WOS: 000445781600053 ; The mass of the Higgs boson is measured in the H -> ZZ* -> 4l and in the H -> gamma gamma decay channels with 36.1 fb(-1) of proton-proton collision data from the Large Hadron Collider at a centre-of-mass energy of 13 TeV recorded by the ATLAS detector in 2015 and 2016. The measured value in the H -> ZZ* -> 4l channel is m(H)(ZZ*) = 124.79 +/- 0.37 GeV, while the measured value in the H -> gamma gamma channel is m(H)(gamma gamma) = 124.93 +/- 0.40 GeV. Combining these results with the ATLAS measurement based on 7 and 8 TeV proton-proton collision data yields a Higgs boson mass of m(H) = 124.97 +/- 0.24 GeV. (c) 2018 The Author. This article is the final part of the complex author's research, and is a continuation of the previously published sections of the article in this journal (DOI:10.18184/2079-4665.2016.7.1.136.140; DOI:10.18184/2079-4665.2016.7.3.132.136).In the previous sections, the author examined the features of modern Russian socio-economic state policy in general and its financial component in particular. The answers to the questions were found and a systematic view of the essence of the state socio-economic policy was given. It was shown that the economic potential of the state determines the level of development and use of the three only possible production resources at all times. This is living labor (human resources companies), materialized (past) labour (main production funds) and material and energy resources developed and being in production turnover. Russia, like no other state in the world, has the potential all these production resources for timely, complete and quality provision of reasonable material and spiritual needs of all its citizens.Purpose: the aim of the presented final part of the research is a critical assessment of the tax legislation in force in Russia, and the reasoned justification that a reasonable tax system is an essential tool for sustainable economic growth.Methods: the methodological basis of the research was the General scientific methods of cognition (dialectic; coexistence of historic and logistic approaches; structure and function analysis; expert evaluation of social-economic policy).Results: considering Russia's economic potential and its use, it was noted that the modern state socio-economic policy is contrary to the objective economic laws of the formation of the social state. This creates favorable prerequisites for the formation of state-oligarchic capitalism in Russia, that is, the merging of private business with government officials. In words, this is accompanied by a fierce fight against corruption in the higher echelons of power, but in reality only contributes to its prosperity. Such a socio-economic policy inevitably leads to a greater lag in the economic development of Russia from the advanced post-industrial countries, rolling it to the margins of world development, and the transformation of our state into a raw material appendage and supplier of cheap labor for the progressively developing countries. It is inadmissible not to understand this to persons responsible for state social and economic policy.Conclusions and Relevance: the proposals on improving the Russian state tax policy as one of the most important conceptual bases of the country's successful social and economic development have been developed. When deciding on documents so crucial for the country, it is necessary to be guided not by the lobbying of narrowly departmental and personal interests, but by conceptual scientific bases. They should determine the social and economic effectiveness of such a policy in the development of a society that really strives to achieve the main values in the life of each person: the knowledge of the truth, a longer life expectancy, sufficiency and well-being. ; Данная статья представляет собой заключительную часть комплексного авторского исследования, и является продолжением опубликованныхранееразделовстатьи в этом журнале(DOI:10.18184/2079-4665.2016.7.1.136.140; DOI:10.18184/2079-4665.2016.7.3.132.136). В предыдущих разделах автором были рассмотрены особенности современной российской социально-экономической государственной политики в целом и финансовой ее составляющей в частности, были найдены ответы на поставленные вопросы и дан системный взгляд на сущность государственной социальноэкономической политики. Было показано, что экономический потенциал государства определяют уровень развития и использования трех единственно возможных во все времена производственных ресурсов: живого труда (трудовые ресурсы общества), овеществленного (прошлого) труда (основные производственные фонды) и освоенных и находящихся в производственном обороте материально-энергетических ресурсов. Следует заметить, что Россия, как никакое другое государство в мире, потенциально в достатке располагает всеми указанными производственными ресурсами для своевременного, полного и качественного обеспечения разумных материальных и духовных потребностей всех своих граждан.Цель: Целью представленной заключительной части исследования является критическая оценка налогового законодательства, действующего в России, и аргументированное обоснование того, что разумная система налогообложения представляет собой важнейший инструментарий устойчивого экономического роста страны.Методология проведения работы: Методологической основой исследования послужили как общенаучные методы познания (диалектический, сочетание исторического и логического единства, методы структурного и функционального анализа, традиционные приемы экономического анализа и синтеза), так и специфические методы оценки социально-экономической политики. Результаты работы: Рассматривая экономический потенциал России и его использование, было отмечено, что современная государственная социально-экономическая политика идет вразрез с объективными экономическими законами формирования социального государства, создавая благоприятные предпосылки для становления государственно-олигархического капитализма в России, т.е. сращивания частного бизнеса с государственными чиновниками, что на словах сопровождается ожесточенной борьбой с коррупцией в высших эшелонах власти, а в действительности только способствует ее процветанию. Такая социально-экономическая политика неизбежно ведет к большему отставанию экономического развития России от передовых постиндустриальных стран, скатыванию ее на обочину мирового развития, и превращению нашего государства в сырьевой придаток и поставщика дешевой рабочей силы для прогрессивно развивающихся стран. Не понимать этого ответственным за государственную социально-экономическую политику лицам просто недопустимо.Выводы: Разработаны предложения по совершенствованию российской государственной налоговой политики, как одной из самых важных концептуальных основ успешного социально-экономического развития страны. При принятии решений по столь судьбоносным для страны документам необходимо руководствоваться не заинтересованным лоббированием узко ведомственных и личных интересов, а, прежде всего, концептуальными научными основами, определяющими общественную социально-экономическую эффективность такой политики в развитии общества, действительно стремящегося к достижению главных ценностей в жизни каждого человека: познания истины, большей продолжительности жизни, достаточности и благополучия.

