France: presidential election 22 April and 6 May 2007: OSCE/ODIHR Election Assessment Mission Report
Auf Einladung des französischen Außenministeriums entsandte das Büro für demokratische Institutionen und Menschenrechte (BDIMR) eine Mission zur Wahlbeobachtung/bewertung (election assessment mission) zu den französischen Präsidentschaftswahlen. Das BDIMR bewertete die Wahlen als den langen demokratischen Traditionen Frankreichs entsprechend, und hob das hohe Vertrauen der Bevölkerung in den Wahlprozess sowie die gleichen Bedingungen für alle Kandidaten hervor. Verbesserungsvorschläge richteten sich auf die Vereinfachung der gesetzlichen Vorschriften für die Wahlkampfberichterstattung in den Medien. Zudem empfahl das BDIMR in den Wahlgesetzen das Recht auf nationale und internationale Wahlbeobachtung zu verankern. Bei der Möglichkeit der Stimmabgabe durch einen Stimmrechtsvertreter sollte darauf geachtet werden, dass das Wahlgeheimnis in Übereinstimmung mit § 7.4 des OSZE Kopenhagener Dokuments gewahrt bleibt, so das BDIMR. Weiterhin wurde angeregt das elektronische Wahlverfahren transparenter und sicherer zu gestalten. (IFSH-Pll)
