Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Union Advisory Board on Corruption (AUABC) was established in accordance with the provisions of article 22 (5) (a) of the African Union Convention on Preventing and Combating Corruption (AUCPCC). The Convention was adopted at the second ordinary session of the Assembly of Heads of States and Government of the African Union in Maputo, Mozambique, on 11th July 2003, and entered into force on 5th August 2006, thirty (30) days after the deposit of the fifteenth instrument of ratification. As at November 2018, the Convention had been signed by 49 states and ratified or acceded to by 40 States.

Objective: To understand/reveal the experiences of undergraduate students of the Nursing School of the Universidade de São Paulo in international academic mobility. Method: A cross-sectional, descriptive study with a qualitative approach conducted between February and July 2017. Data were collected using a semi-structured interview and submitted to content analysis. Results: Twenty-two (22) students participated in the study. Five analytical categories emerged from the analysis of the interviews: Interinstitutional Relationships Dimension, Personal Dimension, Professional Dimension, Academic Dimension and Cultural Dimension. Conclusion: There are many advantages that international mobility can bring to vocational training. Greater governmental and institutional investment is considered necessary, but with mutual planning and monitoring by the institutions in order for it to contribute to the development of Nursing and the Country. ; Objective: To understand/reveal the experiences of undergraduate students of the Nursing School of the Universidade de São Paulo in international academic mobility. This article is the result of an investigation whose main purpose was to analyze the constructions of the concept of disability. We intend to analyze the discourses on disability that teachers working with students in this situation have built. The approach to the data was from a qualitative paradigm, of descriptive scope, and supported by the grounded theory methodology. Questionnaires were applied to 22 participants, basic education teachers. We conclude that the scientific knowledge has hegemonized visions, but in the process it has turned to common sense, leaving aside an important substratum as it is our action in front of other people and the consequences of the interventions and diagnoses that, being scientifically validated, invalidate the others and exclude the others. The above implies looking at teacher training from an ethical and political stage where complex processes of reflection overcome the reduced vision that has been built on disability and its inclusion. ; El presente trabajo es resultado de una investigación cuyo propósito principal fue analizar las construcciones sobre el concepto de discapacidad. Pretendemos analizar los discursos que sobre discapacidad han construido docentes que atienden estudiantes en esta situación. La aproximación a los datos fue desde un paradigma cualitativo, de alcance descriptivo y apoyado en el método de teoría fundamentada. Se aplicaron cuestionarios a 22 participantes, docentes de educación básica. Concluimos que los saberes de orden científico han hegemonizado las visiones, pero en el devenir se han volcado hacia el sentido común, dejando de lado un sustrato importante como lo es nuestro actuar frente a otras personas y las consecuencias de las intervenciones y diagnósticos que, siendo validados científicamente, invalidan al otro ser y lo excluyen. Lo anterior implica mirar hacia la formación docente desde un estadio ético y político, donde complejos procesos de reflexión superen la visión reducida que se ha construido sobre la discapacidad y su inclusión. ; O presente trabalho é resultado de uma investigação cujo objetivo principal foi analisar as construções sobre o conceito de deficiência. Pretendemos analisar os discursos sobre deficiência construídos por professores que tem estudantes nessa situação. A abordagem dos dados partiu de um paradigma qualitativo, de formato descritivo e apoiado pelo método da teoria fundamentada. Os questionários foram aplicados a 22 participantes, professores da educação básica. Conclui-se que o conhecimento científico hegemonizou visões, generalizando a um sentido comum, deixando de lado um substrato importante como nossas ações diante de outras pessoas e as consequências das intervenções e diagnósticos que, sendo cientificamente validados, anulam o outro ser e o excluem. O que pretende-se dizer implica um olhar a formação de professores, a partir de uma perspectiva ética e política, onde os processos de reflexão complexos superam a visão reduzida que foi construída sobre a deficiência e sua inclusão.

