Media environment, emerged from the traditional system of mass communications and enriched with new opportunities for the community, is intensively developing in the modern society. Scientists' research shows that media defines modern existence, consciousness and values of anindividual and social groups. Media environment acts as the place of human existence and means of influencing his consciousness. The author characterizes the media environment as the social space for the library institution, reveals the possibilities of the public library as the leader of public opinion and identifies technological features of introducing information influence into the library media communications. With the development of the Internet technologies, mass communication has become open and accessible to the library community. Modern library simultaneously acts as an active user ofmedia content and as an actor creating its own media products for a wide audience. However, these opportunities are mainly used for internal purposes: to reflect the life of the institution and to disclose its information resources. The article justifies the possibility of strengthening the social position of the library by assuming the role of the local community information leader. The author comes to the conclusion, that social effectiveness of the library actor behavior in the media environment will be determined by two factors: the correspondence of the communication product to social demands and the power of information influence of the message and social consequences (actions).

AbstractThis paper will take the film The Rules from Ancestors as the basis to discuss the "writing" process of ethnographic film, addressing how a contemporary visual ethnography can be realized through the presentation of a film on ethnic culture.The Rules from Ancestors is an anthropological film about the Traditional Customary Law of the Yi people in China, produced by the author of this paper in 2006. As an integrated anthropological film, its theoretical basis is the "holism" and "legal pluralism" of legal anthropology, and its stories are narrated through objective observation and interactive collaboration. The author attempted to construct an "intermediary context" within the film's narrative structure. The aim was to establish an experimental visual ethnographic expression that progresses from "complicity" to "sharing", to replace the traditional ethnographic mode of expression, localized fieldwork. In so doing, I hoped to explore the possibilities of collaborative knowledge production between the photographer, the subject, and the audience, as well as a non-unidirectional methodology for the flow and transfer of knowledge.Through the exploration described above, this paper attempts to respond to the ongoing debate on the relationship between visual anthropology and written anthropology. Is anthropological film a "self-contained system reaching the same goal with different methods", or simply an "auxiliary tool" of written anthropology? Based on an ethnographic introspection on anthropological filmmaking practices, this paper will provide explicit support to the former standpoint, as well as a discussion on methodology.

The article is devoted to the analysis of the problem issues of the Online Dispute Resolution (ODR) through the prism of international standard of access to justice in civil matters. The first part of the article refers to terminological inconsistency, which is connected with using of three synonyms refering to IT-technologies in the area of civil justice, in particular cyberjustice, digital justice and e-justice. The author proposes to use term "e-justice", which involves e-filing, electronic systems of assignment of cases, e-case-management, eDiscovery, ODR, electronic systems of court practice, using of Artificial Intelligence in civil proceedings. In the second part of the article the narrow and wide approach to the ODR are described. According to narrow approach ODR is described as online ADR. Wide approach to ODR includes online ADR as well as online courts. Today wide approach is more valid taking into account recent developments in the field of online courts in foreign countries. The third part of the article describes different types of online courts, in particular, online Civil Resolution Tribunal (British Columbia, Canada), Online Solutions Court (Great Britain) etc. The author analyzes current innovations in the structure of online courts, connected with integration of information systems and online ADR into the online courts platforms. Special attention is paid to the use of Artificial Legal Intelligence in courts with references to advantages and challenges of such innovations.

In the article geopolitical strategy of North Atlantic Treaty Organization in the Black Sea pool is examined. An author examines instruments and mechanisms of policy of NATO. The special attention is spared the problem of increase of military-strategic pressure from the side of evroatlantic structures. The «ukrainian», «georgian», «romanian», «turkish» factors is examined in the article.Attempts from the side of NATO to use these factors for strengthening of pressure on opponents having no prospects and do damage international relations. Interests of policy of neighbourliness suffer. Thus expressing interests of transnational soldiery, financial and industrial structures, the USA and their allies intrude in other civilization and politic space.An author comes to the conclusion, that experience of the last decade testifies with all evidence about strategic absence of any prospect of attempts of the use of the Black Sea area as a buffer area of isolation and inhibition of Russia. Exactly after the foreign-policy going of Russian diplomacy near development of the Black Sea region is the future.Changing of accents from a geopolitical rivalry and fight for the «spheres of influence» to mutually beneficial partnership and clear distributing of mutual spheres of responsibility for maintenance of international stability opens on principle new prospects and for a wide collaboration in the field of ecology, rational use of natural resources, development of rekreacionnoy infrastructure.

