The paper analyzes the current progress of the fiscal decentralization in Indonesia, characterized by the pressure to improve the law, UU No. 22 and 25199. We apply the probit model on the municipality data in 2002, and estimate the block grant size (DAU) as a function of fiscal needs, the size of region and collusion between central and local government.The result conform the significance of political pressure from rich region to central government, but fail to prove the positive hypothetical relationship between the block grant size and the collusion. It shows various negative effects of corruption for building a community of peace and justice for all. Within this paper, the author also tries to make some remarks about the reasons why corruption is practiced by many people even though they are aware of its destructive impacts. Among the reasons mentioned in this paper, the author makes a long explanation on sociological and theological reasons. Question as to how to get rid of a society from corruption, collution and nepotism forms an important part of this paper. The author argues that these deteriorate habits can not be totally eliminated. It can only be reduced. Education, according to the author, plays a substantial role in reducing these problems
Direct elections in Indonesian was born after the reform. The change of Law 22/1999 becomes Law 32/2004 has changed the Regional Head of the Parliament election becomes elected by all the people of the region. However, direct election is not free from problems. To discover this fact, it is conducted research on Problem Mapping and Local conflict Solutions in Direct elections in Indonesia. By using descriptive qualitative method, it is concluded that: The main problem is the Direct Election of the general policy of the Government in the form of "rules of play" and the adequacy of the implementation time to implement it. It has spawned some weaknesses, such as: a) List of Voters is not clear, b) Inadequate Facilities-Infrastructure & Monitoring, c) Delivery of Ballot are late, d) the candidate's Psychology & Supporters are not ready, e) the socialization is not maximum, and f) Election Commission is not experienced. ; Pemilihan Langsung di Indonesia lahir pasca reformasi. Perubahan UU No. 22/1999 menjadi UU No. 32/2004 telah mengubah Pilkada dari DPRD menjadi oleh seluruh rakyat daerah. Namun, Pilkada langsung tidak lepas dari masalah. Untuk mengungkap fakta tersebut, dilakukan kajian Pemetaan Masalah dan Solusi Konflik Lokal dalam Pilkada Langsung di Indonesia. Dengan metode deskriptif kualitatif, didapat kesimpulan: Masalah utama Pilkada, ketidakmatangan kebijakan umum Pemerintah dalam bentuk "aturan main" dan kecukupan waktu implementasi. Hal itu melahirkan sederet kelemahan : a) Daftar Pemilih Belum Jelas, b) Sarana-Prasarana dan Pengawasan Tidak memadai, c) Pengiriman Surat Suara Terlambat, d) Psikologi Calon & Pendukung Tidak Siap, e) Sosialisasi Tidak Maksimal, dan f) KPU (D) Belum Berpengalaman.
See the development of games and multimedia at this time, and reinforced by the weak understanding of the younger generation of Indonesia about the culture of his own country. Therefore, the author took the initiative to create a mobile game that raised one of the culture of the country of Indonesia in general, especially for the provinces contained in the island of Sumatra. In the process of making this game the author uses Adobe Flash Professional Creative Suite 5.5 software for making all the characters, background and sound effects. Because in Flash itself already there are some sound library that can be used for the needs of the application in this game that the author made. For the programming language used the author uses only one programming language that is ActionScript 3.0. this programming language is functional enough to build a game, because it is supported with Object Oriented Programming which facilitate in making this game. In the latest version of Adobe Flash it is now possible to publish data into applications gained in instal on mobile devices, in this case android, making it possible to create android applications without having to abandon actionscript as the programming language used. It is expected that with this game will the user's understanding of cultural diversity in Indonesia, especially the island of Sumatra will be better understood and known
Village head election must be continuously developed and adapted to the development of the community in the village. The Indonesian nation has stated clearly in the constitution of the 1945 Constitution of the Republic of Indonesia, the fourth paragraph which is the purpose of national and state life ". protecting the whole Indonesian nation and the entire Indonesian blood sphere, and to promote general welfare, educating the life of the nation ". In 2017, 28 Nagari in Agam District will carry out the election of Head/Village Guard/Nagari. The elections will be held on 16, 19, 22, 25 and 29 July 2017, with a total of 128,000 voters, with an E-voting system. Through the e-voting system in the selection of Wali Nagari (Pilwana) it has made it easier for the villagers/nagari in choosing, and the potential for cheating is less than the paper voting system.
