22 Temmuz 2007 Genel Seçimleri öncesi tiraj bakımından ilk 10 sıradaki ulusal gazetelerde yayınlanan AKP ve CHP siyasal reklamlarını kullanım özellikleri bakımından karşılaştırmayı amaçlayan bu çalışmada, toplam 178 reklam incelenmiştir. İçerik çözümlemesi bulgularına göre, iktidar partisi konumundaki AKP reklamlarında, kendi hükümeti zamanında yaptıkları icraatları veya gelecek dönemdeki projelerini anlatan pozitif bir anlayış egemendir. Ana Muhalefet Partisi CHP ise reklamlarında, rakibe doğrudan ya da imalı saldırıyı içeren negatif unsurlara daha fazla yer vermiştir. AKP 22 Temmuz Genel Seçimlerinde yürüttüğü kampanya çalışmalarında imaj reklamlarını; CHP ise konu reklamlarını daha çok kullanmıştır. Her iki parti de siyasal reklamlarında ekonomi, sağlık, eğitim, ulaşım, demokratik haklar, konut sorunu, terör ve sosyal güvenlik gibi Türkiye'nin kronikleşen meselelerini farklı boyutlarda ele alıp tartışmışlardır. Reklam yayınında gerek AKP gerekse de CHP daha geniş seçmen kitlesine ulaşmak adına, tirajı yüksek gazeteleri (Hürriyet, Milliyet, Sabah gibi) tercih etmişlerdir. Ayrıca AKP ve CHP seçim sürecinin son haftasına girildiğinde siyasal reklam yayınına ağırlık vererek; kampanya mesajlarının akılda kalıcılığını artırmaya çalışmışlardır. ; With the aim to compare usage attributes of political advertisings made by the AKP (Justice and Progress Party) and the CHP (Republic and Peoples Party) a total of 178 advertisings were published in the first 10 national newspapers ranking by circulation, have been analyzed. In this research according to the findings of the content analysis, a positive approach dominated the advertisings of the ruling AKP, depicting the achievements of their period or the projects for the new term. On the other hand, the main opposition party CHP displayed negative elements, containing direct or implied attacks to the opponent more frequently. In the election campaigns for the general elections of July 22nd 2007, the AKP placed image ads more frequently, while the CHP used issue ads more. Both parties discussed in their political advertisings various dimensions of chronic problems of Turkey like economy, healthcare, education, the transportation system, democratic rights, the housing problem, terror, and social security. For purposes of a wider reader reach, both parties choose dailies of high circulation (like Hürriyet, Milliyet, and Sabah etc.). With the aim of improved recall, both parties gave also more weight to political advertisings in the final week.

The cause of gaining such a distinctive qualification to the Customs Union is that it has a power affecting an economy of any country from productive to consumption in all briefly. Turkey has known that they would live the Customs Union reality since the beginning of the application days to be admitted to the European Economic Community. While agreement came into effect after a 22 year timetable, Turkey has encountered difficulties and problems since they could not be ready by themselves in this preparation duration. The argument that these difficulties came also from Turkey was not true, as the European Economic Community, in which we was included, did not fulfill the responsibilities they formally agreed upon mutually and have asserted various reasons. Therefore, in such situation, the EU-Turkey Customs Union duration has affected the economy of Turkey on a large scale. These effects, which are matters in questions for the Turkish economy, were realized much more than the general effects the Customs Union Agreement has caused. ; Gümrük Birliği, uluslararası boyutu olan bir entegrasyon organizasyonunun en önemli mihenk taşlarından biridir. Türkiye Avrupa Ekonomi Topluluğu(AET)?na adım attığı günlerin başından itibaren, bir Gümrük Birliği gerçeğini yaşayacağını bilmekteydi. 22 yıllık bir zaman diliminden sonra hayata geçtiğinde, Türkiye?yi bekleyen zorluklar ve sorunlar oldu. Çünkü Türkiye, bu sürece kendini hazırlayamamıştı. Bu zorlukların Türkiye?den kaynaklandığı tezi de doğru değildi, çünkü Gümrük Birliği içine dahil olduğumuz Avrupa Birliği de yerine getirmeyi taahhüt ettiği sorumluluklarını çeşitli sebepler ileri sürerek yerine getirmemişti. Bütün bunlar, Türkiye AB?nin tam üyesi olmadan gerçekleşmişti. İşte böyle bir tabloda, Türkiye?nin AB ile Gümrük Birliği süreci, Türkiye ekonomisini büyük oranda etkilemiştir. Türkiye ekonomisi için söz konusu olan bu etkilenme, Gümrük Birliği antlaşmalarının neden olduğu genel etkilenmelerin çok üzerinde gerçekleşmiştir.

