Iruzkin honetan, Justizia Auzitegiak C-289/21 gaiari buruz emandako epaia aztertzen da. Gai horren xedea EBko Oinarrizko Eskubideen Gutunaren 47. artikuluaren eta arau prozesal baten arteko bateragarritasuna izan zen; arau prozesal haren arabera, ez zegoen arrazoirik erregelamenduzko xedapenen aurkako errekurtsoetarako, erregelamenduzko xedapenak indargabetuz gero. Europar Batasuneko Justizia Auzitegiak adierazi zuen mekanismo hori ez dela bateraezinabaliokidetasun-printzipioarekin baina eraginkortasun-printzipioaren eta EBko Oinarrizko Eskubideen Gutunaren 47. artikuluaren aurkakoa zela, arauak errekurtsogilearentzat zituen ondorioak kontuan hartzea bermatzen ez zuelako.
This comment examines the ruling of the Court of Justice of the European Union in case C-289/21, IG. The subject-matter of this case was the compatibility with Article 47 of the Charter of Fundamental Rights of a procedural rule according to which, a case was devoid of object if it was previously derogated. Whilstthe CJEU indicated that such mechanism was not incompatible with the principle of equivalence it held that it was irreconcilable with the principle of effectivity and Article 47 as it did not guarantee the examination of the effects of the rule on the plaintiff.

Kronika honek ematen du berri Estatuko eta tokiko zergekin zergapetze bikoitzaren debekuari buruzko Konstituzio Auzitegiak ebatzitako kasu ugarietaz, berrogeita hamar baino gehiago. Debeku hau AEFLOren 6. artikuluan kokatzen da. Hainbeste gatazkari aurre egiteko egindako lege-aldaketa hutseginari eta konstituzio-doktrinaren bilakaerari erreparatzen zaie, eta kasu paradigmatiko batean, Extremadurako tributu beraren aurrean, Konstituzio Auzitegiaren 179/2006 eta 22/2015 epaiek Konstituzioaren kontrakotzat jo zuten, eta, aldiz, Konstituzio Auzitegiaren 120/2018 epaiak konstituzionaltasuna berretsi zuen.
This chronicle considers the large number of resolutions, more than fifty, deliverd by the Constitutional court on the ban of double taxation of regional taxes in their overlapping with State and local taxation and that is contemplated in art. 6 LOFCA. It is noticed the unsuccesful legal amendment introduced to discourage such large amount of cases and the evolution of the constitutional doctrine with a paradigmatic case where the same tax from Extremadura was declared unconstitutional by judgments 197/2006 and 22/2015 and then the forthcoming judgment 120/2018 confirmed its constitutionality.

This article is about the concept of the contemporary city - the influence that technology has when one thinks about, plans and lives in a city. The conjunction of technology and city reformulates customs and social practices; it can even determine the way one constitutes one's own identity. One can see how close the relation is between technology (specifically, TICS) and the structures of the city in a wide variety of situations: in social interactions on the street, in transport, and in ways of buying, of working and entertainment. '@City' is a concept that very well reflects the emergent properties of a current city, that is, the coexistence of a physical and a virtual urban space. The '22@Barcelona' project attempts to bring together different types of spaces. By combining the physical with the virtual, 22@Barcelona, as a neighborhood of @City, creates an uncertain and blurred border between both spaces. The article also examines the impact that these spaces have on the psycho-social processes involved in the daily life of a traditionally working-class neighborhood, now strongly limited by technological boundaries.