The effectiveness of official promulgation acts as an indicator of the democracy level in a state, necessary condition for providing the citizens' right to know their rights and duties, guaranteed by the Ukrainian Constitution. Taking it into account, the need in distinct definition of the notion of official promulgation and publication of normative-legal acts in Ukraine is urgent.The article analyzes existent scientific approaches to defining the essence and notion of "official promulgation of normative-legal acts" by representatives of the native and foreign scientific thought.The critical analysis deals with the point of view, according to which the term "promulgation" is a synonym of the word "publication". There is made a conclusion about its insufficient validity, in particular, because in art. 94 of the Constitution of Ukraine both terms are opposed to each other. Based on the content analysis, it was established, that the term "to publish" means "to issue in the world any text in printed form, to, publish, to print, to issue". In its turn, the term "promulgation"(Ukr. «оприлюднення») is formed, based on the word "open" (Ukr. «прилюдний»), as a synonym of the words "public", "social", "popular" (Ukr. «публічний», «привселюдний», «гласний»). So, at using the term "promulgation of a normative-legal act", from our point of view, it is understood as not only publishing its full text. The conducted analysis of key theoretical and practical problems of correlations of the notions "promulgation" and "publication" excludes a possibility of identifying these notions and gives reasons for a conclusion about expedience of using just the term "official promulgation" (Ukr. «офіційне оприлюднення»), that is a wider notion that just includes "publication" in its content.Based on the conducted analysis, there is also offered the author definition of "official promulgation of normative-legal acts" that may be formulated as a specific juridical technology, realized by the way and order, provided by the legislation, intended for informing subjects of social relations as to the content of normative-legal acts, accepted by authorized bodies that is an obligatory condition of their effectiveness ; Эффективность и результативность официального обнародования выступает индикатором уровня демократии в государстве, необходимым условием обеспечения предусмотренного Конституцией Украины права граждан знать свои права и обязанности. Учитывая это, насущной является потребность в четком определении понятия официального обнародования и опубликования нормативно-правовых актов в Украине.В статье проведен анализ имеющихся научных подходов к определению сущности и понятия «официальное обнародование нормативно-правовых актов» представителями отечественной и зарубежной научной мысли.Критическому анализу подвергается точка зрения, согласно которой термин «обнародование» является синонимом слова «опубликование». Делается вывод о ее недостаточной обоснованности, исходя, в частности, из того, что в ст. 94 Конституции Украины оба термина противопоставлены друг другу. На основании содержательного анализа установлено, что термин «публиковать» означает «выдавать в свет в напечатанном виде любой текст, публиковать, печатать, выпускать». В свою очередь, термин «обнародование» (укр. «оприлюднення») образован на основе слова «народный» (укр. «прилюдний»), как синонима слов «публичный», «общественный», «гласный» (укр. «публічний», «привселюдний», «гласний»). Соответственно, в случае использования термина «обнародование нормативно-правого акта», по нашему мнению, имеется в виду не только печатание его полного текста. Проведенный анализ ключевых теоретических и практических проблем соотношения понятий «обнародование» и «опубликование» исключает возможность отождествления указанных понятий и дает основания для вывода о целесообразности применения именно термина "официальное обнародование" (укр. «офіційне оприлюднення»), который является более широким понятием, которое собственно охватывает по своему содержанию и «опубликование».На основании проведенного анализа также предлагается авторское определение «официального обнародования нормативно-правовых актов», которое можно сформулировать как особую юридическую технологию, которая осуществляется способом и в порядке, которые предусматривает законодательство, предназначенную для информирования субъектов общественных отношений относительно содержания принятых уполномоченными органами нормативно-правовых актов, что является обязательным условием их вступления в силу ; Ефективність і результативність офіційного оприлюднення виступає індикатором рівня демократії у державі, необхідною умовою забезпечення передбаченого Конституцією України права громадян знати свої права та обов'язки. З огляду на це, нагальною є потреба у чіткому визначенні поняття офіційного оприлюднення та опублікування нормативно-правових актів в Україні.У статті здійснено аналіз наявних наукових підходів до визначення сутності та поняття «офіційне оприлюднення нормативно-правових актів» представниками вітчизняної та зарубіжної наукової думки.Критичному аналізу піддається точка зору, згідно з якою термін «оприлюднення» є синонімом до слова «опублікування». Робиться висновок про її недостатню обґрунтованість, виходячи, зокрема, з того, що в ст. 94 Конституції України обидва терміни протиставлено один одному. На основі змістового аналізу встановлено, що термін «публікувати» означає «видавати друком будь-який текст, опубліковувати, друкувати, випускати»; щодо терміна «оприлюднення», то він утворений на основі слова «прилюдний», як синоніма слів «публічний», «привселюдний», «гласний». Відповідно, у випадку використання терміна «оприлюднення нормативно-правого акта», на нашу думку, мається на увазі не лише друкування його повного тексту. Здійснений аналіз ключових теоретичних і практичних проблем співвідношення понять "оприлюднення" та "опублікування" виключає можливість ототожнення зазначених понять і дає підстави для висновку про доцільність застосування саме терміну "офіційне оприлюднення", який є ширшим поняттям, що власне охоплює за своїм змістом і «опублікування».На основі проведеного аналізу також пропонується авторське визначення офіційного оприлюднення нормативно-правових актів, яке можна сформулювати як особливу юридичну технологію, здійснювану у спосіб і в порядку, передбачених законодавством, призначену для інформування суб'єктів суспільних відносин щодо змісту прийнятих уповноваженими органами нормативно-правових актів, що є обов'язковою умовою набуття ними чинності.

