The author considers the concept of «pensionary good» and the specifics of its production at the state and non-state levels. The purpose of the study is to analyze the actions aimed at creating a «pensionary good» under the influence of incentives and coercion. Drawing on the theory of goods, the author comes to conclusion that the elements of pensionary good can be produced in the form of public goods, merit goods, club goods and private goods. The author identifies the specifics of pensionary good structure at the analyzed levels and shows that national pension in the Russian Federation is based on coercion, with stimulation being of secondary importance. Non-state-funded retirement also uses the coercion and incentives. It has been established that coercion and incentives provide contradictory results as mechanisms used in the process of producing a pensionary good. While preparing the article, the author used the data from the Federal Statistic Service, the Pension Fund of Russia and various sociological surveys and scientific works on pensions and insurance. The conclusions of the study may be useful for further research on the development of Russian pension system.

In the article, the author considers the qualimetric assessment of public services as one of the parameters of the effectiveness of social policy in Kyrgyzstan. Based on the analysis of the received information materials, the author suggests ways to improve the mechanisms of activity and modernize the assessment of the local self-government performance index to provide a new approach to measuring the analysis and improvement of social policy in the field of public services, which can consequently provide support in solving social, political and economic problems.

The article analyzes the problems of charity development in the world and in Russia over the past 25 years. The research reveals the issues of citizens' involvement in various forms of philanthropy and the specifi cs of national policy in this area. The author of the article examines the dynamics of increasing public confidence in NPOs and various charitable organizations, as well as identifi es new methods and means of providing support and donations to organizations in need. The author also analyzes the statistical database for the specifi ed time period.

The book is constructed in the form of an interview of the famous Soviet/Russian sociologist and americanist doctor of sciences N.P. Popov with doctor of sciences B.Z. Doktorov, who developed the genre of scientific memoirs and conducted over a hundred interviews with Russian and American sociologists. The paper covers three main topics. Like any biography, this is a personal story of the author — his youth in the post-war years, the path to the profession of a journalist and sociologist, the worldview of the "sixties". Journalism leads the author, as well as many American pollsters, to the study of public opinion, at first American, continued at the Institute of US and Canadian Studies. He like no other is closely acquainted with the work of leading American pollsters: George Gallup, Louis Harris, Warren Mitofsky, Mervin Field and other gurus. The study of American polling technology and public opinion on socio-political problems and electoral orientations of the population were used by the author in further work at Soviet and Russian centers for the study of public opinion, first of all – at the All-Union center for the study of public opinion (VTSIOM), created in 1988, where he was offered a job by Tatyana Zaslavskaya and Boris Grushin. They also recommended him later as head of the sociological department of the presidential administration right before the 1996 election. The book includes a number of articles by the author on Russian and American public opinion in different years.

The article deals with analyzing practical experience of Department for Youth Innovative Programs Development and Career Guidance of the Diplomatic Academy of Russian Foreign Ministry in terms of breeding patriotic feelings among the youth as an axiological task in training future specialists in international relations. The author elaborates on key patterns of breeding patriotism. Special attention was paid to preserving historical memory and popularizing of Russian diplomatic service heritage and to interaction between different governmental institutions in the patriotic sphere. The author underlines the importance of developing new patriotic projects in the framework of modern digital environment in order to prevent falsification of history.

The article observes some aspects of strategic planning and prognostication in the context of increasing effectiveness of the Russian Federation international activity. The author examines main reasons for drawing attention to the subject of strategic planning at post-soviet planning. In this connection, the author takes up some practical works of the leading western countries. The focus is on practical significance of the legislative basis, which has been created in the Russian Federation. This legislative has given for the Russian Ministry for Foreign Affairs ability to work up its own system of long-distance planning, monitoring and prognostication. The article contains some proposals toward improving the mechanism of strategic planning in the interests of Russian international policy.

It's commonly believed that the book "Fundamental Principles of the Sociology of Law" (1913) of Eugen Erlich (1862–1922) was historically the first work in which was made an attempt to create a sociology of law as a specific scientific discipline. However the translation and publication of this work in Russian (2011) was insignificant to the sociological community, while in the English-language literature of the last decades we can observe a growing interest to the classic. The author of the article tries to emphasize the main points and advantages of the theory of the "living law" of Ehrlich, showing how the "Fundamental principles..." may be interesting for the modern reader. For this, the author of the article offers a specific strategy for reading the book.

