This author is one of the most profound philosophers of our time. Especially important is the study of Badiou's ideas which helps to determine grounds of destructive phenomena in contemporary society. There is a number of researchers who are interested in Badiou's philosophy. For instance, Kathleen R. Kesson, James G. Henderson, Oliver Marchart, Hollis Phelps, Viktor Okorokov, Vitaliy Kosyhin, Svitlana Solovyova, and others. However, the researchers usually do not pay big attention to the study of Badiou's ideas about causes of evil. This article is aimed at the analysis and explication of such ideas. It has been proved that Badiou describes the idea that evil manifests itself as an obstacle in processes of the truth. Badiou considers that there are subjects of evil in society. According to Alain Badiou, the subjects of evil interrupt processes of the truth by their own personal interests. It has been shown in the article that Badiou believes in the existence of four procedures that produce the truth. It is politics, poem, math and love. In politics, the goodness is equality. In arts, it exemplifies the invention of new forms. In science, the goodness constitutes free thought. In love, the good means the understanding of the needs of other person. Badiou considers that a process of the truth has three dimensions. The event that caused the creation of something new is the first dimension of the process of the truth. At this dimension evil appears as 'mask or terror.' This kind of evil tries to prove that the new one is not better then the old one. According to Badiou, fidelity to the event is the second dimension of a process of the truth. In this dimension evil appears as 'betrayal.' The truth's strictly speaking is the third dimension of a process of the truth. In this dimension evil appears as 'catastrophe.' This kind of evil tries to identify the truth with a certain total power. Effective fight with the evil, by the opinion of A. Badiou, can only be based on that particular kind of truth, which is trying to discredit a particular kind of evil. According to Alain Badiou, the universal ideas like the ideas of human rights would be powerless to fight evil. The European Red List is a review of the conservation status of European species according to IUCN regional Red Listing guidelines. It identifies those species that are threatened with extinction at the regional level, so that appropriate conservation action can be taken to improve their status. This Red List publication summarises results for all hitherto described native European Orthoptera species (grasshoppers, crickets and bush-crickets). All Orthoptera species (grasshoppers, crickets and bushcrickets) native to or naturalised in Europe before AD 1500 (a total of 1,082 species), have been assessed in this Red List. The geographical scope is continent-wide, extending from Iceland in the west to the Urals in the east, and from Franz Josef Land in the north to the Canary Islands in the south. The Caucasus region is not included. Red List assessments were made at two regional levels: for geographical Europe, and for the 28 Member States of the European Union in 2016. The status of all species was assessed using the IUCN Red List Categories and Criteria (IUCN 2012a), which is the world's most widely accepted system for measuring extinction risk. All assessments followed the Guidelines for Application of IUCN Red List Criteria at Regional and National Levels (IUCN 2012b). The assessments were compiled based on the data and knowledge from a network of leading European experts on Orthoptera. The assessments were then completed and reviewed at six workshops held in Italy, Greece, France, Bulgaria, Spain and Germany as well as through email correspondence with relevant experts. More than 145 experts participated in the assessment and review process for European Orthoptera species. Assessments are available on the European Red List website and data portal: http://ec.europa.eu/environment/nature/ conservation/species/redlist and http://www.iucnredlist. org/initiatives/europe. Overall, 25.7% and 28% of Orthoptera species are assessed as threatened at the European and EU 28 levels, respectively. However, the exact proportion of threatened species is uncertain, as there are 107 (10%) Data Deficient (DD) species in Europe and 84 DD species (8.5%) in the EU 28. Estimating that a similar relative proportion of the DD assessments are likely to be threatened (IUCN 2011), the best estimate of the threatened share of Orthoptera species is thus 28.5% in Europe and 30.6% in the EU 28. Further research on DD species to clarify their status is therefore critical. A further 13.9% (149 species) and 13% (128 species) are considered Near Threatened in Europe and in the EU 28, respectively. By comparison, the best estimate of threatened species of those other groups that have been assessed comprehensively in Europe is 58% of freshwater molluscs, 40% of freshwater fishes, 23% of amphibians, 20% of reptiles, 17% of mammals, 16% of dragonflies, 13% of birds, 9% of butterflies and bees, 8% of aquatic plants and marine fishes and 2% of medicinal plants (IUCN 2015). Additional European Red Lists assessing a selection of species showed that 22% of terrestrial molluscs, 16% of crop wild relatives and 15% of saproxylic beetles are also threatened (IUCN 2015). No other groups have yet been assessed at the European level. Looking at the population trends of European Orthoptera species, 30.2% (325 species) have declining populations, 7.6% (82 species) are believed to be more or less stable and 3.2% (34 species) are increasing. However, the population trends for the majority of species (59%, 634 species) remain unknown. Out of the 739 species that are endemic to Europe (i.e., they are found nowhere else in the world), 231 (31.3%) are threatened, highlighting the responsibility that European countries have to protect the global populations of these species. Overall, the European areas with the highest diversity of species are found in southern Europe, especially in the Mediterranean region and the Balkans. Hotspots of endemic species are found in the Iberian, the Italian and the Balkan Peninsulas, and in some large mountain areas (the Alps, Pyrenees, Carpathians and Appenines). The greatest concentration of threatened species is found along some Mediterranean coasts and Mediterranean mountain blocks. Finally, the number of Data Deficient species reflects the general distribution of Orthoptera species, being highest in the Mediterranean and the Lower Volga region in southern European Russia. The main threat to European Orthoptera is the loss, degradation and fragmentation of their habitats as a consequence of agricultural land use intensification. This includes direct destruction by transformation of permanent grassland or shrubland habitats into cropland, degradation of habitat quality caused by overgrazing, abandonment, use of fertilisers or heavy machinery and direct mortality from frequent mowing or the use of pesticides. Other important threats to Orthoptera are the increasing frequency of wildfires, touristic development and urbanisation, climate change, afforestation and intensive forest management, drainage and river regulations, recreational activities, deforestation, limestone quarrying and sand excavations and invasive species.Orthoptera are a diverse group of insects with more than 1,000 species known to occur in Europe and play important roles in the ecosystem such as being part of the food chain and prey to many vertebrate species. They are also good indicators of land use intensity, which makes them one of the most important invertebrate groups for environmental monitoring and assessment. Conservation strategies for the European Orthoptera species with the highest extinction risk should be developed and implemented. The European Red List should be used to inform nature and biodiversity policies to improve the status of threatened species. The Common Agricultural Policy (CAP) should be enhanced by promoting traditional low-intensity agricultural land use systems, particularly pastoralism in Europe, and committing to a long-term reduction in the use of pesticides and fertilisers, encouraging the uptake of alternative pest management. Orthoptera species should be made a standard group for inclusion in Environmental Impact Assessments to avoid negative impacts of new development projects on threatened species.Degraded habitats of threatened Orthoptera species throughout Europe should be restored and guidelines for the optimal management of Orthoptera habitats should be developed. The protection of Orthoptera habitats throughout Europe should be improved, so that each threatened and endemic European species is present in at least one protected area with an adequate adaptive management scheme and monitoring for threatened Orthoptera species. Orthoptera inventories in protected areas should be made mandatory to identify priority species for the respective area and develop strategies for their protection. A pan-European monitoring programme for Orthoptera species should be developed, by merging all existing recording schemes. Specific research on those species that have not been recently recorded in Europe to clarify if they may be Extinct or Regionally Extinct, or have been assessed as Data Deficient should be conducted and funding mechanisms should be put in place to support this research. The effects of the lesser understood threats (e.g., wildfires, pesticides, climate change) on Orthoptera should be studied. The European Red List of Grasshoppers, Crickets and Bush-crickets should be revised at regular intervals of ten years, and whenever new data becomes available.