1990'lu yıllarda 32 sayılı karar etkisinde, döviz kurları cari işlemler hesabındaki hareketlerden koparak, sermaye hareketlerinin etkisine girdi. Spekülatif sermaye girişleri, ekonomideki döviz arzını arttırarak Türk Lirasının yabancı paralar karşısında değer kazanmasına ve sonuçta ülkenin dış ticaret açıklarının giderek büyümesine neden oldu. Diğer yandan, kamu kesiminin artan dengesizliği iç borçlanma ile aşılmaya çalışıldı. Fakat yurtiçi tasarrufların yetersizliği ve yurtdışı maliyetlerin daha cazip olması nedeniyle dış borçlanmada da artış oldu. Türkiye, 2000'li yıllara bozuk bir kamu maliyesi, artan iç ve dış borçlar, dış dengesizlikler ve enflasyon ile girerken, IMF destekli, kur çapasına dayanan bir istikrar programını uygulamaya koydu. Fakat programın öngördüğü enflasyon tutturulamayınca Türk Lirası aşırı değerlenerek cari işlem açığı, GSHM'nin %4.8'ine ulaştı. Bu düzeyde bir cari açığın sabit kurda sürdürülemez olduğunu gören finansal yatırımcılar ülkeyi terk etmeye başladılar. Sıcak para kaçışları ile birlikte ülke Kasım 2000 ve Şubat 2001'de finansal krize girdi. Sonuçta, 22 Şubat 2001'de Türk Lirası dalgalanmaya bırakıldı. Çalışmada, 1995 Tekila, 1997 Güneydoğu Asya ve 2000 Arjantin Krizleri de irdelenmiştir. Tüm finansal krizlerin ortak yapısı, bu ülkelerin, sıcak paraya, düşük kur artış oranı - yüksek faiz politikasıyla sürdürülemeyecek düzeyde yüksek arbitraj kârı sunmaya çalışmalarıdır. Sonuçta aşırı değerlenen ulusal para yüzünden cari açıkları yükselen ülkelerden kaçmaya başlayan spekülatif sermaye, ülkelerin krize girmelerine yol açmakta ve dahası krizlerin ülkelerarası yayılmasına neden olmaktadır. Speculative capital inflows increased the foreign currency supply in Turkey and caused the value of TL to revalue. At the end, the foreign trade deficit started to increase. In addition, the public sector's borrowing requirement was financed through the domestic debt. The shortage of domestic sources and cheaper external sources caused the foreign debt to soar. Printing the money for public finance was the main cause of the high inflation rates.Turkey entered 2000s with a worsened public finance, increased foreign and domestic debt, external imbalances and high inflation rates. Turkey implemented a stabilization program with an exchange anchor. The targeted inflation rates were not achieved and TL started to revaluate. At the end of 2000, current account deficit reached at 4.8 percent of GNP, which was impressively high figure. The financial investors started to transfer their money abroad since they noticed that such an account deficit could not be managed with the fixed exchange rate. The outflow of the sources was the main reason of November 2000 and February 2001 crises. At the end, Turkey allowed Lira to float freely at February 22, 2001.In the study, the Tequila crisis of Mexico in 1995, Southeast Asian crisis of 1997 and Argentinean crisis of 2000 were examined. The common structure of these crises is the revaluation of the domestic currencies due to the foreign currency inflows, which entered to the country as a result of financial liberalization policies. As a result, the countries cannot continue with the increased current account deficits. The foreign capital, which notices this negative outcome, starts to leave the country to cause the financial crisis. IMF still advices the countries for more financial liberalization. In the study, IMF was criticized for the wrong policies.
ÖZETULUSLARARARASI FİNANSAL RAPORLAMA STANDARTLARI KAPSAMINDA İRAN MUHASEBE STANDARTLARININ İNCELENMESİ: İRAN'DA BİR UYGULAMAEkonomik yapı hem iç hem de dış sahada geliştikçe, gereklilikler de buna bağlı olarak gelişip yenilenmek ihtiyacı hissetmektedir. Sermayenin uluslararası dolaşımdaki hareketliliği, gelişen sektörel yapılar ve sistematik bir yapıya duyulan ihtiyaç muhasebe uygulamalarında da bir standartlaşmanın gerekliliğini gündeme getirmiştir. Her ülkenin kendi iç düzenlemeleri doğrultusunda şekillendirdiği bu uygulamalar, küreselleşmenin etkisini göstermeye ve sermaye sınırlarının kalkmaya başlaması itibariyle ülkeler arasında da şekillenme ihtiyacı hissettirmiştir. Bu ihtiyaç uluslar arası muhasebe standartlarını gündeme getirmiş ve 1970'ler itibariyle ülkeler arasında yapılan anlaşmalarla ilk adımlar atılmıştır. 1972'de 10'uncu Dünya Muhasebeciler Kongresi'nde alınan karar neticesinde 1973 yılında IASC kurulmuş ve bu komite Uluslar arası Muhasebe Standartlarını oluşturarak günümüzde halen geçerliliği olan bir yapıyı tesis etmiştir. Türkiye'nin bu yapıya dahil olması gerek ABD ile olan ticari ilişkileri gerekse AB'ye uyum çalışmaları doğrultusunda şekillenmiştir. 