The paper analyzes the current progress of the fiscal decentralization in Indonesia, characterized by the pressure to improve the law, UU No. 22 and 25199. We apply the probit model on the municipality data in 2002, and estimate the block grant size (DAU) as a function of fiscal needs, the size of region and collusion between central and local government.The result conform the significance of political pressure from rich region to central government, but fail to prove the positive hypothetical relationship between the block grant size and the collusion. Vol. 1, no. 1, Februari 2014, p. 1 - 15 ; This paper deals with Corruption, Collution and Nepotism which become very deteriorate habits in many developing countries in Asia, especially Indonesia. It shows various negative effects of corruption for building a community of peace and justice for all. Within this paper, the author also tries to make some remarks about the reasons why corruption is practiced by many people even though they are aware of its destructive impacts. Among the reasons mentioned in this paper, the author makes a long explanation on sociological and theological reasons. Question as to how to get rid of a society from corruption, collution and nepotism forms an important part of this paper. The author argues that these deteriorate habits can not be totally eliminated. It can only be reduced. Education, according to the author, plays a substantial role in reducing these problems
Direct elections in Indonesian was born after the reform. The change of Law 22/1999 becomes Law 32/2004 has changed the Regional Head of the Parliament election becomes elected by all the people of the region. However, direct election is not free from problems. To discover this fact, it is conducted research on Problem Mapping and Local conflict Solutions in Direct elections in Indonesia. By using descriptive qualitative method, it is concluded that: The main problem is the Direct Election of the general policy of the Government in the form of "rules of play" and the adequacy of the implementation time to implement it. It has spawned some weaknesses, such as: a) List of Voters is not clear, b) Inadequate Facilities-Infrastructure & Monitoring, c) Delivery of Ballot are late, d) the candidate's Psychology & Supporters are not ready, e) the socialization is not maximum, and f) Election Commission is not experienced. ; Pemilihan Langsung di Indonesia lahir pasca reformasi. Perubahan UU No. 22/1999 menjadi UU No. 32/2004 telah mengubah Pilkada dari DPRD menjadi oleh seluruh rakyat daerah. Namun, Pilkada langsung tidak lepas dari masalah. Untuk mengungkap fakta tersebut, dilakukan kajian Pemetaan Masalah dan Solusi Konflik Lokal dalam Pilkada Langsung di Indonesia. Dengan metode deskriptif kualitatif, didapat kesimpulan: Masalah utama Pilkada, ketidakmatangan kebijakan umum Pemerintah dalam bentuk "aturan main" dan kecukupan waktu implementasi. Hal itu melahirkan sederet kelemahan : a) Daftar Pemilih Belum Jelas, b) Sarana-Prasarana dan Pengawasan Tidak memadai, c) Pengiriman Surat Suara Terlambat, d) Psikologi Calon & Pendukung Tidak Siap, e) Sosialisasi Tidak Maksimal, dan f) KPU (D) Belum Berpengalaman.
Villagers have been long marginalized and frequently treated as merely vote getters by outsiders' power [the elites] to compete for their social and political support. This has been taking places for such a long time including during the time of Soeharto's New Order. The legislation of Laws Number 22 Year 1999 on Regional Autonomy, and then the Laws Number 32 Year 2004 have provided better hope for a more democratic treatment for the villagers, particularly by the application of Village Autonomy [Otonomi Desa]. Village democracy through Village Autonomy is actually not a new concept in this country. Due to various obstacles, however, this sort of autonomy has never been successfully applied. Since the application of Laws Number 32 Year 2004, by the establishment of Village Democratic Board, it is hoped that village democracy may be successfully realized, not only on its formal aspects but also on its substantial ones.

The research question the authors ask is there a relationship between planning and theeffectiveness of the UN tax target target in sub District Brass Brass.The hypothesis that the author propose is "There is significant relationship betweenplanning and effectiveness in the achievement of the UN Sub District Brass Brass. Methods usedby the writer is a survey method with the quantitative analysis techniques, the study analyzes thevariables supported by the data using statistical formulas. The research proves that the Head ofplanning variables in achieving the UN target of optimal yet reached the stage where enoegh newsuccess with a total score of 859 or 59.7%. In quality it is visible from less optimalimplementation planning steps. Then variabeel effectiveness in the achievement of the UN SubDistrict Brass Brass is also still at levels sufficient or not optimal with a total score of 471 or69.9%.The relationship between the effectiveness of planning variables by Head to theeffectiveness of the effectiveness of the United Nations in the Distric of Guning Jati Cirebonregency high enough to count the value of rs for rs value of 0.532 compared 0.329 for the tablethen the value is significant. Recently the impact of climate change has been an increasingly important policy issue to the Indonesian government. It makes serious programs to support the global climate change mitigation action. This article is aimed at analyzing the application of Indonesia's climate change policy. The focus is on crucial problems that constrain its effectiveness both at international and domestic levels. The discussions indicate that Indonesia's multilateral diplomacy to protect the environment is affected by the rise of global power politics as the consequence of the contestation between China and the United States. Meanwhile, internal actions are hindered by the complex social, economic, and cultural barriers. The efficacy of the policy is considerably weakened. To conclude, however, this author tries to offer some potential solutions for strategic planning and policy improvement.
