Almost immediately after Israel declared its independence in 1948, it began to benefit from a unique series of scientific and military exchanges with France. These exchanges, arranged for the most part outside normal diplomatic channels, were in conflict with the official pro-Arab position of the French government, and also ran counter to Israel's leanings toward the United States, Britain, and the Commonwealth countries. "This book springs from the pronounced reaction of the several thousand men I have trained under conditions of combat realism, and from my own convictions of its necessity. The chapters to follow speak for many. In the support of realism in training, I have experienced strong and genuine support from those above and below me. The only point of argument has been: "How best to implement realism?" This text deals with implementation. Its primary mission is to provide imaginative ideas, acknowledging that no single person, service, or staff has a monopoly on imagination. "Ius cogens has been a subject of great interest in international law studies. But the inquiry into the collision between peremptory norms has been virtually non-existent. This book aims at addressing this particular doctrinal gap. Antinomies between ius cogens norms may arise in the conflicting simultaneous application of the peremptory norms on human rights, the non-use of force and self-determination. In order to determine how norms of ius cogens might be applied in situations of normative conflict - either apparent or real ones -, the author suggests the use of 'weighing and balancing' techniques. After analysing the main theories on the issue, and describing the most commonly accepted peremptory norms in current international law, this work approaches the problem of antinomies between peremptory norms by applying 'weighing and balancing' techniques to two case studies. First, the apparent conflict between the prohibition of the use of force and the prohibition of the most serious violations of human rights and international humanitarian law, as embodied in the notion of 'humanitarian intervention.' Second, the real conflict between the prohibition of the use of force and the right to self-determination as conveyed by a hypothetical Israeli-Palestinian peace agreement entailing the partial cession of occupied territories. Norms of ius cogens are known for regulating sensitive and highly axiological matters, as shown by these two case studies. He has developed models that have led to the discovery of new addiction treatments and has conceptualized novel hypotheses which yielded new approaches to the definition and treatment of addictions. Dr. Gold's pioneering work on the brain systems underlying the effects of opiate drugs led to a dramatic change in the way opiate action was understood and his seminal work on cocaine is considered classic translational science. Over the past decade, he has defined hedonic overeating as an addiction and developed animal and imaging models to develop new treatments for overeating and obesity. Most recently, he and his colleagues demonstrated that intravenously administered anesthetics and analgesics are exhaled in the air of operating rooms, present on surfaces, and available for second hand exposure. Dr. Gold and colleagues have explained the role of the workplace environment in physician drug abuse, addictions and relapse after successful treatment. Under his leadership, the Department of Psychiatry at the University of Florida has grown to 60 full-time clinical physicians and researchers with new projects and research groups in secondhand exposure models, functional brain imaging, self-administration, public health, impaired professionals, genomics, proteomics and nanotechnology. Dr. Gold has been awarded numerous national prizes and recognition for his work, leadership, and mentoring. Since beginning his career in research at the University of Florida in 1970, he has been the author of over 900 medical articles, chapters, and abstracts in journals for health professionals on a wide variety of psychiatric research subjects and has authored 12 professional books including practice guidelines, ASAM core competencies, and medical text books for primary care professionals.