2000'li yıllar itibariyle bu alanda SPK, BDDK, TMSK gibi kurumlar aracılığıyla yürütülen bu çalışmalar, 2011 itibariyle KGMDSK çatısı altında toplanmış ve bu kurum aracılığıyla devam ettirilmektedir. İran Cumhuriyeti ise bu anlamda oldukça geç sürece dahil olmuştur. 1980'lerde kurumsal alt yapısı oluşmaya başlayan muhasebe standartlarının hayat geçirilmesi 1990'lara denk gelmektedir. 1999'yılında hazırlanan muhasebe kılavuzu ilgili kurumlarca iki yıl süre ile denetime tabi tutulmuş ve bu yöndeki görüş ve değerlendirmelerin akabinde 2001 yılında UMS koordineli olarak 22 standart düzenlenip yayınlanmıştır. Ayrıca 2005 yılında yapılan yenileştirmeler neticesinde iki standart ve 2007 yılında bir standart onaylanmış olup toplamda 33 Muhasebe Standardı düzenlenerek uygulamaya sokulmuştur. Uluslararası standartlarla daha iyi uyum sağlamak için, 2005 yılında 4, 5, 18 ve 19 no'lu standartları içeren 4 standart ila 2007 yılı 11 ve 12. The mobility of the capital in international circulation, developing sectorial structures and the need for a systematic structure has brought the necessity of standardization also in accounting practices into question. These practices shaped by all countries in parallel with its own internal regulations have evoked the need to take shape among the countries, as well, as of the fact that globalization started to take effect and the borders of the capital started to be removed. This need has brought the international accounting standards into question, and the first steps have been taken with the agreements concluded between countries as of the 1970s. As a result of the resolution taken in 10th World Congress of Accountants in 1972, IASC was founded in 1973, and this committee constituted a structure that still has validity today by establishing International Accounting Standards.Turkey's inclusion in this structure has taken shape in accordance with its commercial relationships with the USA as well as with EU harmonization works. These works carried out through the institutions such as SPK, BDDK, TMSK in this field by 2000s have gathered under the same roof of KGMDSK by 2011 and are continued through this institution.On the other hand, Republic of Iran got involved in the process rather late in this sense. Implementation of accounting standards, institutional infrastructure of which started to be formed in the 1980s, coincides with 1990s. Manual of accounting prepared in 1999 was subjected to supervision for a period of two years and immediately after the opinions and evaluations in this aspect, 22 standards were set and published in a coordinated manner with IAS. Furthermore, two standards were approved as a result of the renewals made in 2005, and one standard was approved in 2007, and 33 Accounting Standards in total were set and put into practice.In order to harmonize with international standards better, 4 standards including standards no 4, 5, 18 and 19 were set again and put under evaluation in 2005 and Standards no 11 and 12 in 2007. Yapılan analiz sonuçlarına göre, değiŞkenlerden bazılarının iŞsizliğe etkisi konusundaistatistiksel olarak anlamlı iken, bazı değiŞkenlerin istatistiksel olarak anlamlı bir iliŞki ortaya koymadığı ancak kurumsal etkileŞimin, çıktıları değiŞtirdiği sonucu ortaya çıkmıŞtır. ; The industrial revolution and after experienced technological developments, the facts of expansion of the trade and rapid population growth have led Europe and Turkey to put the problem of unemployment on the agenda as well as many developed and developing countries. Many economic movements has done scientific studies for the solution of the unemployment problem. Institutional economics, emphasizing the institution concept, has suggested that the changes in corporate structures andlabor markets be regulated. In the study done by the use of providences of institutional economics, panel data analysis has been used. In the analysis, which the unemployment has been tested as an independent variable, three macro economic and fiveinstitutional variables impacts on unemployment, which were determined by the institutional point of view, have been tried to be measured. In the study, the data related to twenty two European countries and Turkey which were chosen for 2003-2013 period has been used. According to the results of the analysis, it's been found out that some variables of the impact of unemployment are statistically significant, on the other hand, others doesn't make any meaningful relation. However, institutionalinteraction has changed the output.
