[First paragraph of Introduction]: In Canada the last two decades of the 20th century have been characterized by government policies that focus on stimulating the economy as a strategy for improving overall quality of life. This Ahard right turn@ has made tax cuts a priority over social program expenditures, and private sector efficiencies have been promoted as the most effective response to financial challenges (Jeffrey, 1999; McBride & Shields, 1997; Tester, 1996). Voluntary organizations in Canada have had to adapt to this new environment. Both federal and provincial governments have been withdrawing from direct service provision in several areas of social welfare with the expectation that the voluntary sector will fill any resulting gaps in the social safety net. At the same time, a decrease in government support for the voluntary sector has limited its capacity to respond to an increased demand for its services (Hall & Banting, 2000). In Canada, on average 64% of revenues for voluntary organizations have come from government grants and payments (Hall & Macpherson, 1997). The federal government limited transfer payments for various social programs (Tester, 1996), and as a result, the provinces began a systematic retrenchment of these programs (Torjman, 1996). With such intense dependence on the government, any change in transfer payments is bound to have a noticeable impact on the sector (Rice & Prince, 2000). This paper focuses on interorganizational activities among voluntary organizations as a response to the funding changes being experienced by the sector. Specifically, we develop a model that presents collaborative behaviour as a function of organizational characteristics, environmental pressures and organizational attitudes. Even still, I take up and read with some keenness, but sometimes surreptitiously, any new book glancing my field of specialization, however diverging in theoretical frame or methodological approach, simply for its inherent promise to offer a fresh glimpse of some sort, some intellectual adventure. [First paragraph of Introduction]: Many observers have written about the philosophical shift in Canadian politics and social policy in the last decades of the 20th century while others have looked at its impact on the voluntary sector - the traditional deliverers of Canada's social programs. In this paper we explore the responses of 645 voluntary organizations to the recent policy shifts. First, we examine organizations' perceptions of and responses to these policy shifts. Then we compare differences in attitudes and actions among the provinces. Finally, we ascertain the role of economic, political, social and cultural heritage in explaining the relationship between provincial governments and the third sector. While there are national forces and trends that affect the voluntary sector, each province in Canada has a unique economic, political and cultural history that affects attitudes, actions and policy choices. A letter report issued by the General Accounting Office with an abstract that begins "The Air Force F-22 Raptor, an air superiority aircraft with an air-to-ground attack capability is set for completion in September 2003. However, contracts to begin 10 low-rate initial production aircraft for fiscal year 2001 have been delayed until after completion of the President's review of Department of Defense (DOD) programs. The Air Force plans to procure 333 production aircraft through 2013. The cost of F-22 production is limited by law, but the total number of aircraft to be procured is unspecified. This report (1) identifies the cost reduction plans by F-22 contractors, (2) compares the military's latest F-22 production cost estimates with the congressional cost limitation and determines the extent to which cost reduction plans were considered in establishing these estimates, and (3) provides the status of DOD's actions to implement GAO's earlier recommendations on production cost estimates and cost reduction plans for the F-22 program. GAO found that enhancing production technology, improving manufacturing techniques, and improving acquisition practices have contributed to cost reductions. Both the Air Force and the Office of the Secretary cost estimators projected that F-22 production costs would exceed the congressional cost limitation if the Air Force were to procure 333 F-22s. DOD and the Air Force have partially responded to the recommendations in GAO's August 2000 report on the F-22."

Testimony issued by the General Accounting Office with an abstract that begins "The Air Force started developing the F-22 aircraft in 1991, and plans to complete development in September 2003. The Air Force plans to procure 333 production aircraft at a cost now capped at $37.6 billion. The law does not specify the total number of aircraft to be procured. This testimony discusses (1) potential cost reduction plans, (2) production cost estimates by the Air Force and the Office of the Secretary of Defense, and (3) the Department of Defense's (DOD) efforts to implement GAO's earlier recommendations (see GAO/NSIAD-00-178, August 2000). GAO found that the F-22 contractors' estimated amount of cost reduction plans total about $26.5 billion. Both the Air Force and the Office of the Secretary of Defense cost estimators projected in late 2000 that F-22 production costs would still exceed the $37.6 billion congressional cost limitation if the Air Force were to procure 333 F-22s. DOD plans to reconcile the number of F-22s needed with the amount of the congressional cost limitation on F-22 production as part of the next Quadrennial Defense Review."

A letter report issued by the General Accounting Office with an abstract that begins "The Air Force has made progress in developing the F-22, particularly with respect to fulfilling the criteria for awarding a fully funded contract for low-rate initial production. Nevertheless, it lags significantly in flight-testing because of continuing assembly and manufacturing delays, and it is behind schedule in completing nonflying tests that assess the aircraft's structural integrity These delays increase the risk that the Air Force will likely have to extend the test program past the planned completion date or proceed to the next stages of the program without completing all flight-tests. Moreover, the scheduling delays increase the likelihood that costs will not fall within the congressional cap. The Director of Operational Test and Evaluation has indicated that, on the basis of the test program's current status, operational testing cannot be started as scheduled without clearly unacceptable risks and will probably be delayed almost a year. The Director also concluded there was no reason to authorize low-rate production in January 2001 and some justification to delay it. Cost growth in the development program because of manufacturing and design problems and underestimated amounts of labor required to complete scheduled tasks points to a lack of stability in both design and fabrication."

