is, therefore, a social movement of great importance for the unveiling of questions such as racial discrimination, gender, youth, affirmative actions, africanities, education of ethnic-racial relations, among many others. Nilma Gomes emphasizes the epistemological richness of this movement in the perspective of education, privileging as a theoretical support the contributions of Boaventura de Sousa in the re-signification of concepts as pedagogies of absences and of the emergencies. ; Neste livro a autora apresenta o Movimento Negro Brasileiro como um ator político e educador, produtor de saberes emancipatórios e sistematizador de conhecimentos acerca da questão racial no Brasil. Tais saberes, ao transformarem-se em reivindicações, tornaram-se importantes políticas de Estado no século XXI. Trata-se, assim, de um movimento social de suma importância para o desvelamento de questões como discriminação racial, gênero, juventude, ações afirmativas, africanidades, educação das relações étnico-raciais, dentre tantas outras. Nilma Gomes enfatiza a riqueza epistemológica deste movimento na perspectiva da educação, privilegiando como aporte teórico as contribuições de Boaventura de Sousa na ressignificação de conceitos como pedagogias das ausências e das emergências.
In his writings on modernity, technique and technical reproducibility, Benjamin proposes a theoretical view of reproducible art that dialogues with the demands of the new temporality. If the modes of artistic production are expanded by technological advances, resizing their field of action to more modern forms of expression such as radio, for example, there is here a new experimental relationship between the public and the work, in addition to a new intermediary function. The concern with the use of technique for totalitarian purposes, however, made the author formulate the demand for a politicization of art. This politicization is present in his radio work with children that is linked to the commitment to use the apparatus for enlightenment. ; Em seus escritos sobre modernidade, técnica e reprodutibilidade técnica Benjamin propõe uma visada teórica sobre a arte reprodutível que dialoga com as exigências da nova temporalidade. Se os modos de produção artística são ampliados pelos avanços tecnológicos redimensionando o seu campo de atuação para formas de expressão mais modernas como o rádio, por exemplo; há aqui uma nova relação experimental entre o público e a obra, além de uma nova função intermediadora. A preocupação com o uso da técnica para fins totalitários, entretanto, fez o autor formular a exigência de uma politização da arte. Essa politização está presente em seu trabalho radiofônico com crianças que se articula ao compromisso do uso do aparato para o esclarecimento.
This review aims to discuss the precepts of a possible "political epistemology of communication" as suggested by Lucrécia D'Alessio Ferrara in her book A Comunicação que não vemos, considering the imponderability of the communication processes built in extremely complex cultural environments and that are not always clear. To do so, it elucidates how the author pervades the thoughts of a few authors in the field of communication in order to indicate different possibilities of knowledge production, which are guided by doubt and by the elaboration of interferences, and the political implications of this process. Finally, it points out the possibilities of studying the political exercise of a city through such epistemological approach. ; Esta resenha visa discutir os preceitos de uma possível "epistemologia política da comunicação", tal como sugere Lucrécia D'Alessio Ferrara em seu livro A comunicação que não vemos, considerando a imponderabilidade dos processos comunicacionais edificados em meio a ambientes culturais de grande complexidade, e que nem sempre se mostram com clareza. Para isso, elucida de que maneira a autora perpassa o pensamento de alguns autores do campo da comunicação, com o intuito de indicar diferentes possibilidades de produção de conhecimento que se pautam pela dúvida e pela elaboração de inferências, e as implicações políticas desse processo. Por fim, aponta as possibilidades de estudo do exercício político da urbe por meio de tal abordagem epistemológica.
For some time, we have seen various authors question the frontier that traditionally separated the literary texts from the conceptual texts. One of the most relevant authors in this regard is Roland Barthes. However, one of his most famous articles seems to contradict that idea. In Authors and Writers, Barthes seems to adopt this distinction to describe the production of texts. Authors are those who work the language itself, while writers are those who try to develop their thoughts without thinking about the language they are using. If that is true, language would be, for the writers, a mere tool for conveying ideas. In this article, we propose an alternative interpretation of those notions, more focused on the social roles of authors and writers. By doing that, we can better understand the figure of the author-writer, characterized by social exclusion. This analysis shows that the theme of writing is always accompanied by a reflection on its political nature. ; Há algum tempo, temos visto autores negar a separação entre textos literários e textos conceituais. Um dos autores mais relevantes para esse tema é Roland Barthes. No entanto, em um de seus artigos mais famosos, Escritores e escreventes, Barthes parece adotar essa distinção para descrever o trabalho de escrita. Os escritores são aqueles que trabalham a língua ela mesma, enquanto os escreventes estão preocupados apenas com o desenvolvimento de um pensamento. A língua seria, para eles, um mero instrumento de transmissão de ideias. Proporemos, neste artigo, uma outra leitura dessas noções, mais atentas aos papéis sociais que desempenham os escritores e os escreventes do que às diferenças de seus trabalhos linguísticos. É assim que é possível entender a aparição da figura do escritor-escrevente, caracterizada pela exclusão social. A análise dos diferentes estatutos do trabalho com a língua mostra-nos que os questionamentos sobre a escrita estão sempre relacionados a uma reflexão sobre o seu caráter político.
This article aims to discuss the conception of language utopia in Roland Barthes, as well as its relationship with the notion of Writing Degree Zero and The Neutral, notions that refer to linguistic phenomena that break with the paradigmatic and binary structure of language. Therefore, the reflection on the utopia of language in Roland Barthes seeks to understand to what extent the French author understands form as value, linking an ethical and political dimension to his aesthetic project. In this way, we discuss how Barthes understands the utopia of language as a possibility of resistance to the fascist character of language in Writing Degree Zero, The Pleasure of Text, The Rumor of Language, The Neutral and Lesson. In addition, the possible relations of meaning made between Writing Degree Zero and The Neutral in the light of commentators of the Barthesian work that study the conception of language proposed by Barthes are commented: Jean-Claude Milner, Bernard Comment, Rodrigo Fontanari and Leda Tenório da Mota. ; O presente artigo tem como objetivo discutir a concepção da utopia de linguagem em Roland Barthes, bem como sua relação com a noção de Grau zero e Neutro, noções que fazem referência a fenômenos linguísticos que rompem com a estrutura paradigmática e binária da língua. Para tanto, a reflexão sobre a utopia da linguagem em Roland Barthes busca compreender em que medida o autor francês entende forma como valor, vinculando a seu projeto estético uma dimensão ética e política. Nesse percurso, discute-se como Barthes compreende a utopia da linguagem enquanto possibilidade de resistência ao caráter fascista da língua em O grau zero da escrita, O prazer do texto, O rumor da língua, O neutro e Aula. Além disso, comenta-se as relações de sentido possíveis feitas entre O grau zero da escritura e O neutro à luz de comentadores da obra barthesiana que estudam a concepção de linguagem proposta por Barthes, a saber: Jean-Claude Milner, Bernard Comment, Rodrigo Fontanari e Leda Tenório da Mota.