Villagers have been long marginalized and frequently treated as merely vote getters by outsiders' power [the elites] to compete for their social and political support. This has been taking places for such a long time including during the time of Soeharto's New Order. The legislation of Laws Number 22 Year 1999 on Regional Autonomy, and then the Laws Number 32 Year 2004 have provided better hope for a more democratic treatment for the villagers, particularly by the application of Village Autonomy [Otonomi Desa]. Village democracy through Village Autonomy is actually not a new concept in this country. Due to various obstacles, however, this sort of autonomy has never been successfully applied. Since the application of Laws Number 32 Year 2004, by the establishment of Village Democratic Board, it is hoped that village democracy may be successfully realized, not only on its formal aspects but also on its substantial ones.
ABSTRACTResearch by the author is Camat Communicatian influence on employee performance at the district office Pabuaran Cirebon Regency.Methods of research by the author is quantitative research methods, here the start of data collection, data interpretation, until the results of research using number.Issues the author is employee performance at the district office Pabuaran Cirebon Regency is not maximized, the problem allegedly caused by non-optimal implementation of communication Camat Pabuaran county districts Cirebon.The research question posed is as follos "allegedly contained a positive and significan influence beteen communication Camat to employee performance at the district office Pabuaran Cirebon district".Of these hypotheses can be formulated statistical hypothesis is : Ho (the null hypothesi) : rxy is calculated ≤ from rxy table, then the formulation of the problem is "there is no positive and significant influence beteen communication Camat to emplotee performance at the district office Pabuaran Cirebon regency".And Ha (Alternative Hypothesis) : Rxy is calculated > from the rxy table, then he formulation of the problem is "there is a positive and significant influence beteen communication Cama to employee performance at the district office Pabuaran Cirebon regency."The results shoed that the communication made by Camat districts Pabuaran Cirebon district has been quite good, but not optimal, as seen from the success of communication that reaches 65% ith a total score of 1403, and the employee's performance is quite good but not optimal as it reaches 67,5% ith a total score of 1459.Implementation of commnication sub-district head has strong influence on the performance of employees at the district office Pabuaran district of Cirebon to the value of 0,679 and rxy is calculated ith a precision of 5% at 0,381. Because rxy count is greater then rxy table, then there is a positive and significant influence beteen communication Camat to employee performance at the district office Pabuaran Cirebon regency. Ths Ho (the null hypothesis) refused and Ha (alternative hypothesis) is accepted
The Government through the Directorate General of Taxation issued a policy in 2013 in the form of Government Regulation (PP) Number 46 of 2013 regarding the application of a flat rate of 1% on any business that has a maximum income of Rp. 4.8 billion. Application of PP 46 in 2013 will inevitably have to be done by all trained partners or SMEs in Indonesia, which has a turnover of under Rp. 4.8 billion. In the period of the commencement of the year 2013 until today of course there are various phenomena in the field. Therefore, this study aimed to describe the behavior of the partners in addressing the implementation of PP 46 in 2013. This study used a qualitative approach with intrepetif perspective. The qualitative approach is research done in certain settings that exist in real life (naturally) with the intent to investigate and understand the phenomenon: what happened, why it happened and how it happened ?. The main objective of qualitative research is to make a fact easily understood (understandable) and that allows (by model) can generate new hypotheses. Based on pre-defined criteria, this study used the key person in approaching research informants. While the mention of the name of the informant, the author uses a pseudonym, which means that the author will not use the real names of informants, but pseudonyms or initials.Keywords: Government Regulation (PP) Number 46 of 2013, intrepetif perspective.
Title research is "Plenning Relationships By Head to the effectiveness of AchievementTargets Land and Building Tax in the District Brass Brass District".The problem that the author found is the effectiveness of the achievement of the land andbuilding tax in the district brass brass district allegedly not been achieved due to non optimalplanning. The research question the authors ask is there a relationship between planning and theeffectiveness of the UN tax target target in sub District Brass Brass.The hypothesis that the author propose is "There is significant relationship betweenplanning and effectiveness in the achievement of the UN Sub District Brass Brass. Methods usedby the writer is a survey method with the quantitative analysis techniques, the study analyzes thevariables supported by the data using statistical formulas. The research proves that the Head ofplanning variables in achieving the UN target of optimal yet reached the stage where enoegh newsuccess with a total score of 859 or 59.7%. In quality it is visible from less optimalimplementation planning steps. Then variabeel effectiveness in the achievement of the UN SubDistrict Brass Brass is also still at levels sufficient or not optimal with a total score of 471 or69.9%.The relationship between the effectiveness of planning variables by Head to theeffectiveness of the effectiveness of the United Nations in the Distric of Guning Jati Cirebonregency high enough to count the value of rs for rs value of 0.532 compared 0.329 for the tablethen the value is significant. The purposes of this research is to find out how effective policy of District Regulation about fee / contribution of District Market now prevail in Market Unit that is managed by PD Pasar Surya. Type of this research is policy research and social implementation study cases characteristic. Primary data is gained by closed and opened questionnaire from merchant and employee, also interview with PD Pasar Surya Management. Secondary data is gained from economy sector and PD Pasar Surya.First finding shows that District Regulation Policy about contribution/ Pasar Daerah fee have been implemented by PD Pasar Surya have predicate very effectively successfull. Second finding of PD Pasar Surya expect there are supra-means such as District Regulation Policy or other policy forms that is more moderate as a basic to improve corporation works. Third finding shows there are 4 (four) District Regulation that nomenclature District Degree II City Government Surabaya based on UU RI Number 5 Year 1974, and 1 (one) DPRD Decision Surabaya City Number 42 Year 2000 still based on Law RI Number 22 Year 1999 that in not valid. It is expected the result of this research could give usefully recommendation such as action plan as a solution toward there are policy matter (policy problem) that is felt by PD Pasar Surya Management especially due to effectivity of contribution District Regulation/ Pasar Daerah fee, that is needed for improvement of PD Pasar Surya strategy management, in order to improve its resource.