The object of research is the processes of formation and development of municipal-private partnership (MPP) in the system of communal lending in Ukraine. One of the most problematic places of the object of study is the lack of a unified definition of MPP in the scientific economic literature and current legislation. In the course of the study, general scientific and special methods are used, namely: abstract-logical to generalize the theoretical foundations of the emergence and development of MPP; analysis, synthesis, logical generalization to substantiate the prerequisites for development, the subject-objective characteristics of MPP, the means of increasing the effectiveness of such a partnership. Systematization of the conceptual and categorical apparatus with respect to the definition of the MPP essence allows to conclude that there is no single definition in the scientific literature. The author has provided his own MPP interpretation as a tool to ensure the development of long-term mutually beneficial cooperation of local governments with business structures and the public. With the help of MPP, a policy of regional and municipal socio-economic development is being implemented, and infrastructure and other projects that are socially important for the development of territorial units are co-financed.A systematic analysis of the problems of the development of small private entrepreneurship in Ukraine allowed to justify the direction of their elimination. The obtained results allow to determine the specific features of the MPP and its distinctive features from the state-private partnership (SPP). It is established that attracting private investors requires the development of an appropriate regulatory framework, restoring confidence in the instruments of local loans and the activities of local governments. To do this, it is necessary to ensure the openness and transparency of the MPP implementation projects by creating online platforms through which private investors can receive the necessary information. The construction of the scheme of the constituent elements of the MPP functioning allows to establish the subject-object composition, to determine the prerequisites for the development of such a partnership and its effectiveness. Thanks to this, it is possible to obtain a budgetary, social, environmental effect at the level of administrative-territorial units and the development of a system of communal lending in Ukraine. ; Объектом исследования являются процессы становления и развития муниципально-частного партнерства (МЧП) в системе коммунального кредитования Украины. Одним из самых проблемных мест объекта исследования является отсутствие единого определения МЧП в научной экономической литературе и действующих законодательных актах.Систематизация понятийно-категориального аппарата относительно определения сущности такого партнерства позволила предоставить собственную трактовку автором МЧП как инструмента обеспечения развития длительного взаимовыгодного сотрудничества органов местного самоуправления с бизнес-структурами и населением. Построение схемы составляющих элементов функционирования МЧП позволила установить субъектно-объектный состав, обосновать предпосылки развития такого партнерства.Определены проблемы развития МЧП, основными из которых являются:отсутствие нормативно-правовой базы регулирования отношений между субъектами МЧП;наличие рисков при софинансировании проектов МЧП и отсутствие надежной системы их страхования;неразвитость системы защиты прав частных инвесторов;низкий уровень осведомленности частного сектора о возможности участия в реализации инфраструктурных проектов на местах.Обоснованы направления их устранения и описаны способы повышения эффективности МЧП. С помощью МЧП реализуется политика регионального и муниципального социально-экономического развития, софинансируются инфраструктурные и другие общественно значимые для развития территориальных единиц проекты.Полученные результаты позволили определить специфические особенности МЧП и его отличительные черты от государственно-частного партнерства (ГЧП). Установлено, что привлечение частных инвесторов требует разработки соответствующей нормативно-законодательной базы, восстановление доверия к инструментам местного займа и деятельности органов местного самоуправления. Для этого необходимо обеспечить открытость и прозрачность реализации проектов МПП, создав онлайн-платформы, при помощи которых частные инвесторы могут получать необходимую информацию. Благодаря этому обеспечивается возможность получения бюджетного, социального, экологического эффекта на уровне административно-территориальных единиц и развития системы коммунального кредитования в Украине. ; Об'єктом дослідження є процеси становлення та розвитку муніципально-приватного партнерства (МПП) в системі комунального кредитування України. Одним з найбільш проблемних місць об'єкту дослідження є відсутність єдиного визначення МПП в науковій економічний літературі та діючих законодавчих актах.Систематизація понятійно-категоріального апарату стосовно визначення сутності такого партнерства дала змогу надати власне трактування автором МПП як інструменту забезпечення розвитку тривалого взаємовигідного співробітництва органів місцевого самоврядування з бізнес-структурами та населенням. Побудова схеми складових елементів функціонування МПП дала змогу встановити суб'єктно-об'єктний склад, обґрунтувати передумови розвитку такого партнерства.Визначено проблеми розвитку МПП, основними серед яких є:відсутність законодавчо-нормативної бази регулювання відносин між суб'єктами МПП;наявність ризиків при співфінансуванні проектів МПП і відсутність надійної системи їх страхування;нерозвиненість системи захисту прав приватних інвесторів;низький рівень поінформованості приватного сектору про можливості участі в реалізації інфраструктурних проектів на місцях.Обґрунтовано напрямки їх усунення та описано засоби підвищення ефективності МПП. За допомогою МПП реалізується політика регіонального і муніципального соціально-економічного розвитку, співфінансуються інфраструктурні та інші суспільно значимі для розвитку територіальних одиниць проекти.Отримані результати дали змогу визначити специфічні особливості МПП та його відмінні риси від державно-приватного партнерства (ДПП). Встановлено, що залучення приватних інвесторів потребує розробки відповідної нормативно-законодавчої бази, відновлення довіри до інструментів місцевої позики та діяльності органів місцевого самоврядування. Для цього необхідно забезпечити відкритість і прозорість реалізації проектів МПП, створивши онлайн-платформи, за допомогою яких приватні інвестори можуть отримувати необхідну інформацію. Завдяки цьому забезпечується можливість отримання бюджетного, соціального, екологічного ефекту на рівні адміністративно-територіальних одиниць та розвитку системи комунального кредитування в Україні.

The article examines the role of the cynical worldview in contemporary culture, which the author called globalist (a concept derived from "globalism" in A. A. Zinoviev's interpretation). Special features of this culture are manifested as the absence of a national core; mass character; "viral" mode of distribution; and the striving to destroy the system of traditional values. Cynical worldview becomes the core of this culture, penetrating all spheres of modern life and acting not only as a worldview, but also as a way of existence of mankind.According to P. Sloterdijk, the historical path of cynicism can be represented as a form of expansion of false attitudes and stereotypes, both in the individual and in the public consciousness: Lies → Misconception → Ideology → Cynicism. The latter appears as the next stage of social and cultural evolution following ideology, as the postmodern worldview. Life in large cities and the informatisation of consciousness contribute to the fact that the nature of cynicism becomes viral, and cynicism itself becomes diffuse because of this nature. The work shows that in the spiritual sphere cynicism becomes a substitute for spiritual development in all branches of culture.The cynicism of the current economic situation lies, at the social level, in the fact that the state power no longer has sovereignty, and decisions are made, in fact, by the global superpower; at the level of individual, money, having become a self-sufficient entity, has made everyone a means of one's being. The cynicism of the global social situation is that modern superpower is not a stratum of soldiers who have received their regalia for courage and valor, not a stratum of aristocrats possessing a "genetic" status