Modern dynamics of socio-economic development emphasized issues to improve efficiency of state innovation policy, its adequacy to contemporary priorities and problems in the country's development. An appropriate and relevant question is the systematization of knowledge obtained in the study of theoretical foundations of the state innovation policy, and effectiveness of its implementation depending on the methods of realization. The aim of present work is the development of theoretical and methodological fundamentals of state innovation policy. To solve the set tasks, we applied such general scientific and special research methods as: analysis, synthesis, generalization, systematic approach. Author examined the types of state innovation policy, factors that influence its formation, components of development and implementation of the state innovation policy. It is highlighted that the implementation of the state innovation policy is coordinated with the strategy of innovative development; strategic directions of innovation development of the national economy are demonstrated. Special attention was paid by Author to stages in the formation of state innovation policy in industrialized countries with the methods characterized for the realization of state innovation policy. Based on the obtained results of scientific research, main directions were proposed of innovation policy for Ukraine under present conditions. A conclusion was drawn on that the state innovation policy is a set of interrelated and interdependent forms, mechanisms, instruments, technologies of influence of the state on the formation, development and realization of scientific-technical, technological and innovation potential of the country, based on the promising world trends in scientific and technological development. The implementation of the state innovation policy is coordinated with the strategy of innovation development whose main function is to define main long-term directions of scientific development, to implement innovations, to provide resources to achieve the set objectives. The state, when implementing innovation policy, above all in the R&D sector, applies two basic types of methods: administrative and program-targeted. In the course of development of program-targeted methods, there were formed several variants of their implementation: a system of subsidies, institutional programs and cooperative implementation programs. The scientific novelty of present research is in determining the methodology of the state innovation policy, which covers an integrated system of methods, ways, and means of its implementation, taking into consideration the priorities in modern development of leading industrial countries. A practical value of the research is in applying the features of theoretical and methodological foundations of the state innovation policy for the selection of such areas and methods of implementation of the innovation policy that are most acceptable for Ukraine under current economic conditions.
The relevance of scientific research is explained by a critical energy dependence of Ukraine on the external sources of energy. The existence of earlier scientific and practical approaches on the topic of energy saving has not fully revealed the possibilities of finding ways to further diversify the sources of energy supplies. That is why the government annually faces the problem of choosing not only a foreign exporter of energy resources, but also a political and economic vector of the country's direction. The need for Ukraine to join European strategic documents on the development and implementation of technologies in the field of renewable energy is rather relevant now. The purpose of writing this article is to analyze the compatibility of the proposed renewed version of the Energy strategy with all types of renewable energy, taking into account the development potential of renewable sources of energy in Ukraine. The author in this research is supported by forecasted results, which the EU–28 countries seek to achieve in the practice of energy renewal and energy supply. Thus these countries cement their own energy independence from external destructive factors (often of a political nature) with a gradual minimization and subsequent rejection of imported energy. This article examines the factors that contributed to the Ukraine joining the EU Directive 2009/28/EC along the road towards renewable energy technologies. The critical assessment of the advantages and disadvantages of the renewed Energy strategy of Ukraine against the background of the current crisis in the economy of the country is outlined. In accordance with the priorities of the renewed Energy strategy of Ukraine, the forecasts are attached of the scale of renewal of energy resources and the prospects of reaching them as fast as possible are considered. The scientific novelty of the research lies in the systematization of methodological approaches to the analysis of the present status of energy-providing and renewable components according to the industrial needs of the economy. Practical significance of the obtained results is the prospect to apply the materials of this article in the field of power saving and power supply by domestic economists.
At the present stage of globalization, extremely important is the problem of attracting foreign investments. In the world in general and in Ukraine in particular, competition intensifies due to the growing demand of national economies in investment resources, and the issue is more acute of forming efficient mechanism for attracting foreign investments. Despite numerous studies of famous scientists, the problem of motivation of investment activity is still not fully explored. Not enough studied but worth attention is the issue of assessment of the risk caused by specific motivation of foreign investors for the national economy, and the development of recommendations for improving the management of investment activity in order to avoid or reduce possible negative effect of foreign investments. The purpose of writing this article is the assessment of risk caused by specific motivations of foreign investors for the state, and the development of recommendations for their avoidance or reduction by the analysis and systematization of the main motivations of foreign investors and the forms of realization of investment projects. The article analyzes the main motives and demotivators in the implementation of foreign investments while they are organized by main classification features. In the result of the analysis of existing approaches to the classification of forms and valid legislation, the author singled out and grouped the main forms of realization of investment projects. Based on the analysis of the classifications of the motivations and forms of realization of investment projects, we assessed the risks for the state, caused by specific motivations of foreign investors, and formed recommendations on their avoidance or reduction. The scientific novelty of the work consists in establishing interrelation between specific motives of foreign investors and the forms of implementation of their investment projects. Not a less important element of scientific novelty is a risk assessment for the state of the inflow of foreign capital caused by specific motivations of investors. Practical results of the work consist in forming recommendations on improving management of investment activities, taking into account of which will help to avoid or reduce possible negative consequences of the influx of foreign capital. A promising direction for further research into the topic of this work can be considered the improvement in the mechanism of management of investment activities at the state and regional levels.