Introduction. The article covers history waypoints of the corporate culture, tradition, emblems of Volgograd State University, its corporate ideology and the role of the University in the regional community. The author enlightens the activity and responsibility of the rector department and faculties in terms of the development of the University as region's leader of science, education and culture.

Methods and materials. The principles of historicism and objectivity were used as a methodological base of the research. The study is based on scientific papers on the role of university education in modern society and corporate cultural space in the university community.

Analysis. The core activity and focused informational work of the University has allowed to form its positive image. Special attention is paid to the appearance of higher education institutions in the region and the establishment of Volgograd State University. The author studies the contribution of the University to the social-economic, public and cultural sphere of region's life.

Results. The main conclusion of the article is that nowadays classic university education leads to forming the social elite, increases the level of education and culture in the regional community. The program of transforming Volgograd State University into the University Centre of innovative, technological and social development of the region allows to reach success for not only the University, but for the whole region.

Drawing on work with a Malawian LGBTI-rights nongovernmental organization (NGO), this article's entry point is the "fake gay," a person who, according to state political discourse and news media, allegedly fakes a marginalized sexual identity to gain access to foreign resources channeled through NGOs. For LGBTI-identified persons in the NGO's orbit, meanwhile, fake gays—infiltrating inauthentic gays—breed fear and resentment amid circuits of scarce resource distribution and homophobia. This mythologized figure, rooted in racialized arbitrations of fake or real, sincere or cunning, reveals NGOs, dismissed in critical scholarship as "unqueer"—for spreading homonationalism, sapping radical agendas by institutionalizing liberal human rights frameworks, and smuggling in Euro-American logics of sexual modernity—to be unlikely sites of queer complexity. Reading NGO spaces as customary forms and drawing on discourse analysis and ethnographic vignettes, the author shows how ritualized practices associated with audit culture in aid economies (monitoring and evaluation, paperwork, counting) operate as queer sites of multiplying possibilities and emergences. Rather than expose faking as duplicity or insincerity, the author argues that faking and normalizing practices rooted in logics of standardization, quantification, and replicability are co-constitutive. In addition to proposing the fake gay as a mode of theory that draws attention to (queer) world-making practices within postcolonial aid geographies, this article broadens understandings of the (queer) customary beyond narrowly defined cultural practices such as customs, rituals, and traditions.

This article explores how an oceanic perspective challenges still pervasive ideas about the constitutive link between place and culture in the study of the arts of Africa. Taking the rich and diverse photographs of nineteenth-century coastal eastern Africa as a springboard, the author considers how portrait photography was not an expression of a local modernity, in the way the concept is narrated in established studies of the cultural dimensions of globalization, but was an expression of the in-between. This can be described as a form of cosmopolitanism or creolization, depending on one's interpretive predilections, but, most important, it emphasizes that historical actors on the Swahili coast of eastern Africa did not worry about what was authentically local or indigenous in the making of modernity. In coastal eastern African port cities, the photograph became instantly popular in the 1860s, because it was linked to the traveling cultures of the port, giving new form to a very old desire to create aesthetic experiences of oceanic connectedness. Additionally, the portrait photograph allowed residents of the port to merge Swahili ideals of the cultured body, colonial codes of the body, and newly forming ideas about individual subjectivity. Ultimately, the author suggests that in such nonterritorial spaces as the Swahili port city, engaging the artifacts of faraway places is a carefully crafted tactic of translation, where technologies of modernity, such as photography, enable people simultaneously to sustain a sense of distance and closeness to others.

