Firstly, we propose the EmoGraph method for modelling the way people use the language to express themselves on the basis of an emotion-labelled graph. We apply this representation model for identifying gender and age in the Spanish partition of the PAN-AP-13 corpus, obtaining comparable results to the best performing systems of the PAN Lab of CLEF. © 2015 Elsevier B.V. Western democratic nation-states are governing (im)migrations through systemic indifference (a new form of systemic xenophobia and systemic racism). Majority self-aware ethnic groups (led by elites, i.e., the nation, the executive, the government) apply formal social control with total indifference to (and in contradiction with) social order and the rule of law. Social order and the rule of law are not honored (refusal of entry in humanitarian crisis, border outsourcing, and permanent state of exception in borders) or, in other cases, they are (dubiously) honored (approval of deportations) but not enforced. This systemic indifference has led to a Catch-22 in which immigrants are trapped (necropolitics, permanent state of exception in EU and US outside borders, border outsourcing, and hopeless free wandering in which immigrants may challenge, unintentionally and inadvertently, the internal social order). Western democratic nation-states show their deep internal contradictions in times of mass migrations, aged (and fast-aging) societies, populisms, authoritarianism, extremism and the reinforcement of whiteness. In XXI century, Western democratic nation-states´ weakness is an important challenge in front of other political systems (China with its Chinese Marxism, authoritarian regimes like Russia, Turkey…) which are gaining momentum. The EU and the US confront a catharsis of their traditional social and political paradigms: from national to post-national and multicultural societies. Majority self-aware ethnic groups oppose this paradigm change with systemic indifference, systemic xenophobia and systemic racism. ; Universidad de Málaga. This contribution presents an innovative and integrated framework for real-time-process reconciliation and optimization (RTRO) in large continuous open pit coal mines. RTRO-Coal is currently developed, validated, tested and implemented as part of a multi-national multi-partner European Union funded R&D project. The key concept is to promote a shift in paradigm from intermittent discontinuous to a continuous process monitoring and quality management system in large scale coal mining operations. The framework is based on a real-time feedback control loop linking online data acquired during extraction rapidly with a sequentially up-datable resource model. The up-to-date model is integrated with a real-time optimization of short-term sequencing and production control decisions. Improved decisions are expected to lead to increased resource-and process efficiency and support a sustainable extraction of natural resources. But along with the issuance of the Finance Minister Regulation No. 175/PMK.011/2013 About Withholding Income Tax Article 22 Relating to Payments for Delivery of Goods and Activities for Import Or Other Business Activities in the Field of the Income Tax (VAT ) on the import of section 22 has a role new additions as support functions regulerend ( tool for controlling imports ) . It is intended that the import of certain goods from another country can be muted . Other purpose that is greater than the reduction of imported goods is to reduce the pressure on the balance of trade with other countries in order to avoid a deficit . It is expected that the reduction in the number of imported goods will improve the trade balance moving towards a trade surplus with other countries and the domestic industry are encouraged to increase the production of goods as import substitution goods . Most practitioners of critical librarianship agree that subject description is both valuable and political. Subject headings can either reinforce or subvert hierarchies of social domination. Outside the library profession, however, even among stakeholders such as authors, there is little awareness that librarians think or care about the politics of subject description. Talking about subject description with the authors whose works we hold and represent can strengthen our relationships, demystify our work, and hold us accountable for our practices. This paper discusses an interview I conducted with author Eli Clare about the Library of Congress Subject Headings assigned to his book, Exile and Pride: Disability, Queerness, and Liberation. Clare describes feeling dismayed by and detached from the subject headings assigned to his book. He offers a sophisticated analysis of individual headings. He also reflects on the subject description project itself, using theories from genderqueer and transgender activism to discuss the limitations of categorization.

This Article provides the first legal biography of lawyer and Senator Lyman Trumbull, one of the most important lawyers and politicians of the nineteenth century. Early in his career, as the leading anti-slavery lawyer in Illinois in the 1830s, he won the cases constricting and then abolishing slavery in that state; six decades later, Trumbull represented imprisoned labor leader Eugene Debs in the Supreme Court, and wrote the Populist Party platform. In between, Trumbull helped found the Republican Party, and served three U.S. Senate terms, chairing the judiciary committee. One of the greatest leaders of America's "Second Founding," Trumbull wrote the Thirteenth Amendment, the Civil Rights Act, and the Freedmen's Bureau Act. The latter two were expressly intended to protect the Second Amendment rights of former slaves. Another Trumbull law, the Second Confiscation Act, was the first federal statute to providing for arming freedmen. After leaving the Senate, Trumbull continued his fight for arms rights for workingmen, bringing Presser v. Illinois to the U.S. Supreme Court in 1886, and Dunne v. Illinois to the Illinois Supreme Court in 1879. His 1894 Populist Party platform was a fiery affirmation of Second Amendment principles. In the decades following the end of President James Madison's Administration in 1817, no American lawyer or legislator did as much as Trumbull in defense of Second Amendment. Yet Lyman Trumbull had little personal interest in firearms, and never considered the Second Amendment to be one of his major issues. So how did Lyman Trumbull become the leading Second Amendment lawyer of the time? His lifelong cause was "the poor who toil for a living in this world." When Trumbull examined America in the nineteenth century, he saw that the rights of the toilers could always be trampled, unless they had the right to arms, individually and collectively. The story of Lyman Trumbull's career begins in the Age of Jackson and ends with Trumbull's protégé, William Jennings Bryan, winning the Democratic presidential nomination in 1896. It is a story of a man who changed political parties five times, while holding fast to his fundamental principle of free labor. Even today, "The Grand Old Man of America" continues to shape our understanding of constitutional liberty.