The article is devoted to the study of the peculiarities of the names of sacred ranks and ranks of saints in the Khakass language on the material of the text of the New Testament and the publications of the newspaper «Сын сабланыстығ киртiнiс» («Orthodox Faith»). The topic of the article is relevant due to the insufficient degree of development of the problem of the scientific description of the religious (Orthodox) vocabulary of the Khakass language. The novelty of the work is determined by the fact that it is based on the Orthodox Khakass vocabulary, which has not previously become an object of scientific research. The research material was obtained by the continuous selection methodology from the above sources. The author briefly describes the history of Orthodox texts in the Khakass language, and then considers the names of sacred ranks and ranks of saints, analyzing the differences between them in the texts of the New Testament and in the diocesan newspaper in Khakass. The author has established that Khakass Orthodox terminology is in the process of formation. The evidence of it lies in such facts as the presence of synonyms denoting the concept of holiness and some sacred titles, the variability of the combined and separate writing of some hagiological statuses. The Khakass text of the New Testament notes the desire of translators to avoid Greek borrowings, transferring the names of sacred ranks by means of the Khakass language, while in modern Orthodox discourse, lexical units of Greek origin are usually preserved. The names of the ranks of saints are built in accordance with the productive word-formation models of the Khakass language and, according to the author, may eventually become an active part of its vocabulary. The author concludes that it is necessary to do further research of the religious vocabulary of the Khakass language and its consolidation in dictionaries.

The article discusses the features and factors that determine the direction of integrated use of secondary building resources (SBR) in modern conditions. The author formulates the basic methodological approach to the integrated management of SBR which consists in the fact that management of recycling should begin not at the stage of formation and collection but at all stages of construction products life cycle. It is concluded that in the design of new facilities it is necessary to consider in advance the issues of environmental safety in disassembly, technology and methods of production of construction and demolition works (CDmW), the effectiveness of further processing and use of SBR. To develop efficient SBR use the author proposes the creation of integrated regional recycling of construction waste. The strategic goal may be the establishment of an industry of secondary construction resources recycling.

The article explores the main trends and features of renewable energy development in various countries of the world in the context of modern transformation of the global energy economy - the transformation of the energy system based on a widespread use of renewable energy sources and the generation of cheaper and "clean" energy. The author focuses on wind and solar energy, considers the factors of accelerated growth of these areas of renewable energy defines funding and the main directions of R&D and discloses innovative technological transformations in these industries. The paper analyzes the dynamics in the costs of generating electricity based on the use of wind and solar radiation in various countries and identifies a steady downward trend in reducing these costs. Based on the analysis, the author presents a vision of existing problems and prospects for the transformation of electric power industry in favor of renewable energy sources.

The article describes the Slovak National Uprising and its role in defeat of nazi Germany. It is shown that after the so-called Munich Treaty and creation of (First) Slovak Republic the majority of population was satisfied with state of affairs. The bombings of Bratislava by US Air Force in June 1944 caused increasing of local Resistance groups. This situation triggered off the decision of the Germans to occupy Slovakia. It is spoken in detail about course of the uprising. Author proposes the division of uprising into three phases depends on activities from both sides. Attention is given to the role of the USSR support to insurgents and reinforcing of Slovak Communist Party and other left parties. Despite of defeat of uprising this movement had positive consequences in politics, economy and culture of Slovakian territory. The author comes to conclusion that Slovak National Uprising was political victory which gave acceptable position towards President E. Beneš and Moscow.

To date Russian market of catering services is experiencing serious difficulty: there is a significant fall in visitors' inflow in all market segments, except the fast-food segment. The decline in the number of visits is mostly caused by the economic downturn in the country which brings about the decline in population real income. As a result, there is a growing tendency for budget saving, switching to cheaper substitutes, or even abandoning the consumption of certain goods, such as visiting traditional restaurants. This leads to shrinking catering venues. But despite the hard times, some restaurateurs continue to open new venues, many of which are becoming successful. All successful institutions have much in common: specialized or unusual concept of the venue or advantageous location, with most new restaurants being opened in the centre of Moscow. The author finds it important to correlate the restaurant's location with the system of visitor's satisfaction. As a result, the author segments the consumers by the location factor and reveals the reverse dependence in restaurant location and place of residence.

In the article the author investigates the problem of crime representation in English journalism of the 18th century, focusing on a unique historical source – the Newgate Calendar. The format and structure of the Newgate Calendar is a guide to Newgate Prison inmates, containing biographical information about the prisoners and a description of their crimes. The biographies of highwaymen are reconstructed, and the degree of social and psychological motives is determined.We believe that the image of a highway robber is an important structural element of criminal romanticism. An analysis of biographies shows that a significant proportion of crimes of this kind were simultaneously initiated by both greed for profit and purely ambitious considerations. The author comes to the conclusion that the desire to get into the upper echelons of the criminal world, due to the British perception of the image of a highwayman in a romantic way, regardless of belonging to a social stratum, led to the use of capital punishment.

The article is devoted to the analysis of research practices on the environmental safety of a modern city. The author notes that this issue has an interdisciplinary nature, some aspects of which are covered in various subject areas of scientific knowledge. The tools of social philosophy are proposed as a methodological basis for interdisciplinary integration.