Right from its opening in 1929, the Museum of Modern Art (MoMA) recreated modern art as a new myth that was rescued from European history and thus became accessible as an independent value for an American audience. Paradoxically, the myth stemmed from the opinion that modern art's history seemed to have expired in pre-war Europe. Upon MoMA's completion of a major expansion project in 2004, there was considerable anticipation about how the museum would represent its own history and raise its profile in a new century. As it turned out, the museum opted for a surprisingly retrospective look, since its curators were tempted to exhibit its own collection, so unique up until the sixties, in the new exhibition halls. This launched a dilemma for MoMA, as it became a place for past art with little space for new art. In an in-depth analysis of what constitutes "modern" art in the context of the preeminent questions circulating in the art world during this time—When was modern art? and Where was modern art?—the author presents a focused chronology of the administration of MoMA under the museum's first director, Alfred Hamilton Barr Jr. (1929–43), and, later, William Rubin, director of the Department of Painting and Sculpture (1968–88), with regard to their influence on the museum's mission, exhibitions, and international profile. The author concludes with commentary on contemporary changes in art geography and contemplation on the effect on artists of the emergence of a global art market.

This article provides a brief overview of a few thematic exhibitions that the author has curated, highlighting the importance of contemporary African art within a wider international context. The author highlights African and African diaspora artists whose careers continue to thrive internationally. Some might argue that their success has been dependent on their representation in powerful galleries, and to some extent this is certainly true. Nevertheless, it is a small step in the right direction that relocating to major cities in Europe or the United States is no longer an absolute prerequisite for African artists who wish to gain international success and recognition. As the exhibitions and artists addressed in this article convey, cosmopolitanism as a metaphor for mobility, and the ideal of co-existence, diversity, and tolerance as its unifying and defining factors, translates beautifully into the language of contemporary art. Most important, if we strip cosmopolitanism completely bare and look beneath its seductive veneer, its real potential and beauty becomes visible, revealing a commitment to ethics and a genuine engagement with the plight of others. When contemporary artists use their success and privilege to address sharp social criticism that questions the global, social, and cultural inequities that exclude most from the cosmopolitan party, something magical happens that gives cosmopolitanism a necessary dimension of hope and possibility that is truly worth celebrating.

The paper analyzes the attitude of Turkey to the policy of neutrality of Turkmenistan in the period from 1995 to 2016. Based on the geopolitical situation in the Central Asian region in the post-Soviet period, the author identifies the reasons for Turkmenistan's adoption of a neutral status. Among the reasons for this decision by the Turkmen leadership are the deterioration of the situation in the region, the desire of the great powers and regional leaders to strengthen their positions in Central Asia, including in the energy sector, Turkey's active position in the post-Soviet period aimed at developing political, energy, and humanitarian contacts, and the desire of The Niyazov regime to limit external influence on the country's internal and foreign policy. The author noted the influence of the status of neutrality on the implementation of Turkmenistan's foreign policy and the attitude of Turkey to this process. In the development of Turkmenistan's neutrality policy in 1995–2016, two stages can be conditionally distinguished: the first is 1995–2006 when the policy of neutrality bordering on isolationism, which seriously limited Turkey's contacts with Turkmenistan; the second is 2007–2016 when the expansion of cooperation between Turkmenistan and Turkey, including in the security sphere. In the 2007–2016 Turkey sought to expand its geopolitical influence over Turkmenistan by maintaining its neutrality, which led to the formation of a close political and economic dialogue between Ankara and Ashgabat.

PurposeThe objective of the study is to identify the themes of "family friendly practices" and to perform a literature review. The research aims to identify the emerging trends in the area of "family friendly practices" by carrying out an exhaustive literature review.Design/methodology/approachThe study synthesizes the literature between the years 2010 and 2019. First of all, 150 research articles were identified by keyword search, bibliography and citation search, out of which 57 research articles were selected on the basis of the most sound theoretical background and maximum literature contribution. The citation analysis method was performed on these studies in order to study the journals, authors by using Google Scholar, ResearchGate, the international database Science Citation Index and SCImago Journal Ranking.FindingsThe author citation count shows that the research topic is still getting recognition and the research in this area is increasing. The finding of the research is that the current research in family-friendly practices has focused mainly on seven topics: availability and usability of family-friendly policy, job satisfaction, organizational performance, supervisor or manager support, work–life conflict, employee turnover employee retention and women's employment.Originality/valueThe study may provide valuable inputs to the HRD practitioners, managers, research scholars, to understand the recent trends in the field of family-friendly policy. As per the best knowledge of the author, this is the first study on family-friendly practices using citation analysis.