Foreign direct investment is the largest source of external funds in both developed and developing countries. Some literature explains that one of the barriers to investment flow is corruption. Thus, this study aims to determine the effect of corruption as measured by the corruption perception index on foreign direct investment. Corruption is a political risk that affects the flow of foreign direct investment. The estimation results of the Generalized Method of Moment (GMM) show that the corruption perception index has a significant positive effect on foreign direct investment. The author also uses market seeking and efficiency seeking variables as potential factors that influence investors to direct foreign direct investment.
UU Number 22 and 25, 1999 about local government and financial balancing between central and local government, concerning about, the rule of decentralization and autonomy in making local budget for revenues and expenditure. Budgeting process is considered very important and concerned many different parties. Not only top managers but olso lower and middle manager play a vital role in making and evaluating some alternatives plan of the budgetr objectives. Budgeting always been used as the indicator of manager's performance (Kren, 1992). Miah and Mia (1996), stated the empowerment and responsibility given from top to lower management level will biring about more cosequnecies of responsibility from lower manager toward the implementation of the decision that has been made. This research analysis the interaction and decentralization and the influence of participation in budgeting abd decentralization toward the performance of Dinas Pemerintah Kota Banjarbaru. The sample taken for this research is Dinas Pemerintah Kota Banjarbaru .Analysis unit used in this research are the chairman of government officer (kepala bagian), the chairman of division officer (kepala bagian) and the charmain of field officer (kepala bidang). From 56 questionaires that that have been sent, there 47 respondents have fullfillied, buat only 42 questionaires that are accepted and considered reliable to be analyzed in this research.Using simple in this research emprically this research result shows that participation in budgeting and decentralization signicantly influence the partisipation in budgeting and decentralization positive interaction between them. Meanwhile using multiple regression, empirically the research result shows that budgeting and decentralization variables all together signicantly do not influence the performance of the governmental bureaus (Dinas Pemerintah Kota Banjarmasin).
This study aims to assess the level of trust and intention in Banjarmasin's public purchasing towards green products based on demographic variables such as gender, age, income, occupation, education and its influence on the level of trust and intention in public purchasing. This study is a survey research using questionnaires as an instrument. Population and sample used in this study is the community of Banjarmasin and taken as many as 150 respondents using non-purposive sampling method. The analysis technique used is (1) descriptive analysis of qualitative - quantitative and comparative analysis of the average using SPSS software; (2) the influence and correlation test was analyzed with SEM using IBM AMOS Software Version 22. The study found that: (1) the level of confidence and interest in people's purchasing Banjarmasin city is good enough for assessment respondents in a category; (2) The demographic segments of potential that can be used as a target market of green products : female, age 31-40 years, self-employed, earning between Rp 5 million - Rp 9,999 million and education level S-1 and S-3 (3) Segmentation demographic does not have a significant influence on the level of trust and intention in buying community towards green products because of the results of the SEM analysis for demoraphics CR value does not exceed 1.96 and the Sig. value is greater than 0.05 (4) demographic segmentation based on the type of work and level of education has a significant correlation only with trust variabels, but do not have a significant correlation with green purchase intention variabels. Recently the impact of climate change has been an increasingly important policy issue to the Indonesian government. It makes serious programs to support the global climate change mitigation action. This article is aimed at analyzing the application of Indonesia's climate change policy. The focus is on crucial problems that constrain its effectiveness both at international and domestic levels. The discussions indicate that Indonesia's multilateral diplomacy to protect the environment is affected by the rise of global power politics as the consequence of the contestation between China and the United States. Meanwhile, internal actions are hindered by the complex social, economic, and cultural barriers. The efficacy of the policy is considerably weakened. To conclude, however, this author tries to offer some potential solutions for strategic planning and policy improvement.