Introduction: Water is a natural resource of vital importance to all living beings, but when it is polluted it can be the cause of various diseases. A wide variety of pollutants have been found in groundwater and nitrate is the most frequent pollutant. Objective: The objective of this work was to determine nitrate concentration in well water samples from public supply systems and collective alternative solutions from 22 municipalities in the Marília and Assis-São Paulo regions. Method: A total of 157 water samples from wells registered in municipal health surveillance were collected and the analyses were performed by spectrophotometric method in the UV region, according to physical-chemical methods for food analysis of the Adolfo Lutz Institute. Results: From the total of 157 samples analyzed, 141 samples (89.8%) were in agreement and 16 samples (10.2%) were in disagreement with the current legislation. Conclusions: It is concluded with the results of this study that the nitrate analysis is extremely important to evaluate the risks to human health andenvironment. It is suggested the annual monitoring of the wells that presented nitrate concentrations between 5 and 10 mg/L and the promotion of public policies that guarantee the population access to water in accordance with current legal standards. ; Introdução: A água é um recurso natural de importância vital a todos os seres vivos, mas, quando está poluída, pode ser a causa de várias doenças. Uma grande variedade de substâncias contaminantes tem sido encontrada nas águas subterrâneas e o nitrato é o poluente de ocorrência mais frequente. Objetivo: O objetivo deste trabalho foi determinar a concentração de nitrato em amostras de água de poços de sistemas de abastecimento público e soluções alternativas coletivas de 22 municípios das regiões e Marília e Assis, São Paulo. Método: Foram coletadas 157 amostras de água de poços cadastrados nas Vigilâncias Sanitárias municipais e as análises foram realizadas pelo método espectrofotométrico na região Ultravioleta (UV), segundo métodos físicoquímicos para análise de alimentos do Instituto Adolfo Lutz. Resultados: Do total de 157 amostras analisadas, estavam de acordo com a legislação vigente 141 amostras (89,8%) e em desacordo 16 amostras (10,2%). Conclusões: Conclui-se, com os resultados deste estudo, que a análise de nitrato é de extrema importância para avaliar os riscos à saúde humana e ao ambiente. Sugere-se o monitoramento anual dos poços que apresentaram concentrações de nitrato entre 5 e 10 mg/L e a promoção de políticas públicas que garantam à população o acesso à água em conformidade com os padrões legais vigentes.

This work is based on a research about the principal's perception about the management of municipal schools in Jacobina, Bahia, Brazil. The aim of this research was to analyze how principals perceive the pedagogical attributions that are required to develop the management of municipal schools in Jacobina. For this, we used as a data collection instrument a questionnaire whose application involved 22 principals who work in the city and rural schools. We adopted as a method a case study that uses, predominantly, ordinal variables, resulting from the application of Likert scale, and the result of the principals' perception was presented by degree of agreement/disagreement. The questionnaire contains proposals on the elaboration of the Political-Pedagogical Project (PPP), the School Development Plan (SDP), the participation of the principal in the pedagogical actions and the promotion of the participation of the different segments in the pedagogical actions. Based on the analysis of the data, we observed that most of the principals perceive that there are problems regarding the elaboration of the PPP and the SDP. They point out lack of time to participate in the pedagogical questions and, in relation to the participation of the several segments, indicate that there are difficulties in bringing the family to participate in the pedagogical actions, which does not happen in relation to teachers and pedagogical coordinators. We conclude that principals strive for pedagogical actions to occur in a participatory manner and realize the need to direct part of their work to follow the pedagogical attributions that are demanded of them when they take over the direction of the school. ; Este artigo decorre de uma pesquisa sobre a percepção dos diretores acerca da gestão das escolas municipais de Jacobina (BA). A referida pesquisa teve como objetivo analisar como diretores percebem as atribuições pedagógicas que lhes são demandadas para desenvolver a gestão das escolas municipais de Jacobina (BA). Para tal fim, utilizamos como instrumento de coleta de dados questionário cuja aplicação envolveu 22 diretores que atuam nas escolas da sede e da zona rural. Adotamos como método um estudo de caso que faz uso de variáveis predominantemente ordinais, decorrentes da aplicação de escala tipo Likert, e o resultado da percepção dos diretores foi apresentado por grau de concordância/discordância. O questionário contém proposições sobre a elaboração do Projeto Político-Pedagógico (PPP), do Plano de Desenvolvimento da Escola (PDE), da participação do diretor nas ações pedagógicas e da promoção da participação dos diversos segmentos nas ações pedagógicas. Com base na análise dos dados, observamos que a maioria dos diretores percebe que existem problemas em relação à elaboração do PPP e do PDE, apontam falta de tempo para participar das questões pedagógicas e, em relação à participação dos diversos segmentos, indicam que existe dificuldades em trazer a família para participar das ações pedagógicas, o que não acontece em relação aos professores e coordenadores pedagógicos. Concluímos que os diretores se esforçam para que as ações pedagógicas ocorram de forma participativa e percebem a necessidade de direcionar parte de seu trabalho para acompanhar as atribuições pedagógicas que lhes são demandadas ao assumir a direção da escola.