Peculiarities of the metallurgical industry development in the Dnieper region of Ukraine at the beginning of the 20 th century are regarded in the article. The beginning of the 20th century was characterized by the difficult social-economic and political situation. Different aspects of the industrial development of the Dnieper region in the beginning of the 20th century were regarded in the works of the well-known researchers D. I. Shpoliansky, P. O. Khromov, A. L. Tsukernik, O. O. Nesterenko, F. G. Turchenko, I. V. Dovzhuk, O. B. Shliahov. But the materials of the branch press have not been studied enough in their works. The purpose of the article is to analyze the process of the metallurgical industry development in the Dnieper region at the beginning of the 20th century and the influence of the difficult economic and political situation in the country and in the world upon this process. To achieve the purpose of the article we have to regard the influence of the following economic and political events of the world economic crisis, the Russian-Japanese war, revolutionary events of 1905–1907, the First World War and the revolutionary events of 1917. Difficult economic and social situation in the Russian empire and in the world at the beginning of the 20th century, undoubtedly influenced upon the development of the metallurgical industry in the Dnieper region of Ukraine. The world industrial-economic crisis hampered the development of the metallurgical branch. At the same time the process of industry concentration was occurred, syndicates were created, industrial and bank capitals were united. After the world economic crisis the Russian-Japanese war, revolutionary events of 1905–1907, there was the rise in the development of the metallurgical industry: new plants were built and the production was increased. The First World War and revolutionary events of 1917 were occurred and new problems in the metallurgical branch were appeared. Despite the difficult economic and political situation in the region at the beginning of the 20th century the metallurgical industry of the Dnieper region of Ukraine developed more rapidly and left the Urals metallurgical branch behind. ; Постановка проблемы. Особенности развития металлургической промышленности Надднепрянской Украины а начале ХХ в. (1900–1917 гг.) характеризовались сложной социально-экономической и политической ситуацией. Эта ситуация в Российской империи и в мире в начале ХХ в., безусловно., повлияла на развитие металлургической промышленности Надднепрянской Украины. Всемирный экономический кризис (1900–1903 гг.) затормозил развитие металлургической отрасли. В то же время происходил процесс концентрации промышленности, создавались синдикаты, объединялся промышленный и банковский капитал. После всемирного экономического кризиса, Российско-японской войны и революционных событий 1905–1907 гг. наблюдается подъём в металлургической отрасли: создавались новые предприятия, увеличивалось производство. Начало Первой мировой войны, а потом революционные события 1917 г. вызвали новые проблемы в отрасли. Невзирая на сложную экономическую и политическую ситуацию в начале ХХ в., металлургическая промышленность Надднепрянской Украины развивалась быстрее и обогнала металлургическую отрасль Урала. Цель статьи – проанализировать процесс развития металлургической отрасли промышленности в Надднепрянской Украине в начале ХХ в. и влияние на этот процесс сложной зкономической и политической ситуации в стране и мире. Чтобы достичь этой цели, надо проанализировать влияние следующих экономических и политических событий на развитие металлургической промышленности: всемирного экономического кризиса, Русско-японской войны, революционных событий 1905–1907 гг., Первой мировой войны и революционных событий 1917 года. ; Постановка проблеми. На початку ХХ ст. металургійна промисловість у Наддніпрянській Україні розвивалась більш швидкими темпами, ніж в інших районах царської Росії. На цей час Україна стала одним із найбільш розвинених промислово-економічних районів імперії з важливими промисловими центрами − Донецьким вугільно-металургійним, Криворізьким залізорудним, Нікопольським марганцевим басейнами. Україна стала головною паливно-металургійною базою імперії. У 1900 році вона виробляла 51 % чавуну, 52 % сталі, 65 % кам'яного вугілля загальноросійського виробництва. Початок ХХ ст. характеризується складною економічною і політичною ситуацією в країні і cвіті: світова економічна криза 1900–1903 рр., Російсько-Японська війна, революційні події 1905–1907 рр., Перша світова війна, революція 1917 року. Всі ці події вплинули на розвиток металургійної галузі промисловості Наддніпрянської України. Аналіз публікацій. Серед наукових досліджень з проблематики даної статті заслуговують на увагу роботи Д. І. Шполянського, П. О. Хромова, А. Л. Цукерника, О. О. Нестеренка, Ф. Г. Турченка, І. В. Довжука, О. Б. Шляхова [23; 20; 21; 17; 19; 15; 22], у яких вивчалися проблеми розвитку металургійної галузі промисловості у Наддніпрянській Україні. В радянській Україні у 1980 р. вийшла монографія, присвячена розвитку металургійної галузі в Українській РСР, один із розділів якої висвітлює розвиток металургійної галузі на початку ХХ століття. Але галузева преса як історичне джерело недостатньо використовувалася в працях дослідників. Мета статті – проаналізувати процес розвитку металургійної галузі промисловості в Наддніпрянській Україні на початку ХХ ст. та вплив на цей процес складної економічної та політичної ситуації в країні та світі. Висновки. Початок ХХ ст. характеризувався складною економічною та політичною ситуацією, яка, безперечно, вплинула на динаміку розвитку металургійної промисловості в Наддніпрянській Україні. Під час промислово-економічної кризи головним питанням було подолання її негативних наслідків, які виявилися особливо гостро в 1903 році. Знизилися показники виплавки чавуну (в 3,3 раза) та сталі (в 10,8 раза), скоротилася кількість доменних печей. На сторінках галузевої преси друкувались аналітичні матеріали, в яких провідні фахівці галузі, підприємці, урядовці аналізували причини та наслідки кризового становища і, головне, надавали практичні рекомендації щодо їх ліквідації або пом'якшення. Під час світової економічної кризи (1900–1903 рр.) інтенсивно відбувався процес концентрації промисловості, створювалися синдикати і акціонерні товариства. Наприклад, з'явилися синдикати «Продамет», «Трубопродаж», «Цвях». Синдикату «Продамет» належало 4/5 всієї металургійної промисловості Російської імперії. П'ять найбільших заводів Наддніпрянської України виробляли майже половину всього чавуну регіону. Одночасно відбувалася концентрація банківського капіталу та його об'єднання з промисловим. Банки перетворювалися на монополістів, які володіли капіталами, виробництвом і сировиною. У складний політичний і соціально-економічний період, який тривав із 1904 до 1917 р., промисловий розвиток Наддніпрянщини відчув прояви як піднесення, так і депресії, які були викликані Російсько-Японською війною, революційними подіями 1905–1907 рр., Першою світовою війною та революційними подіями 1917 р. Галузева преса приділяла увагу проблемам, пов'язаним зі створенням та діяльністю синдикатів. З'їзд гірничопромисловців Півдня Росії взяв під свій захист синдикат «Продвугілля», незважаючи на судовий процес із приводу його монопольної діяльності, в той час, коли самодержавний уряд звинувачував синдикат у створенні вугільного голоду та підвищенні цін на пальне. У такий непростий період змінилося співвідношення виробництва металургійної продукції Півдня Росії та Уралу. Промислові показники металургії Півдня Росії та Уралу в міжкризовий період коливалися в бік збільшення незначно, але детальний аналіз показав, що виплавка чавуну на Уралі зменшилася, а на Півдні Росії зросла. З 1915 року вперше в історії Наддніпрянської України гостро постала проблема залежності виробництва від політичних і соціальних аспектів.

The leader's role is decisive when developing a strategic vision and strengthening democracy at local aswell as at highest level. Local government leaders should develop new approaches to further development, be able to adapt to the time of frequent change and thus enhance the effectiveness of organizations and leadership at local level.The aim of the paper is to examine the development of leaders' skills and competences. Most often leadership skills are being developed at school, within NGOs and society. It is important to be organized and have good communication skills, be able to generate and disseminate ideas.Leaders' characteristics, leadership skills and their development, future challenges are discussed in the first part of this paper.In the second part, the impact of local government leaders on democracy strengthening at local level areanalysed.This research shows that the activity of local government leaders has a huge impact on democratization processes in Latvia therefore motivation for further development, lifelong learning and competence development play a very important role. ; Во времена перемен и вызовов роль лидера является ключевой для развития стратегического видения и усиления демократии как на уровне местных органов управления, так и на высших политических должностях. Для местных лидеров важно развивать новые подходы, адаптироваться ко времени перемен, чтобы уметь поддерживать свою эффективность на местном уровне. Со дня обретения независимости, 4 мая 1990 года, Латвия является независимой демократической республикой, и местное правительство начало процесс трансформации своей структуры и стиля управления.Цель данной статьи – исследовать развитие и становление лидеров, и то, каким образом лидеры приобретают свои навыки и компетенции. В большинстве случаев задатки лидера формируются еще в школе, в некоммерческих организациях и в социуме. Важными лидерскими качествами являются высокая степень организованности и коммуникативные навыки, а также способность генерировать идеи, которые будут подхвачены и распространены. Акцент данной статьи ставится на процессах лидерства, а именно: как лидеры развивают и используют свои навыки, чтобы быть способными с помощью своих качеств преодолевать препятствия и использовать все свои таланты на благо службы. Научный интерес исследования обоснован тем, что общество, независимо от того, как хорошо местные органы управления выполняют свою работу и насколько часто и доступно коммуницируют, не доверяет местным управленцам.Задачи исследования: описать понятия «лидер» и «лидерство», что такое лидер, какие функции он выполняет; определить, какие задачи и вызовы стоят перед политическими лидерами будущего; оценить работу лидеров местного самоуправления; усилить влияние самоуправления лидеров на развитие демократии и принятие решений. В первой части рассматриваются понятия лидера и лидерства: что такое лидер, что характеризует лидера и каковы вызовы для политических лидеров. Главные теории лидерства, такие как теория "признака" и теория "пути – цели", рассматриваются в данной статье, принимая во внимание ряд факторов, характерных для формального управления на локальном уровне: такие как ответственность, риск, уверенность, мотивация подчиненных- все то, что помогает достигать поставленных целей.Во второй части уделяется внимание тому, как ответственность и отношение лидера местного уровня влияет на укрепление демократии. Рассматриваются перемены в местном правительстве при смене лидера.Основными методами, которые были применены, являются анализ теоретической литературы и полу структурированное интервью с использованием открытых вопросов с управленцами местного значения, что позволяет оценить степень влияния лидерства на местном уровне в Латвии. Качественный анализ интервью с руководителями местного самоуправления представляет первичные данные исследования. С помощью описанных методов представляется возможным получить научные знания о лидерстве и его процессах на уровне местного самоуправления. Уровень этого исследования позволяет понять влияние местных лидеров на развитие демократии и принятие решений.Новизна исследования заключается в изучении и описании того, как публикации подписчиков социальной сети Twitter влияют на принятие решений лидерами местного самоуправления.Данное исследование основано на изучении появления местного лидера в социальной сети Twitter. В соответствии с данными использования интернета в Европейском Союзе, 82 % населения в Латвии использует интернет. Согласно данным исследования рынка компании TNS Latvia, 71 % использует интернет на ежедневной основе. В Латвии 54 % использует социальную сеть Facebook и 4,5 % использует Twitter ежедневно. Это приводит к интересу исследовать, сколько из лидеров местного самоуправления имеют свои профили в Twitter, ивлияет ли общение с теми, кто подписан на их аккаунты в социальных сетях, на принятие лидерами решений по различным вопросам, связанных с местным управлением. Исследование (Таблица 1) показывает, что 22 из 119 лидеров местного самоуправления имеют профили и подписчиков в Twitter.В данной статье внимание направлено на местных лидеров, а именно на Нила Ушакова, председателя Рижской думы с 2009 года, так как он имеет самое большое число подписчиков в Twitter (93 611) и является лидером самого крупного города в Латвии, и на Яниса Розенбергса, мэра Цесиса с 2013 года. Янис Розенбергс представляет пример наибольшего числа подписчиков в Twitter (2 606) от района.Оба интервью показывают, что лидеры хорошо образованы, они развивают свои навыки, они заботятся о своих городах и ониприложили много усилий для того, чтобы превратить эти города в красивые и богатые европейские культурные и политические места, где международные организации проводят встречи, саммиты и концерты.Интервью с Нилом Ушаковым и Янисом Розенбергсом показывают, что жители широко используют местные сервисы самоуправления, такие как публичные места, образовательные институты: школы и внешкольные мероприятия, посещают культурные события – то, что обеспечивается местным самоуправляющим органом, и что необходимо развивать в будущем.Экономическое развитие делает возможным демократию, но политическое руководство делает ее реальным. История показывает, что она не повторяется в точности, но, если ее создают квалифицированные и мотивированные лидеры, движение вперед происходит с большим успехом. И это подтверждает тот факт, что политическая элита, лидеры, должны быть квалифицированными, дальновидными, ответственными, быть способными принимать ответственные решения.Данное исследование признает, что роль местных лидеров в процессе демократизации, их влияние и роль в формировании демократии в Латвии зависит от способности лидера соединить силы команды для развития, чтобы слушать и общаться с жителями и совместно реализовывать концепции и стратегии городов или районов.Эффект лидерства достигается за счет совместного использования ценностей и целей, получая власть через компетенции и обоснованные аргументы– так достигается прогресс. Помимо важных решений и сложных выборов, ожидается, что выбор самих лидеров будет очевиден. Важность спорить и убеждать является одним из вызовов для лидера. Действия и решительность являются жизненно важными для руководящей должности успешного лидера. Воплощение задуманного в реальность всегда требует определенных жертв. Трудно избавиться от старого в погоне за новым, но как только выбор сделан и необходимые меры приняты, приходит чувство освобождения. Принимать на себя новые вызовы всегда интереснее, чем решать одни и те же старые проблемы.Анализ материала из интервью следует доработать в исследование с целью обнаружить, как возможные различия между двумя лидерами местного самоуправления зависят от внешних факторов.В статье делается вывод о эффективности и результативности работы местных лидеров в процессе демократизации и его влияние на формирование демократии в Латвии. Уроки, извлеченные из этого исследования, таковы, что оба анализируемых руководителя – председатель Рижской думы Нил Ушаков и мэр Цесиса Янис Розенбергс, в конечном счете абсолютно человечны. Они учатся не только на своих успехах, но и на ошибках. Это исследование показало, что эффективность и влияние местных лидеров в процессе демократизации в Латвии на формирование демократии в стране может протекать с высокой мотивацией для дальнейшего развития, укрепления и реализации уже приобретённых ими навыков и компетенций.