on the basis of genealogy, not a bourgeois stratum that created mass production, and not even a community of statesmen who care about the future of their people, but a handful of fortunate global financial speculators who are not squeamish by any means.The cynicism of the technological world lies in the promise of ever greater freedom, but in reality a person remains a slave, although not to another person, but to technology. The cynicism of the global political situation is in the creation of a system of global neocolonialism and the use of double standards: a state that assumes the role of a democratic mentor of mankind is a ruthless aggressor clearing its living space at the expense of other countries, while state terrorism and terrorism against the state are motivated by each other. The information sphere, managed by the media, creates a "circulatory" system of globalist culture, into which not ideological but cynical informational "fluid" is now being injected. The ultimate cynicism of the global humankind — "doing the worst, knowing the best" — is especially evident in the environmental sphere: on the one hand, the limited resources of the earth are acknowledged, but on the other hand, the impact of human activity on nature is increasing sharply, which escalates the struggle for resources and, at the same time, intensifies the negative environmental consequences of such an impact. ; В статье рассматривается роль цинического мировоззрения в современной культуре, которая названа автором глобалистской (понятие, производное от «глобализм» в интерпретации А. А. Зиновьева). Особые черты этой культуры проявляются как отсутствие национального ядра; массовидный характер; «вирусный» способ распространения; стремление к разрушению системы традиционных ценностей. Ядром данной культуры становится циническое мировоззрение, которое, проникая во все сферы современной жизни, действует не только как мировоззрение, но и как способ существования человечества.По П. Слотердайку, исторический путь цинизма можно представить в виде расширения ложных установок и стереотипов как в индивидуальном, так и в общественном сознании: Ложь → Заблуждение → Идеология → Цинизм. Последний предстает как следующая после идеологии стадия социокультурной эволюции, как мировоззрение постмодерна. Жизнь в больших городах и информатизация сознания способствуют тому, что природа цинизма становится вирусной, а сам он в силу такой природы — диффузным. В работе показано, что в духовной сфере цинизм становится подменой духовного развития во всех отраслях культуры.Цинизм современной экономической ситуации заключается на общественном уровне в том, что государственная власть больше не обладает суверенитетом, а решения на самом деле принимаются глобальной сверхвластью; на уровне отдельного человека деньги, превратившись в самодовлеющую сущность, сделали каждого средством для своего бытия. Цинизм глобальной социальной ситуации в том, что современная сверхвласть — это не класс воинов, получивших свои регалии за мужество и доблесть, не класс аристократов, обладающих «генетическим» статусом на основе родословной, не класс буржуа, создавших массовое производство, и даже не сообщество государственных мужей, радеющих о будущности своего народа, а горстка удачливых и не брезгующих никакими средствами глобальных финансовых спекулянтов.Цинизм технологического мира заключается в обещании все большей свободы, но на самом деле человек остается рабом, но не другого человека, а техники. Цинизм глобальной политической ситуации заключается в создании системы глобального неоколониализма и использовании двойных стандартов: государство, присваивающее себе роль демократического наставника человечества, является безжалостным агрессором, расчищающим себе жизненное пространство за счет других стран, при этом государственный терроризм и терроризм против государства мотивируются друг другом. Информационная сфера, управляемая СМИ, создает «кровеносную» систему глобалистской культуры, в которую ныне закачивается уже не идеологическая, а циническая информационная «жидкость». Предельный цинизм глобального человечества — «делать худшее, зная лучшее» — особенно ярко проявляется в экологической сфере: с одной стороны, осознана ограниченность земных ресурсов, но с другой — резко возрастает воздействие человеческой деятельности на природу, что обостряет борьбу за ресурсы и одновременно усиливает отрицательные экологические последствия такого воздействия.

The object of this research is the commercial banks of Cyprus. The paper examines the impact of macroeconomic changes, in particular inflation, on the level of non-performing loans in commercial banks. The macroeconomic indicators studied include inflation rates. The research methodology is based on theoretical and methodological analysis of the scientific literature, statistical and econometric methods, as well as observation, comparative method, description, measurement, analysis and modeling. To develop a statistical model that represents the relationship between inflation rates and non-performing loans in Cyprus, the author uses simple linear correlation and data analysis methods such as the correlation coefficient and the determination coefficient.The research results show that the resulting econometric model is acceptable, since the determination coefficient is equal to 0.504, and inflation indicators are decisive for the level of non-performing loans. This is due to the fact that the correlation coefficient between these variables is –0.710, and according to the Chaddock scale the coupling magnitude is high. In addition, the correlation coefficient of inflation and non-performing loans in Cyprus is statistically significant, since the value of the correlation coefficient is beyond the limits of critical values of |0.468|. Also from the research results it is found that in the case of Cyprus, inflation rates are negatively associated with non-performing loans, since the resulting correlation coefficient is a negative number. The resulting model is not used to compile a short-term forecast, due to the insufficient value of the determination coefficient (50.4 %). In general, it is proposed that policy makers devote considerable attention to the determinants of non-performing loans, as the deteriorating conditions of non-performing loans will affect not only banking institutions, but also the general state of the financial system of Cyprus. The practical significance of the research cited in the work lies in the fact that the research results can be used as reference material for business, government and education. ; Объектом данного исследования являются коммерческие банки Кипра. Исследуемые макроэкономические показатели включают показатели инфляции. Методология исследования опирается на теоретический и методологический анализ научной литературы, статистический и эконометрический методы, а также наблюдение, сравнительный метод, описание, измерение, анализ и моделирование. Для разработки статистической модели, представляющей взаимосвязь показателей инфляции и невозвратных кредитов на Кипре автор использует простую линейную корреляцию и такие методы анализа данных, как коэффициент корреляции и коэффициент детерминации.Результаты данного исследования показывают, что полученная эконометрическая модель является приемлемой, так как коэффициент детерминации равен 0,504, а показатели инфляции являются определяющими для уровня неработающих кредитов. Это связано с тем, что коэффициент корреляции между данными переменными равен –0,7, и по Шкале Чеддока магнитуда связи является высокой. Кроме того, коэффициент корреляции показателей инфляции и невозвратных кредитов на Кипре является статистически значимым, так как значение коэффициента корреляции находится за пределами показателей критических значений, равных |0,468|. Также из результатов исследования было установлено, что в случае Кипра показатели инфляции отрицательно связаны с невозвратными кредитами, так как полученный коэффициент корреляции – отрицательное число. Полученная модель не используется для составления краткосрочного прогноза, в силу недостаточного значения коэффициента детерминации (50,4 %). В целом предлагается, чтобы лица, определяющие политику, уделяли значительное внимание детерминантам неработающих кредитов, так как ухудшающиеся условия неработающих кредитов будут влиять не только на банковские учреждения, но и на общее состояние финансовой системы Кипра. Практична значимість досліджень, наведених в роботі, полягає в тому, що результати досліджень можуть бути використані в якості довідкового матеріалу для бізнесу, уряду та освіти.