The text discusses the role of the media in Jesus Martín-Barbero's thought. It is argued that the notion of mediation does not obscure its cultural, social l, and political agency, nor does it overlook the economic implications that govern and circumscribe its action. In his theoretical trajectory, in refuting the idea of mediacentrism, the author, while expanding, also balances his gaze on this important configurative instance of contemporary societies. ; O texto discute o papel dos meios de comunicação no pensamento de Jesús Martín-Barbero. Defende-se que a noção de mediação não obscurece a agência cultural, social e política destes, nem desconsidera as implicações econômicas que regem e circunscrevem sua ação. Em sua trajetória teórica, ao refutar a ideia do midiacentrismo, o autor, ao mesmo tempo que expande, também equilibra o seu olhar sobre esta importante instância configuradora das sociedades contemporâneas.

This paper examines the US National Security Strategies, 2002 and 2006, with a view to understanding the impact that some of their elements, including the doctrine of pre-emptive war, may have on Brazilian military thought. By focusing on revealing articles by Brazilian military intellectuals, and re-examining the international legal implications of the Strategies, the author determines that the implicit threats to the national sovereignty of middle-range powers will intensifythe growing suspicion and senseof threat posed by the US to the ArmedForces of Brazil. ; Este trabalho analisa as Estratégias de Segurança Nacional dos EUA, de 2002 e 2006, visando compreender o impacto de alguns de seus elementos sobre o pensamento militar brasileiro, entre eles, a doutrina de "Guerra Preemptiva". Ao enfocar artigos reveladores produzidos por intelectuais militares brasileiros, e reexaminar as implicações jurídicas internacionais das Estratégias, o autor conclui que as ameaças implícitas nestes documentos à soberania de potências médias intensificarão a suspeita crescente e o temor imposto pelos EUA às Forças Armadas do Brasil.

In this book, the author presents the Black Brazilian Movement as a political actor, educator, producer of emancipatory knowledge and systematizer of the same one about the racial question in Brazil. Such knowledge, when transformed into claim, became important State policies in the twenty-first century. It is, therefore, a social movement of great importance for the unveiling of questions such as racial discrimination, gender, youth, affirmative actions, africanities, education of ethnic-racial relations, among many others. Nilma Gomes emphasizes the epistemological richness of this movement in the perspective of education, privileging as a theoretical support the contributions of Boaventura de Sousa in the re-signification of concepts as pedagogies of absences and of the emergencies. ; Neste livro a autora apresenta o Movimento Negro Brasileiro como um ator político e educador, produtor de saberes emancipatórios e sistematizador de conhecimentos acerca da questão racial no Brasil. Tais saberes, ao transformarem-se em reivindicações, tornaram-se importantes políticas de Estado no século XXI. Trata-se, assim, de um movimento social de suma importância para o desvelamento de questões como discriminação racial, gênero, juventude, ações afirmativas, africanidades, educação das relações étnico-raciais, dentre tantas outras. Nilma Gomes enfatiza a riqueza epistemológica deste movimento na perspectiva da educação, privilegiando como aporte teórico as contribuições de Boaventura de Sousa na ressignificação de conceitos como pedagogias das ausências e das emergências.