Las ciudades han pasado por muchos procesos de reformulación y adaptación para suplir las necesidades de sus ciudadanos, uno de los casos más destacados es el fenómeno de la ‹‹ciudad auto-producida››, presente en todo el mundo históricamente, si bien adquiere connotaciones y características diferentes como consecuencia del desbordamiento de la ciudad industrial por los movimientos migratorios campo-ciudad. Como representación de la ‹‹ciudad autoproducida›› en España, encontramos los barrios de autoconstrucción, que en el caso de Sevilla son responsables de gran parte de la conformación urbanística, social y política, y uno de los principales modelos habitacionales para las clases más necesitadas hasta la década de los 70 del siglo XX, un hecho que revela la insuficiencia del mercado, de las políticas públicas de vivienda, y de una planificación urbanística sistémica incapaz de atender a la demanda e integración de los sectores populares. Así, los que quedan excluidos del mercado y para los que el estado no ofrece alternativas, resuelven sus necesidades viviendo y construyendo. En este sentido, los barrios de autoconstrucción configuran en sus orígenes los desbordes de la ciudad consolidada, y se afincan como pueblos en el territorio sevillano por el traslado de una cultura rural a la periferia urbana. Insuficientes y con carencias de todo tipo, su historia y consolidación se fragua desde la implicación y organización vecinal para demandar ante la administración pública la construcción de barrio, las infraestructuras, las dotaciones, servicios urbanos, y su inclusión de pleno derecho en la ciudad, demostrando que la ‹‹ciudad formal›› no ha conseguido afrontar los déficits de la ‹‹ciudad informal›› surgida en sus márgenes. A pesar de ello, actualmente se distinguen únicamente por la ubicación geográfica, el grado de actuación e implicación de la administración pública, y la dinámica interna social de cada barrio. Algunos trabajos de investigación tratan los barrios de autoconstrucción como forma de crecimiento y expansión de la ciudad de Sevilla, otros se dedican a un análisis especifico de un barrio en cuestión, nosotros pretendemos un estudio más detallado y cualitativo, abierto a posibles interpretaciones, de todos los 22 barrios existentes, para revelar ‹‹La Otra Sevilla Desconocida›› más allá de una forma de producción espontánea como alternativa habitacional, desde la implicación y el papel activo de la sociedad en las tomas de decisiones en los procesos de producción y gestión social del hábitat humano. En esta tesis fue posible confirmar la capacidad de la ‹‹ciudad auto-producida›› y autoconstruida de generar barrio, transformándolo en ciudad viva, compleja y dinámica, socialmente integrada y gestionada, capaz de relacionarse con la ciudad existente, y evolucionar con el pasar del tiempo de una forma muy natural, demostrando con frecuencia mayor flexibilidad, capacidad de transformación, y sentimiento de arraigo de los vecinos, que la que han tenido las barriadas de viviendas sociales construidas en la periferia, que en muchos casos son barrios estáticos, estancados y sin identidad. Además, en ‹‹La Otra Sevilla Desconocida›› fue posible identificar los patrones y los contrastes, así como las peculiaridades de cada barrio de autoconstrucción, permitiéndonos clasificarlos en 3 categorías que expresan su actual realidad, contexto y relación con el territorio sevillano, ‹‹barrios de Sevilla›› totalmente integrados en el tejido urbano y social, ‹‹barrios-pueblos›› con cierta autonomía dentro de la propia ciudad, y otros que forman parte de la ‹‹Sevilla olvidada›› a pesar de la fortaleza de su comunidad y dinámica interna social. ; Cities have gone through many reformulation and adaption processes in order to fulfill their citizens' necessities, one of the most remarkable cases is the so called phenomenon of the "self-produced city", historically present all around the world, although it depicts different connotations and characteristics as a direct consequence of the industrial city population overflow due to the different rural-urban migrations. As a representation of a "self-produced" city in Spain, we can find the "self-constructed" districts, which in case of Seville, are responsible for a large part of the urban conformation, social and political, and one of the main housing models for the lower class people until the 1970's decade, a fact that shows how insufficient the market is, housing public policies failure, and a systemic urban planning, unable to meet the demand and certain population sectors integration. This way, those who have been excluded from the market and for which the Government does not provide any alternatives, solve their necessities by living and constructing. In this sense, self-constructed districts configure from their origin the consolidated city overflow, and become villages of their own in the proximity of the Seville territory due to a relocation of a rural culture to the urban outskirts. Being insufficient and with a lack of everything, its history and consolidation is based on the implication and organization of the neighborhood community to demand before the public administration the district construction, creation of infrastructure, staff, urban services, and its inclusion in its own right into the city, proving that the so-called "formal city" has not been able to face the deficiencies of the "informal city" that emerged in its outskirts. In spite of that, they are currently distinguished only due to their geographical situation, the implication and performance level of the public administration, as well as the internal dynamics of society in each district. Some research studies consider these selfconstructed districts as a growing and expansion outcome of Sevilla itself, others focus on a specific analysis about a certain district; it is our intent to carry out a more detailed study based on quality, opened to possible interpretations, about all twenty-two existing districts, in order to reveal "The Another Unknown Seville" beyond some kind of spontaneous production as a housing alternative and the active role of the society in the decision making of production and social management of the human habitat. This thesis has been able to confirm the "selfproduced city" and self-constructed capacity to generate a district, by transforming it into a live city, complex and dynamic, socially integrated and properly managed, able to relate to the existing city, and evolve over the time in a natural manner, frequently proving a larger flexibility, capacity to transform, and a feeling of deep-rooted neighbours, compared to social housing districts built in the periphery of the city, which, in many cases are static districts, stuck in the past and with no identity. Also, "The Another Unkown Seville" depicts an identification of patterns and contrasts, as well as each "self-constructed" district peculiarities and allows us to classify them in three categories that state their reality, context and relationship with the Sevillian territory, "barrios de Sevilla", fully integrated in the urban and social fabric, "barrios-pueblos" with a certain autonomy within the city itself, and others that are part of the "Sevilla olvidada" (Forgotten Seville) in spite of its community's strengths and internal social dynamic.

