Erdoğan, İbrahim (Balikesir Author) ; Soğuk Savaş sonrası uluslararası sistem yapısı içerisinde egemen güç olma vasfını sürdüren yegâne ülke olarak ABD'nin dış politikasında dönemler arası süreklilik ya da değişim yaşanıp yaşanmadığı tartışmaları literatürde geniş yer bulmuştur. Bu anlamda Obama'nın dört yıllık iktidarı sürecinde Bush dönemi politikalarıyla kesişme ya da çatışma noktaları mercek altına alınmış ve değişik görüşler öne sürülmüştür. Bu tartışmalara belki de en net kaynaklık edebilecek alan, küresel terörle savaş konsepti ile doğrudan irtibatlı olan ABD'nin Afganistan stratejisidir. Bush ve Obama dönemlerinde ABD'nin Afganistan stratejisinin belirlenmesinde tercihlerden çok, pragmatizmin ağırlıklı rol oynadığı sonucu ortaya çıkmaktadır. Obama dönemi Afganistan stratejisi savunma bağlamında büyük oranda Bush dönemi stratejisini devam ettirmiş, ancak bu stratejiyi başarılı kılacak daha etkin bir yaklaşım benimsenmiştir. Diğer taraftan ilgili stratejinin yalnızca güvenlik boyutunu öne çıkararak başarılı olunamayacağı düşüncesiyle, Afganistan'da sivil kapasiteyi artırarak yerel unsurları kendi yaşam alanlarını kontrol edebilen, daha sonra da ülkelerinin geleceğinde söz sahibi olabilen ortaklar konumuna getirme hedeflenmiştir. Yine, Taliban dâhil yerel unsurlarla uzlaşma arayışına gidildiği, diplomatik çabalara ağırlık verilerek bölge ülkelerinin de çözüme dâhil edilmeye çalışıldığı bir sürece girilmiştir. Obama dönemi Afganistan politikasının, Bush dönemi ile kıyaslandığında kısmen birbiriyle örtüşen kısmen de farklılaşan boyutlara sahip olduğu, ancak daha başarılı bir sonuç ürettiği görülmektedir. ; Following the demise of the Cold War, the question of continuity or change in US foreign policy, a country which kept the position of the only remaining hegemonic power in the international system, has found broad acceptance in the literature. In view of that during Obama's four-year long term in power points of overlap and contradictions between his and Bush's presidency have been the focus of attention and several heated debates. In order to test these debates the most suitable foreign policy area has appeared to be the US strategy in Afghanistan, a subject that has commonly and closely been related to the concept of global war against terrorism. A closer look at both Bush and Obama's presidency would reveal that pragmatism rather than choice has played a greater role in the determining US strategy in Afghanistan. In terms of the principle of defence, Obama's Afghanistan strategy resembled closely to that of Bush's, while the search for making the adopted strategy more successful and effective has been kept alive. Meanwhile, with the realization that the existing strategy would not work by merely putting security considerations at forefront of attempts to resolve the conflict, new targets have been set up such as paving the way for local elements to control their living environment by strengthening civil capacity in Afghanistan and then turning them into partners who could have a say in the future of their country. Yet again in the area of diplomacy, attempts to reconcile with local elements including the Taliban and efforts to bring the regional actors to take part in the ongoing peace process have become the new strands of the evolving strategy. In view of all these, it is possible to argue that in some respects Obama's Afghanistan strategy resembles Bush's while differing from it time to time and producing better results for the US.
ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
Tatar, Volkan (Arel Author) ; 2010 yılında Tunus'ta bir gencin kendisini yakmasıyla başlayan Arap Baharı, toplumsal, politik ve ekonomik bir kriz haline gelerek birçok bölge devletini derinden etkilemiştir. Tunus'ta başlayan ve domino etkisiyle bölge devletlerine yayılan hareket, başlangıçta bölgedeki devletlerin uzun yıllar yönetiminde olan siyasi elitleri tedirgin etmiş, sürecin devamında ise iktidar değişiklikleri meydana getirmiştir. 2011 yılında Arap Baharının etkisine giren ve her geçen gün daha da çatışma bölgesi haline gelen Suriye'den, yaklaşık 4 milyon kişi başka bölgelere göç etmek zorunda kalmıştır. Göç eden kitlenin büyük çoğunluğunun hedefi, coğrafi yakınlığın da etkisiyle Türkiye'dir. Bu sebeple Türkiye, Arap Baharının olumsuzluğunu ve yükünü çeken devletlerin başında gelmektedir. Dış politikada olduğu kadar, iç politikada da tartışma konusu olan Suriyeli mülteciler için, özellikle güneydoğu illerinde sığınma kampları kurulmuştur. Ayrıca Suriyeli mültecilerin, Avrupa devletlerine kaçak geçiş için, Ege Bölgesi'ni kullanmalarından dolayı bu mesele, Türkiye ile Avrupa Birliği'ne üye devletleri de karşı karşıya getirmiştir. Arap Baharı bu kaçak göçlerle birlikte farklı devletlerin ortak ve içinden çıkılması zor sorunu haline gelmiştir. Bu çalışmanın konusu, Arap Baharı sonrasında Türkiye'nin karşı karşıya kaldığı mülteci sorununu farklı açılardan irdelemektir. Bu amaçla nitel veri toplama yöntemi kullanılmış, belge incelenmesi üzerinde durulmuştur. Konuyla ilgili kaynaklar incelenmiş, farklı yayın organlarında yer alan röportaj ve haberlerden de kaynak olarak faydalanılmış, nitel veri analiziyle sonuca ulaşılmaya çalışılmıştır ; The Arab Spring, which was triggered by a young boy's burning himself up in Tunusia, has had an impact on most of the other countries in the same region deeply through turning into a social, political and economic crisis. The movement starting in Tunusia and spreading into the surrounding countries through domino effect, first made the political elitists governing the countries for a long time feel uneasy and then led to governmental changes in the following period. 4 million people had to leave their home country Syria, which had been influenced by the Arab Spring since 2011 and then turned into a battle field gradually day by day. These people had to immigrate to other regions. Due to its being close to the area, Turkey has been in the target of the majority of these immigrants. Owing to this fact, Turkey is one of the major countries which have experienced the negative effects, consequences and the burden of the Arab Spring the most. Refugee camps have been established especially in the Southeast provinces in the country for the Syrian refugees, who have been at the core of the discussion continuously in not only domestic policy but also foreign policy. Apart from that, this issue has created a big conflict between Turkey and the members of European Union since Syrian refugees have been using The Aegean Sea as a passage to enter European countries illegally. With the accompaniment of these illegal migrations, The Arab Spring has turned out to be a very big issue which is difficult to be resolved for a lot of different countries. The subject of this paper looks into the refugee problem Turkey has been facing as a result of the Arab spring in different aspects. With this aim in mind, qualitative data collection method and qualitative data analysis has been used. The resources regarding the subject have been analyzed and the interviews and the news found in various media resources have been utilized as a resource in order to reach conclusions through the qualitative data analysis method
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.

Cereyan eden olaylar, ülkeler arası ilişkileri düzenlemek ve olası olumsuz bir durumda güvenliği tahsis etmek amacıyla devletlerarası diplomatik faaliyetlerin önemine vurgu yapmaktadır. Bu durum devletlerarasında diplomasi kavramına karşı ilginin artmasına sebebiyet vermektedir. Teknolojinin gelişmesiyle devletlerin diplomasi anlayışı da değişime uğramaya başlamıştır. Zira ülkeler arası sorunlar savaş yoluyla değil de daha barışçıl yollarla çözülmeye başlanmıştır. ''Kamu Diplomasisi'' olarak adlandırılan bu çözüm yolu, devletlerin, diğer devletlerin halklarını etkileyerek onlar üzerinde daha etkin bir rol alma yöntemi olarak sayılabilmektedir. Özellikle bir devletin uluslararası arenada imajının artması veya mevcut statüsünü koruması için, diğer devletlerden üstün olduğunu göstermesi gerekmektedir. Böylesi bir gösteriye en güzel örnek belki de devletlerin ''güç'' kavramıyla olan ilişkileridir. Çünkü her devlet küreselleşen dünyada kendi statüsünü ve prestijini diğerlerinden daha üstte tutmak isteyecektir. Bunu göstermenin en iyi yolu da sahip olunan güç kaynaklarıdır. Öte yandan