This article coincides with the New Plan of the National Council on Science and Technology (Conacyt) in Mexico, entitled "Science Committed to Society and the Environment."2 Due to its inclusive features, the author shares some of the ideas that are part of the scientific perspective that the next government proposes to a new country before addressing the issue of women researchers, precursors of the communication studies. ; Este artigo coincide com o novo Plano do Conselho Nacional de Ciência e Tecnologia (Conacyt) no México, intitulado "Ciência Comprometida com a Sociedade e o Meio Ambiente".1 Devido a suas características inclusivas, a autora compartilha de algumas das ideias que fazem parte da perspectiva científica que o próximo governo propõe para um novo país antes de abordar a questão das mulheres pesquisadoras, precursoras dos estudos de comunicação. ; Este artículo coincide con el nuevo Plan del Consejo Nacional de Ciencia y Tecnología (Conacyt) en México titulado: "Ciencia Comprometida con la Sociedad y el Ambiente".1 A causa de sus características inclusivas, la autora comparte algunas de las ideas que se encuentran en la perspectiva científica que el próximo gobierno propone para un nuevo país antes de abordar el tema de las mujeres investigadoras, precursoras de los estúdios de comunicación.

This review aims to discuss the precepts of a possible "political epistemology of communication" as suggested by Lucrécia D'Alessio Ferrara in her book A Comunicação que não vemos, considering the imponderability of the communication processes built in extremely complex cultural environments and that are not always clear. To do so, it elucidates how the author pervades the thoughts of a few authors in the field of communication in order to indicate different possibilities of knowledge production, which are guided by doubt and by the elaboration of interferences, and the political implications of this process. Finally, it points out the possibilities of studying the political exercise of a city through such epistemological approach. ; Esta resenha visa discutir os preceitos de uma possível "epistemologia política da comunicação", tal como sugere Lucrécia D'Alessio Ferrara em seu livro A comunicação que não vemos, considerando a imponderabilidade dos processos comunicacionais edificados em meio a ambientes culturais de grande complexidade, e que nem sempre se mostram com clareza. Para isso, elucida de que maneira a autora perpassa o pensamento de alguns autores do campo da comunicação, com o intuito de indicar diferentes possibilidades de produção de conhecimento que se pautam pela dúvida e pela elaboração de inferências, e as implicações políticas desse processo. Por fim, aponta as possibilidades de estudo do exercício político da urbe por meio de tal abordagem epistemológica.

The structures that we believed to be stable and the theories we considered to explain the social realities no longer stand in a world in which actors are connected to socio technical networks and are creating and recreating their forms of association. In the book, the author crosses the world like a strange place, throwing itself in a "fly down" on subjects like: being foreign; the democracy, that in his concern gains the adjective "scoundrel"; forms of hacktivism; ways of writing science and literature; in addition to talking about academic congresses, always from a critical point of view regarding dominant Western culture and magisterial certainties.

For some time, we have seen various authors question the frontier that traditionally separated the literary texts from the conceptual texts. One of the most relevant authors in this regard is Roland Barthes. However, one of his most famous articles seems to contradict that idea. In Authors and Writers, Barthes seems to adopt this distinction to describe the production of texts. Authors are those who work the language itself, while writers are those who try to develop their thoughts without thinking about the language they are using. If that is true, language would be, for the writers, a mere tool for conveying ideas. In this article, we propose an alternative interpretation of those notions, more focused on the social roles of authors and writers. By doing that, we can better understand the figure of the author-writer, characterized by social exclusion. This analysis shows that the theme of writing is always accompanied by a reflection on its political nature. ; Há algum tempo, temos visto autores negar a separação entre textos literários e textos conceituais. Um dos autores mais relevantes para esse tema é Roland Barthes. No entanto, em um de seus artigos mais famosos, Escritores e escreventes, Barthes parece adotar essa distinção para descrever o trabalho de escrita. Os escritores são aqueles que trabalham a língua ela mesma, enquanto os escreventes estão preocupados apenas com o desenvolvimento de um pensamento. A língua seria, para eles, um mero instrumento de transmissão de ideias. Proporemos, neste artigo, uma outra leitura dessas noções, mais atentas aos papéis sociais que desempenham os escritores e os escreventes do que às diferenças de seus trabalhos linguísticos. É assim que é possível entender a aparição da figura do escritor-escrevente, caracterizada pela exclusão social. A análise dos diferentes estatutos do trabalho com a língua mostra-nos que os questionamentos sobre a escrita estão sempre relacionados a uma reflexão sobre o seu caráter político.