Peculiarities of the metallurgical industry development in the Dnieper region of Ukraine at the beginning of the 20 th century are regarded in the article. The beginning of the 20th century was characterized by the difficult social-economic and political situation. Different aspects of the industrial development of the Dnieper region in the beginning of the 20th century were regarded in the works of the well-known researchers D. I. Shpoliansky, P. O. Khromov, A. L. Tsukernik, O. O. Nesterenko, F. G. Turchenko, I. V. Dovzhuk, O. B. Shliahov. But the materials of the branch press have not been studied enough in their works. The purpose of the article is to analyze the process of the metallurgical industry development in the Dnieper region at the beginning of the 20th century and the influence of the difficult economic and political situation in the country and in the world upon this process. To achieve the purpose of the article we have to regard the influence of the following economic and political events of the world economic crisis, the Russian-Japanese war, revolutionary events of 1905–1907, the First World War and the revolutionary events of 1917. Difficult economic and social situation in the Russian empire and in the world at the beginning of the 20th century, undoubtedly influenced upon the development of the metallurgical industry in the Dnieper region of Ukraine. The world industrial-economic crisis hampered the development of the metallurgical branch. At the same time the process of industry concentration was occurred, syndicates were created, industrial and bank capitals were united. After the world economic crisis the Russian-Japanese war, revolutionary events of 1905–1907, there was the rise in the development of the metallurgical industry: new plants were built and the production was increased. The First World War and revolutionary events of 1917 were occurred and new problems in the metallurgical branch were appeared. Despite the difficult economic and political situation in the region at the beginning of the 20th century the metallurgical industry of the Dnieper region of Ukraine developed more rapidly and left the Urals metallurgical branch behind. ; Постановка проблемы. Особенности развития металлургической промышленности Надднепрянской Украины а начале ХХ в. (1900–1917 гг.) характеризовались сложной социально-экономической и политической ситуацией. Эта ситуация в Российской империи и в мире в начале ХХ в., безусловно., повлияла на развитие металлургической промышленности Надднепрянской Украины. Всемирный экономический кризис (1900–1903 гг.) затормозил развитие металлургической отрасли. В то же время происходил процесс концентрации промышленности, создавались синдикаты, объединялся промышленный и банковский капитал. После всемирного экономического кризиса, Российско-японской войны и революционных событий 1905–1907 гг. наблюдается подъём в металлургической отрасли: создавались новые предприятия, увеличивалось производство. Начало Первой мировой войны, а потом революционные события 1917 г. вызвали новые проблемы в отрасли. Невзирая на сложную экономическую и политическую ситуацию в начале ХХ в., металлургическая промышленность Надднепрянской Украины развивалась быстрее и обогнала металлургическую отрасль Урала. Luxembourg has been a country of immigration for more than 50 years. Located in the heart of Europe, it holds a strong attraction for EU citizens and nationals from countries all around the world, who play a central role in the national economy, making an important contribution to the population growth and the labour market. Over the course of 2015, Luxembourg's population has continued its steady growth of approximately 13.000 people per year, increasing by 2,36%, from 562.958 on 1st January 2015 to 576.249 on 1st January 2016. Foreign citizens have continued to play an essential role in Luxembourg's population growth, both in terms of net migration and births. The total net migration amounted to +11.159 individuals in 2015, which signifies a surplus of arrivals over departures. Foreign EU citizens accounted for 76,1%; third-country nationals represented 32,9%, while Luxembourgish nationals' contribution was negative, at -9%. The number of births in 2015 was the highest on record, equal to that in 2013, with 6.115 births in total. Foreigners contributed a birth surplus of 2.150 to Luxembourg's natural increase, while a birth deficit of -18 was recorded for Luxembourgish nationals. 2015 also marked a record year regarding naturalisations, with Belgians remaining the citizens that obtain citizenship most frequently, followed by the French and the Portuguese. On 1st January 2016, 46,7% of Luxembourg's residents were foreigners. Representing 34,6% of the total foreign population, Portuguese remained the most represented nationality, followed by France (15,5%) and Italy (7,5%), while the most numerous third-country nationals were Montenegrins. Due to the war in Syria and the influx of applicants for international protection that followed, the Syrian population living in Luxembourg showed the highest proportional increase during 2015, growing by 461,5% from January 2015 to January 2016. A look at Luxembourg's labour market also reveals the central role that foreigners play in the national economy. In the first quarter of 2016, residents of Luxembourg represented 55% of the country's salaried workforce. Of these, 27,5% were Luxembourgish nationals, while EU nationals represented 24,2% and third-country nationals 3,3%. Cross-border workers from France, Belgium and Germany represented 45% of all salaried workers in Luxembourg. They mainly work in the manufacturing industries, construction and commerce. A majority of recruitments in the HORECA sector are of foreign residents. Third-country nationals who do not benefit from free movement must be issued with a residence permit in order to enter Luxembourg. An increase in first issues of residence permits was recorded for most categories compared to the preceding year, which had experienced a decrease in almost all categories. In 2015, residence permits were most frequently issued in the "family member", "salaried worker" and "European Blue Card" categories. 2015 was marked by a significant increase in the number of applications for international protection, which has more than doubled when compared to 2014 (2.447 applications in 2015). While there was a strong increase at the end of 2015, the trend slowed down in 2016. Nonetheless, the number of applications for international protection remains higher than levels in 2013/2014. Most applications were from Syrians and Iraqis (27,3% and 22% respectively), who accounted for only 9% and 1% respectively in 2014. Moreover, both the rate of status recognition (refugee and subsidiary protection status) and of return decision increased. In 2015, Luxembourg pledged to relocate 557 individuals to Luxembourg in the framework of the EU Council decision to relocate 160.000 international protection applicants from Greece and Italy. Within this framework, 114 refugees have been relocated from Greece and 20 from Italy up until mid-August 2016. Furthermore, 46 refugees were resettled from Turkey in 2015, followed by 52 further refugees as a result of Luxembourg's pledge to resettle 194 refugees from Turkey in the context of the EU-Turkey agreement of March 2016. Additionally, 44 Syrians were welcomed in 2015 following a request for assistance by German authorities. Faced with the increased inflow of applicants for international protection, an emergency reception plan was developed in 2015. The plan included the establishment of first-instance reception centres and the strengthening of the capacity in human resources of both the Luxembourg Reception and Integration Agency (OLAI) and the Directorate of Immigration, which is under the authority of the Ministry for Foreign Affairs. The OLAI also strengthened the collaboration with stakeholders at inter-ministerial and local levels. A strong focus has also been put on integration, where major developments include the setting up of integration projects by the municipalities in the context of the 'Communal Integration Plan' project and the creation of Luxembourg's Centre for Integration and Cohesion (LISKO), a service supporting the beneficiaries of international protection in their process of integration in Luxembourgish society. Over the course of 2015 and 2016, Luxembourg continued to transpose and implement several EU directives. The law of 18th December 2015 on the reception of applicants for international protection and temporary protection transposes Directive 2013/33/EU (re-cast reception conditions) into national law. Regarding the transposition of the Blue Card Directive, a Government Decree was issued on 22nd May 2015 establishing the professions to which the lower salary threshold for hiring highly qualified workers applies. On the national level, a number of legislative changes address some of the challenges set by Luxembourg's heterogeneity. The bill no. 6410 on youth, introduced into parliament on 6th February 2015, gives cross-border workers access to the care service voucher system which was previously only available to Luxembourgish residents. Bill no. 6893 on the recognition of qualifications was introduced in parliament in October 2015. At the referendum of 7th June 2015, the proposal to extend the right to vote of non-Luxembourgish residents was rejected by a large majority, who argued in favour of the acquisition of nationality as the more appropriate way to acquire the right to vote. Consequently, the government took steps towards reforming the law on nationality in order to soften the requirements for acquisition of nationality, and in this way enable the broadening of participation in elections. Bill no. 6977 on nationality was introduced in parliament on 24th March 2016. It includes the reduction of the required duration of residency from seven to five years and the reintroduction of procedure of option in cases of close links with Luxembourg. The level of fluency in Luxembourgish required has become a central focus of the debate on the bill on nationality, some fearing that linguistic requirements would become an obstacle to foreigners' acquisition of nationality, others underlining the command of the language as a central factor in integration and thus also in the acquisition of nationality.

