Im Auftrag des Presse- und Informationsamts der Bundesregierung hat das Meinungsforschungsinstitut forsa ab Kalenderwoche 12/2020 regelmäßig repräsentative Bevölkerungsbefragungen zum Thema ´Corona-Krise´ (COVID-19) durchgeführt. Die einzelnen Fragegebiete wurden je nach Befragungszeitraum angepasst.

Themen: Sorgen bezüglich einer Infektion mit dem Coronavirus (selbst und Familienmitglieder oder Freunde); Sorgen, selbst andere Personen anzustecken; weitere Sorgen im Zusammenhang mit dem Coronavirus (offene Frage); Glaubwürdigkeit der Informationen der Bundesregierung zur Corona-Krise; Bewertung der bisherigen politischen Maßnahmen zur Eindämmung des Corona-Virus; Bewertung verschiedener Aussagen im Zusammenhang mit den politischen Maßnahmen zur Eindämmung des Corona-Virus als wahrscheinlich (die Bundesregierung stellt das Risiko, das vom Corona-Virus für die Gesundheit der Bevölkerung ausgeht, übertrieben dar, das Corona-Virus wurde vorsätzlich in Umlauf gebracht, wenn es einen Corona-Impfstoff gibt, wird jeder in Deutschland freiwillig entscheiden dürfen, ob er sich impfen lässt, wenn es eine App zur Nachverfolgung von Infektionsketten gibt, wird jeder in Deutschland freiwillig entscheiden dürfen, ob er diese App installiert, das Tragen von Mund-Nasen-Masken in Supermärkten oder öffentlichen Verkehrsmitteln ist gesundheitsschädlich).

Zum Pride-Monat nehmen wir Quantität und Qualität queerer Repräsentation in der Serienlandschaft unter die Lupe, schauen auf Zahlen und Fakten, beschreiben Entwicklungen der letzten Jahre und kommen zum Schluss: Solange Ausnahmen die Regel sind, haben wir noch einen langen Weg vor uns.

It's an extraordinary time, isn't it? Women are leading the war against COVID-19. Women like the White House's Ambassador (Colonel, Doctor) Deborah Birx, who is clear about her target audience (mostly folks like my three millennials); and Mayor Rohey Malick Lowe of Banjul, The Gambia, who has deployed a COVID-19 Sensitization Team of young women and young men across the capital; and Norwegian Prime Minister Erna Solberg who gave a coronavirus press conference for kids; and the Minister of Public Works and Infrastructure (former Mayor) Patricia de Lille, in South Africa who is finding quarantine sites and recruiting 20,000 public health workers throughout the country. Their assured confidence in taking initiative, acting with resilience, and driving for results - all attributes which the Harvard Business Review scored more highly in women than in men - should not be mistaken for more competent leadership, it is more competent leadership. And like so many women worldwide, some of these leading women also bear the daily brunt of health-, elder- and childcare.

COVID-19 is the latest but not the last global pandemic, and it will require both health and political responses. Neither can be delivered efficiently or effectively, without the voice and agency of the millions of women and girls even now leading the global fight against this disease. In the words of NDI's Board Chairman, Secretary Madeleine Albright, "women in power raise issues others overlook, invest in projects that others dismiss and seek to end abuses that others ignore." Yet, the unprecedented number of women in the forefront is not enough.

This is a global health emergency, one that reminds us of the sometimes dangerous gender gap in the providers of life-saving healthcare. The World Health Organization (WHO) tells us that 70% of all paid healthcare jobs are held by women and, on top of that, 50% of women's contribution to health around the globe is unpaid. It's a staggering statistic that of the 29 million papers published on the Zika and Ebola epidemics - both hugely gendered health shocks - less than 1% explored their gendered impact. And, while women are on the frontlines delivering care in hospitals, clinics, and their own homes, they remain under-represented in global health leadership: only 20% of WHO's own Emergency Committee is female. That's how invisible women are in the global debate, at a time when their voices and perspectives are needed most.

