06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Bu çalışma Ortaçağdan 20. yüzyıla kadar Kur'an çevirilerindeki çeviri stratejisini tarihsel gelişimleri ile ele almaktadır.Ortaçağda yapılan Kur'an çevirilerinde amaç İslamiyet'i veya Kur'anı anlatmak değil, zamanın misyonerlik çalışmalarında etkili olmaktı. Böyle bir durum söz konusu olduğu için o zamanlar Hz. Muhammed'in hayatı birçok çevirmen tarafından göz önünde alınmamıştır. Her ne kadar Hıristiyan çevirmenlerin yalnızca bir kaçı tarafından yerine getirilmiş olsa bile yeterli olmamıştır. Bu durum Müslüman âlimlere göre Kur'an'ın anlaşılabilmesi ve gerçek anlamıyla çevirisinin yapılabilmesi için Hz. Muhammed' in hayatını bilmek çevirinin ön koşullarından birisidir.Avrupa Ortaçağında bilim ve kilisenin dili Latince olduğu için o dönemdeki Kur'an çevirileri Arapçadan Latinceye yapılmıştır. Ancak yapılan bu çeviriler, özellikle çevirmenin görüş açısını yansıtmaya yönelikti. Dönemin politik ve sosyal şartları, çevirmenin çeviri stratejisini de etkilemiştir. Bunun sonuncunda ise yapılan çeviriler Kur'anın içeriğinden çok çevirmenin savunduğu bakış açısı ve misyonerliğin yansımalarıydı. Bu durum Reformasyon döneminde de neredeyse hiç değişmemiştir.Luther Kur'anı Almancaya çeviren ilk çevirmenlerdendi, fakat onun yapmış olduğu Kur'an çevirisi de Ortaçağ da çevrilen Kur'an tercümelerinden çokta farklı değildi. Her ne kadar Yeniçağın başlarında Kur'an çevirilerindeki olumsuz tablo kendini değiştirmiş olmasa da, Hümanizm akımının etkileri kendini bu çevirilerde göstermeye başlamıştır.Aydınlanma döneminde ise durum çelişkiliydi. Hala Kur'anı çürütmeye yönelik çalışmalar yapılmış olsa bile, bu dönemde İslamiyet'e ve Kur'ana karşı olumlu düşüncelerde gelişmeye başlamıştır. Johann Wolfgang Goethe, Ephraim Lessing, Herder ve Rückert gibi önemli isimler sayesinde İslam karşıtı görüşler değişime uğramaya başlamıştır. Böylelikle Kur' an düşmanlığının sona ermesi Kur'an'ın Alman dilinde asıl değer ve anlamını kazanmasını da beraberinde getirmiştir.Anahtar Kelimeler: Kur?an çevirileri, çeviri stratejileri, dönemsel özellikle ; This present work is about Qur'an translations of the Middle Ages until the 20th Century regarding to the influence of historical factors that have influenced the translation strategy of the Qur?an translator.Since the translation of the text or the original text is based on the Qur'an, this is illustrated in the overview summary. Also, the life of the prophet Muhammad plays a major role in the translations. Muslim scholars presuppose the knowledge of Mohammed's live in their translations as a prerequisite for the understanding of the Qur'an. This prerequisite has been met by only a few Christian translators.As the science and world language in the European Middle Ages was Latin, the early Qur?an translations were made from Arabic in that language. However, their executions are associated with polemical intent. The political and social circumstances caused that the translator included in the application of the translation strategy his intent to refutation of the Qur'an.Even in the age of the Reformation, the situation for the refutation of the Qur?an has not changed a lot. Luther's translation of the Qur'an was playing an important role in German-speaking territories. He is one of the first, who translated the Qur?an into the German language, but unfortunately the