bu güç kaynakları bazen gücün kendisi olurken bazen de kamu diplomasisi araçları olabilmektedir. Örneğin, eğitim, kültür, diplomasi türleri ya da kitle iletişim araçları gibi. Her devlet uluslararası konjonktürde daha iyi bir statüde olabilmek için sahip olduğu diplomasi araçlarını kullanmayı hedefler. Bu araçları kullanmak için devletlerin sert güç unsurlarına ihtiyaçları yoktur. Devletler, mevcut sorunu barışçıl yöntemlerle çözmeye dayalı politikalar geliştirirler. Türk dış politikası tarihinde bu yönteme sıkça başvurulmaktadır. Kamu diplomasisi kapsamında bu politikalara en güzel örnek eğitim diplomasisi verilebilir. Bu anlamda çalışmanın da konusu olan Türkiye, öğrenci değişim programlarıyla kamu diplomasisi faaliyetlerine katkı sağlamıştır. Öğrenci değişim programları, kültürel değişim programlarına eşdeğerdir. Farklı bir ülkenin kültürel özellikleri, değişim programına dâhil olduğu ülkeye de yansımaktadır. Tez konusu içerisinde yer alan örnek ülke Türkiye, bu anlamda başarılı girişimlerde bulunmuştur. Birçok üniversitenin yürütmüş olduğu öğrenci değişim programları sayesinde, farklı ülkelerin kültürleri daha anlaşılır olması bakımından incelenmektedir. Zira devletler her geçen gün etki alanlarını genişletmekte ve yeni eğitim programları ile karar verme sürecinde aktif rol oynayabilmektedir. Bu durum ortaya, karar verici mekanizmaların, bu ülkeleri cazibe merkezi olarak görmesini sağlayacaktır. Bu çalışmada, öncelikli olarak kamu diplomasisi ile eğitim arasındaki ilişkiye değinilmiş, çalışma konu üzerinden örneklendirilmiştir. Ayrıca Türk Dış Politikası ile ilgili olarak 1919 ile 2012 yılları arasındaki dış politikalara yer verilmiştir. Son olarak, eğitim ile ilgili olarak Türkiye'deki yabancı öğrenciler ile ilgili İstanbul Gelişim Üniversitesi örneği üzerinden incelemeler yapılmıştır. Yapılan incelemeler, en objektif şekilde ele alınmaya çalışılmış ve öznellikten kaçınılmıştır. ; In the current world, owing to the development of technology, incidents which occurred in anywhere in the world quickly spread and affect all over the world. Incidents that happened prove the importance of international diplomatic activities on the purpose of improving inter-state relations and of ensuring security in possible negative situation. This situation causes the increase of interests in the concept of diplomacy among states. Due to the development of technology, the understanding of states on diplomacy also began to change, because international issues began to be resolved not with wars but with peaceful ways. This way of resolution called "public diplomacy" can be counted as the method for play a more active role on peoples in other states through affecting them. Especially, it is necessary for a state to show itself better than other states in order to improve its image or keep its existing status in international arena. The most appropriate example of this is the relations of states with the concept of "power", because every state wants to keep its status and prestige superior to others in globalizing world. The best way to show this is power sources which state has. On the other hand, while these power sources are sometimes power itself, they can be sometimes the tools of public diplomacy. its examples are education, culture, various diplomacies and mass media. Every state tends to use tools of diplomacy which it has in order to be in better status in international conjuncture. It is necessary for states to use elements of hard power in order to use these tools. This method develops policies aiming to resolve existing issue peacefully. Turkish foreign policy often applies this method in history. It can be said that the most appropriate example of public diplomacy is education diplomacy. In this sense, Turkey contributed to public diplomacy activities through student exchange programs. Student exchange programs are equivalent to cultural exchange programs. The cultural features of a different states are reflected also on state included to the exchange program. Turkey succeeded in public diplomacy at this point. Due to student exchange programs managed by many universities, the cultures of different states are analyzed better, because states are expanding their spheres of influence day by day and can play an active role in decision making process with new education programs. This situation will encourage decision making mechanisms to regard these states as attraction point. In this work, the relation between public diplomacy and education was primarily dealt with and was exemplified on the research topic. Furthermore, in terms of Turkish foreign policy, that between 1919 and 2012 was analyzed. Finally, as for Turkey's education policy and international students, the case of Istanbul Gelisim University was dealt with. During the research, author took care of the objectivity of the research and avoided subjectivity.