This study was designed to find general characteristics of Contemporary Turkish political Elites since 1995 up to date. Social background characteristics were employed to realise the purposes. Documentary and historical research techniques were used during the study. As a result of examining the Contemporary Turkish political elites (since 1995 up to 2005) these major findings were discovered: the large majority of the Turkish parliamentary elites were well educated, male, middle aged, married and with a small family size. Also, more than 25 percent of Turkish Elites are trader and businessmen. Moreover the size of the groups of lawyers, civil bureaucrats and managers, educators and free professions was also meaningful.Contemporary Turkish political elites have exhibited an elitist character as compared with Turkish society, but this elitist character and male domination has begun to change in recent years. Söz konusu elit grubu özellikle yaş, cinsiyet, mesleksel özgeçmiş, eğitim düzeyi ve görülen eğitimin türü gibi sosyal faktörler açısından ele alındı. Çalışmanın sonuçları, Günümüz Türk siyasi elitlerinin orta ve ortanın üstü yaşta, üniversite mezunu, sivil bürokrasi-yönetici ve hukukçu kökenli, evli erkeklerin, egemen olduğu bir elit grubu olduğu gerçeğini ortyaya koymaktadır. Türk toplumunun genel durumu ile kıyaslandığında, Günümüz Türk siyasi elitlerinin, elitist bir görünüm sergilediği kolaylıkla söylenebilir. Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
Yılmaz, Abdullah (Balikesir Author) ; Günümüzde bütün dünyada olduğu gibi ülkemizde de kamu sektörü büyük bir değişim ve dönüşüm yaşamaktadır. İletişim ve ulaşım teknolojilerindeki akıl almaz gelişmelere paralel yaşanan bu değişim/dönüşüm, geçmişin klasik devlet anlayışı ile hareket etmeyi imkânsız hale getirmiştir. Zaman-mekân sınırlamalarını ve algılamalarını kökten değiştiren bu değişimin zorlamasıyla çağdaş dünyada devletler, e-devlet anlayışı doğrultusunda, çağdaş iletişim ve yönetim sistemlerini kamusal hizmetlerin sunumunda kullanmakta ve bu sayede hantal bürokratik işlem ve süreçler, yerini yeni, hızlı, güvenilir ve şeffaf işleyen iş süreçlerine bırakmaktadır. Bu çalışmada e-devlet pratiğinin Türkiye'deki gelişimi ele alındıktan sonra, e-devlet uygulamalarının sıra dışı bir örneği olan "Tek Adımda Hizmet Birimleri" ele alınmaktadır. ; Today, the public sector in Turkey, as well as those all around the world, is going through a process of change and transformation. This process of change/transformation, which is developing in parallel with the incredible developments in communication and transportation technologies, made it impossible to sustain the old traditional state approach. This transformation, which has changed the time and zone limits and perceptions fundamentally, has been forcing the contemporary states to use modern communication and management systems in line with the e-state approaches while they are supplying public services. As a result, the unwieldy bureaucratic process and procedures have been replaced by new, rapid, reliable and transparent business processes. In this study first, development of e-state applications in Turkey will be discussed, and then "the Service at One Step Units", which are an extraordinary example of e-state applications, will be examined.

İlk düzey yönetim biriminde federal devlet, ikinci düzey yönetim biriminde eyaletler ve üçüncü düzey yönetim biriminde mahalli idareler bulunmaktadır. Mahalli idarelerin yapısı ve niteliği eyaletten eyalete farklılık göstermektedir. Bu nedenle her mahalli idare birimi kendine has özellikler taşımaktadır. ABD'de mahalli idareleri il, ilçe, kasaba- köy, okul bölgeleri ve özel bölgeler şeklinde genel bir sınıflandırmaya tabi tutmak mümkündür. Bununla birlikte bazen aynı yapıya sahip bir mahalli idare biriminin başka bir eyalette farklı bir isimle yapılandığı da görülmektedir. Söz konusu yönetim yapısı içinde çalışmada, ABD'de mahalli idarelerin mali yapıları ve merkezi idare ile ilişkileri incelenme konusu yapılmıştır. ; United States of America is a country that has a decentralized management system and federal form of government structure. Management system offers three tiered structure. Federal government is in the first level of administrative unit, states are in the second level of administra- tive units and local governments are the third level of administrative unit. Local government's structure and quality varies from state to state. Therefore, each local government unit has its own unique features. Local governments in the USA can be classified in the form of county, municipal, town and village, school districts and special districts. However, sometimes a local government unit that has the same structure is also structured with a different name in another state. In this paper, management structure of USA, local government's financial structure and its relationship with the central government have been examined.