Esta tesis presenta el diseño de un modelo de arquitectura empresarial para un colegio privado del Floridablanca Santander utilizando un framework de Togaf para plantear un modelo de arquitectura As – Is, ya que la institución no cuenta con un marco referencial referente de arquitectura, con base en este modelo se estudian los procesos institucionales y se seleccionan cuatro procesos que orientados a los objetivos del negocio alineen la institución con el área tecnológica y le ayude a mejorar. Los procesos seleccionados fueron Gobierno escolar, Matriculas, recibos de pensión y registro de notas. Se mostró la adaptabilidad de Togaf utilizando solo las cinco primeras fases del ADM preliminar, Fase A visión de arquitectura, Fase B arquitectura de negocio, Fase C arquitectura de sistema de información datos y aplicaciones, Fase D arquitectura tecnológica, también se plateo la hoja de ruta para la implementación del modelo de arquitectura teniendo en cuenta necesidades de la institución. Pemerintah terus berusaha mengikuti perkembangan zaman dengan berusaha memperbaiki standar terhadap akuntansi pemerintahan agar menghasilkan laporan keuangan yang semakin baik dalam menyajikan informasi laporan keuangan sebagai bagian dari akuntabilitas dan transparansi.Metode yang digunakan dalam penelitian ini adalah metode deskriptif komparatif dan metode deskriptif kualitatif dengan mengambil populasi data aset tetap pada tahun 2013 dan 2014. Total sampel penelitian sebanyak 6 orang. Teknik pengumpulan data pada penelitian ini menggunakan kuesioner,observasi, dan dokumentasi.Dan untuk pengolahan data dengan urutan penyusunan, klasifikasi, pengolahan, dan interprestasi hasil pengolahan data.Hasil penelitian ini menunjukkan bahwa Kantor Dinas Sosial Provinsi Kalimantan Barat telah melaksanakan proses pengklasifikasian, pengakuan dan pencatatan sesuai dengan Pernyataan Standar Akuntansi Pemerintahan Nomor 07 dari Peraturan Pemerintah Nomor 71 tahun 2010, akan tetapi belum dicantumkan nilai akumulasi penyusutan, sehingga nilai yang tercatat di neraca dan laporan inventaris hanyalah nilai pertama kali aset tetap diperoleh. Faktor – faktor belum diterapkannya akuntansi penyusutan di Kantor Dinas Sosial Provinsi Kalimantan Barat adalah karena dianggap rumit, kurangnya SDM, serta kurangnya sosialisasi dari pemerintah. Latar BelakangPerkembangan akuntansi sektor publik, khususnya di Indonesia semakin berkembang.Perubahan sistem politik, sosial dan kemasyarakatan serta ekonomi yang dibawa oleh arus reformasi menimbulkan beragam tuntutan terhadap sistem pengelolaan pemerintah yang baik.Tuntutan ini perlu dipenuhi dan disadari oleh para manager pemerintah daerah yang diminta untuk mempertanggungjawabkan dalam bentuk laporan keuangan oleh kepada daerah.Pemerintahan yang baik ditandai dengan adanya dua elemen yaitu transparansi dan akuntabilitas.Transparansi diciptakan sebagai dasar kebebasan untuk memperoleh informasi.Dan akuntabilitas ialah pertanggungjawaban kepada publik atas setiap aktivitas yang dilakukan.Perlu kita sadari dan pahami bahwa pentingnya suatu penyajian laporan keuangan Pemerintah sebagai bagian dari akuntabilitas dan transparansi. Hal ini terbukti dengan dapat dilihat dari penetapan Peraturan Pemerintah Nomor 24 Tahun 2005 tentang Standar Akuntansi Pemerintahan, yaitu basis kas untuk pendapatan, belanja, dan pembiayaan serta basis akrual untuk aset, kewajiban dan ekuitas, atau secara keseluruhan dikenal sebagai basis cash toward accrual.Kemudian pemerintah menggantinya dengan Peraturan Pemerintah Nomor 71 Tahun 2010 tentang Standar Akuntansi Pemerintahan (SAP). Lingkup pengaturan Peraturan Pemerintah Nomor 71 Tahun 2010 ini meliputi SAP Berbasis Akrual dan SAP Berbasis Kas Menuju Akrual. SAP Berbasis Kas Menuju Akrual berlaku selama masa transisi bagi entitas yang belum siap untuk menerapkan SAP Berbasis Akrual yaitu maksimal empat tahun sejak tanggal ditetapkan. Dengan demikian, paling lambat tahun 2015, pemerintah pusat maupun pemerintah daerah wajib melaksanakan SAP Berbasis Akrual. Pernyataan Standar Akuntansi Pemerintahan Nomor 07 mendefinisikan penyusutan sebagai penyesuaian nilai sehubungan dengan penurunan kapasitas dan manfaat dari suatu aset.Pencatatan penyusutan ini merupakan salah satu tanda berlakunya basis akrual dalam SAP.PSAP nomor 07 mengatur penyusutan pada bagian pengukuran berikutnya terhadap pengakuan awal.Aset tetap disajikan berdasarkan biaya perolehan aset tetap tersebut dikurangi akumulasi penyusutan. Hal ini akan sangat berpengaruh pada neraca yang mana perlakuan akuntansi penyusutannya kurang tepat sehingga dapat memberikan informasi yang kurang tepat karena tidak menunjukkan nilai yang seharusnya. Terdapat alasan mengapa penelitian mengenai penerapan akuntansi akrual pada pemerintah ini perlu dilakukan, terutama karena konsep akuntansi akrual di lingkungan pemerintah masih sangat baru, dan juga amanat undang-undang agar pemerintah segera menggunakan standar akuntansi pemerintahan berbasis akrual. Pada Tabel 1.1 menunjukkan bahwa aset tetap memiliki nilai yang cukup besar, pada tahun 2013 aset tetap Dinas Sosial Provinsi Kalimantan Barat mencakup 4.389.662.350,00 dari total keseluruhan aktiva yang dimiliki, sedangkan pada tahun 2014 aset tetap Dinas Sosial Provinsi Kalimantan Barat mencakup 4.885.973.850,00 dari total keseluruhan aktiva Pemerintah Provinsi Kalimantan Barat. Peningkatan jumlah Aset yang terjadi dari tahun 2013 ke tahun 2014 sebesar 496.311.500,00 menunjukkan bahwa tidak adanya penyusutan yang menunjukkan barang tersebut mulai usang atau rusak karena telah dimanfaatkan. Seharusnya penyusutan berguna sebagai pengurang aset tetap sebagai konsekuensi dari pemanfaatan aset tetap, hal ini tidak sesuai dengan Peraturan Pemerintah Nomor 71 tahun 2010 dan PSAP No. 07 tentang aset tetap. Uraian di atas menunjukkan arti penting perlakuan akuntansi khususnya terhadap aset tetap berupa peralatan dan mesin yang berpengaruh pada penyajian laporan keuangan khususnya neraca yang menunjukkan posisi keuangan instansi pemerintahan. Untuk daerah provinsi dipimpin oleh seorang kepala gubernur, untuk daerah kabupaten dipimpin oleh seorang bupati, dan untuk daerah kota dipimpin oleh seorang walikota. Dinas Sosial Provinsi Kalimantan Barat Pada umumnya setiap provinsi atau daerah mempunyai Satuan Kerja Perangkat Daerah (SKPD) dan salah satunya yaitu Dinas Sosial Provinsi Kalimantan Barat yang memiliki peranan melaksanakan hal-hal teknis dan pelaksanaan kebijakan daerah masing-masing. Dinas Sosial Provinsi Kalimantan Barat langsung dibawahi oleh kepala daerah karena semua hal-hal teknis dan kebijakan berasal dari kepala daerah langsung yang berhubungan dengan tugas pokok dan tugas lainnya yang dalam pelaksanaan dan pertanggungjawabannya harus dilaksanakan dan dilaporkan sesuai peraturan perundang-undangan pusat/daerah, Standar Akuntasi Pemerintah (SAP), dan kebijakan yang berlaku ke kepala daerah masing-masing. Definisi Aset Menurut Peraturan Menteri keuangan RI No. 238/PMK.05/2011 tentang pedoman umum Sistem Akuntansi keuangan : Aset adalah sumber daya ekonomi yang dikuasai dan/atau dimiliki oleh pemerintah sebagai akibat dari peristiwa masa lalu dan dari mana manfaat ekonomi dan/atau sosial di masa depan diharapkan dapat diperoleh, baik oleh pemerintah maupun masyarakat, serta dapat diukur dalam satuan uang, termasuk sumberdaya non keuangan yang diperlukan untuk penyediaan jasa bagi masyarakat umum dan sumber daya yang di pelihara karena alasan sejarah dan budaya. Aset adalah sumber daya yang diharapkan memberikan manfaat bagi perusahaan dimasa depan (Horngen & Harrison,2007:11). Pengertian Pernyataan Standar Akuntansi Pemerintahan (PSAP) Menurut Peraturan Pemerintah Nomor 71 Tahun 2010 pasal 1 ayat 3 menyatakan Standar Akuntasi Pemerintah, yang selanjutnya disingkat SAP, adalah prinsip-prinsip akuntasi yang diterapkan dalam menyusun dan menyajikan laporan keuangan pemerintah serta didalam Peraturan Pemerintah Nomor 71 Tahun 2010 pasal 1 ayat 4 menyatakan Pernyataan Standar Akuntansi Pemerintahan, yang selanjutnya disingkat PSAP, adalah Standar Akuntansi Pemerintah (SAP) yang diberi judul, nomor, dan tanggal efektif. Pernyataan Standar Akuntansi Pemerintahan (PSAP) No. 07 atau biasa disingkat PSAP No. 07 adalah mengenai aset tetap.Tujuannya adalah mengatur perlakuan akuntansi untuk aset tetap, yang meliputi pengakuan, penentuan nilai tercatat, serta penentuan dan perlakuan akuntansi atas penilaian kembali dan penurunan nilai tercatat aset tetap dan lainnya.PSAP No. 07 ini diterapkan keseluruh lembaga atau organisasi pemerintah dalam menyajikan laporan keuangan untuk tujuan umum dan perlakuan akuntansinya diantaranya pengakuan, penilaian, penyajian, dan pengungkapan yang diperlukan. Pengertian Dasar Aset Tetap PSAP No.07 Aset tetap merupakan salah satu pos di neraca di samping aset lancar, investasi jangka panjang, dana cadangan, dan aset lainnya. Secara umum pengertian aset tetap pemerintah adalah aset berwujud yang mempunyai masa manfaat lebih dari 12 (dua belas) bulan untuk digunakan dalam kegiatan pemerintahan atau dimanfaatkan oleh masyarakat umum.Menurut PSAP No. 07 paragraf 5 mengartikan aset bahwa aset sebagai sumber daya ekonomi yang dikuasai dan dimiliki oleh pemerintah sebagai akibat dari peristiwa masa lalu dan darimana manfaat ekonomi dan sosial di masa depan diharapkan dapat diperoleh, baik oleh pemerintah maupun masyarakat, serta dapat diukur dalam satuan uang, termasuk sumber daya nonkeuangan yang diperlukan untuk penyediaan jasa bagi masyarakat umum dan sumber-sumber daya yang dipelihara karena alasan sejarah dan budaya. Klasifikasi Aset Tetap Menurut Standar Akuntansi Pemerintah No 07 tentang Akuntansi Aset Tetap menyatakan bahwa aset tetap diklasifikasi berdasarkan kesamaan dalam sifat atau fungsinya dalam aktivitas operasi entitas. Klasifikasi aset tetap sebagai berikut : Tanah;Peralatan dan Mesin;Gedung dan Bangunan;Jalan, Irigasi, dan Jaringan;Aset Tetap Lainnya, dan;Konstruksi Dalam Pengerjaan. Perlakuan Akuntansi Aset TetapPengakuan Aset Tetap Sesuai dengan SAP Nomor 07 Aset Tetap, suatu aset dapat diakui sebagai aset tetap apabila berwujud dan memenuhi kriteria : Mempunyai masa manfaat lebih dari 12 (dua belas) bulan,Biaya perolehan aset dapat diukur secara andal,Tidak dimaksudkan untuk dijual dalam operasi normal entitas dan,Diperoleh atau dibangun dengan maksud untuk digunakan. Pengukuran Aset Tetap Aset tetap dinilai dengan biaya perolehan.Apabila penilaian aset tetap dengan menggunakan biaya perolehan tidak memungkinkan maka nilai aset tetap didasarkan pada nilai wajar pada saat perolehan. Penilaian Awal Aset Tetap Barang berwujud yang memenuhi kualifikasi sebagai suatu aset tetap pada awalnya harus diukur beradsarkan biaya perolehan. Komponen Biaya Bahwa biaya perolehan aset tetap adalah biaya perolehan yang meliputi harga beli dan biaya lainnya yang relevan. Harga perolehan, termasuk bea impor dan pajak pembelian yang tidak dapat dikreditkan setelah dikurangi diskon pembelian dan potongan lain. Biaya-biaya yang dapat diatribusikan secara langsung untuk membawa aset ke lokasi dan kondisi yang diinginkan agar aset siap digunakan sesuai dengan keinginan dan maksud manajemen. Konstruksi Dalam Pengerjaan Jika penyelesaian pengerjaan suatu aset tetap melebihi atau melewati satu periode tahun anggaran, maka aset tetap yang belum selesai tersebut digolongkan dan dilaporkan sebagai konstruksi dalam pengerjaan sampai dengan aset tersebut selesai dan siap dipakai. Perolehan Secara Gabungan Biaya perolehan dari masing-masing aset teap yang diperoleh secara gabungan ditentukan mengalokasikan harga gabungan tersebut berdasarkan perbandingan nilai wajar masing-masing aset tetap yang bersangkutan. Pertukaran Aset (Exchanges of Assets) Berdasarkan PSAP No. 07 paragraf 43-45 bahwa pertukaran aset yang tidak serupa diukur berdasarkan nilai wajar aset yang diperoleh yaitu nilai ekuivalen atas nilai tercatat aset yang dilepas setelah disesuaikan