Seymen, Oya Aytemiz (Balikesir Author) ; Araştırmanın Amacı: İlgili yazında güven kavramı ağırlıklı olarak tek yönlü olarak ele alınıp; örgütsel süreçlerdeki rolü incelenmiştir. İkili güven kavramını araştıran çalışmamızda, işgörenlerin hem örgüte hem de sendikaya bağlı olmaları nedeniyle, güvenin iki yönlü (sendika/örgüt) olarak incelenmesi ve bir tarafa duyulan güven ya da güvensizliğin diğer tarafı nasıl etkileyeceği, konusu önem taşımakta olup; ilgili yazında bu yetersizliğin belli ölçüde giderilmesi amaçlanmıştır. Yazındaki bu boşluğu doldurabilmek için, bu çalışmada örgütsel güven kavramı iki yönlü olarak ele alınıp incelenecektir. Yöntem: Araştırmanın teorik kısmı ilgili yazın taraması ve yararlanılarak araştırma araştırması ise Enerji, Sağlık ve Eğitim olmak üzere üç farklı Kamu sektöründen 553 işgörene anket yöntemi kullanılarak tamamlanmıştır. Elde edilen veriler SPSS ve LISREL istatistik programlarında temel ve ileri düzey (Yapısal Eşitlik Modellemesi) testlere tabi tutulmuş ve sonuçlara ulaşılmıştır. Bulgular ve Sonuç: Yapısal Eşitlik Modeli (YEM) analizi sonucuna göre örgütsel güven düzeyinin bütün alt boyutlarının, sendikaya güven düzeyindeki bütün alt boyutları pozitif şekilde etkilediği, sendika yöneticisine karşı olan güven düzeyinin sendikaya olan güveni pozitif yönde etkilediği ve en yüksek güven düzeyinin enerji sektöründe, en düşük ise eğitim sektöründe olduğu sonucuna ulaşılmıştır. ; Objectives of the Research: In related literature, the concept of trust, approached from such one-way perspective, and its role in the organizational process, has thoroughly been discussed and studied. Our research aims to investigate the concept of dual trust, built upon experience of two-way relations and commitments of the employees towards both sides of their polarised environment to better reflect the character of these dual links with the organization on one, and the trade union, on the other side of this polar structure. Examining the issue of trust from this new perspective will allow to better establish, how exactly, the measure of confidence or distrust, existing in relation with any one side of such environment, can simultaneously be found affecting the relation of the employee with the other side of the organizational system. Thus existing theoretical deficiency is intended to be resolved upon the results of this study, to fill the gap in literature with concept of organizational trust, which comprises of extended model of analysis of these dual, simultaneous relations. Methods: The theoretical part of the study has been developed based on reviews of literature and in conjunction with conducted researches. Field research has been completed by using a questionnaire method, applied to 553 employees from three different public sectors: Energy, Health, and Education. Data obtained has been subjected to basic and advanced tests (Structural Equation Modeling) in SPSS and LISREL statistical software suites and results achieved were evaluated. Results: According to the results of Structural Equation Modeling (SEM) analysis, it is concluded that all the sub-dimensions of organizational trust level affect all the sub-dimensions of trust toward the trade union, the level of trust towards the union leaders, positively affects the trust towards the union itself and, that the highest levels of the trust in general, are seen in energy sector, while the lowest levels, within the scope of this research, respectively, are seen in the sector of educationroblem of the Research: If employees work in a situation of direct and simultaneous relations with two organizations (workplace and a trade union) which are both, competing with each other in conflict of interest. This situation, can be found in literature, described as a 'dual link' (Stagner, 1954). The necessity of maximizing organizational aims through relations with employees on both sides will be seen directly affecting the perceptions and behaviors of employees towards both of the organizations. Within such a context, the concept of 'organizational trust' will also have to be seen as linked to, and in either positive or negative manner affected by these dual links relations. However, when the relevant literature is examined, it is seen that this concept is discussed and approached, either as a trust to the union, or only to the workplace. The concept of trust of the employees, built upon the two conflicting influences and affected by rival organizations, not being previously examined as a concept of 'dual trust', can thus be highlighted, as the problem of this study. Results: In this study, how the employees' level of trust towards two organizations (Trade Union/Work Place) which are in conflict of interest influence the other is attempted to be determined with 'dual trust' approach. In this context, these following conclusions have been reached. It is found that there is a positive relationship between three sub- dimensions of the trust level to the organization and three subdimensions of the trust level to the trade union as a result of an analysis of all the variables through Structural Equation Model. According to this result it is concluded that the level of trust to the organization has a positive effect on the level of trust to the union. These results demonstrate us that being connected to two rival organizations improves perception of trust to the both sides. Apart from this study in related literature, because there isn't a study related to dual trust, making a comparison hasn't been possible. However, Stagner (1954) who asserts dual trust points that two-way commitment shapes with the tendency of perceiving organizations and trade unions as a whole and the tendency of trusting to the both organizations when the working conditions are good. Additionally, the level of trust to the union management's positive influence on the trust to the union is another new relation discovered in this study of research. With reference to this result, it is seen that trust to the manager is the key role in achieving trust to the organization. In the research, it is found that the average level of trust of the employees to the union is , the average level of trust to the work place is . On the other hand, according to the 2000 World Values Survey results (www.bahcesehir.edu.tr) it is indicated that trust towards union is ; trust towards organization . The research has been conducted in three different institutions. Among these institutions, energy sector has the highest level of trust, the second one is health sector and the third one is education sector. The reason of having the lowest level of trust in education sector can be having a higher level of education in comparison with other sectors. Because most of the teachers have bachelor's degree and the lowest level of trust belongs to the bachelor's in our study. Through this study, which is considered the Pioneer study in this area of work, dealing with concept of Dual Trust within three different concepts and improving models with reference to the issue have reached important conclusions. On the other side, by virtue of lack of study on 'dual trust' has not permitted to do a literal comparison. This case can be shown one of the restrictions of this study of research.