Protecting the indigenous food sector through a quality system developed for agri-foodproducts is one of the forms in which Cuban agriculture is striving in its attempts to opposethe effects of globalisation. Consequently, the current agricultural policy implemented inCuba aims at increasing the professionalism in the food sector, among others, throughthe introduction of cyclical training of agricultural workers in the field of manufacturingtechnologies developed for agriculture and by improving their professional qualifications,as well as by an on-going programme of improving the state system of certification ofagri-food products, raising the quality standards of accredited laboratories set up for testingfood quality, as well as improving the work system certification, especially in the field ofthe application of risk analysis techniques and the control of points that are critical to foodproduction. There are numerous sanctions provided for in the Cuban system for failureto implement the recommended agricultural policy and the legislation implementing it.They are contained in Decree No. 182 of 23 February 1998: "On the Standardisation andQuality" and Decree No 267 of 3 September 1999: "Infringement o f the established rulesconcerning standardisation and quality." The author believes that the adopted regulation on the protection of the quality of agri-food products has contributed to the increase in the attractiveness of the Cuban agricultural sector and has also contributed to ensuring an adequate level of food quality and safety. ; Proteger el sector alimentario autóctono mediante un sistema de calidad desarrollado para la agroalimentaciónproductos es una de las formas en que la agricultura cubana lucha en sus intentos de oponerselos efectos de la globalización. A tal fine Cuba sta perseguendo una politica agricola volta ad aumentare il livello di professionalità nel settore alimentare: tra l'altro organizzando corsi di formazione periodici per i dipendenti che riguardano le tecnologie di produzione utilizzate in agricoltura e insistendo sulla formazione professionale continua; nonché portando ad un graduale miglioramento del sistema statale di certificazione dei prodotti agroalimentari e della qualità dei laboratori accreditati che controllano la qualità alimentare, come anche di certificazione dei sistemi di lavoro, in particolare per quanto riguarda il ricorso alle tecniche di analisi del rischio e di controllo dei punti critici nel processo di produzione alimentare. Per chi non osserva la politica agricola e la legislazione che la sottende, il sistema cubano prevede numerose sanzioni, contenute nel decreto n. 182 del 23 febbraio 1998: "La standardizzazione e la qualità" e nel decreto n. 267 del 3 settembre 1999: "La violazione delle regole stabilite sulla normalizzazione e la qualità". Kubański system przewiduje wiele sankcji za nieprzestrzeganie zalecanej polityki rolnej oraz jej aktów prawnych. Są one zawarte w dekrecie nr 182 z 23 lutego 1998 r.: "O normalizacji jakości" i dekrecie nr 267 z 3 września 1999 r.: "Naruszenie ustalonych zasad normalizacji jakości". Zdaniem autora przyjęte rozporządzenie w sprawie ochrony jakości produktów rolno-spożywczych przyczyniło się do wzrostu atrakcyjności kubańskiego sektora rolnego, a także do zapewnienia odpowiedniego poziomu jakości i bezpieczeństwa żywności.

Il testo è incentrato su una riflessione intorno agli approcci filosofici che hanno maggiormente influenzato la prospettiva educativa e pedagogica di Paulo Freire e con i cui rappresentanti egli ha intrattenuto un intenso dialogo teorico. È stato notato come la sua lettura delle filosofie europee e nordamericane del Novecento sia stata sempre mediata da un riadattamento alle esperienze e alle problematiche dell'America Latina. Freire s'ispira alla fenomenologia e all'esistenzialismo, traendo da tali filosofie molti elementi che concorrono a configurare la sua teoria della conoscenza e la sua visione del rapporto uomomondo. La sua non è, tuttavia, una lettura pedissequa o dogmatica, ma declinata verso gli 240 obbiettivi del suo approccio pedagogico, che è orientato a sviluppare una compiutezza umana là dove essa sia limitata da situazioni di oppressione e di immersione in contesti inumani. Freire è un pensatore cristiano, nel senso che la spiritualità religiosa ne accompagna il percorso sin dagli esordi, ma anche del cristianesimo coglie soprattutto il messaggio liberatore e rivoluzionario, dialogando in modo intenso con i teologi della liberazione; egli raccoglie, altresì, dal personalismo cristiano, il tema dell'unicità della persona e dell'emergere della sua peculiarità all'interno di un movimento di emancipazione comune. L'autore brasiliano, sin dalla sua opera maggiore, La pedagogia degli oppressi, coglie del marxismo lo schema generale di interpretazione della società, della distribuzione del potere in essa e della divisione in classi. Anche in questo caso, Freire predilige l'afflato utopistico piuttosto che l'indagine strutturale di questa forma di pensiero e anche la sua "adesione" al marxismo è mediata in termini geografici, nel senso che contiene lo sforzo di adattare una visione del mondo nata in Occidente a un contesto ambientale differente, quale quello sudamericano e anche storici, nel senso che si avvale del contributo ispiratore di autori novecenteschi che hanno reinterpretato il marxismo alla luce di nuove esigenze storiche. Tra di essi si dedica particolare attenzione a Gramsci, che influenza la visione freireiana del rapporto tra intellettualità e movimenti sociali e politici. Il profilo marxista dell'opera di Freire appare, tra tutti, quello che ha ispirato maggiormente gli studiosi che ne hanno colto l'eredità, particolarmente gli autori della critical pedagogy negli Stati Uniti. Freire, inoltre, intrattiene un dialogo teorico con la cultura pedagogica americana, attraverso una sua interpretazione del pragmatismo/attivismo di Dewey. L'importanza attuale di un'indagine sulla dimensione più filosofica del pensiero freireiano potrebbe risiedere non tanto e non solo nella riflessione sui contenuti degli approcci a cui egli ha fatto riferimento, ma nella riflessione sulla capacità di raccogliere il messaggio più autenticamente educativo, che in Freire coincide con liberatorio e trasformatore, di ciascuno di essi. Tale messaggio va colto in vista di una nuova stagione storica, nella quale l'oppressione sociale, politica, psicologica si presenta in forme e sfaccettature molto differenti da quelle dell'epoca di Freire e la lotta educativa ad essa, che ha occupato l'impegno esistenziale di questo autore, deve dotarsi di strumenti di lettura e d'intervento inediti. ; The chapter is about Paulo Freire's major influences in terms of proponents he is more likely linked with on a theoretical basis, showing which perspectives played a significant role in the shaping of his educational and pedagogical view. His interpretation of European and North American philosophies of the nineteenth century melts with the experiences and issues of South American history. Freire is remarkably inspired by phenomenology and existentialism, so he draws from these perspectives many aspects that shape his own knowledge theory and his view upon the man-world connection. His view, however, is neither passive nor dogmatic, but pursues the achievement of his pedagogical goals, which tend to human completeness in circumstances of oppression and inhumanity. Paulo Freire is a Christian thinker, in so far as his religious spirituality accompanies him since the beginning, but he draws as well from Christianity first and foremost the liberating and revolutionary message, intensively dialoguing with Liberation theologists; furthermore he gathers from Christian personalism the subject of the individual's uniqueness and the surfacing of their particularity amongst a community emancipating movement. The Brazilian author, since his major text, entitled to The Pedagogy of the Oppressed, draws from Marxism the general interpretation scheme of society, of its internal power arrangement and class division. Here, also, Freire shows how he favours the utopic afflatus to the structural inquiry of this philosophy and his Marxist adhesion, is filtered both through a contextual readjustment and through the inspiring contributions of some Marxists of the nineteenth century like Antonio Gramsci, who greatly influenced Freire's view of the link between intellectuals and social and political movements. The Marxist profile of Freire's oeuvre appears to be, among other aspects, the most inspiring one for his followers, in particular for the critical pedagogy thinkers in the United States. Furthermore, Freire maintains, through his interpretation of Dewey's pragmatism/activism, a deep theoretical dialogue with North American pedagogical culture. The current interest in the philosophical dimension of Freire's thought might lay not as much in the consideration of the contents, as rather in the author's ability to pick up the most authentic pedagogical message of each single approach. This teaching has to be seized in sight of an historical season, in which social, political and psychological oppression displays itself in many forms that are different from the past, and the educational fighting against these must be provided with innovative interpretation and intervention tools.