We're all in this together, right, so does it matter if there are still more men leading the fight? Yes, we are, and yes, it does. Why? Because, this is not only a health emergency, it is also a profound shock to our societies and economies. Which is why the COVID-19 crisis also has long-term opportunities and threats for gender equality and women's political empowerment following in its wake.

Let's go with examples of some of the threats first. As schools shut and the care burden for the sick and other children builds on women and girls, girls are more likely to have their education curtailed. This can have life-changing impacts such as early child marriage, a struggle for decent work, and a lack of confidence in their ability to be political leaders. Imposed movement restrictions hit women in multiple ways: they face increased levels of domestic and intimate partner violence at home, and they are often harassed, abused and assaulted by formal or informal security agents outside; the diversion of police resources to the response to the disease leaves women without the state protection that they are entitled to; and the physical restrictions often find further expression in the resurgence of retrogressive laws, policies and norms. The Catch-22 is that just when they are needed most to build resilience and represent their communities, between the fear of violence, the absence of protection and closing horizons, women are more likely to withdraw from political engagement than to step forward.

Amid the challenges, there are concrete opportunities. These include closing the digital gender gap through impactful policies and programs that link women and girls to politicians and policy-makers so they can advocate for their needs and hold their representatives to account. There's the possibility of introducing new social policy to 'unstereotype' the division of responsibilities that has women in some places spending ten times more time than men on unpaid care and domestic work. Finally, we can identify and support the women - social activists, professionals and in movements - at the grassroots and in their communities who are truly managing the COVID-19 response at community level and can become the next wave of political leaders.

Today we are joined once again by Colin Coulter, of National University of Ireland, Maynooth. You might remember Colin from way back in Episode 8. That was like. 3 years ago! I didn't even know I'd been doing this for three years!



But I wanted to ask Colin back on this week to talk about the recent election in Ireland. Because it turns out this wasn't any old election in Ireland! In a stunning result, Sinn Fein, a party which probably more than any other symbolizes the troubled history that many Irish people would sooner forget, surged from the 23 seats it won in the 2016 election, to 37 seats. Now, considering that prior to 2016, Sinn Fein typically never had more than 4 or 5 seats, the momentum here is clear. But it is now the second largest party in the Dail, just one seat behind Fianna Fáil (38 seats). Yet Sinn Fein isn't just a relic of Ireland's Civil War history. While it is a party with a complicated and often contradictory set of ideological commitments, the 2020 election result (ironically!) suggests a major realignment of the Irish political spectrum, away from Civil War politics, and towards something much more like the traditional European left-right model.

This survey dataset is part of the project "Looking for data: information seeking behaviour of survey data users", a study of secondary data users' information-seeking behaviour. The overall goal of this study was to create evidence of actual information practices of users
of one particular retrieval system for social science data in order to inform the development
of research data infrastructures that facilitate data sharing.

In the project, data were collected based on a mixed methods design. The research design included a qualitative study in the form of expert interviews and – building on the results found therein – a quantitative web survey of secondary survey data users. The survey dataset comprises 1,458 valid cases (1,727 cases including incomplete contributions). The transcripts of the expert interviews are also available through this data archive upon request.

The core result of this study is that community involvement plays a pivotal role in survey
data seeking. The analyses show that survey data communities are an important
determinant in survey data users' information seeking behaviour and that community
involvement facilitates data seeking and has the capacity of reducing problems or barriers.

In the quantitative part of the study, the following hypotheses were tested:
(1) The data seeking hypotheses:
(1a) When looking for data, information seeking through personal contact is used more
often than impersonal ways of information seeking.
(1b) Ways of information seeking (personal or impersonal) differ with experience.
(2) The experience hypotheses:
(2a) Experience is positively correlated with having ambitious goals.
(2b) Experience is positively correlated with having more advanced requirements for data.
(2c) Experience is positively correlated with having more specific problems with data.
(3) The community involvement hypothesis:
Experience is positively correlated with community involvement.
(4) The problem solving hypothesis:
Community involvement is positively correlated with problem solving strategies that require
personal interactions.

The calculations made to test these hypotheses can be reproduced with the syntax file LfdAnalysis.do that is provided together with the survey dataset.

