"Eine ausgewogene Repräsentation von Männern und Frauen in den Spitzengremien großer Unternehmen in Deutschland bleibt in weiter Ferne. In den Vorständen der 200 umsatzstärksten Unternehmen lag der Frauenanteil Ende vergangenen Jahres bei gut sechs Prozent - ein Anstieg von weniger als einem Prozentpunkt gegenüber dem Vorjahr. Die Aufsichtsräte waren zu fast 20 Prozent mit Frauen besetzt, allerdings hat sich die Dynamik abgeschwächt. Etwas besser war die Situation in den 30 größten börsennotierten Unternehmen: Im DAX-30 lag der Frauenanteil Ende 2015 in Vorständen bei knapp zehn Prozent (plus gut zwei Prozentpunkte) und in Aufsichtsräten bei fast 27 Prozent (plus gut zwei Prozentpunkte). Von den gut 100 Unternehmen, die ab 2016 bei Neubesetzungen ihres Aufsichtsrats Frauen bis zu einem Anteil von mindestens 30 Prozent berücksichtigen müssen, hatten fast 28 Prozent diese Quote Ende des Jahres 2015 bereits erfüllt. Knapp ein Drittel der Unternehmen waren mit einem Anteil von 20 bis unter 30 Prozent Aufsichtsrätinnen auf dem Weg dorthin. In der DAX-30-Gruppe erreichte nahezu die Hälfte der Unternehmen die Zielgröße. Dass die Masse der anderen Unternehmen den Vorreitern in absehbarer Zeit auf freiwilliger Basis folgt, ist unwahrscheinlich: Denn in 22 Prozent der Top-200- und 24 Prozent der TecDAX- sowie über einem Drittel der SDAX-Unternehmen ist derzeit entweder gar kein Aufsichtsratsmitglied oder höchstens jedes zehnte eine Frau. Der Anteil von Frauen in Vorständen ist zudem in allen untersuchten Unternehmensgruppen extrem gering. Der Weg zu mehr Frauen in Spitzengremien bleibt also lang und mühsam. Umso dringender ist eine Politik aus einem Guss, die durch stringente Rahmenbedingungen, auch in der Steuer- und Familienpolitik, die Karrierechancen von Frauen verbessert." Using data from a 2011 national household survey, this study examines the factors shaping urban residents' prejudice toward rural-to-urban migrants and the impacts of prejudice on rural migrants' integration into urban communities. The author addresses the endogeneity of the prejudice variable by employing an instrumental variable method. The results show that urban residents with higher education and household income report stronger prejudice. Also, urban residents with urban hukou at birth are more prejudiced toward rural migrants. Given that hukou status at birth is tied to parental hukou status, this result implies that prejudice can be transferred across generations. With regards to rural migrants' integration into urban communities, high levels of prejudice in one's current county of residence reduces perceived social standing of rural migrants and increases the number of livelihood problems they encounter. The author also conducts a falsification test, which provides support that the effect of urban residents' prejudice on rural migrants' integration is causal. (J Contemp China/GIGA)

The statistical study entitled 'Syrian Refugees in Egypt: the challenges of a politically changing environment' traces the situation of Syrian refugees since their arrival in 2011 until August 2013. Building on that study, this article highlights the changes since August 2013 to present, the implications of the continuation of the crisis, and the perspectives for improving the situation." At the Third Plenary of the 18th Chinese Communist Party Central Committee, the Party announced a number of rural reforms. Commentators were quick to pronounce a win for farmers' land rights. However, the broader commitment of the Chinese Communist Party (CCP) to deepening economic liberalization raises the question: can these reforms protect farmers' rights in the event of land acquisition? The author draws on fieldwork, recent interviews and China's documented history of land acquisition practice to identify four risks posed by these reforms: undervaluation, elite capture, exploitation and the expansion of the urban underclass. The article concludes that China's steadfast resolve to expand capitalism in rural China is undermining its attempts to secure rural property rights. (J Contemp China/GIGA)

The rise and fall of public intellectuals in contemporary China is essentially attributed to the ever changing state-society relations. The author demonstrates that some Chinese public intellectuals have developed a new strategy to promote policy changes in the Hu-Wen era through civic activism in the name of ordinary citizens, by abandoning their traditional capacity as experts or intellectuals. The article summarizes three specific actions of civic activism, namely, 'petition for constitutionality review as citizens', 'provisional voluntary citizen groups' and 'netizen public welfare enterprises'. Cases have been studied to demonstrate that the policy entrepreneurship of public intellectuals in civic activism can be manifested as innovation and strategies that challenge the lacunae between policy and existing institutions. Today, with social protests a daily phenomenon in China, the Party-state's survival hinges upon its institutional capacity to prevent, monitor, process information on, and overcome real and potential challenges. Over the past decade, the Communist Party has consistently stressed the critical importance of 'stability preservation' (weiwen) as central to ensuring the longevity of the authoritarian regime. Drawing upon intensive interviews and archival research, this article looks into the stability-preservation system in W County in North China. By exploring the institutional configuration, work mechanisms, daily activities and operational principles of the stability-preservation apparatus in the county, the author seeks to gain insight into the PRC regime's mythical operations of 'system maintenance' and the ways in which the Party-state exerts control over society.