The article deals with the directions of the state national cultural policy in the Donbas in the 1920–30s. The author tries to give a detailed description of the activities of national publishing houses, theaters, theater studios. By the example of the creative intelligentsia, the representatives of ethnic communities, we try to understand the essence of changes in the formation and development of spiritual culture, their positive features and disadvantages, the attitude of the population to such cultural phenomena as national dramaturgy, poetry, theater. However, precisely because cultural phenomena were extremely multifaceted, it is not necessary to talk about exhaustive answers to all questions raised during the course of coronation. That is why the article aims to highlight the cultural processes in the multi-ethnic environment of Donbas in the 20's and 30's of the 20th century, as well as the impact of these phenomena on the development of the national consciousness of ethnic groups in the region.In the course of the study, it was discovered that state structures paid a lot of attention to periodicals of national minorities - newspapers and magazines. As a rule, they played the role of agitation and propaganda among the various ethnic groups of the Soviet way of life in their nature. Therefore, these periodicals were not very popular among different nationalities.Significant place in the cultural life of different nationalities took theatrical art. In particular, in the early 1920s, theatrical groups of ethnic minorities were created and intensively developed. But the state supported only those theaters that were staged or revolutionary with propaganda or demonstrated on the stage of the achievements of Soviet construction and national politics.Despite the total control by the Bolshevik Party and state institutions, the active work of the creative centers has led to a significant revival of cultural life, pushing for the revival of manifestations of national culture, the revival of which was interrupted by political repressions and the killing of prominent representatives of the creative elite ; В статье говорится о направлениях государственной национальной культурной политики на Донбассе в 1920–30-е годы. Автор пытается дать развернутую характеристику деятельности национальных издательств, театров, театральных студий. На примере творческой интеллигенции – представителей этнических сообществ мы делаем попытку понять сущность изменений в формировании и развитии духовной культуры, их положительные черты и недостатки, отношение населения к таким культурным явлениям как национальная драматургия, поэзия, театр. Однако именно потому, что культурные явления были чрезвычайно многогранными, говорить о исчерпывающих ответах на все вопросы, поставленные в ходе проведения коренизации, не приходится. Именно поэтому целью статьи является освещение культурных процессов в полиэтнической среде Донбасса в 20–30-е гг. ХХ в., а также влияние этих явлений на развитие на- ционального сознания этнических групп населения региона.В процессе исследования выявлено, что государственные структуры уделяли большое внимание периодическим изданиям национальных меньшинств – газетам, журналам. Как правило, по своему характеру они выполняли роль агитации и пропаганды среди различных этносов именно советского образа жизни. Поэтому периодические издания были не слишком популярны среди различных национальностей.Значительное место в культурной жизни этносов заняло театральное искусство. В частности, в начале 1920-х годов создавались и активно развивались театральные коллективы этнических меньшинств. Но государство оказывало свою поддержку только тем театрам, которые осуществляли постановки или революционного характера с агитационно-пропагандистским наполнением, или показывали на сцене достижения советского образа жизни и национальной политики.Несмотря на тотальный контроль со стороны большевистской партии и государственных учреждений, активная деятельность творческих организаций привела к значительному оживлению культурной жизни, подтолкнула к активизации проявлений национальной культуры, возрождение которой было прервано политическими репрессиями и убийствами выдающихся представителей творческой элиты. ; У статті йдеться про напрями державної національної культурної політики на Донбасі у 1920–30-ті роки. Автор намагається дати розгорнуту характеристику діяльності національних видавництв, театрів, театральних студій. На прикладі діяльності творчої інтелігенції – представників етнічних спільнот ми робимо спробу зрозуміти сутність змін у формуванні і розвитку духовної культури, їх позитивні риси і недоліки, ставлення населення до таких культурних явищ як національна драматургія, поезія, театр. Однак саме через те, що культурні явища були надзвичайно багатогранними, говорити про вичерпні відповіді на усі питання, поставлені в ході проведення коренізації, не доводиться. Саме тому метою статті є висвітлення культурних процесів e багатоетнічному середовищі Донбасу в 20–30-ті рр. ХХ ст., а також впливу цих явищ на розвиток національної свідомості етнічних груп населення регіону.У процесі дослідження виявлено, що державні структури приділяли велику увагу періодичним виданням національних меншин – газетам, журналам. Як правило, за своїм характером вони виконували роль агітації і пропаганди серед різних етносів радянського способу життя. Тому ці періодичні видання були не надто популярними серед різних національностей.Значне місце у культурному житті різних національностей зайняло театральне мистецтво. Зокрема, на початку 1920-х років створювались і активно розвивались театральні колективи етнічних меншин. Але держава надавала свою підтримку тільки тим театрам, які здійснювали постановки або революційного характеру з агітаційно-пропагандистським наповненням, або показували на сцені досягнення радянського будівництва та національної політики.Незважаючи на тотальний контроль із боку більшовицької партії та державних установ, активна діяльність творчих осередків привела до значного пожвавлення культурного життя, підштовхнуло до активізації проявів національної культури, відродження якої було перервано політичними репресіями і вбивствами визначних представників творчої еліти.