textual sources - still breathing the medieval mind - Luther used for his translation strategy is very important, because the source was the translation of the Qur?an from the Middle Ages.However, in the beginnings of the modern era, the basic idea of refutation has not changed. But the translations are influenced by the humanist ideal of the translator.The situation in the Age of Enlightenment is ambivalent. There are still translations made in the controversial theology, but the tide of the enemy image of Islam had been able to be changed only because of contacts by great personalities such as Goethe, Ephraim Lessing, Herder, and especially by Rückert. The repeal of hostility helped, that the real meaning and value of the Qur'an could be considered in the German language.Keywords: Qur?an translations, translation strategies, epochal characteristics

22 Temmuz 2007 Genel Seçimleri öncesi tiraj bakımından ilk 10 sıradaki ulusal gazetelerde yayınlanan AKP ve CHP siyasal reklamlarını kullanım özellikleri bakımından karşılaştırmayı amaçlayan bu çalışmada, toplam 178 reklam incelenmiştir. İçerik çözümlemesi bulgularına göre, iktidar partisi konumundaki AKP reklamlarında, kendi hükümeti zamanında yaptıkları icraatları veya gelecek dönemdeki projelerini anlatan pozitif bir anlayış egemendir. Ana Muhalefet Partisi CHP ise reklamlarında, rakibe doğrudan ya da imalı saldırıyı içeren negatif unsurlara daha fazla yer vermiştir. AKP 22 Temmuz Genel Seçimlerinde yürüttüğü kampanya çalışmalarında imaj reklamlarını; CHP ise konu reklamlarını daha çok kullanmıştır. Her iki parti de siyasal reklamlarında ekonomi, sağlık, eğitim, ulaşım, demokratik haklar, konut sorunu, terör ve sosyal güvenlik gibi Türkiye'nin kronikleşen meselelerini farklı boyutlarda ele alıp tartışmışlardır. Reklam yayınında gerek AKP gerekse de CHP daha geniş seçmen kitlesine ulaşmak adına, tirajı yüksek gazeteleri (Hürriyet, Milliyet, Sabah gibi) tercih etmişlerdir. Ayrıca AKP ve CHP seçim sürecinin son haftasına girildiğinde siyasal reklam yayınına ağırlık vererek; kampanya mesajlarının akılda kalıcılığını artırmaya çalışmışlardır. ; With the aim to compare usage attributes of political advertisings made by the AKP (Justice and Progress Party) and the CHP (Republic and Peoples Party) a total of 178 advertisings were published in the first 10 national newspapers ranking by circulation, have been analyzed. In this research according to the findings of the content analysis, a positive approach dominated the advertisings of the ruling AKP, depicting the achievements of their period or the projects for the new term. On the other hand, the main opposition party CHP displayed negative elements, containing direct or implied attacks to the opponent more frequently. In the election campaigns for the general elections of July 22nd 2007, the AKP placed image ads more frequently, while the CHP used issue ads more. Both parties discussed in their political advertisings various dimensions of chronic problems of Turkey like economy, healthcare, education, the transportation system, democratic rights, the housing problem, terror, and social security. For purposes of a wider reader reach, both parties choose dailies of high circulation (like Hürriyet, Milliyet, and Sabah etc.). With the aim of improved recall, both parties gave also more weight to political advertisings in the final week.