Active development of Internet communication in recent years caused an increase in the number of forensic text examinations aimed at identifying and profiling (i.e. inferring gender, age, personality, etc. of the author from textual analysis) the author of written texts. Despite the availability of proven methodological recommendations for the production of such examinations, in this area there are many unresolved problems associated mainly with the emergence of new research objects. In addition, the existing expert practice does not fully utilize the achievements of corpus, computer, and quantitative linguistics. In this situation, there is a gap between the "qualitative" and "quantitative" methods of textual authorship analysis, which hinders further development of both theoretical research in the area of authorship attribution and profiling and an increase in the level of objectivity and reproducibility of forensic authorship analysis. The paper represents some typical tasks solved by a forensic expert; describes the characteristics of the objects of forensic authorship analysis, and determines the main difficulties forensic experts face in the course of this analysis. The possibilities of using existing computer methods to solve these tasks are analyzed. It is shown that not all the existing computer methods are useful for forensic authorship analysis. We also highlight the ways of development of forensic authorship analysis related to further theoretical research in the field of idiolect using corpus data and natural language processing techniques.

African Americans have long dealt with racism, discrimination, and racialized state and vigilante violence. As such, African American parents must educate their children about the realities of racism in the United States and how to cope with racism and discrimination. This practice, known as racial socialization, is a key aspect of Black parents' parenting practices. Much of this labor tends to fall on the shoulders of Black mothers. To date, most of the scholarship on Black mothers' racial socialization practices focuses on Black middle-class mothers. In this study, the author uses in-depth interviews with low-income African American single mothers in Virginia to examine how low-income Black single mothers racially socialize their children, what major concerns they express regarding raising Black children, and how their racial socialization practices and the concerns they express compare with those of Black middle-class mothers. Paralleling previous studies, the findings show that low-income Black single mothers generally fear for their children's, especially their sons', safety. They also invoke respectability politics when racially socializing their children, encouraging them not to dress or behave in ways that will reinforce stereotypes of Black boys as thugs or criminals. Diverging from previous research, however, the author argues that low-income Black single mothers' employment of respectability politics is largely aspirational, as, unlike middle-class mothers, they are not able to assert their class status in an effort to prevent their children from experiencing discrimination.

The article deals with the everyday life of participants in secret political organizations of the 1820s, Decembrists. To characterize the generation to which the Decembrists belonged, the definition of Yuri N. Tynyanov is used: "people of the twenties". It is noted that this generation primarily belonged to young noblemen who took part in the war of 1812 and whose political views were formalized in the postwar period. The main conflict experienced by the Decembrists is formulated: between romantic ideas about life and the harsh reality of political conspiracy. The article describes the main milestones in the biography of P.I. Pestel – the head of the Southern society, one of the brightest representatives of the radical wing of the conspiracy. At the same time it is emphasized that the author of these lines has already repeatedly described his biography, and the difference in the attitude of critics to the assessments made by the author and to Pestel's personality is revealed. It is formulated that this difference is due to the difference in attitude towards Pestel of his contemporaries. The political confrontation between Pestel and the representative of the "liberal wing" of the conspirators, I.G. Burtsov, is analyzed. It describes Pestel's opponent, his attitude to the problem of interaction between society and the authorities, and his activity in secret society. The conclusion is made that it is impossible for Burtsov's "line" to defeat Pestel's "line" under specific historical conditions of the 1820s.

This article discusses the distinctive characteristics of the development of smart city technolo- gies, which swept over all the continents of the planet during the fourth industrial revolution. The author focuses on the consideration of the socio-political effects due to the introduction of these technologies and, above all, the new threats and challenges that they generate. These include the increase of technological inequality, the danger of complete control of information and the tightening of the space of an individual's personal freedom, social disunity and degradation of urban communities. The technological breakthrough was in clear contradiction with the dynamics of social development. One of the possible ways to overcome the problem of social and techno- logical inequality is with the concept of a smart city focused on sustainable development, which offers an integrated approach to urban policy. The general conclusion that the author comes to is the need for balanced consideration of all components in smart city development projects, in addition to technological and service components. At the same time, the formation of a space for equal social communication, the institutionalization of urban communities, as well as co-social planning for the development of the urban ecosystem are of particular importance. Only if they are fully implemented can we hope for positive dynamics in overcoming new social and political challenges to urban development in the era of total digitalization.