The research methodology is based on theoretical and methodological analysis of the scientific literature, statistical and econometric methods, as well as observation, comparative method, description, measurement, analysis and modeling. To develop a statistical model that represents the relationship between inflation rates and non-performing loans in Cyprus, the author uses simple linear correlation and data analysis methods such as the correlation coefficient and the determination coefficient.The research results show that the resulting econometric model is acceptable, since the determination coefficient is equal to 0.504, and inflation indicators are decisive for the level of non-performing loans. This is due to the fact that the correlation coefficient between these variables is –0.710, and according to the Chaddock scale the coupling magnitude is high. In addition, the correlation coefficient of inflation and non-performing loans in Cyprus is statistically significant, since the value of the correlation coefficient is beyond the limits of critical values of |0.468|. Also from the research results it is found that in the case of Cyprus, inflation rates are negatively associated with non-performing loans, since the resulting correlation coefficient is a negative number. The resulting model is not used to compile a short-term forecast, due to the insufficient value of the determination coefficient (50.4 %). In general, it is proposed that policy makers devote considerable attention to the determinants of non-performing loans, as the deteriorating conditions of non-performing loans will affect not only banking institutions, but also the general state of the financial system of Cyprus. The practical significance of the research cited in the work lies in the fact that the research results can be used as reference material for business, government and education. ; Объектом данного исследования являются коммерческие банки Кипра. WOS: 000452318400016 ; A combined measurement of differential and inclusive total cross sections of Higgs boson production is performed using 36.1 fb(-1) of 13 TeV proton-proton collision data produced by the LHC and recorded by the ATLAS detector in 2015 and 2016. Cross sections are obtained from measured H -> gamma gamma and H -> ZZ* -> 4l event yields, which are combined taking into account detector efficiencies, resolution, acceptances and branching fractions. The total Higgs boson production cross section is measured to be 57.0(-5.9)(+6.0) (stat.) (+4.0)(-3.3) (syst.) pb, in agreement with the Standard Model prediction. Differential cross-section measurements are presented for the Higgs boson transverse momentum distribution, Higgs boson rapidity, number of jets produced together with the Higgs boson, and the transverse momentum of the leading jet. The results from the two decay channels are found to be compatible, and their combination agrees with the Standard Model predictions. (C) 2018 The Author(s). WOS: 000419641100043 ; This Letter presents the measurement of differential cross sections of isolated prompt photons produced in association with a b-jet or a c-jet. These final states provide sensitivity to the heavy-flavour content of the proton and aspects related to the modelling of heavy-flavour quarks in perturbative QCD. The measurement uses proton-proton collision data at a centre-of-mass energy of 8 TeV recorded by the ATLAS detector at the LHC in 2012 corresponding to an integrated luminosity of up to 20.2 fb(-1). The differential cross sections are measured for each jet flavour with respect to the transverse energy of the leading photon in two photon pseudorapidity regions: vertical bar eta(gamma)vertical bar < 1.37 and 1.56 < vertical bar eta(gamma)vertical bar < 2.37. The measurement covers photon transverse energies 25 < E-T(gamma) < 400 GeV and 25 < E-T(gamma) < 350 GeV respectively for the two vertical bar eta(gamma)vertical bar regions. For each jet flavour, the ratio of the cross sections in the two vertical bar eta(gamma)vertical bar regions is also measured. The measurement is corrected for detector effects and compared to leading-order and next-to-leading-order perturbative QCD calculations, based on various treatments and assumptions about the heavy-flavour content of the proton. Overall, the predictions agree well with the measurement, but some deviations are observed at high photon transverse energies. The total uncertainty in the measurement ranges between 13% and 66%, while the central gamma+b measurement exhibits the smallest uncertainty, ranging from 13% to 27%, which is comparable to the precision of the theoretical predictions. WOS: 000452404100011 ; A search for a heavy resonance decaying into WZ in the fully leptonic channel (electrons and muons) is performed. It is based on proton-proton collision data collected by the ATLAS experiment at the Large Hadron Collider at a centre-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 36.1 fb(-1). No significant excess is observed over the Standard Model predictions and limits are set on the production cross section times branching ratio of a heavy vector particle produced either in quark-antiquark fusion or through vector-boson fusion. Constraints are also obtained on the mass and couplings of a singly charged Higgs boson, in the Georgi-Machacek model, produced through vector-boson fusion. (C) 2018 The Author(s). abstract: Declaration of Conflicts: This project has no conflicts of interest to declare. Context: This project was completed at a federally qualified primary healthcare clinic in Phoenix, Arizona that served patients of all age groups, but primarily cared for the Hispanic population providing primary care, preventative services, family planning, two lab technicians, one promoter, two medical assistant supervisors, five front desk staff, one chief administrative officer, one chief financial officer, two medical directoers who were also providers at the clinic. Problem and Analysis Assessment: During my clinical rotations, I saw the burden a missed patient appointment had not only on the patients themselves, but also on the clinic, providers, and the staff. It caused delay in treatment for patients, and it did not allow other patients that wanted to be seen to be seen. It also increased unnecessary costs and wasted provider time. Thereafter, I met with some of the leadership team and one of the medical directors to determine a solution to reduce the number of missed appointments that were occurring. An educational session was kept to discuss the findings of this problem to the providers and the staff and when surveys were handed out to the patients, providers, and staff to assess their satisfaction with the old scheduling system versus the new scheduling system, they were also provided with a cover letter discussing the project. Intervention: In order for improvements in care to occur, a system process change including the way patients are scheduled must occur. In this case, an open-access scheduling system (OAS) was implemented. OAS allows a patient to schedule an appointment on the 'same-day' or the 'next-day' to be seen. One provider at each of the clinics, each day of the week was available for 'same-day' appointments from 1300-1600. The providers were still available for scheduled appointments using the previous scheduling method. Walk-ins were still accepted, and were scheduled based on patient provider preference; however, if an appointment was not available for their preferred provider, they were typically seen with the provider that was the 'same-day' provider for that day. Strategy for change: Since patients were only allowed to schedule appointments one month in advance, only one month was needed to implement this process change. A recommendation for the future would be to clearly identify the patient encounter type, and label it as a same-day appointment, as this would be helpful when gathering and extracting data for this type of patient group specifically. Measurement of Improvement: Over a three-month period, a data collection plan was used to determine the number of Mas over a three-month period before and after implementation of this change. Satisfaction scores were measured using likert scales for patients, provider, and