The following debate took place on March 22, 2019 at the Warsaw School of Economics. The content of the Study on Spatial Chaos report provided the framework for the discussion. Its authors estimated the cost of spatial chaos at PLN 84.3 billion per year. They indicated the main mechanisms leading to the occurrence of this phenomenon.

of the TSI from a French point of view. The author presents the TSI implementation process, characterises Poland's rivalry with Germany and Russia in a historical context, emphasizes the important role of Germany in the entire project, and reviews Russia's attitude towards the region. Reviewed monography Necros. Introduction to death body's ontology by prof. Ewa Domańska (AMU) is a fragmentary reflection on ontological status of dead body and corps (treated subjectively). Review's author presenting the methodological assumptions of the work, its main goals and concepts of consideration for political scientists. Author also indicates how the term (historical) "necropolitics" could be used by political science and sets a potential field for its scientific exploration.

The aim of this article is to present the problem of Italian national identity on the example of Padania. Particular attention was paid to the context of the Venetian and Lombard referendum for greater autonomy which took place on 22 October 2017. The analysis is aimed at verifying the research hypothesis assuming a weakening of the sense of the Italian national identity in favor of regional identity. To explain the research problems was applied a historical-comparative method which would allow to attempt to answer if Northern Italy, often identified with Padania could aspire to be a new independent state. There is analyzed the evolution of separatist tendencies in Italy.

The article presents and compares historiosophical conceptions of Cyprian Norwid and Zbigniew Herbert based on particular notes and pieces of both poets. It shows that the author of Vade-mecum sees history by – say – methodology of Herodotus, and the author of Pan Cogito creates vision of history like in Thucydides's one. Both perspectives are valuable and stem from different original presuppositions, nonetheless both of them lead to the same aim, which is understanding of mechanisms ruling human history.

The main aim of this article is to analyze the phenomenon of football hooliganism in Poland. This analysis is evolving – that is the reason why constant studies are being conducted. Additionally, the author decided to show the genesis of football hooliganism and he described supporters' community. A great asset to the article is a depth interview which with active hooligans from the biggest Polish supporters' groups. Thanks to this interview, the author verified a part of the information available in different articles.

The article presents an analysis of the legal status, organization and powers of the special services of the Republic of Estonia. The author presents the mission and tasks of the Estonian Internal Security Service (Kaitsepolitsei), the Estonian Foreign Intelligence Service (Välisluureamet) and the Military Intelligence Centre (Luurekeskus). The article show the historical aspect of the Estonian special services and their location in the structure of state organs responsible for national security. In addition, the author presents a surveillance system on the activities of intelligence and counterintelligence services.

The author addresses the issue of ethno-business, which has been largely unresearched to date. In the approach proposed by the author, ethnobusiness is understood as a wide range of practices and behaviours related to the deliberate use of existing regulations going beyond the intentions of legislators that guarantee cultural and political privileges for national and ethnic minorities. Various activists and leaders gathered around ethnic organizations and co-creators of the discussed phenomenon most often pursue their private material or political interests. However, ethno-business is closely linked to the established Romanian legislation on national minorities. Thus, the author investigates the roots of this phenomenon, introducing readers to the regulations on minorities in Romania, and points to the social consequences of ethno-business. The analysis of the discussed problem is supplemented and illustrated by examples of specific behaviours observed by the author during his long-term and extensive ethnographic field research carried out on the Romanian-Ukrainian borderland between 2009 and 2010. Although this research project focused on aspects of ethnic and national identity among the Slavic-speaking community of the Maramures region, it also gave an opportunity to spot a number of behaviours that can be interpreted in the context of ethno-business. The ethnographic examples given in the article show how the policies related to the protection of national minorities in Romania can be exploited in various circumstances by different individuals who have relevant knowledge of the rights of national minorities.

Social engineering is the same concept as the concept of social engineering and related to manipulation and disinformation. Review of Christopher Hadnagy's book Social engineering – the art of gaining power over minds is, according to the principles of art, a set of subjective assessments by the author. These assessments relate first to the impressions of reading, and are supported by their own critical image of the world in which social engineering is applied in the everyday life of each of us. The author of the review points out that the position has an application value, because a higher level of awareness and knowledge on a given topic translates easily into the individual's safety.

The aim of the article is to answer the question: What role does nuclear weapon play in Israeli strategy of deterrence? The main hypothesis of the paper is based on the assumption, that the deterrence potential of the Israeli nuclear arsenal is strictly determined by deliberate ambiguity (so-called amimut). The author also assumes that nuclear deterrence plays a significant role in the general Israeli deterrence strategy. However, due to the changing nature of threats, it is not its core element. The author used the following theoretical research methods: critical analysis and comparative analysis of sources, scientific studies, strategic documents as well as selected speeches of the Israeli authorities. This article can be seen as an attempt to capture the specifics of the Israeli nuclear deterrence strategy and the features that distinguish it from deterrence of other nuclear states.

Civil dialogue has an impact on the quality of public policy, in the online form it allows direct influence of stakeholders on the process of formulation and its implementation. It is also a new quality in the process of evaluating public policy. Civil dialogue is usually understood as a process of communication between the state authority and non-governmental organizations, but the author of the article indicates that it is possible to conduct civil dialogue in a direct way with citizens through social media. He presents the results of research aimed at verifying the use of social media by the authorities in order to establish a dialogue with citizens. The research consisted in measuring and analyzing communication conducted by selected Polish voivodeship cities on the Twitter social network. The author points out the characteristic styles of communication that can be interpreted from the perspective of civil dialogue.

The author analyses the selected mechanisms in the spatial (planning) policy as well as its outcomes. He points out at the sources of complexity within this area, patterns of order and chaos. His hypothesis claims that unsatisfactory results come from the low level of the state's governability in the area of policy formulation, implementation and evaluation. It also derives from inadequate institutional and analytical potential. As a consequence, public institutions are not able to use the regulatory instruments in an adequate way as well as to pay a proper attention to the policy analysis, including the consequences and long-term effects of spatial chaos. According to the author, cultural background seems to be important while trying to understand the state's problems in the area of spatial policy. It leads to the fact that spatial issues are rather lower on the public agenda among other public concerns (like economic or developmental goals).

The article discusses the experience of creation of peacekeeping missions in Bosnia and Herzegovina, Eastern Slavonia, Kosovo and East Timor with the use of comparative method. It also raises the role of international and regional actors in post-conflict peacebuilding. The author presents some practical solutions for the implementation of the effective peace process in eastern Ukraine, aimed at the reintegration of temporarily occupied territories.