This study evaluates the consolidated financial condition and performance of local water districts (LWDs) in the Philippines. Water districts are government-owned or controlled corporations (GOCCs) tasked to construct, operate, maintain, and expand water and sanitation systems in the countryside. They are instrumental in the Philippines' objective to attain 100-percent water supply and sanitation access by 2036. National data show that the consolidated financial performance of LWDs has improved from 2009 to 2018, as reflected in their high and stable cash flows, high debt service coverage ratios, and lower debt ratios. With the aggressive spending program of the government on water infrastructure, lower debt ratios are needed to prepare LWDs to achieve the 2023 and the 2030 goals of universal access to water supply and sanitation. However, the government's spending plans are so ambitious that the current balance sheets of LWDs cannot sustain the planned investments financed through debt. The national government needs to bolster the balance sheets of LWDs by infusing fresh equity of PHP 22 billion to PHP 56 billion to achieve the Philippines' 2030 water supply and sanitation targets. The study likewise shows a significant disparity in water investments across the country's different regions, which impacts the uneven water service coverage throughout the Philippines.

The Netherlands has a tradition in public spatial planning and design. In the past 20 years, we have seen an increasing role for the market in this field, and more recently, growing attention for sustainability. Sustainability has become an economic factor. Not only at the building level, but also on the level of large-scale area development projects. More and more local governments have high ambitions for sustainable development. Increasingly, during project development, buildings are developed on a sustainable basis. Most of the time, the focus in this approach is on energy. However, sustainability also comprises social aspects. Energy measures have a direct relation to an economic factor such as investment costs, and payback time can be calculated. The economic aspects of social sustainability are more complex. Therefore, for all sustainability development projects, especially in large-scale projects planned over a longer period, it is necessary to make presumptions, which are less reliable as the planning period is extended. For future larger-scale developments, experience in the Netherlands points to two design approaches: 'backcasting', or using a growth model (or a combination of these two). The power of design is the ability to imagine possible scenarios for the future. The layer approach helps to integrate sustainability into public spatial planning. And more specifically, Urban Design Management (UDM) supports an integrative and collaborative approach also on the operational level of a project in which public and market partners work together. This article outlines how design, based on these approaches, can contribute to sustainable development based on the 'new playing field', where spatial problems should be solved in networks. In der deutschen Rechtswissenschaft scheint bereits die Idee von Open Access (OA) einen schweren Stand zu haben: Eine Reihe von Wissenschaftler:innen üben offen Kritik an der Idee oder bezweifeln sogar die Verfassungsmäßigkeit von Open-Access-Vorgaben oder -Richtlinien. Nichtsdestotrotz sind in den letzten Jahren innovative digitale Formate entstanden, die hochwertige rechtswissenschaftliche Inhalte OA veröffentlichen. Nennenswerte Beispiele sind der Verfassungsblog und der Völkerrechtsblog. Diese Plattformen nennen sich "Blogs", stellen als qualitätsgesicherte Multi-Author-Blogs (QMABs) aber tatsächlich eine neue, innovative, frei verfügbare und genuin digitale Form des wissenschaftlichen Publizierens dar, die zwischen wissenschaftlichen Zeitschriften und traditionellen Medien/Presse angesiedelt ist. In einem QMAB können Expert:innen (in der Regel Wissenschaftler:innen) tagesaktuell Ereignisse analysieren, einordnen und kommentieren. QMABs in der Rechtswissenschaft und den Geistes- und Sozialwissenschaften haben als innovatives Publikationsformat in den vergangenen Jahren eine wachsende Zahl an Autor:innen und Leser:innen hinzugewonnen. Auch die breite Öffentlichkeit nimmt zunehmend Notiz von diesen Plattformen. Gesellschaftspolitische Entwicklungen und Ereignisse sind häufig mit rechtlichen und rechtspolitischen Fragestellungen verknüpft, auf die auch Nicht-Wissenschaftler:innen Antworten suchen. Gleichzeitig haben Wissenschaftler:innen ein Interesse daran, ihre Expertise in den politischen Raum zu tragen. QMAB dienen somit nicht nur dem wissenschaftlichen Binnendiskurs, sondern ermöglichen es auch der breiten Öffentlichkeit, an Fachdiskursen teilzunehmen, etwa über die Kommentarfunktion – und all dies über staatliche Grenzen hinweg. Damit fördern QMABs nicht nur den wissenschaftlichen Austausch und öffnen Diskurse für ein breites Publikum, sondern internationalisieren diese auch. Hierin offenbaren sie ihr partizipatives und kommunikatives Potenzial, das letztlich dem wissenschaftlichen Erkenntnisgewinn zugute ...