Social Network Science (SNS) is the field concerned with studying social systems in a relational way from the perspectives of the social and natural sciences. This data set consists of 25,760 biographical records retrieved from the Web of Science, ranging from 1916 to 2012. Each publication belongs to one of five subfields. To facilitate analyses of the social aspect of SNS, the names of 45,580 distinct authors are provided, linked to the papers in 68,227 publication-author relations. Author names have been disambiguated semi-automatically. To enable analyses of the cultural aspect of SNS, 23,026 distinct linguistic concepts are provided. These concepts resemble words or word combinations extracted from titles (for all publication years) and from abstracts and author keywords (only for publications published in, or after, 1990). They are linked to the papers in 201,608 publication-concept relations.

These interview data are part of the project "Looking for data: information seeking behaviour of survey data users", a study of secondary data users' information-seeking behaviour. For the qualitative study, expert interviews with six reference persons of a large social science data archive have been conducted. They were interviewed in their role as intermediaries who provide guidance for secondary users of survey data. The knowledge from their reference work was expected to provide a condensed view of goals, practices, and problems of people who are looking for survey data. The anonymized transcripts of these interviews are provided here. They can be reviewed or reused upon request. The survey dataset from the quantitative study of secondary survey data users is downloadable through this data archive after registration. The core result of the Looking for data study is that community involvement plays a pivotal role in survey data seeking. The analyses show that survey data communities are an important determinant in survey data users' information seeking behaviour and that community involvement facilitates data seeking and has the capacity of reducing problems or barriers. The qualitative part of the study was designed and conducted using constructivist grounded theory methodology as introduced by Kathy Charmaz (2014). In line with grounded theory methodology, the interviews did not follow a fixed set of questions, but were conducted based on a guide that included areas of exploration with tentative questions. This interview guide can be obtained together with the transcript. For the Looking for data project, the data were coded and scrutinized by constant comparison, as proposed by grounded theory methodology. This analysis resulted in core categories that make up the "theory of problem-solving by community involvement". This theory was exemplified in the quantitative part of the study. Das Datennhandbuch zur deutschen Bildungsgeschichte ist ein Ergebnis des umfangreichen DFG-Projektes QUAKRI ("Qualifikationskrisen und Strukturwandel des Bildungssystems"). Im kooperativen Verbund wurden die Teilbereiche des Bildungswesens von vier Forschungsgruppen auf gemeinsame Fragestellungen hin unstersucht. Die Datenbestände, die für diese Analysen systematisch erarbeitet und der Forschung zugänglich gemacht wurden, werden in den Teilbänden des Datenhandbuches zur deutschen Bildungsgeschichte veröffentlicht.

Inhalt der Studie ZA8142 ist Band I des Datenhandbuches, in dem ausgewählte Daten über den Besuch der Universitäten vom Kaiserreich bis zum Zweiten Weltkrieg von der Göttinger Gruppe des DFG-Projektes (H. Titze, H.-G. Herrlitz, V. Müller-Benedict, A. Nath) verfügbar gemacht wurden. Im Rahmen dieses Projektes wurden Informationen zu den Studierenden von annähernd 100 verschiedenen Studienfächern an 26 Universitäten für einen Zeitraum von mehr als hundert Jahren aufgenommen.

Die preußischen Universitäten sind aus folgenden Gründen besonders berücksichtigt worden:
1. Für diese Hochschulen ist nach der Langfristigkeit der Daten und der Tiefe ihrer Differenzierung das beste primärstatistische Quellenmaterial verfügbar. Für wichtige Merkmalskomplexe (wie z.B. die Vorbildung und die soziale Herkunft der Studierenden) lassen sich relativ vollständige und langfristig vergleichbare Zeitreihen überhaupt nur für die preußischen Universitäten erstellen.
2. Hinsichtlich seiner Größe und Bedeutung nahm Preußen auch für den Bereich des Universitätswesens bis zum Zweiten Weltkrieg eine alle anderen deutschen Einzelstaaten weit überragende Sonderstellung ein.
