""Liberalism" is widely used to describe a variety of social and political ideas, but has been an especially difficult concept for historians and political scientists to define. Burckhardt, Mill, and Tocqueville define one type of liberal thought. They share an aristocratic liberalism marked by distaste for the masses and the middle class, opposition to the commercial spirit, fear and contempt of mediocrity, and suspicion of the centralized state. Their fears are combined with an elevated ideal of human personality, an ideal which affirms modernity. "The welfare system in the United Kingdom is broken. The number of claims has escalated and so, in consequence, have welfare expenditures. The social system does not encourage welfare recipients to become independent. Half the population of the United Kingdom lives in households drawing one of the major means-tested benefits. Research documents that means-tests paralyze self-help, discourage self--im-provement, and tax honesty while at the same time rewarding claimants for being either inactive or -deceitful. In Making Welfare Work, Frank Field challenges the current political orthodoxy, particularly its emphasis on the role of legislation alone in bringing about social improvement in a welfare state. "John Locke';s 1689 Two Treatises of Government is a key text in the history of political theory--one whose influence remains marked on modern politics, the American Constitution and beyond. Two Treatises is more than a seminal work on the nature and legitimacy of government. It is also a masterclass in two key critical thinking skills: evaluation and reasoning. Evaluation is all about judging and assessing arguments--asking how relevant, adequate and convincing they are. And, at its heart, the first of Locke';s two treatises is pure evaluation: a long and incisive dissection of a treatise on the arguments in Sir Robert Filmer';s Patriarcha. Filmer';s book had defended the doctrine that kings were absolute rulers whose legitimacy came directly from God (the so-called "divine right of kings"), basing his arguments on Biblical explanation's and evidence. Locke carefully rebutted Filmer';s arguments, on their own terms, by reference to both the Bible and to recorded history. Finding Filmer';s evidence either to be insufficient or unacceptable, Locke concluded that his argument for patriarchy was weak to the point of invalidity. In the second of Locke';s treatises, the author goes on to construct his own argument concerning the sources of legitimate power, and the nature of that power. "Questions surrounding the concept of legitimacy--the force that keeps a polity together, and whose absence causes it to shatter--are possibly the most important concern of a study of politics. M.F.N. Giglioli examines the shift to a distinctly modern understanding of the concept in Continental Europe, following the crisis of liberal rationalism in the late nineteenth century, and the search for new ways of envisaging the determinants of collective action into the twentieth century. The author examines certain aspects of the intellectual and political background of early twentieth-century theories of legitimacy elaborated by Max Weber and Antonio Gramsci. These theories are interpreted as the outcome of a contested process of redefinition of the concept, itself prompted by the social and political circumstances of the late nineteenth century, such as economic modernization and the attempt to incorporate the working class into the political system. "When the Hindu nationalist Bharatiya Janata Party (BJP) assumed power in India in 1998 as the largest party of the National Democratic Alliance, it soon became evident that it prioritized educational reforms. In 2002, under BJP rule, a reorganization of the National Council of Educational Research and Training occurred, and four new history textbooks were published. This book examines the new textbooks which were introduced, considering them to be integral to the BJP's political agenda. It analyses the ways in which their narrative and explanatory frameworks defined and invoked Hindu identity. Employing the concept of decontextualization, the author argues that notions of Hindu cultural similarity were conveyed, particularly as the textbooks paid scarce attention to social, geographical and temporal contexts in their approaches to Indian history. The book shows that intrinsic to the textbooks' emphasis on similarity is a systematic backgrounding of any references to internal lines of division within the Hindu community. Through a comparison with earlier textbooks, it sheds light on the contested nature of history writing in India, especially in terms of nation building and identity construction. This issue is also highly relevant in India today due to the electoral success of the BJP in 2014, and the efforts of the Hindu nationalist organization Vishwa Hindu Parishad to construct a coherent Hinduism. This book provides a critical, multiperspective, sociohistorical analysis of the role of food in postcolonial Indigenous, British and French settler relations. Drawing on archival resources from Australian explorers, settlers and nation builders, the book argues that contemporary issues of food security, sovereignty and sustainability have been significantly shaped by the colonial impact on human foodways. The author goes on to enhance readers' understanding of how contact between inhabitants and newcomers was shaped and informed by food, and how these engagements established a modus vivendi that carries through to the present day. Based on the assessment of archival records, it uses a comparative, socio-historical lens to investigate contact between Indigenous and non-Indigenous people where the exchange of food or knowledge about food took place. It finds that the transfer of food and food knowledge was multifaceted, and the flow of food knowledge occurred in both directions, although these exchanges were neither symmetrical nor balanced. It also analyzes and discusses food as a focal point of activity. The final chapter offers an assessment of the potential for the development of a sustainable, nutritious, tasty Australian cuisine that moves beyond the tropes and stereotypical narratives embedded into colonial Indigenous-settler relations in the context of food. If this was accepted by all Australians, it would allow opportunities to be created for Indigenous Australians to develop food products for the market that are sustainable, economically viable and developed in ways that are culturally appropriate.

This volume presents an economic framework for the analysis of resilience in relation to societal, environmental, and personal security perspectives. It offers a rigorous definition of economic resilience and an operational metric, and it shows how they can be applied to measuring and applying the concept to private and public decision making. Major dimensions of resilience and their implications for human development are explored. Resilience is emphasized as a coping mechanism for dealing with short-term crises, such as natural disasters and acts of terrorism. As well, the author shows how lessons learned in the short-run out of necessity and through the application of human ingenuity can be incorporated into long-run sustainability practices. In part, this opportunity stems from viewing resilience as a process, one that enhances individual and societal competencies.€The book links economic resilience to several other disciplines and examines the relationship between resilience and various other key concepts such as vulnerability, adaptation, and sustainability. "An original and systematic synthesis of the major postwar developments in theory and policy of balance-of-payments adjustment, this book focuses on the present-day system of pegged-but-adjustable exchange rates and the problems that policy authorities must face if they are to attain full employment, price stability, balance-of-payments equilibrium, and a satisfactory rate of economic growth. The dominate theme of this book is that any system of exchange rates carries with it assumptions about the way it works and how effective the automatic and policy-motivated forces operate to bring about equilibrium in a country's balance of payments. By analyzing balance-of-payments adjustment and policies under alternative exchange-rate systems, and with different assumptions concerning the level of employment and prices, it is possible to embrace a wide variety of contemporary and historical circumstances experienced by individual countries and the world as a whole. In this way the author assesses the economic consequences of the different exchange-rate systems and of the policies that countries may follow to attain their national objectives. In particular it appears to Professor Stern that the international monetary turmoil of the past ten years can be traced to the exchange-rate inflexibilities of the adjustable-peg system and to the creation of excessive reserves under the dollar standard.