Paradiplomacy is still relatively a new phenomenon for government activity in Indonesia. Paradiplomacy refers to the behavior and capacity to engage in foreign relations with foreign parties carried out by 'sub-state' entities, or regional governments / local governments, in the context of their specific interests. The term 'paradiplomacy' was first launched in an academic debate by Basque scientists, Panayotis Soldatos in the 1980s as a combination of the term 'parallel diplomacy' into 'paradiplomacy', which refers to the meaning of 'the foreign policy of non-central governments', according to Aldecoa , Keating and Boyer. Another term that was put forward by Ivo Duchacek (New York, 1990) for this concept is 'micro-diplomacy'. In this work, author explain the paradiplomacy into ten section such as: (1) Introduction; (2) Interaction Transnational and Paradiplomacy; (3) Paradiplomacy in the Indonesian Law Context; (4) Paradiplomacy in the International Law Context; (5) Diplomacy by Local Government; (6) Technical Regulation on the Implementation of Paradiplomacy in Indonesia; (7) International Cooperation by the Special Regional Province of Yogyakarta, Indonesia; (8) The Chronology of International Cooperation by the Local Government in Indonesia; (9) Inputs for the Revision of Indonesian Law on International Cooperation and (10) Epilog.
Indonesia has been present and is still able to maintain itself as a democracy icon that should be followed by other countries. As one of the largest democracies in the world, Indonesia in more than ten years is continue growing and transforming with its diversity in society, the dynamics and diversity issues. Indonesia was still able to maintain its identity as a democracy. Through these facts, this paper tried to describe the political situation in Indonesia in the 2014 Presidential Election, as well as reflect further on the response and the effect of foreign parties to the democratic mechanism. What happens in the electoral process in recent months and how Indonesia continues to become an example of the success stories of various identity democracies as diverse as a multicultural country, developing countries, as well as the country with the largest Muslim adherents in the world. This paper sees the problem through the concept of elections and democracy based on the analysis of identity. Where the author tried to look outside the box of the electoral process in the domestic political analysis that has been done before. Probe Indonesia based on its identity in the international sphere as a democratic state becomes interesting when its identity was assessed by comparing it with other identities such as identity and role as a developing country and collective identity as the Southeast Asian country. The papers argue that the election process in Indonesia is not only shaped by domestic factors. Indonesia democratization maturity today can't be separated from the support of international and Indonesian efforts in playing a role and maintain its identity as a democratic country in the international sphere. Interpersonal communication is very important in an organization. The interpersonal communication within an organization is often ineffective due to inefficient communication that can lead to misunderstand the meaning of the message. The success or failure of an organization is determined by all the elements that exist within the organization, all of it is inseparable from the well-established interpersonal communication that exists both in every village officials and the public.The role of interpersonal communication and the performance of the village officials are very important in supporting a village development, especially the construction of the roads or bridges in Sungai Kayu village, hence the author interested in researching with a title "The Role of Interpersonal Communication and The Performance of The Village Government Officials Towards The Infrastructure Development of Sungai Kayu Village West Kapuas Sub-district Kapuas District".The research was conducted in RT.4, RT.5 and RT.6 of Sungai Kayu Village West Kapuas Sub-district Kapuas District in May 2013. The approach method used was a quantitative of all the data collected from 139 respondents analyzed in descriptive using a percentage technique.The analysis result of partial significance for all variables was 73.27%, thus the role of interpersonal communication and the performance of the village government officials towards the infrastructure development of Sungai Kayu Village West Kapuas Sub-district Kapuas District have been categorized achieved with indicators: X1 (the interpersonal communication), X2 (the performance of village government officials) and the dependent variable Y are the dependent variables. Therefore, this research is expected to improve the interpersonal communication better among the villagers and between the villagers and the village officials, besides this research can also improve the performance of the village officials especially in the development of both physical and nonphysical. ABSTRACT The research that the writer did was the Effect of Motivation by the Head of the Agency on Employee Productivity at the Cirebon Regency Central Statistics Agency. The research method that I do is a quantitative research method, which starts with data collection, data interpretation, until the results of the research use numbers.The problem that the author pointed out is that the work productivity of employees at the Cirebon Regency Central Bureau of Statistics has not been maximized, it is suspected that the problem is caused by the lack of optimal motivation implementation by the head of the Cirebon Regency Central Statistics Agency.The research question that the writer proposes is the influence of motivation by the head of the body on employee work productivity. The hypothesis that the authors propose is as follows: "It is suspected that there is a positive and significant influence between the motivation of the head of the agency on the work productivity of employees at the Cirebon Central Statistics Agency."From this hypothesis a statistical hypothesis can be formulated, namely: H0 (Zero Hypothesis): rs count rs table, then the formulation of the problem is:" There are a positive influence and significant correlation between motivation by the head of the agency to work productivity of employees at the Central Bureau of Statistics of Cirebon."In the study showed that the results the motivation made by the head of the Cirebon Regency Central Bureau of Statistics was good enough, but it was not optimal as seen from the successful implementation of motivation which reached 60.6% with a total score of 1637, and employee work productivity was good enough but not optimal as reaching 59.5% with a total score of 1740.The implementation of motivation by the head of the agency has a close influence on the work productivity of employees at the Cirebon Central Statistics Agency with a value of rs calculated 0.805 and when compared with rs table with a 5% precision of 0.248. Because the RS calculated is greater than rs table, there is a positive and significant influence between the motivation of the head of the agency on the work productivity of employees at the Cirebon Central Statistics Agency. Thus H0 (Zero Hypothesis) is rejected and Ha (Alternative Hypothesis) is accepted.