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Radyo Dinlemeyenler Cemiyeti'nin İstanbul Valisi Ethem Yetkiner tara-fından kanunsuz bir biçimde kapatılması, Ankara Üniversitesi Siyasal Bilgiler Fakültesi Dekanı Turhan Fevzioğlu'nun görevden alınması nedeniyle eylem yapan öğrencilerin gözaltına alınması ve mahkemeye verilmesi, İTÜTB'nin üniversitedeki yemek boykotu nedeniyle öğrencilerin gözaltına alınmaları, mahkemeye verilmeleri ve hükümet yetki-lilerinin bu konuda yaptıkları açıklamalar demokratik bir iktidar sivil toplum kuruluşu ilişki tarzına aykırı olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur. Kiracılar Cemiyeti'nin istekleri dikkate alınarak Kira Kanunu'nun ka-bul edilmesi, tüccar, esnaf ve sanayicilerin derneklerinin talepleri dikkate alınarak Milli Korunma Kanunu'nda yapılan değişiklik ve kredi imkanlarının artırılması gibi karar-larda dernekler ile ilgili hükümetin olumlu yönde uygulamaları olmuştur. Ayrıca hükü-metin irtica ve komünizm ile mücadeleleri de dernekler tarafından olumlu karşılan-mıştır. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Ayrıca, grev hakkı verildiğinde işverene lokavt hakkının da tanınması gerektiği için sendikala-rın mali gücünün bunu kaldıramayacağını ve işçilerin zor durumda kalacağını iddia et-mişlerdir. Kolektif İş Akdi tasarısının TBMM'ye getirilmesi, işçiler için ev yapılması, yıllık ücretli iznin verilmesi, tatil yapamayanlara çalıştıkları gün için yevmiye ödenmesi, sendikal faaliyet nedeniyle işten çıkarılmaların kanunla yasaklan-ması, işçi sigortalarındaki düzenlemelerde işçilerin ve sendikaların lehine olan demok-ratik uygulamalar olmuştur. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur. Bu kanunların kabulüne bazı gazetecilerin hükümet üyeleri ile ilgili eleştirinin boyutunu aşarak hakaret içeren yazıları kaleme almaları da etkili olmuş-tur. Özellikle 1958 yılından sonra basın kuruluşları ile hükümet üyeleri arasında ilişkiler gerginleşmiştir. Basın sanki bir muhalefet partisi gibi muhalefeti hükümete karşı tek cephede birleşmeye çağırırken hükümette basını reklam ödeneklerinin azalması nede-niyle bu yönde hareket etme ve meşru hükümete karşı halkı ayaklanmaya teşvik etmek-le itham etmiştir. İsmet İnönü'nün ve CHP'lilerin yurt gezileri ile Osman Bölükbaşı'nın Kırşehir'i ziyareti ve tutuklanması sırasında bazı gazetecilerin polis tarafından tartak-lanması, fotoğraf makinelerinin ellerinden alınması, gözaltına alınmaları, yargılanma-ları, bu olayların yayının yasaklanması hükümet ile basının ilişkilerini daha da gergin-leştirmiştir. Bu olaylar nedeniyle basın örgütlerinin tebliğler yayınlamaları ve bu tebliğ-lerden birisi nedeniyle İstanbul Gazeteciler Sendikası'nın siyaset yaptığı gerekçesiyle kapatılması ve Beynelmilel Basın Enstitüsü'nün Türkiye'deki basın hürriyeti ile ilgili açıklamasının yayınının yasaklanması basınla iktidarı karşı karşıya getirmiştir. Bu olay-lar bazı gazeteci örgütlerinden istifa edenlerin Demokrat Parti'ye yakın gazeteciler ile radyo ve Anadolu Ajansı'nda çalışan gazetecilerden oluşan Matbuat Kulübü'nün kurul-ması ile sonuçlanmıştır. CHP'nin son olaylar nedeniyle halkı iktidara karşı isyana teşvik ettiği ve silahlı hücreler kurduğu gerekçesiyle Tahkikat Komisyonu'nun kurulması ve bu olay sonucunda örfi idarelerin ilan edilmesi bazı örfi idare kararlarına uymadığı ne-deniyle bazı gazetelerin kapatılmasına neden olmuştur.
