"Howard Zinn began work on his first book for his friends at Seven Stories Press in 1996, a big volume collecting all his shorter writings organized by subject. The themes he chose reflected his lifelong concerns: war, history, law, class, means and ends, and race. Throughout his life Zinn had returned again and again to these subjects, continually probing and questioning yet rarely reversing his convictions or the vision that informed them. Contemporary critical studies have recently experienced a significant spatial turn. In what may eventually be seen as one of the most important intellectual and political developments in the late twentieth century, scholars have begun to interpret space and the embracing spatiality of human life with the same critical insight and emphasis that has traditionally been given to time and history on the one hand, and social relations and society on the other. 'Thirdspace' is both an enquiry into the origins and impact of the spatial turn and an attempt to expand the scope and practical relevance of how we think about space and such related concepts as place, location, landscape, architecture, environment, home, city, region, territory, and geography. The book's central argument is that spatial thinking, or what has been called the geographical or spatial imagination, has tended to be bicameral, or confined to two approaches. Spatiality is either seen as concrete material forms to be mapped, analyzed, and explained; or as mental constructs, ideas about and representations of space and its social significance. Edward Soja critically re-evaluates this dualism to create an alternative approach, one that comprehends both the material and mental dimensions of spatiality but also extends beyond them to new and different modes of spatial thinking. Thirdspace is composed as a sequence of intellectual and empirical journeys, beginning with a spatial biography of Henri Lefebvre and his adventurous conceptualization of social space as simultaneously perceived, conceived, and lived. The author begins her examination of Germanys educational system with a general analysis of the processes of German unification in an attempt to determine whether it was really necessary to proceed so quickly. The answer, she finds, comes in the affirmatve. Given this imperative and in light of Easterners dissatisfaction with their existing system, the New Bundesländer accepted and implemented variants of the content and structures of the Old Bundesländer. A critique of the reforms of education in the New Bundesländer is therefore simultaneously a critique of education in the Old Bundesländer, with the added variable that the circumstances in which the reforms had to be implemented were extraordninarily inclement in the East with its widespread economic collapse, mass unemployment and democtratic decline of unprecedented dimension. The book deals with schools structure and its implications for equity, the political dimensions of methodology and curriculum content, and the introduction of the Dual System of vocational education in a sick economy. It also looks at how the authorities dealt with the values vacuum left by the demise of Marxism-Leninism, and how the churches handled the challenges of setting up denominational schools and religious education in a country where there has been little mandate for Christianity. Finally, the book also addresses, in some details, the important issues facing higher education in the East: the cull of staff in East German universities, the attempt to introduce academic freedom and increase access, and the danger that East German universities may became subject to some of the shortcomings which for so long have characterized higher education in the West. More members of Congress have been investigated and sanctioned for ethical misconduct in the past decade and a half than in the entire previous history of the institution. But individual members are probably less corrupt than they once were. Stricter ethics codes and closer scrutiny by the press and public have imposed standards no previous representatives have had to face. Dennis Thompson shows how the institution itself is posing new ethical challenges, how the complexity of the environment in which members work creates new occasions for corruption and invites more calls for accountability.Instead of the individual corruption that has long been the center of attention, Thompson focuses on institutional corruption which refers to conduct that under certain conditions is an acceptable part of the job of a representative. Members are required to solicit campaign contributions, and they are expected to help constituents with their problems with government, but some ways of doing these jobs give rise to institutional corruption. "It is of great importance to be able to determine who or what is considered 'resident' within the meaning of tax treaty provisions. However, the concept of residence has never been fundamentally adjusted to current circumstances in which technological developments make it possible for corporations to explore the wide gap between their actual business operations and the 'legalistic' requirements for corporate residence. In this study of the OECD Model Tax Convention - the basis for most tax treaties - the author develops a clear understanding of the content of the residence concept as regards entities and proposes solutions to current problems, finishing with his own thoroughgoing definition. In seeking a definition of the term 'resident' that covers all uses in treaties, the analysis draws on, in addition to the current and earlier iterations of the OECD Model Law itself, such elements as the following: domestic law meaning of residence in the tax law of France, Germany, the Netherlands, the United Kingdom and the United States; Articles 31 and 32 of the Vienna Convention on the Law of Treaties; historical documents that uncover the ordinary meaning of treaty terms; tax treaty case law and court decisions; and fiscal, tax and legal scholarship surrounding the concept of residence for taxation purposes. The analysis includes a comprehensive description of tiebreaker rules, various perspectives on 'place of effective management' and policy considerations as to the further development of the treatment of entities under double tax conventions. Defectors fleeing the Soviet Union seized the world's attention during the Cold War. Their stories were given sensational news coverage and dramatized in spy novels and films. Upon reaching the West, they were entitled to special benefits, including financial assistance and permanent residency. In contrast to other migrants, defectors were pursued by the states they left even as they were eagerly sought by the United States and its allies. Taking part in a risky game that played out across the globe, defectors sought to transcend the limitations of the Cold War world. Defectors follows their treacherous journeys and looks at how their unauthorized flight via land, sea, and air gave shape to a globalized world. It charts a global struggle over defectors that unfolded among rival intelligence agencies operating in the shadows of an occupied Europe, in the forbidden border zones of the USSR, in the disputed straits of the South China Sea, on a hijacked plane 10,000 feet in the air, and around the walls of Soviet embassies. What it reveals is a Cold War world whose borders were far less stable than the notion of an "Iron Curtain" suggests. Surprisingly, the competition for defectors paved the way for collusion between the superpowers, who found common cause in regulating the spaces through which defectors moved. Disputes over defectors mapped out the contours of modern state sovereignty, and defection's ideological framework hardened borders by reinforcing the view that asylum should only be granted to migrants with clear political claims. Although defection all but disappeared after the Cold War, this innovative work shows how it shaped the governance of global borders and helped forge an international refugee system whose legacy and limitations remain with us to this day.