Du fait des mythes entourant « la Drogue » et des rumeurs concernant les « rave-parties », les professionnels de santé ne sont pas correctement informés des différentes substances qui y sont consommées ni de leur mode et de leur contexte d'utilisation ; de même les utilisateurs ne trouvent pas de réponse objective quant aux risques éventuellement liés à leurs pratiques. Ce travail a donc pour but de faire une revue du cadre juridique et des connaissances scientifiques concernant cinq substances psychoactives de synthèse utilisées dans l'espace festif techno choisies pour la diversité de leurs effets recherchés, de leur présentation, de leur mode d'administration et de leur stade de diffusion : l'ecstasy, le GHB, la kétamine, le protoxyde d'azote et le 2C-B. Les textes, images, animations et vidéos de ce travail sont réunies sur un cédérom et transposables sur Internet afin de maximiser leur accessibilité. Le cédérom est composé de trois parties complémentaires : Une «première» partie intitulée «ordre public et santé publique» présente les concepts d'usage, d'abus et de dépendance et le cadre juridique mondial, européen et français de la lutte contre les stupéfiants, psychotropes et précurseurs. Une « seconde » partie intitulée « les substances » fait la revue des connaissances scientifiques actuelles à propos de la consommation de chacune des cinq substances : formules, noms scientifiques et vulgaires, historique, pharmacocinétique, pharmacologie, usage récréatif (historique, présentation du produit, modes d'utilisation, prix, doses utilisées, effets recherchés, effets décrits), toxicologie et potentiel de tolérance et de dépendance. Une « troisième » partie intitulée « contexte et mode d'usage » présente les risques liés au contexte d'usage (hyperstimulation, chaleur, etc.) et au mode d'usage (injection, inhalation, prise orale) après avoir rappelé les bases de la politique de réduction des risques.

The start of the twenty-first century is characterized by massive international migration, intense ethnic conflicts and ethnic antagonism. Attitudes toward the ethnic in-group and toward ethnic out-groups have gained increasing relevance as a research topic in the social sciences. In this cross-national comparative study I examined the attitudes of ethnic majority populations toward their own country and the national in-group (nationalistic attitudes) and their attitudes toward ethnic minorities and immigrants (ethnic exclusionism). Hypotheses derived from various sociological and social psychological theories, such as social identity theory and realistic group conflict theory, were tested with data of the International Social Survey Programme, gathered in 1995 in 22 countries. To assess the degree of cross-national equivalence of the survey measurements, I applied structural equation modelling and conducted multi-sample analyses. First, I explored whether various dimensions of nationalistic attitudes and ethnic exclusionism can be distinguished. Conceptually and empirically, a distinction could be made between chauvinism, referring to feelings of national superiority, and patriotism, referring to national pride. With regard to ethnic exclusionism, a distinction could be made between exclusionism of immigrants, political refugees, and exclusionism from group membership. The interrelations between chauvinism, patriotism, and dimensions of ethnic exclusionism were examined across the different countries. Chauvinism was overall positively related to ethnic exclusionism in each country. Patriotism on the other hand was mostly not significantly, and in a few countries even negatively, related to ethnic exclusionism. Only in Germany and Japan, a higher level of patriotism was related to stronger exclusionism of immigrants and refugees. Next, the impact of individual characteristics on nationalistic attitudes and ethnic exclusionism was assessed. In particular, this study examined whether the effect of educational attainment varied systematically across countries. In line with socialization theory, the educational effect on ethnic exclusionism was smaller in recently established democracies compared to other countries. However, no substantial differences were found in the effect of education on nationalistic attitudes. Chauvinism and ethnic exclusionism were strongly affected by perceptions of ethnic threat. Furthermore, I investigated the societal causes of chauvinism and ethnic exclusionism. To what extent are differences between countries in the average level of chauvinism and ethnic exclusionism related to demographic, economic, and political conditions, as well as recent changes in these societal conditions, such as the decline in economic conditions or the growth in asylum applications? By means of multi-level analyses, the effects of individual and societal characteristics were estimated simultaneously. Two rather consistent effects emerged. Firstly, the higher the degree of ethnic heterogeneity within a country, the stronger the average level of chauvinism and ethnic exclusionism. Secondly, the stronger the relative decline in economic conditions, the stronger the average level of chauvinism, ethnic exclusionism, as well as perceptions of ethnic threat.

Background Wolff-Parkinson-White (WPW) syndrome poses a risk for tachyarrhythmias and sudden cardiac death. Most WPW studies have relatively limited numbers of subjects and brief follow-up periods. Methods We reviewed records of 238 consecutive military aviators with WPW syndrome evaluated from 1955 to 1999. Follow-up was by questionnaires, telephone interviews, or death certificates. Events included sudden cardiac death and supraventricular tachycardia (SVT) (by electrocardiographic [ECG] documentation or suggestive symptoms). Results The mean age was 34.3 years (range 17-56 years). Forty-two (42/238, 17.6%) had SVT (WPW syndrome) and 196 of 238 (82.4%) had the WPW ECG pattern only. The mean follow-up of 21.8 years (range 2-41 years) was obtained on 228 of 238 (96%) for a total of 4906 patient-years. Sudden cardiac death occurred in 1 of 228, an incidence of 0.0002 per patient-year (95% confidence interval 0.0-0.001). SVT occurred in 47 of 228 (20.6%) or 0.01 per patient-year. One hundred eighty-seven (187/228, 82%) initially had the WPW ECG pattern only; 28 of 187 (15.0%) reported SVT during follow-up. Forty-one (41/228, 18%) initially had WPW syndrome; 19 of 41(46.3%) reported additional SVT during follow-up. Conclusion Sudden cardiac death risk was low (0.02%/patient-year) in this WPW population. The SVT incidence was 1% per patient-year. Referral bias and some characteristics of the unique military aviator population may partly account for these low event rates. However, these results may be more applicable to unselected populations than are tertiary referral-based studies. (Am Heart J 2001;142:530-6.)