dengan jumlah setiap kas atau setara kas yang ditransfer/diserahkan.Pertukaran aset yang diukur sesuai nilai tercatatnya (carrying amount) atas aset tetap yang dilepas.Pertukaran aset ini tidak mengakui adanya keuntungan dan kerugian. Aset Donasi Menurut PSAP No. 07 paragraf 46-49 bahwa aset tetap yang diperoleh dari donasi, sumbangan, dan hibah harus dicatat menggunakan nilai wajar saat perolehan.Dan jika memenuhi kriteria perolehan aset donasi, sumbangan, dan hibah maka bisa diakui sebagai pendapatan pemerintah daerah dan untuk pengeluarannya diakui sebagai belanja pendapatan dan belanja modal aset tetap. Pengeluaran Setelah Perolehan (Subsequenet Expenditure) Pengeluaran setelah perolehan awal suatu aset tetap yang memperpanjang masa manfaat atau yang kemungkinan besar memberi manfaat ekonomi di masa yang akan datang dalam bentuk kapasitas, mutu produksi, atau peningkatan standar kinerja, harus ditambahkan pada nilai tercatat aset yang bersangkutan. Pengukuran Berikutnya (Subsequent measurement) Terhadap Pengakuan Awal Disimpulkan PSAP No. 07 paragraf 53-59 bahwa aset tetap disajikan berdasarkan biaya perolehan aset tetap tersebut dikurangi akumulasi penyusutan. Apabila terjadi suatu kondisi yang memungkinkan penilaian kembali, maka aset tetap akan disajikan dengan penyusutan pada masing-masing akun aset tetap dan akun diinvestasikan dalam aset tetap. Penyusutan Aset Tetap Arti Penting Penyusutan Memungkinkan pemerintah untuk setiap tahun memperkirakan sisa manfaat suatu aset tetap.memungkinkan pemerintah mendapat suatu informasi tentang keadaan potensi aset yang dimilikinya.Memberi informasi kepada pemerintah suatu pendekatan yang lebih sistematis dan logis dalam menganggarkan Berdasarkan PSAP No. 07 paragraf 57 menyatakan metode penyusutan yang dapat dipergunakan oleh pemerintah sebagai berikut : Metode Garis Lurus (Straight Line Method); Depresiasi=Harga Perolehan – Nilai Sisa Masa Manfaat Metode Saldo Menurun Ganda (Double Declining Balance Method); Depresiasi= 1 x 100% x 2 Umur Ekonomis Metode Unit Produksi (Unit of Production Method). Depresiasi =Harga Perolehan – Nilai Sisa Tafsian Hasil Produksi (unit) Penilaian Kembali Aset Tetap (Revaluation) Berdasarkan PSAP No. 07 paragraf 59 bahwa Penilaian kembali aset tetap pada umumnya tidak diperkenankan karena pada Standar Akuntansi Pemerintahan (SAP) menganut penilaian aset tetap berdasarkan biaya perolehan.Penyimpangan dari ketentuan ini mungkin dilakukan berdasarkan ketentuan-ketentuan pemerintah yang berlaku secara nasional. Penghentian dan Pelepasan (Retirement and Disposal) Sesuai PSAP No. 07 paragraf 76-78 bahwa suatu aset tetap dieleminasi dari neraca apabila dilepaskan atau bila aset secara permanen dihentikan penggunaannya dan tidak ada manfaat ekonomik masa yang akan datang. Pelepasan aset tetap dilingkungan pemerintah biasa disebut sebagai pemindahtanganan. Sumber Data Data primer adalah data yang didapat atau dikumpulkan oleh peneliti secara langsung dari sumber datanya.Data Sekunder adalah data yang didapat atau dikumpulkan oleh peneliti dari berbagai sumber yang telah ada. 3.2.1. Tahapan Penelitian Tahapan-tahapan analisis data dalam penelitian ini sesuai dengan analisis data kualitatif model Miles dan Huberman dalam Sugiyono (2010:91), yaitu sebagai berikut:1. Pengumpulan data, yaitu peneliti mencatat semua data secara objektif dan apa adanya sesuai dengan data yang diperoleh dari pihak yang terkait.2. Reduksi data, yaitu memilih hal-hal pokok yang sesuai dengan fokus penelitian.3. Penyajian data, yaitu sekumpulan informasi yang tersusun yang memungkinkan adanya penarikan kesimpulan dan pengambilan tindakan.4. Pengambilan keputusan atau verifikasi, berarti bahwa setelah data disajikan, maka dilakukan penarikan kesimpulan atau verifikasi.Alat Analisis Peraturan Pemerintah Republik Indonesia Nomor 71 tahun 2010.Pernyataan Standar Akuntansi Pemerintahan Nomor 07 tentang Akuntansi Aset Tetap.Bulletin Teknis Standar Akuntansi Pemerintah Nomor 05 tentang Akuntansi Penyusutan.Kuesioner Implementasi Akuntansi Penyusutan Berdasarkan PSAP No. 07 dan PP No. 71 tahun 2010Aset Tetap Pemerintah Daerah Sejak terbitnya Peraturan Pemerintah nomor 24 tahun 2005, setiap unit pelaporan pada instansi pemerintah wajib untuk menyusun neraca sebagai salah satu bagian dari laporan keuangan pemerintah, dimana didalam neraca menyajikan pos akun aset tetap yang merupakan nilai terbesar yang dimiliki oleh Dinas Sosial Provinsi Kalimantan Barat. Kemudian terbit Peraturan pemerintah nomor 71 tahun 2010 yang berbasis akrual menggantikan PP no. 24 tahun 2005 yang berbasis kas menuju akrual, sejak berlakunya PP no. 71 tahun 2010, berarti Standar Akuntansi Pemerintah telah mulai menggunakan basis akrual, tetapi pemerintah memberi kerenggangan berupa 5 tahun masa transisi sebagai penyesuaian dan pembelajaran pemerintah untuk beralih ke basis akrual. Jadi, setelah 5 tahun maka semua entitas pemerintahan harus bisa menggunakan basis akrual secara penuh pada laporan keuangannya, sehingga pemerintah sudah harus memulai belajar bagaimana menerapkan akuntansi penyusutan aset tetap pada laporan keuangannya. Analisis Terhadap Laporan Inventaris Dan Neraca Tahun 2013 Dan 2014 Laporan inventaris kantor Dinas Sosial provinsi Kalimantan barat, sesuai dengan fokus utama dari penelitian ini adalah mengenai penyusutan aset tetap, berdasarkan PSAP no. 07 dan Buletin teknis no. 05 mengatur tentang akuntansi penyusutan aset tetap, tetapi berdasarkan laporan inventaris tahun anggaran 2013 dan 2014 yang dibuat oleh kantor Dinas Sosial provinsi dapat dilihat bahwa aset tetapnya tidak disusutkan dan sehingga jumlah nilai dari aset tetapnya selalu meningkat tiap tahunnya. Seharusnya aset tetap yang digunakan secara berkala akan mengalami penyusutan yang pada setiap periode dicatat pada akun akumulasi penyusutan dengan lawan akun diinvestasikan pada aset tetap dan disajikan sebagai pengurang aset tetap. Penerapan Aset Tetap PSAP No.07 Kantor Dinas Sosial Provinsi Kalimantan Barat. Pengklasifikasian dan perlakuan akuntansi aset tetap berdasarkan PSAP no. 07 tentang aset tetap termuat didalam paragraf – paragraf sebagai berikut : Klasifikasi aset tetap Berikut adalah klasifikasi aset tetap yang digunakan: Tanah;Peralatan dan Mesin;Gedung dan Bangunan;Jalan, Irigasi, dan Jaringan;Aset Tetap Lainnya; danKonstruksi dalam Pengerjaan. Penilaian Awal Aset Tetap Untuk di Dinas Sosial Provinsi Kalimantan Barat yang sudah diklasifikasikan sebagai tanah, peralatan dan mesin, gedung dan bangunan, jalan, irigasi, dan instalasi, aset tetap lainnya, dan konstruksi dalam pengerjaan saat pengakuan yang diandalkan sebagai suatu aset harus disertai dengan memiliki masa manfaat ekonomis di masa yang akan datang lebih dari 12 (dua belas) bulan yang dalam kondisi siap dipakai. Komponen Biaya Komponen biaya untuk aset tetap diantaranya : TanahPeralatan dan MesinGedung dan BangunanJalan, Irigasi, dan JaringanAset Tetap Lainnya Konstruksi Dalam Pengerjaan Merupakan termasuk ke dalam klasifikasi aset tetap yang dibangun dan dibiayai untuk kegiatan operasional badan/instansi dan kepentingan masyarakat umum yang memerlukan waktu jangka panjang atau melebihi 1 (satu) tahun anggaran pengerjaannya yang masih dalam proses konstruksi. Perolehan Secara Gabungan Dinas Sosial Provinsi Kalimantan Barat belum menerapkan perolehan secara gabungan ini. Pertukaran Aset (Exchanges of Assets) Dalam hal ini Dinas Sosial Provinsi Kalimantan Barat tidak menerapkan pertukaran aset (exchanges of assets) karena tidak ada kejadian atau pencatatan yang berhubungan dengan pertukaran aset (exchanges of assets) sebelum dan pada saat tahun tersebut. Aset DonasiDalam hal ini Dinas Sosial Provinsi Kalimantan Barat tidak menerapkan aset donasi karena tidak ada kejadian atau pencatatan yang berhubungan dengan aset donasi sebelum dan pada saat tahun tersebut. Pengeluaran Setelah Perolehan (Subsequent Expenditures) Setelah aset tetap diperoleh maka akan ada biaya atau pengeluaran yang harus dikeluarkan oleh Dinas Sosial Provinsi Kalimantan Barat untuk menjalankan dan mengoperasikan aset tetap tersebut. Pengukuran Berikutnya (Subsequent Measurement) Terhadap Pengakuan Awal Adapun pedoman dasar bagi Dinas Sosial provinsi dalam dalam melakukan pengukuran berikutnya terhadap pengakuan awal, yang sesuai dengan PSAP no 07 paragraf 54, Penyesuaian nilai aset tetap dilakukan dengan berbagai metode yang sistematis sesuai dengan masa manfaat aset tetap tersebut. Penyusutan A. Metode garis lurus Metode saldo menurun berganda Tarif Penyusutan diperoleh dengan rumus : Metode unit produksi Tarif Penyusutan diperoleh dengan rumus : Penilaian Kembali Aset Tetap (Revaluation) Berdasarkan PSAP No. 07 paragraf 59 bahwa Penilaian kembali aset tetap pada umumnya tidak diperkenankan. Penghentian dan Pelepasan (Retirement and Disposal) Sesuai PSAP No. 07 paragraf 76-78 bahwa suatu aset tetap dieleminasi dari neraca apabila dilepaskan atau bila aset secara permanen dihentikan penggunaannya dan tidak ada manfaat ekonomik masa yang akan datang. Prosedur Penyusutan Dan Contoh Jurnal Berdasarkan Buletin Teknis Nomor 05 Tentang Akuntansi PenyusutanIdentifikasi Aset Tetap yang Dapat DisusutkanLangkah ini untuk meyakinkan bahwa kantor Dinas Sosial Provinsi Kalimantan Barat yang akan melaksanakan pencatatan penyusutan tidak akan memasukkan aset tetap berupa tanah dan konstruksi dalam pengerjaan sebagai aset tetap yang akan disusutkan. Pengelompokan Aset Aset Berkelompokb. Aset Individual Penetapan Nilai Aset Tetap yang WajarAset tetap harus menyajikan nilai perolehanatau nilai wajar yang memiliki bukti seperti akte sertifikat tanah, bukti kwitansi pembelian, surat kuasa atau hibah. Penetapan Nilai yang Dapat DisusutkanOleh karena aset tetap milik pemerintah diperoleh bukan untuk tujuan dijual, melainkan untuk sepenuhnya digunakan sesuai tugas dan fungsi instansi pemerintah, maka nilai sisa/residu tidak diakui. Penetapan Metode PenyusutanSesuai dengan Bultek no. 5 tentang akuntansi penyusutan, dalam penetapan metode penyusutan, metode garis lurus adalah metode yang paling populer karena dirasakan paling sederhana. Yang paling dirasa rumit, adalah metode saldo menurun berganda.Jika unit manfaat bersifat spesifik dan terkuantifikasi, maka perhitungan penyusutan yang lebih logis dan proporsional dapat dilakukan dengan memakai metode unit produksi.Jika intensitas pemanfaatan bersifat menurun dalam artian pemanfaatan di masa awal pengabdian aset tetap lebih intensif daripada diakhir, maka perhitungan penyusutan yang lebih logis dan proporsional dapat dilakukan dengan memakai metode saldo menurun berganda.Akan tetapi jika unit masa manfaat kurang spesifik dan tidak terkuantifikasi, atau kalaupun spesifik dan terkuantifikasi tetapi perhitungan hendak dilakukan semudah mungkin, maka perhitungan penyusutan yang lebih logis dan proporsional dapat dilakukan dengan memakai metode garis lurus. Karena neraca tidak overstate, dimana lebih besar daripada yang seharusnya. Kendala–Kendala Belum Diterapkannya Akuntansi Penyusutan Aset Tetap Di Dinas Sosial Provinsi Kalimantan Barat Untuk mengetahui hal ini maka dibutuhkannya sebuah media kuesionersebagai alat penelitian, kemudian disebarkan kepada 6 (enam) anggota/pegawai Dinas Sosial Provinsi Kalimantan Barat sebagai subjek penelitian yang sudah mewakili seluruh pengelola dan penanggungjawab atas pelaporan aset tetap.Cara mengeatahui sejauh mana tingkat sistem pengendalian internal dan tingkat pemahaman tersebut dengan menghitung berapa persen banyaknya jawaban yang menjawab "YA" dan jawaban yang menjawab "TIDAK" sehingga dapat ditarik suatu kesimpulan bahwa apakah akuntansi aset tetap tidak sesuai, akuntansi aset tetap kurang sesuai, akuntansi aset tetap cukup sesuai, dan akuntansi aset tetap sangat sesuai. European writings on Chinese art were cultural products illustrating how Europeans understood and evaluated Chinese visual and material culture at different times. However, these European writings have not been thoroughly studied in art history. Most scholarship has examined Chinese influence on western art, western collecting of Chinese art, or western reactions to specific works of Chinese art and architecture. The present thesis instead traces the evolution of the European reception of Chinese art, with a focus on painting and calligraphy, as expressed in 34 English-language texts published from 1600 to 1860, based on a selection of the most important, influential, or typical writings in the period. It identifies every mention of painting and calligraphy in the selected texts and compares them to comments about Chinese architecture and material culture. By tracing the recycling of various ideas from one author to another, the thesis shows how the English-language discourse of Chinese art evolved from 1600 to the Second Opium War. I make four major arguments regarding these writings. First, there were three main stages in the development of European understanding of Chinese art during this period: what I call an exploring stage, a translating stage, and a diverging stage. In the exploring stage (c.1600-1750), Europeans showed a high level of sensibility to Chinese civilization and cultural products. They carried out a wide range of explorations of Chinese art and culture and described many cultural differences and artistic practices without trying to explain what they noticed in terms of European cultural frameworks or concepts. In the translating stage (c.1750-1840), Europeans now tried much more to comprehend Chinese aesthetic practices and conventions based on frameworks and concepts from their own European cultural discourse and artistic tradition. The diverging stage (c.1840-1860) saw most writers shift attention away from art and material culture, while a few writers were able to reach more profound understandings of Chinese painting and calligraphy. The remarkable person in this phase was George Lay, who in 1841 expressed an exceptional appreciation of Chinese aesthetics and artistic features in both painting and calligraphy, based for the first time on Chinese rather than western tastes and principles. My second argument is that the physicality and materiality of art forms played a critical role in European appreciation of Chinese art. As a result, painting and calligraphy were little valued and discussed in this period, while Europeans paid much more attention to architecture, gardening, porcelain, silk, and mechanical arts like printing and paper making. My third argument is that cultural compatibility was another pivotal factor affecting how Europeans evaluated Chinese painting and calligraphy. They generally based their judgments on European artistic references, particularly illusionistic realism, linear perspective, 3-D modeling, and color. Many writers appreciated flower-and-bird painting because the naturalistic outlining of objects and use of bright colors matched European principles and tastes in oil painting. On the other hand, most writers throughout the period ignored portraiture and monochrome landscape painting and criticized the Chinese depiction of space for failing to use linear perspective. Such criticism was not due to cultural arrogance or political ideology, but due to the incompatibility of Chinese art forms with dominant practices and principles within Europe. My fourth argument is that Europeans' preference for art forms that had more physical and material appeal paralleled the taste for chinoiserie in the 17th and 18th centuries. This materialist taste helps explain why the thriving development of European portraiture and landscape painting in Europe during the 18th and 19th centuries did not lead to any increased appreciation of Chinese portraiture or landscape. These four major arguments help illustrate how Europeans' knowledge construction took place and explain the driving forces behind such a long and complex process of understanding Chinese culture. Examining the written texts as analyzed in the present study not only opens up such a new horizon but also deepens our vision in seeing that even cross-cultural writings that seem highly empirical (e.g. travel writing, encyclopedias, scientific reports, etc.) are not as neutral or impartial as they appear; that the processes of empirical knowledge-making are loaded with many preconditions and prejudices like social-cultural traditions and artistic-aesthetic conventions; and that these processes are also affected by physical and material factors that are outside those social cultural realms. Partiendo de los mitos fundacionales de Roma por Rómulo y Remo en Horacio y de la estirpe de Eneas en Virgilio se analizan las faltas iniciales que marcan a las respectivas descendencias: la muerte de Remo por Rómulo en Horacio y el engaño de Laomedonte a Poseidón y a Apolo, constructores de las murallas de la ciudad de Troya. Horacio y Virgilio consideran estas faltas imbricadas en los orígenes como maldiciones generadoras de la guerra civil. Analizamos las consecuencias de ese planteo en ambos poetas dentro de un esquema de culpa-castigo- expiación como un hilo conductor que recorre toda la obra de ambos autores diseñando una visión de la historia de Roma con sus semejanzas y diferencias. En Horacio el itinerario comienza en el Epodo VII con la noción de culpa primigenia que se transmite a toda la estirpe y genera la guerra civil sin término posible. En la misma colección el Epodo XVI muestra una salida utópica de las turbulencias cívicas: la evasión de los mejores, entre los que se incluye el autor, a las Islas Afortunadas. Al pasar a las Odas el planteo se vuelve más complejo, así la Oda I, 2 presenta un nivel vertical a la pregunta sobre la causalidad de la guerra: el crimen inicial, ofensa a la divinidad, merece un castigo, requiere una expiación y un expiador; este debe ser un héroe de doble naturaleza, cuyo accionar se acota al campo político: acabar con la guerra civil y pacificar el orbe romano, lo que ocurre con verbos en pretérito en la oda IV, 15. H. pasa de Rómulo a Augusto, estirpe troyana de Anquises y Venus, incluyéndose en el planteo virgiliano. ¿Cómo ocurre esto? En la Oda III, 3, con un discurso de Juno que admite la apoteosis de Rómulo bajo ciertas condiciones: la no reconstrucción de Troya y el no retorno de los exiliados a su ciudad de origen. Este discurso es la bisagra con que H. ensambla ambas estirpes y la aceptación y adopción del pasado troyano. Paralelamente en Eneida XII, 791-842 Virgilio presenta en un contexto distinto (el combate entre Eneas y Turno) y en forma dialógica con el padre de los dioses, también las condiciones de Juno para reconciliarse con los romanos; ni Horacio ni Virgilio ponen en boca de Juno las mismas razones, por eso ambos discursos parecen complementarse con sus diversas motivaciones míticas e históricas. ; We start from the foundational myths of Rome by Romulus and Remus in Horace and from the Aeneas' lineage in Virgil analyzing the initial guilts that defines the respective successors: the death of Remus and the Laomedon's deception to Poseidon and Apollo, builders of the city walls of Troy. Horace and Virgil think these faults in the origins are imbricated as maledictions that generate the civil war. We analyze the consequences of these arrangements in both poets into a diagram of guiltpunishment- expiation as a conducting thread that runs through their entire work drawing a vision of the Roman history with their resemblances and differences. In Horace the itinerary begins in the Epode VII with the notion of primigenial guilt that passes from generation to generation and generates a civil war whitout end. Passing to the Odes the arrangement become more complex; thus the ode I, 2 offers a vertical level to the question of the origin of the war: the initial crime, an offense to the divinity, deserves a punishment, needs an expiation and an expiator; this must be a hero of double nature, whose activity is limited to politic field: to finish the civil war and to pacify the Roman world, this is also what happens in the ode IV, 15 with the verbs in past tense. H. passes from Romulus to August, Trojan descendant from Anchises and Venus, joining his project to the Virgilian arrangement. How does this happens? In ode III, 3 with a speech by Juno that admits the Romulus' apotheosis under certain conditions: the no reconstruction of Troy and the no return of the exiles to their native city. This speech is the hinge with which H. assembles both lineages and the acceptance and adoption of Trojan past. Simultaneously in Aeneid XII, 791-842, V. also shows in a different context (the fight between Aeneas and Turnus) and in a dialog with the father of the gods, also the Juno's conditions to reconcile with the Romans; neither H. nor V. put in Juno's mouth the same reasons, therefore both speeches seem to complement each other with their different mythical and historical motivations. ; Facultad de Humanidades y Ciencias de la Educación