Nijer'de ademi merkeziyetçi 21 Mart 1919 Ve 1 Nisan 1936 tarihi kararnmaesiyle kurulan ilk kodamanlar konseyleri ile sömürge dönemine uzanıyor. Daha sonra 1995 Batı Afrika'daki Fransız belediye reformu, Bu reformla beraber Niamey Tam fonksiyonlu belediye ve karışık Zinder Ve Maradi orta fonksyonlu belediye kuruldu. Nijer'in anayasasının 22'inci maddesinde belirtildiği üzere ülke yerel yönetimleri commune, departman ve bölge yerel yönetimleri olmak üzere üç ayrı birimden oluşmaktadır. Bu üç genel mahalli yönetimin yanında ayrıca ekonomik, coğrafik ve demografik farklılıklar gereği özel statü ile yönetilen yerel yönetimler de bulunmaktadır. Commune'ler türkiye ise belediyelere, departmanlar ise il özel idarelerine denk gelmektedirler. Bu yerel yönetimlerin en küçük birimi commune (komün)'dür. 2002'den beri Niger Cümhuriyet yedi (7) bölge ayırılmıştı Üstelk Başkant ayrı bir statü sahiptir. Türkiye'nin 1982 Anayasasında üç düzeyde yerel yönetimlerin kurulması öngörülmüştür. Bunlar il özel idareleri, belediyeler ve köy yönetimleridir. T.C. 1982 Anayasasında büyük yerleşim yerleri için özel yönetimlerin getirilebileceği öngörülmüştür. Bu düzenleme bazında ise Büyükşehir belediyeleri kurulmuştur. Türkiye'nin yerel yönetim kurumlarını il özel idareleri, belediyeler ve köy yönetimleri oluşturmaktadır. Büyük yerleşim yerleri içinde özel yönetimler getirilebilmekte ve büyükşehir belediyeleri böyle bir düzenlemenin sonucudurlar. Nijer'de belediye başkanları hem merkezi hükümetin temsilcisi hem de yerel yönetim kuruluşu olan belediyenin başıdır. Merkezi hükümetin temsilcisi olmasından dolayı valiye karşı sorumludur. Belediye başkanı, belediye meclisi üyeleri arasından belediye meclisi tarafından seçilir. Türkiye'deki gibi doğrudan halk tarafından seçilmemektedir. Vali, Başbakanı ve bütün bakanları teslim etmektedir. Kariyeri Bakımından İçişleri Bakanına bağlıdır, Vali yardimcisi, Valinin yakin çalişma arkadaşı olmakta birlikte, arrondismanlarda Devlet temsil etmekte görevlidir. ; In this study it is aimed to analyze general administrative structure and the local governments within the general administrative structure of Niger, Before such an analysis, the local governments in Turkey which has rich historical experience of democracy and local governments are studied, and then Niger's general administrative structure and local governments are discussed and in the light of these discussions local governments of Turkey and Niger are compared. Such a comparison gives differences and similarities of countries from the stand point of general administration and local governments and the local government experience of both countries are enlightened and the way of benefiting from both countries' local government experience from the standpoint of improving local governments as one of the important institutions of democracy is sought. In our days many countries are governed with principles of centralization and decentralization. In centralization public services are governed from one center and in decentralization the public services are rendered by public corporations out of the center hierarchy. States have established public corporations separate from central government organization hierarchy, but nevertheless controlled by the central government in order to render local services and to meet local needs of local people within the historical development due to the insufficiency of the centralization for rendering public services. Turkey's local government institutions are special provincial administrations, municipalities and village administrations. Special administrations can be established for large settlement places and metropolitan municipalities are the result of such arrangements. In Turkey a separate law was passed for each of these local government forms, and their foundation, duties, organs, organizations and other issues related with themare subject to these laws.
Demokrasinin vazgeçilmez unsuru olan seçimler, seçmenlerin ülkenin yönetilmesinde söz sahibi olmasını istedikleri kişi ya da siyasi partiye yetki vermesi anlamına gelmektedir. Ancak seçmenlerin oy verme davranışını yönlendiren birbirinden farklı nedenler bulunabilmektedir. Sosyo-ekonomik, psikolojik birçok unsurun etkisiyle hareket eden bu seçmenlerin eğilimleri ülkelere, toplumlara hatta aynı bölge ve şehirlere göre farklılık göstermektedir. Türkiye'de seçmen tercihleri ile seçmen tercihlerini etkileyen sosyo-kültürel, ekonomik vb. etkenler hususunda çok sayıda ve geniş kapsamlı birçok araştırma yapılmıştır. Ancak seçmenlerin seçim zamanlarında gerçekleştirilen siyasal seçim kampanyalarında ortaya konulan vaatleri ne kadar dikkate aldığı ya da vaatlerin kaynağı hususunda ne kadar bilgili oldukları hakkında çok fazla bilgi bulunmamaktadır. Dolayısıyla Türkiye'de seçim kampanyalarında kullanılan seçim vaatlerinin seçmenler tarafından hangi siyasi partiye ait olduğunun bilinirliği bir problem olarak ortada durmaktadır. Bu çalışmanın amacı da bu çerçevede Türkiye'de seçim kampanyalarında kullanılan seçim vaatlerinin seçmenler tarafından bilinirliği ve kampanyalarda kullanılan seçim vaatlerinin hangi siyasi partiye ait olduğunun bilinirliğinin tespitini sağlamaktır. ; As an indispensable constituent of democracy, elections can be defined as the authorization of the individuals or political parties that voters favor most to rule the state. Nonetheless it is likely that a wide range of motives direct polling behavior of voters. Driven from a multitude of factors such as socio-economic and psychological the voters, in their polling behavior, may differ with respect to countries, social communities, regions, provinces and expectations. As an outcome of the differentiation of expectations, it became inevitable that parties with different inclinations would introduce polyphony into political life. A good number of comprehensive studies have been conducted on voter preferences in Turkey as well as socio-cultural, economic and similar factors playing role in voter preferences. Nevertheless it has been detected that there are limited number of researches focusing on to what extent voters pay heeds to the promises