staff, and a dichotomous scale was used to determine the likelihood of emergency room or urgent care use. A comparison was done to measure revenue during the same time frame. During the three months, a clinically significant decrease in MAs was seen (68% of all patients, providers and staff reported feeling either very satisfied or extremely satisfied with the new scheduling system. Additionally, patients also reported that they were less likely to visit an emergency room(88%) or urgent care (90%) since they were able to be seen the same-day or the next-day by a provider. Effects of changes: An incidental finding occurred during this study - where 877 more patients were seen in the three months during the implementation of this project, compared to the three months prior; which likely resulted in a 41% increase in revenue. Additionally this project, allowed patients that wanted to be seen on the same day, to be seen, and it decreased unnecessary costs associated with emergency room or urgent care visits. Some of the limitations involved included the current political environment, appointment slots that were previously 15 minutes in length (in 2016), increased to 20 minutes in length (in 2017), a language barrier was noted for the patient surveys since English was not the first language for many of the patients who completed the survey (although documents were translated), and the surveys used were not reliable instrument given that a reliable instrument in previous studies could not be found. Lessons learnt: In order to have accuracy of the survey results, it is best for the author of the study to hand out and provide scripture for the survey so that complete data is received from the surveyors. Messages for others: Begin by making a small process change where only one provider allows for the open-access scheduling so that the entire office is not affected by it, and if results begin to look promising then it can be expanded. Additionally, correct labeling of patients as 'same-day' is also important so that additional data can be gathered when needed regarding the 'same-day' patients. Patient/Family/Guardian Involvement: Patients who benefited from the new scheduling system (open-access scheduling) were asked to fill out a survey that asked them to disclose some demographic data and asked them to determine their satisfaction with the new vs old scheduling system and their likelihood of visiting an emergency room or urgent care. Purpose. Identify the tendency of sustainable development of Ukrainian iron and steel industry enterprises regarding the raising of the bulk manufacturing waste recycling efficiency. Methods. To achieve this purpose, a comprehensive methodological approach has been used, including an analysis of Ukrainian and foreign statistics data on the bulk manufacturing waste accumulation and handling, the analysis of potential consumers of goods from the Mining and Metallurgical Company (MMC) waste products of Ukraine, as well as the study of common policy tools for settling the issues of manufacturing waste accumulation in world practice. Findings. It was determined that smelter slags, which are an underestimated resource in the Ukrainian economy, are of primary interest in terms of the efficiency of bulk manufacturing waste recycling in Ukraine. In international practice, ferrous slags are used as a valuable resource base for many areas of business, which in most cases became possible through the implementation of favorable policies in the area of resource-saving and ecology. In addition, this paper identifies the main market barriers hampering the smelter slags recycling in Ukraine, as well as additional market restrictions for Mariupol metallurgical complexes that arose as a result of a military conflict. Originality. A number of policy tools (favorable policies in the area of resource-saving and ecology) have been formulated at national and regional levels to create the necessary competitive conditions for the smelter slags recycling and to support the sustainable development of MMC enterprises of Ukraine. Practical implications. The introduction of the proposed control mechanisms for the ferrous slags recycling will enable the provision of such industries as road engineering, cement and concrete industry, agriculture and a number of other industries with valuable industrial raw materials and above all, to ensure a balance of sustainability at the local level and eliminate the need for new territories to be allocated for manufacturing waste. ; Мета. Ідентифікувати напрями сталого розвитку підприємств чорної металургії України в галузі підвищення ефективності утилізації великотоннажних промислових відходів. Методика. Для досягнення поставленої мети в роботі використано комплексний методичний підхід, що включає аналіз даних української та зарубіжної статистики щодо накопичення й поводження з великотоннажними промисловими відходами, аналіз потенційних споживачів продукції з відходів гірничо-металургійного комплексу (ГМК) України, а також вивчення поширених політичних інструментів урегулювання питань накопичення промислових відходів у світовій практиці. Результати. Встановлено, що першочерговий інтерес з точки зору ефективності утилізації великотоннажних промислових відходів України представляють металургійні шлаки, які є недооціненим ресурсом в економіці України. У міжнародній практиці шлаки чорної металургії використовуються в якості цінної ресурсної бази для багатьох сфер господарювання, що в більшості випадків стало можливим за рахунок впровадження політик сприяння у сфері ресурсозбереження та екології. Крім того, у даній роботі визначені основні ринкові бар'єри, що ускладнюють утилізацію металургійних шлаків в Україні, а також додаткові ринкові обмеження для металургійних комбінатів Маріуполя, що виникли в результаті військового конфлікту. Наукова новизна. Сформульовано ряд політичних інструментів (політик сприяння у сфері ресурсозбереження та екології) національного й регіонального рівнів для створення необхідних конкурентних умов утилізації металургійних шлаків і підтримки стійкого розвитку підприємств ГМК України. Практична значимість. Впровадження запропонованих регуляторних механізмів утилізації шлаків чорної металургії дозволить забезпечити цінною техногенною сировиною такі галузі економіки як дорожне будівництво, цементна та бетонна промисловості, сільське господарство й ряд інших галузей, а головне, гарантувати баланс стійкості на місцевому рівні та виключити необхідність відведення нових територій для розміщення промислових відходів. ; Цель. Идентифицировать направления устойчивого развития предприятий черной металлургии Украины в области повышения эффективности утилизации крупнотоннажных промышленных отходов. Методика. Для достижения поставленной цели в работе использован комплексный методический подход, включающий анализ данных украинской и зарубежной статистики по накоплению и обращению с крупнотоннажными промышленными отходами, анализ потенциальных потребителей продукции из отходов горно-металлургического комплекса (ГМК) Украины, а также изучение распространенных политических инструментов урегулирования вопросов накопления промышленных отходов в мировой практике. Результаты. Установлено, что первоочередной интерес с точки зрения эффективности утилизации крупнотоннажных промышленных отходов Украины представляют металлургические шлаки, которые являются недооцененным ресурсом в экономике Украины. В международной практике шлаки черной металлургии используются в качестве ценной ресурсной базы для многих сфер хозяйствования, что в большинстве случаев стало возможным за счет внедрения политик благоприятствования в сфере ресурсосбережения и экологии. Кроме того, в данной работе определены основные рыночные барьеры, затрудняющие утилизацию металлургических шлаков в Украине, а также дополнительные рыночные ограничения для металлургических комбинатов Мариуполя, возникшие в результате военного конфликта. Научная новизна. Сформулирован ряд политических инструментов (политик благоприятствования в сфере ресурсосбережения и экологии) национального и регионального уровней для создания необходимых конкурентных условий утилизации металлургических шлаков и поддержания устойчивого развития предприятий ГМК Украины. Практическая значимость.
