Am 22. Mai 1997 gründete das Land Brandenburg das Aktionsbündnis gegen Gewalt, Rechtsextremismus und Fremdenfeindlichkeit, nachdem in den Jahren nach der Wende besonders Brandenburg durch spektakuläre Aktionen von Rechtsextremisten und Fremdenfeinden bekannt geworden war. Der Autor beschreibt Entstehung, Tätigkeitsbereiche und die zukünftig geplanten Ziele des Aktionsbündnisses. In der derzeitigen medienwissenschaftlichen Diskussion wird gefragt, wie sich der Übergang in eine Informationsgesellschaft auf die Regulierungsansätze und instrumente auswirkt und inwieweit Alternativen innerhalb des Rechts und zum Recht denkbar sind. Auf einer Metaebene wird vom Verfasser untersucht, ob und wie die derzeitigen Rechtsordnungen und politischen Systeme die Veränderungen im Regelwerk angemessen aufgreifen können. An einem Fallbeispiel wird ein Vergleich zwischen der Entstehung der rechtlichen Rahmenbedingungen für digitales Fernsehen in Großbritannien und der Bundesrepublik Deutschland gezogen. Dabei wird die Gesetzgebungsaktivität in beiden Ländern vom 22. Juni 1993 bis 31. Dezember 1998 bezüglich desselben, z.T. durch europäische Vorgaben definierten Regelungsbereichs betrachtet. Daraus werden Anregungen für eine Effektivierung der Regelformulierung abgeleitet. Insgesamt erweist sich eine den Normsetzungsprozess reflektierende Gesetzgebungslehre als nützlich für die mit der Informationsgesellschaft verbundenen Veränderungen. (BB)
Die Autorin geht von der These aus, dass Theorie und Praxis der internationalen Politik und auch der Gegenstandsbereich der internationalen Konfliktprävention männlich codiert sind. Am Beispiel von Ergebnissen aus einer Untersuchung über die seit 1993 in Estland arbeitende OSZE-Langzeitmission wird dies demonstriert. Langzeitmissionen gehören zu den typischen Instrumenten, um der Eskalation von Minderheitenkonflikten vorzubeugen. Ende 1999 waren in 22 von 54 OSZE-Staaten solche Missionen stationiert. Hintergrund der Entsendung einer solchen Mission nach Estland ist der Konflikt um die Staatsbürgerschaft. Nachdem Estland von der Sowjetunion unabhängig geworden war, wurde etwa ein Drittel der EinwohnerInnen von der Staatsbürgerschaft ausgeschlossen. Seitdem werden sie als "Russen" politisch, ökonomisch, sozial und kulturell diskriminiert. Die internationale Politik hat sehr früh das Gefahrenpotential dieser ethnopolitischen Sicht erkannt und in einer umfassenden Weise Konfliktprävention betrieben. It is impossible to ignore one of these factors without risking the progress of the others. Pakistan's history of turbulence & unrest proves that until a true vision is established for the economic components of political power, Pakistan will continue to flounder. It will remain in social flux, clear leadership will fail to emerge, & true economic reforms will not be instituted. Presenting a social-constructionist model of political culture in which objective & subjective realities are interlinked, the chapter examines mainland Chinese attitudes, perceptions, & awareness toward Hong Kong, along with the role of media & official views in shaping them. The 1999 hand-over of Hong Kong by the UK served a dual ideological function for the public, promoting nationalism while potentially contrasting Hong Kong's prosperity with economic conditions on the mainland.