ÖZETPartilerin parlamentoda tek başına çoğunluluğu sağlayamadığı durumlarda genellikle koalisyon hükümeti modeli uygulanmıştır. Türk kamuoyu ise bu modelle 15 Ekim 1961 seçimleri sonucunda tanışmıştır. 1961 Anayasası'nın getirdiği yeni seçim sistemi küçük partilere meclise girme olanağı sağlarken büyük partilerin oylarını düşürmüş, tek bir partinin hükümet kurmasını zorlaştırmıştı. Ekim sonuçları da bunun göstergesi olmuş; CHP en fazla oyu almasına rağmen tek başına hükümet kuracak çoğunluğu sağlayamamıştır. Böylece Türkiye'de tek partili hükümetler dönemi sona ermiş ve 1965 seçimlerine kadar sürecek koalisyon hükümetleri dönemi başlamıştır.Türkiye'de 1961- 1965 yıllarında dört farklı koalisyon hükümeti kurulmuştur. Bunlardan ilk üçü CHP lideri İsmet İnönü tarafından, dördüncüsü ise Bağımsız Kayseri Senatörü Suat Hayri Ürgüplü tarafından teşkil edilmiştir. Üçüncü İnönü Hükümeti'nin istifası üzerine, Cumhurbaşkanı Cemal Gürsel yeni hükümeti kurma görevini Bağımsız Kayseri Senatörü Suat Hayri Ürgüplü'ye vermişti. Tarafsız bir başbakan olan Suat Hayri Ürgüplü AP, CKMP, YTP ve MP ile yaptığı görüşmelerden sonra bu partilerle yeni hükümetin hedef ve planlarını içeren bir koalisyon protokolü imzalamıştır.20 Şubat 1965'te kurulan Ürgüplü Hükümeti'nde MP, CKMP ve YTP genel başkanları görev almazken meclis dışından gelen Süleyman Demirel başbakan yardımcılığı görevini üstlenmiştir. Ayrıca başbakan dışında bağımsızlara görev verilmemiştir. 26 Şubat 1965'te hükümet programı açıklanmıştır. Daha çok yapılması planlanan işler ve temennilerden oluşan program, daha önceki hükümetlerinkiyle oldukça benzerlik göstermesine rağmen 4 Mart'ta yapılan güven oylamasıyla Meclis tarafından kabul edilmiştir.TRT tartışmaları, Petrolün millileştirilmesi, toprak reformu, aşırı cereyanlarla mücadele gibi konular iç politikada hükümeti uğraştıran ana meseleler olmuştur. Hatta bu konular, koalisyon ortakları arasında da zaman zaman anlaşmazlıklar yaratarak koalisyonun varlığını tehdit etmiştir. 8 ay iktidarda kalan Ürgüplü Hükümeti, Kıbrıs meselesini milli bir dava olarak görmüş, dış politikasını da bu çerçevede şekillendirmiştir. Nitekim iç meselelerde fikir ayrılığına düşen AP, CKMP, YTP, CKMP ve CHP Kıbrıs sorununda ortak bir tavır sergilemiştir.ABSTRACTWhen a party can not constitute majority at the parliament, usually the coalition government model is adopted. Turkish public has met this model after the elections dated 15th October 1961. The new election system introduced by the 1961 Constitution has enabled small parties to participate in the parliament, thus decreasing the votes of the big parties it was made difficult for a single party to form a government. The result of October elections was an indicator to this. Although CHP has got the highest votes, they were not able constitute majority to form the government alone. In this way single party government era has reached to an end and a new era of coalition governments has started which would last until 1965 elections. Between 1961 and 1965 four different coalition governments have been established in Turkey. First three were established by the leader of CHP, İsmet İnönü and the fourth was established by the Independent Senator of Kayseri, Suat Hayri Ürgüplü. After the resignation of the Third İnönü Cabinet, President Cemal Gürsel has handed over the mission of establishing a new government to the Independent Senator of Kayseri, Suat Hayri Ürgüplü. Being an independent Prime Minister Suat Hayri Ürgüplü has signed a coalition protocol with AP, CKMP, YTP and MP consisting the targets and plans of the new government after completing his negotiations with these parties. Non of the leaders of MP, CKMP and YTP parties have participated in Ürgüplü Government which has been established on 20th February 1965, whereas Süleyman Demirel who was not a member of the Parliament, was assigned as the Assistant of the Prime Minister. Non of the independent members of the Parliament, except the Prime Minister have participated in this government. On 26th February 1965 the Government Program was announced. Although the program had many things in common with the previous Government Plan, consisting mostly the work plans to be accomplished and wishes, has been accepted by the Parliament after the vote of confidence held on 4th of March. Concerning the internal politics, arguments about Turkish Radio and Television, nationalising of oil, land reform, struggle with the extreme trends were the main issues that the Government had to deal with. These issues have been the major difficulties for the Government to work hard and from time to time have threatened the existence of the coalition due to the disagreements on the issues. Ürgüplü Government, remaining in power for eight months has regarded the Cyprus question as a national cause and shaped its foreign policy within this respect. As a matter of fact although AP, CKMP, YTP and CHP have dissented in internal questions, they have presented a common attitude about Cyprus question.
