[Paragraph 1 of Introduction]: Significant shifts have been taking place in Canada's social philosophy in the last decade or so which are having a major impact on the voluntary sector (McBride and Shields, 1997). These changes in Canada involve decreasing government participation in the provision of the social welfare net that Canadians are used to. At the same time, economic constraints are changing the nature of the partnership between government and the voluntary sector. During the post-war decades there was close cooperation between governments and the voluntary sector, with many government programs encouraging the growth of the sector through the provision of grants; today the government is down loading social services and forcing the sector to seek their funding elsewhere, while encouraging greater reliance on volunteering to provide for social services. This has occurred because of the moves by neo-liberal governments to downloading former public responsibilities onto the market, nonprofit organizations and individuals; their desire to forge new partnership relationships with non-state actors like voluntary bodies in order to develop alternative service delivery options; and the neo-liberal assertion that intrusive government has worked to undermine voluntary citizen participation, charitable giving, and self-help. During the last years the relationship between financial development and economic growth has received widespread attention in the literature on growth and development. This paper summarises in its first part the results of this research, stressing the growth-enhancing effects of an increased interpersonal re-allocation of resources promoted by financial development. The second part of the paper seeks to identify the determinants of financial development based on Diamond's theory of financial intermediation as delegated monitoring. The analysis shows that the quality of corporate governance of banks is the key factor in financial system development. Accordingly, financial sector reforms in developing countries will only succeed if they strengthen the corporate governance of financial institutions. In this area, financial institution building has an important contribution to make. Le projet EMBRAPA/CIRAD/ORSTOM se décline en deux volets. Le premier volet a pour objectif l'étude des relations entre le type des sols et la dégradation des pâturages, l'influence des sols sur la qualité et la productivité des pâturages et l'effet du pâturage sur les caractéristiques du sol cultivé en rotation avec les cultures vivrières. Ce projet prévoit également une recherche sur l'utilisation des SIG et de la télédétection pour l'étude de la dynamique des sols et des pâturages en relation avec les compétences SIG au Brésil, en Guyane et en France. Le deuxième volet concerne l'appui aux chercheurs agro-pastoralistes du programme P.A. En effet, l'introduction de nouveaux germplasmes en Guyane a permis de tester des nouvelles espèces de graminées légumineuses provenant principalement du CIAT. Les résultats prometteurs obtenus nécessitent la recherche d'un nouveau financement pour maintenir et faire évoluer la collection. Ces deux projets seront soumis aux principaux partenaires et bailleurs de fonds

L'URDOC joue un rôle d'interface entre entre l'Office du Niger, la recherche de l'IER et les paysans et leurs organisations : production et diffusion d'informations (diagnostics culturaux, prix des produits maraîchers, production de semences,.), mise au point de nouvelles techniques (variétés, itinéraires techniques, post-récolte, alimentation du bétail,.). Une réflexion est en cours pour identifier une nouvelle phase de l'URDOC. Au sein de l'IER, le CIRAD est un partenaire du Pôle Systèmes Irrigués. Des chercheurs travaillent sur la dégradation des terres et des résultats intéressants devraient être publiés. Des recherches viennent de débuter sur la gestion technique et sociale de l'irrigation afin de permettre à l'Office du Niger et aux associations des usagers de l'eau de mieux maîtriser la distribution de l'eau (organisation de la maintenance et fixation de la redevance). La coopération française a sollicité de département Tera pour proposer une assistance technique afin d'appuyer l'Office du Niger dans l'élaboration d'un schéma directeur, conçu comme une réflexion sur le devenir de la région et un espace de dialogue entre les acteurs concernés