outspoken during political campaigns or their knowledge on the party origins of such promises. Hence it appears that the awareness of voters regarding the origin of election promises used by each party in Turkey during political campaigns stands as a problem. Within that scope the purpose of current study is to detect whether the promises given during political campaigns in Turkey are paid attention by voters and the level of awareness on the political party origins of these promises. Current research unveiling the general attitudes and inclinations of Konya voters shall meanwhile offer a general evaluation whether voters take declarations of election into consideration and how attentively they follow the party they vote for. Data essential for this research have been collected from a questionnaire which is listed amongst the resources of secondary data. In this questionnaire, there are close-ended questions in addition to Likert scale questions. Field study has been conducted through face-to-face survey method. Field study has covered collectively 1907 subjects from total 22 districts in Konya; 3 central districts and 19 sub districts. Population includes all the voters in Turkey who bear the ability of electing and being elected. After tabulating basic information and inclination of voters in districts, by taking certain criteria into account such as age, profession and income level, the evaluation shall be based on detecting certain issues voters need urgent solutions and also partial analyses shall be aimed to detect how attentively some populations follow campaign promises while voting for their parties and how attentively they analyze declarations of elections. In this questionnaire, aside from questions directed to gather information on the general evaluation of voters, there are some questions as stated below in order to uncover how attentively relevant populations follow campaign promises of the parties. "All living places shall be disabled-friendly", "A high-quality life standard shall be provided to senior citizens", "A new Constitution underscoring personal freedom and judicial independence", "Per capita income shall rise to 25 thousand dollars", "Low-income families shall be granted houses with no advance payments", "Poor newly-wed farmers shall be aided with zerointerest loan", "The dormitories in KYK (Credit and Dormitories Agency) shall reach to 600-thousand capacity", "All citizens shall be covered with health insurance", "Fight against terrorism and state aid for the victims of terrorism", "Personnel cadre ambiguity shall be stopped", "Small size farmers shall receive support", "Chauffeurs shall pay no VAT (Value added tax), SCT(Special consumption tax)", "SMEs shall pay no VAT", "Poor families shall be assisted with Hilalkart", "Wages for the disabled shall be boosted to 450 TL", "Net minimum wage shall be increased to 825 TL", "The aids for the poor shall be increased", "Poor and middle income citizens shall be provided with full mortgage", "Poor Women shall be granted assistance", "Adaptation Law shall pass and better conditions shall be provided to the retired", "University fees shall be nullified", "Istanbul shall be proclaimed as the new prestige finance center". Accordingly the answers of the voter populations to determine the origin -AKP, CHP or MHP- of the most leading promises in declarations of election and fields have been sought. Declaration of election -which is a partnership treaty signed between political parties to be elected and the voters whose polls they need- has been annexed to the relevant questionnaire because of being an issue ignored in our country. In the analysis part of research, a couple of tables that reflect the thoughts of voters regarding the political party origins of the promises that we deem to have been in relation to certain populations are illustrated. Research sampling consists of subjects bearing the ability to elect and be elected selected via simple random sampling method from voters in Konya. The questionnaire which constitutes in the introduction part general questions such as the age, gender, educational background, marital status, profession and monthly income level of participants has been divided into various groups of questions. Thus it has been aimed to detect the issues voters demand urgent solution and also how attentively voters follow election campaigns and whether they are aware of the political party origins of campaign promises. In the end it has been feasible to reach a conclusion regarding the voter population in Konya, political parties that are popular on the basis of districts. Elections are acknowledged as an indication of democratization for countries since it is verified that national will shall eventually rise as the winner from ballot box. However it is indeed hard to detect how many of the voters demonstrate a conscious attitude. Some voters bear an ideological attitude and partisan identity whereas some voters vote for the party whom they believe to be most beneficial for their own sake. The causes that lead a person to different inclinations are not only psychological but can be attributed to a wide range of variables like economic factors, family, educational level, income level, profession, religious tenets (even ethic origins during the latest ages). As regards the outcome with respect to Turkey it seems challenging to arrive at a certain conclusion for the voter population since other than entrenched votes there are also amphibian votes for the parties and no equal stability can be ensured for each party. Therefore it can be argued that the majority of Turkish voters act pragmatically rather than ideologically. In this questionnaire that constitutes the scope of current research data gathered from 22 districts of the sampling city Konya are supportive of this finding. To illustrate, the collected responses manifest that voters select with no awareness of the programs of parties and actually pay no heeds to such issues. Furthermore on the basis of such data it can reasonably be argued that the majority of voters in Konya province unite around the very same parties.
