In this work, we address the problem of blocking in the context of author name disambiguation. We describe a framework that formalizes different ways of name-matching to determine which names could potentially refer to the same author. We focus on name variations that follow from specifying a name with different completeness (i.e. full first name or only initial). We extend this framework by a simple way to define traditional, new and custom blocking schemes. Then, we evaluate different old and new schemes in the Web of Science. In this context we define and compare a new type of blocking schemes. Based on these results, we discuss the question whether name-matching can be used in blocking evaluation as a replacement of annotated author identifiers. Finally, we argue that blocking can have a strong impact on the application and evaluation of author disambiguation.

The aim of this article is to find in the pages of the national magazine Revista 22, reflections of the minority issue - in this case the targeted subject being the condition of Jewish minority of Romania in the country or emigrated abroad (as for instance Israel). The article brings into discussion also reflections of Jews in Europe. The method of work is the critical interpretations of articles combined with a descriptive analysis of their content. Our conclusion leads to the fact that there is a small, active community of Jews in Romania represented at the political level as a minority community, pursuing specific interests who cherishes the memory of Holocaust and wants to say the truth about it, having important ties and connections with the Romanian Jews from Israel and being directly interested in maintaining Jewish interests in Israel. At European level, the problems, existing with the inner states minorities, are amplified by waves of migrations coming from Asia. The conclusion is that the Revista 22 brings a lot of information about the Jewish minority from Romania, resolving the historical issue of saying the truth about the Holocaust, but, as a recommendation, I suggest to bring more fresh news and periodically about Israel, as a vivid center of religions, that concerns European Union and its citizens.

"In this paper we describe a case study where researchers in the social sciences (n=19) assess topical relevance for controlled search terms, journal names and author names which have been compiled by recommender services. We call these services Search Term Recommender (STR), Journal Name Recommender (JNR) and Author Name Recommender
(ANR) in this paper. The researchers in our study (practitioners, PhD students and postdocs) were asked to assess the top n preprocessed
recommendations from each recommender for specific research topics which have been named by them in an interview before the experiment. Our results show clearly that the presented search term, journal name and author name recommendations are highly relevant to the researchers topic and can easily be integrated for search in Digital Libraries. The average precision for top ranked recommendations is 0.749 for author names, 0.743 for search terms and 0.728 for journal names.
The relevance distribution differs largely across topics and researcher types. Practitioners seem to favor author name recommendations while postdocs have rated author name recommendations the lowest. In recent years, reported violence, both physical and psychological, against journalists in Germany and the United States has increased threateningly. This development needs to be reviewed in more detail, since freedom of speech and freedom of the press in journalism particularly serve the public interest by fulfilling fundamental democratic tasks. The so-called chilling effect describes how pressure and threats of violence can influence journalists' work and cause changes in content and style of reporting. This development is especially problematic, as it interferes with the most basic societal functions of journalism. To explore these developments, a qualitative study of the situation in Germany and the United States was conducted to determine whether editorial work in news reporting is already influenced by violence against journalists. Data for this study was collected in guided qualitative interviews with 22 journalists from Germany and the United States. The study reveals that the most common consequence of increasing violence is the implementation of a wide range of security measures by journalists and news organizations. Nevertheless, effects on reporting are mostly denied. The research unfolds that there is a wide range of individual experiences with violence and consequences for journalistic work. This demonstrates the relevance of further research in this area in order not to endanger the press and freedom of expression in democracies.

The EU's scientific potential is increasingly flowing into the world of new scientific knowledge. The object of this paper is the communication interpretation of the Open Science policy, covering not only access and storage of scientific information and preservation of scientific information, but communication aspects also. Purpose of the study: Establish modern trends in the scientific ecosystem oriented towards facilitating the publication and communication of scientific results. Tasks of the study: Compare new solutions in science communication models in the most popular platforms, and explore what is the alternative to traditional scientific journals. Methodology/approach: The qualitative systematic review (qualitative evidence synthesis), scientific criticism of sociological surveys, methods of analytic and synthetic processing of primary and secondary resources, secondary data analysis and overview of scientific publications available in the libraries worldwide, have been used to obtain data about the impact of new EU solutions: the European Road Map for development of the European Research Area (ERA), the European Strategy Forum for Research Infrastructures (ESFRI), the Organization for Economic Cooperation and Development, etc. A comparative analysis of innovation in publishing platforms was conducted with special attention to the Bill and Melinda Gates Foundation's Gates Open Research platform. Results: The creators of the Gates Open Research platform defend the view of the rapid and socially beneficial effect of new and publicly-accepted scientific knowledge. The cutting-edge solutions are: transfer power from the hands of editors to the hands of the authors; minimize barriers or gatekeepers on the path of the new scientific outcome for society; assessment of the research not in view of the venue of publication but on the basis of the intrinsic value of the completed study; minimize the funds invested in publishing and dissemination. Implications: The conclusions can be important in identifying technological and ideological regularities for optimizing the model of scientific publications and increasing the speed and visibility of any scientific news.

In the present article Kondratieff waves theory is considered in comparison with the theory of production revolutions which analyzes the regularities of the major technological breakthroughs in history. Both theories analyze the processes of cyclic nature related to the innovative technological development of the World-System. The mutual comparison of both theories allows the author to make important clarifications in understanding of the long-wave dynamics as a whole, as well as to give relevant explanations of the peculiarities of the unfolding of each of the five waves and their phases, to make forecasts about the sixth wave and the development of technologies of the sixth technological mode. The special attention is paid to the analysis of aspects and limitations of the theory of technological modes, as it is used by many researchers to explain the causes of the long-wave dynamics.