Laurence Prempain dedicates her PhD (History) to the study of the Poles and Polish Jews who came to live in Lyon (France) between 1935 and 1945. In the first part, she presents the geographical framework (Lyon), her methodology (Gender approach, microhistory and silence as a source) and her will to understand their voices and place them to the heart of her work. For that purpose, upon the examination of approximately 600 administrative files amassed by the « bureau des étrangers » (préfecture du Rhône), the letters they wrote have been then systematically collected to shed light on their authors' struggle to live and survive. The historian starts from the postulate that Poles and Polish Jews in France make up a heterogeneous population, only sharing a common citizenship, nonetheless they remain economic, political and war refugees. Thus, once considered welcomed, all Polish nationals are , at their life, considered as unwanted, « indésirables ». Therefore, the second part investigates the processes used by the Third Republic and then the Vichy Regime to get rid of them: expulsions, driving back, exclusions, internments or deportation. Moreover, the author raises the question of the war ends and demonstrates that purges have a gendered dimension, which can be seen as an attempt of reappropriation of the authority. She also focuses on the foreign deportees repatriation's organisation. Finally, in a third part, she asserts that far from being subjected, these men and women have acted and developped evolutive strategies. Through the letters they wrote, through what is said and what is silenced, she establishes that those strategies are a matter of what she names sidestep and transgression. The first one adapts itself with the limits while the other is deliberately opposed to it. Sidestep and transgression complete each other. It is also showed that to the arbitrary of the richy regime respond strategies more and more transgressive, such as clandestinity, cross borders and resistance. The moving from a strategy to another one, depends on the person, the context, the habits, the life course and the identity. The historian concludes that in 2016, the refugees crisis that shakes Europe resonates of the same voices, of those who are looking for protecting their lives and to living in dignity. ; Laurence Prempain consacre sa thèse de doctorat d'histoire aux Polonais-es et Juif-ve-s polonais-es venu-e-s vivre à Lyon (France) entre 1935 et 1945. Aussi, la deuxième partie est consacrée à l'exploration des procédés auxquels la Troisième République, puis le régime de Vichy ont recours : expulsions, refoulements, exclusions, internements sinon déportation. Par ailleurs, l'auteure s'intéresse aux sorties de guerre et démontre l'existence d'une dimension genrée de l'épuration, comme expression d'une tentative de réappropriation de l'autorité. L'attention est également portée sur l'organisation du rapatriement des étranger-ère-s déporté-e-s raciaux et politiques. Enfin, dans une troisième partie, elle affirme que loin de subir, ces hommes et femmes agissent et développent des stratégies évolutives. Au travers des lettres qu'ils-elles ont écrites, de ce qui est dit mais aussi passé sous silence, elle établit que ces stratégies semblent relever de ce qu'elle choisit de nommer esquive et transgression. L'une s'accommode des limites quand l'autre s'y oppose délibérément. Esquive et transgression se complètent. Il est montré qu'à l'arbitraire sans cesse croissant du régime de Vichy, répondent des stratégies de plus en plus transgressives, dont relèvent notamment le passage de frontière, l'entrée en clandestinité et en résistance. Le passage d'une forme de stratégie à l'autre dépend de l'individu, du contexte, de ses habiti, de son parcours et de son identité. L'historienne conclut qu'en 2016, la crise des réfugié-e-s qui secoue l'Europe résonne des mêmes voix, de celles et ceux qui cherchent à protéger leurs vies et à vivre dans la dignité

In the article the social and local relations of Ukraine are analysed in composition Lithuania and Poland in the XIV – the first half of the XVI centuries. This period characterized a cultural revival, distribution of humanism ideas of the Reformation, social and national revolutions. In the XIII – the first half of the XIV centuries, successor state of on its south-western lands was Galicia-Volhynia. It is traced, that at the same time becoming of basic lines of colloquial Ukrainian was with forming of Ukrainian nationality and continued cultural development of Ukrainian nationality.Lithuanian tribes have been the north-western neighbors of the Eastern Slavs for a long time. In the "Tale of Bygone Years" are mentioned their own political organization, and paying the tribute to Kyiv. "Lithuania from the swaps doesn't show itself for anybody" – the author of "Word of the death of Russian land" pointed out in the middle of the thirteenth century. However, it evolved into the early feudal state, the Duchy of Lithuania.After the addition of the most part of the modern Ukrainian, Belarusian and Russian lands Lithuania became a great feudal state. The Lithuanians called it the Grand Duchy of Lithuania, Russ and Zhemaytiyske. Russian land amounted to 9/10 of the total area of the principality, and had a great impact on the socio-political and cultural life of Lithuania. Russian language became the official one; many rules from "Russian Truth", the local name of social conditions, government offices were taken by Lithuanians. The administrative divisions being characteristic of Kievan Rus, was restored. The territory was divided into separate principalities which have the autonomous status.During the second half of the XIV – the beginning of the XV centuries the partial assimilation of the Lithuanians in the powerful Slavic array was held. The following facts testify about the assimilation of the Lithuanian rulers. They are many marital relationships of the local and Lithuanian nobles, the expansion of the Russian Orthodoxy influence in the territories of the Lithuanian state, the establishment of "Russian Truth" as a state legal basis; recognition of the Ruthenian language as an official language; borrowing Russian military experience of building forts and setting the tax system, formation of the princely administration structure. It encouraged the Ukrainian elites to support the Lithuanians, and the lower classes not to resist against the domination of Lithuania. These facts proved Hrushevsky's theory. He argued that the Grand Duchy of Lithuania kept the tradition of Kievan Rus better than Moskow state did it. The modern authors call Lithuanian penetration of the Ukrainian land "velvet". Joining the western Russian lands, Lithuania took over their higher culture and experience of political organization. It led to the convergence of Lithuanian and Ruthenian nobility, "slavification", "Russification" of Lithuanian princes, who married with the ruthenian princesses and lord, moved into the Orthodox faith, took the local language, way of life and customs.After 1569 Ukrainian lands were divided into seven provinces: Rus (Galicia), Belz, Volyn, Bratslav, Kiev, Podolsk and Chernihiv (formed in 1635 after the "true Polish" Chernihiv and Siverschyna were taken from Moscow). The Lithuanian law (Statutes 1566 and 1588) was on these territories (except Galicia). The large cities were guided by the provisions of the Magdeburg Law. However, despite of these factors, the Polish lords extended their power on the most part of Ukraine [1].The Orthodox Church became illegal. The Uniate cathedral decision didn't meet either the interests or sentiments of the majority of the Ukrainian population who thought that the Orthodoxy church was a symbol of the national liberation struggle. The Catholic Church was seen as an instrument of foreign oppression. So the natural consequence of the Brest Union was the religious schism in Ukraine. Thus, the inclusion of Ukrainian lands to the Polish-Lithuanian Commonwealth laid the ground for the future conflict in society and brought a rapid increasing of the Ukrainian people exploitation, national and religious discrimination and catholization. ; В статье анализируются социальные и правовые отношения Украины в составе Литвы и Польши в XIV – первой половине XVI вв. – периода, который характеризуется культурным возрождением, распространением идей Реформации и гуманизма, социальными и национальными революциями. Laurence Prempain dedicates her PhD (History) to the study of the Poles and Polish Jews who came to live in Lyon (France) between 1935 and 1945. In the first part, she presents the geographical framework (Lyon), her methodology (Gender approach, microhistory and silence as a source) and her will to understand their voices and place them to the heart of her work. For that purpose, upon the examination of approximately 600 administrative files amassed by the « bureau des étrangers » (préfecture du Rhône), the letters they wrote have been then systematically collected to shed light on their authors' struggle to live and survive. The historian starts from the postulate that Poles and Polish Jews in France make up a heterogeneous population, only sharing a common citizenship, nonetheless they remain economic, political and war refugees. Thus, once considered welcomed, all Polish nationals are , at their life, considered as unwanted, « indésirables ». Therefore, the second part investigates the processes used by the Third Republic and then the Vichy Regime to get rid of them: expulsions, driving back, exclusions, internments or deportation. Moreover, the author raises the question of the war ends and demonstrates that purges have a gendered dimension, which can be seen as an attempt of reappropriation of the authority. She also focuses on the foreign deportees repatriation's organisation. Finally, in a third part, she asserts that far from being subjected, these men and women have acted and developped evolutive strategies. Through the letters they wrote, through what is said and what is silenced, she establishes that those strategies are a matter of what she names sidestep and transgression. The first one adapts itself with the limits while the other is deliberately opposed to it. Sidestep and transgression complete each other. It is also showed that to the arbitrary of the richy regime respond strategies more and more transgressive, such as clandestinity, cross borders and resistance. The moving from a strategy to another one, depends on the person, the context, the habits, the life course and the identity. The historian concludes that in 2016, the refugees crisis that shakes Europe resonates of the same voices, of those who are looking for protecting their lives and to living in dignity. ; Laurence Prempain consacre sa thèse de doctorat d'histoire aux Polonais-es et Juif-ve-s polonais-es venu-e-s vivre à Lyon (France) entre 1935 et 1945. Ainsi, un temps considéré-e-s comme les bienvenu-e-s, les ressortissant-e-s polonais-es sont tous-tes, à un moment de leur parcours de vie, considéré-e-s comme indésirables. Aussi, la deuxième partie est consacrée à l'exploration des procédés auxquels la Troisième République, puis le régime de Vichy ont recours : expulsions, refoulements, exclusions, internements sinon déportation. Par ailleurs, l'auteure s'intéresse aux sorties de guerre et démontre l'existence d'une dimension genrée de l'épuration, comme expression d'une tentative de réappropriation de l'autorité. L'attention est également portée sur l'organisation du rapatriement des étranger-ère-s déporté-e-s raciaux et politiques. Enfin, dans une troisième partie, elle affirme que loin de subir, ces hommes et femmes agissent et développent des stratégies évolutives. Au travers des lettres qu'ils-elles ont écrites, de ce qui est dit mais aussi passé sous silence, elle établit que ces stratégies semblent relever de ce qu'elle choisit de nommer esquive et transgression. L'une s'accommode des limites quand l'autre s'y oppose délibérément. Esquive et transgression se complètent. Il est montré qu'à l'arbitraire sans cesse croissant du régime de Vichy, répondent des stratégies de plus en plus transgressives, dont relèvent notamment le passage de frontière, l'entrée en clandestinité et en résistance. Le passage d'une forme de stratégie à l'autre dépend de l'individu, du contexte, de ses habiti, de son parcours et de son identité. L'historienne conclut qu'en 2016, la crise des réfugié-e-s qui secoue l'Europe résonne des mêmes voix, de celles et ceux qui cherchent à protéger leurs vies et à vivre dans la dignité