Türkiye, planlı dönemle birlikte uygulamaya başladığı bölgesel gelişme ve bölgeler arasındaki dengesizlikleri giderici yöndeki politikalarını günümüzde yeniden gözden geçirme zorunluluğu ile karşı karşıyadır. Bu zorunluluğun esas nedeni Avrupa Birliği'ne katılım sürecinde bölgesel gelişme politikalarının entegre edilmiş olmasıdır. Bu nedenle Türkiye, yaklaşık 40 yıldır uygulamakta olduğu bölgesel gelişme model, politika ve araçlarını bir yana bırakarak yeniden bir yapılanma süreci içine girmiştir. Bu yeni yapılanmanın ana öğesini Bölgesel Kalkınma Ajansları (BKA) olarak adlandırılan birimler oluşturmaktadır. Kalkınma Ajansları, bir ülkenin belli bir coğrafi bölgesi içerisindeki özel ve kamusal tüm şirketler, yerel otoriteler ile sivil toplum kuruluşları arasında işbirliği sağlayarak, o bölgenin ekonomik açıdan gelişmesini hedefleyen ve yasal bir hükme dayanarak kurulan yapılar olarak tanımlanmaktadır. Küreselleşme süreci beraberinde getirdiği yapısal uyum politikaları ile birçok konuda özgün süreçler ve araçlar geliştirilmesini gerekli kılmıştır. Bu süreçte Türkiye'ye de AB tarafından bölge planlamanın yeni bir anlayışla ele alınması gerektiği ve bunun aracının da BKA'lar olduğu ifade edilmiş ve konu ilk kez AB'ye tam üyelik müzakereleri ile başlamıştır. Bu dönemin başlangıcı sayılacak süreç ise adaylığın ilk kez tescil edildiği 1999 Helsinki Zirvesi sonunda olmuştur. AB Komisyonu'nun hazırlamış olduğu Katılım Ortaklığı Belgesi'nde orta vadede yapılması gereken düzenlemeler arasında yer alan BKA'ları oluşturmak amacıyla yasal düzenlemeler süreci başlatılmıştır. Bu doğrultuda öncelikle Topluluk kurallarına uygun olarak kısa vadede istatistiksel bölge olarak bilinen AB (NUTS) sistemi 22 Eylül 2002 tarih ve 4720 sayılı Bakanlar Kurulu kararı ile kabul edilmiştir. Daha sonra da 2003 yılı Katılım Ortaklığı Belgesinde, katılım öncesi mali yardım programından yararlanabilmek için BKA'ların kurulması öngörülmüştür. Takip eden süreçte 32 esas ve 5 geçici maddeden oluşan, 5449 sayılı Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun, 25.01.2006 tarihinde TBMM Genel Kurulunda görüşülerek kabul edilmiş, 08.02.2006 tarihli ve 26074 sayılı Resmi Gazetede yayımlanarak yürürlüğe girmiştir. Ülkemizde, 5449 sayılı Kanunun birinci maddesinde ifade edildiği üzere; ?kamu kesimi, özel kesim ve sivil toplum kuruluşları arasındaki işbirliğini geliştirmek, kaynakların yerinde ve etkin kullanımını sağlamak ve yerel potansiyeli harekete geçirmek suretiyle, ulusal kalkınma plânı ve programlarda öngörülen ilke ve politikalarla uyumlu olarak bölgesel gelişmeyi hızlandırmak, sürdürülebilirliğini sağlamak, bölgeler arası ve bölge içi gelişmişlik farklarını azaltmak amacıyla? BKA'lar kurulmaktadır. 6 Temmuz 2006 tarih ve 26220 sayılı Resmi Gazete'de yayımlanan ?Bazı Düzey 2 Bölgelerinde Kalkınma Ajansları Kurulmasına Dair Bakanlar Kurulu Kararı? ile ilk olarak 06.01.2007 tarihinde Adana ve Mersin illerini kapsayan Çukurova Kalınma Ajansı ve 13.01.2007 tarihinde de İzmir ilini ve çevresini kapsayan İzmir Kalkınma Ajansları kurulmuştur. Kalkınma ajansları; ? Bölgesel gelişme uygulamalarımız ile bölge planlarımızın etkinliğinin ve başarısının yükseltilmesini; bölgelerin ülkemizin genel büyümesine, gelişmesine, refahına ve istikrarına katkısının artırılmasını; sosyal uyum ve adaletin güçlendirilmesini ve değişen küresel rekabet şartlarına adaptasyonunun hızlandırılmasını sağlayacak, ? The main reason of this necessity is that regional development policies weren't integrated in the process of participation of European Union. Therefore, Turkey went into a reconstruction process by abandoning the regional development model, policy and tools that it had been has been using for 40 years. The units called Regional Development Agencies (RDA) constitute the main element of this construct. Development Agencies, all private and public enterprises within a certain geographical region of a country, are defined as structures that aim the economic development of that region by providing cooperation between local authorities and civil society organizations, and that are founded on the basis of a legal provision. As is known, globalization process entails the development of authentic processes and tools in many cases regarding structural adaptation policies that it brought along. In this process, it was explained to Turkey by EU that regional planning should be approached with a new understanding and RDA?s are the means for this and this first started with the negotiations of full membership to EU. The process that can be counted as the beginning of this period is the end of Helsinki Summit of 1999 when the candidateship was first enrolled. The legal regulations process was initiated so as to constitute RDA?s that are among regulations which should be implemented in medium term in Accession Partnership that European Commission arranged. Accordingly, EU (NUTS) system that is known as short term statistical region was initially approved by Cabinet decree no 4720 in September 22 of 2002 in accordance with the rules of congregation. Later in the Accession Partnership of 2003, it was anticipated that RDA's be constituted in order to be able to utilize the pre-accession financial support programmes. In the following process, the law number 5449 regarding the Establishment, Coordination and Missions of Development Agencies that consists of 32 major and 5 temporary articles was debated and approved in General Assembly of Grand National Assembly of Turkey and went in effect after being published in Official Journal of number 26074 and date 02.08.2006. In our country, as stated in