This article presents new ethnographic and visual material on the dance of the makixi, the ancestors manifested in the form of masked dancers, originally found in the circumcision rituals (mukanda) practiced by Bantu peoples from the large area of confluence between Angola, Zambia and the Democratic Republic of Congo, including the Luvale. Proclaimed Oral and Intangible Heritage of Humanity by UNESCO in 2005, the main locus of their performance today is the large Luvale 'culture' festival, held since the 1950s in Zambia and more recently in Angola. Based on an ethnography of the Angolan version of the festival, researched between 2013 and 2013, the author focuses on the makixi dances, which comprise the event's main attraction, showing the close relationship between the morphology of the masks and the dance styles, helping to narrow the enormous gap opened up by the lapse of almost forty years without any research being carried out in the area due to warfare. ; Este artigo apresenta um material etnográfico e visual inédito sobre a performance dos makixi, ancestrais manifestados na forma de bailarinos mascarados, originais dos rituais de circuncisão (mukanda) praticados por povos bantu da grande área de confluência entre Angola, Zâmbia e República Democrática do Congo, entre eles, os Luvale. Proclamados Patrimônio Oral e Imaterial da Humanidade pela UNESCO em 2005, o lócus principal de sua performance é hoje o grande festival da "cultura" luvale, realizado desde os anos 1950 na Zâmbia e, mais recentemente, em Angola. Com base numa etnografia da versão angolana do festival, realizada entre 2012 e 2013, a autora focaliza os bailes de makixi que constituem a atração principal do festival, mostrando a estreita relação entre a morfologia das máscaras e seus estilos de dança, e contribuindo para reduzir a enorme lacuna aberta pelos quase quarenta anos sem nenhuma pesquisa realizada na área em decorrência da guerra.

A relação conflituosa entre uma suposta "natureza dançante" do povo brasileiro e a participação apenas remota que a dança de palco ocupa no cenário cultural do Brasil constitui a provocação inicial que motivou Marianna Monteiro a realizar sua pesquisa, oportunamente nominada Dança popular: espetáculo e devoção. Como preconizado no subtítulo, a investigação lida com vetores aparentemente opostos – advindos da velha dialética do sagrado e do profano – contudo, marcados por relações insuspeitas, em que política, economia, estética e religião se interceptam nos processos formativos das danças populares brasileiras, considerados pela autora como parte integrante da expansão do Estado Moderno português, entre os séculos XVI e XVIII. A pesquisa é fruto da tese de doutorado apresentada ao Departamento de Filosofia da Faculdade de Filosofia, Letras e Ciências Humanas da Universidade de São Paulo (FFLCH-USP), sob orientação da professora Olgária Feres Matos. ; The conflicting relationship between an alleged "dancing nature" of Brazilian people and the only remote participation dance takes on stage in Brazil's cultural scene is the initial provocation that led Marianna Monteiro to carry out her research, timely called Dança popular: espetáculo e devoção (Popular dance: spectacle and devotion). As suggested in the subtitle, research deals with seemingly opposite vectors - coming from the old dialectic of the sacred and the profane - however, marked by unsuspected relations, where politics, economics, aesthetics and religion intersect in the formative process of Brazilian popular dances, considered by the author as an integral part of the expansion of the Portuguese Modern State, between the sixteenth and eighteenth centuries. The research is the result of the doctoral thesis presented to the Department of Philosophy of the Faculty of Philosophy, Languages and Literature and Human Sciences of the University of São Paulo (FFLCH-USP), under the guidance of Professor Olgária Feres Matos.