the first article of law number 5449, RDA?s are constituted ?in order to accelerate the regional development, to insure its maintainability, reduce the differences of interregional and regional development, compatible with the principles and policies anticipated in national development plans and programmes by developing the cooperation among public sector, private sector and civil society organizations, ensuring the effective usage of resources and activating the local potency?. By ?the Cabinet Decree Regarding the Establishment of Development Agencies in Certain Level 2 Regions? that was published in Official Journal number 26220 of July, 6, 2006, Development Agencies were constituted in Cukurova regions that include Adana and Mersin and Izmir regions including Izmir, and Cukurova Development Agency officially opened in 01.06.2006 and Izmir Development Agency in 01.13.2007. Development agencies; ? Will ensure the promotion of effectiveness and success of our region plans with our regional development applications; increasing of regions' contributions to the general growth, development, welfare and stability of our country; reinforcement of social adaptation and justice and, acceleration of adaptation to changing conditions of global competition, ? Will encourage the participation of all local actors in development attemps, especially administrative, financial and technical supports that it provides to corporations, establishments and persons with its highly qualified crew, flexible resource and employment structure, ? Will improve the culture and ability to produce and manage associate projects that are based on co-financing of person, corporation and establishment in project and activity supports; reinforce the sense of ownage and cooperation; active the entrepreneurship potency of the region and keep improving it, ? Will activate the local potency, dynamics, individualities by revealing the resources and possibilities, and turn into an economic, social and cultural values in international market; Consequently, will contribute to the improvement of economic and social indicators, especially employment and income in both national and regional- local level; reduction of differences of interregional and regional development and thus increasing of general prosperity of the country and solidifying of stability.
ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.

Bu anlamda Obama'nın dört yıllık iktidarı sürecinde Bush dönemi politikalarıyla kesişme ya da çatışma noktaları mercek altına alınmış ve değişik görüşler öne sürülmüştür. Bu tartışmalara belki de en net kaynaklık edebilecek alan, küresel terörle savaş konsepti ile doğrudan irtibatlı olan ABD'nin Afganistan stratejisidir. Bush ve Obama dönemlerinde ABD'nin Afganistan stratejisinin belirlenmesinde tercihlerden çok, pragmatizmin ağırlıklı rol oynadığı sonucu ortaya çıkmaktadır. Obama dönemi Afganistan stratejisi savunma bağlamında büyük oranda Bush dönemi stratejisini devam ettirmiş, ancak bu stratejiyi başarılı kılacak daha etkin bir yaklaşım benimsenmiştir. Diğer taraftan ilgili stratejinin yalnızca güvenlik boyutunu öne çıkararak başarılı olunamayacağı düşüncesiyle, Afganistan'da sivil kapasiteyi artırarak yerel unsurları kendi yaşam alanlarını kontrol edebilen, daha sonra da ülkelerinin geleceğinde söz sahibi olabilen ortaklar konumuna getirme hedeflenmiştir. Yine, Taliban dâhil yerel unsurlarla uzlaşma arayışına gidildiği, diplomatik çabalara ağırlık verilerek bölge ülkelerinin de çözüme dâhil edilmeye çalışıldığı bir sürece girilmiştir. Obama dönemi Afganistan politikasının, Bush dönemi ile kıyaslandığında kısmen birbiriyle örtüşen kısmen de farklılaşan boyutlara sahip olduğu, ancak daha başarılı bir sonuç ürettiği görülmektedir. ; Following the demise of the Cold War, the question of continuity or change in US foreign policy, a country which kept the position of the only remaining hegemonic power in the international system, has found broad acceptance in the literature. In view of that during Obama's four-year long term in power points of overlap and contradictions between his and Bush's presidency have been the focus of attention and several heated debates. In order to test these debates the most suitable foreign policy area has appeared to be the US strategy in Afghanistan, a subject that has commonly and closely been related to the concept of global war against terrorism. A closer look at both Bush and Obama's presidency would reveal that pragmatism rather than choice has played a greater role in the determining US strategy in Afghanistan. In terms of the principle of defence, Obama's Afghanistan strategy resembled closely to that of Bush's, while the search for making the adopted strategy more successful and effective has been kept alive. Meanwhile, with the realization that the existing strategy would not work by merely putting security considerations at forefront of attempts to resolve the conflict, new targets have been set up such as paving the way for local elements to control their living environment by strengthening civil capacity in Afghanistan and then turning them into partners who could have a say in the future of their country. Yet again in the area of diplomacy, attempts to reconcile with local elements including the Taliban and efforts to bring the regional actors to take part in the ongoing peace process have become the new strands of the evolving strategy. In view of all these, it is possible to argue that in some respects Obama's Afghanistan strategy resembles Bush's while differing from it time to time and producing better results for the US.
