The post discusses some issues with proving intelectuall and mental maturity of juveniles. In the introduction author briefl y deals with reasons of the adoption of The Juvenile Justice Act and corresponding relative adoption of criminal responsibility of juveniles. Distinctive theoretical attitudes are not omitted with this conception of criminal responsibility. Also the adolescence process is analysed in the brief including factors directly infl uencing this process. Another chapter is dedicated to the examination of the mental state of the juveniles and determination of the degree of their mental maturity by expert's investigation. In this context some factual problems and drawbacks common to the criminal proceeding are pointed out. These issues are demonstrated in the examples from practice. The next part is about proving bio-psycho-social level of the juvenile. The standard procedure of the law enforcement authorities for proving intelectuall and mental maturity of juveniles is described, including possible drawbacks and the opinion of the courts regarding this topic. At the end author summarizes outputs of the individual chapters, including consideration of possible change de lege ferenda.

The fourth edition of the manuscript of Listing of historical and art monuments which was prepared under the joint project of Archeological Commission of CASA and Society for the Promotion of German Science, Arts and Literature in Bohemia. The author of this art-historical topography of Litoměřice, which was written in the first two decades of the 20th century, is a local canon, church historian and conservator of monument preservation Vinzenz Luksch.

The aim of the article is to introduce contemporary Russian discussion on the USSR and Russia in broader political and publicist context. Both positive and negative interpretations of the Russian/Soviet history will be presented. The text does not pretend to provide exhaustive list of the particular "schools" and "movements" nor does it offer historical dynamics or institutional background of the discussion. The author rather intends to single out certain basic schemes and arguments that circulate in the discussions, place them in broader frames and anticipate their potential political consequences. Particularly, the text concentrates on various versions of the patriotic thinking that has been receiving broad popularity in today Russia. As the author is convinced, due familiarity with the contemporary Russian debate may help to better understand Russian internal as well as foreign policy nowadays: as it becomes clear, rise of patriotism in academia, society and politics are inseparable phenomena. Secondly, some of the arguments promoted by the contemporary Russian authors may enrich Western (non-Russian) sovietology and debate on socialist experiments as such. Last but not least, both content and form of the Russian academic discussion convincingly point at cultural conditionality of social and historical sciences. To some extent the discussion reminds perpetual Russian debate on national identity; cardinally new context in which it takes place however justifies attention paid to it.

"The main topic of the text is the history of the only Czech village in Bulgaria - Vojvodovo. The article covers the whole "Czech" period of this village from the migration of some twenty Protestant families from Banatian Czech village of Svatá Helena to Bulgaria and the foundation of Vojvodovo in 1900, to the post-war period when almost all Czech inhabitants of Vojvodovo left the village and moved to the South-Moravia region in Czechoslovakia. In a rather classic way the author describes the spheres of language, folklore, kinship and economy of the community, and proves that its main core was its religiosity described as the community-differentiating and community-maintaining principle." Looking at the security environment and the genesis of military education in Czechoslovakia and the successor states, they point to the harmfulness of the ideologisation of this education, underestimation, insufficient funding and the absence of theoretical teaching and practical training in schools of all levels. The basic mechanism of functioning of the security environment not only in the Czech Republic is a comprehensive connection of military education with the life of society, which is influenced by internal and external vertical and horizontal relationships, where there are a number of friction areas and significant security risks. The main players in security on the threshold of the new decade of the 21st century are facing new challenges and perspectives. © 2022 The Author.

"This article deals with the relationship between public opinion and rumour from ancient times, through the Middle Ages and right up to today. It will examine the terms which were used and which often depended not just on a particular author but usually an entire social class. The most often used terms to describe opinion, fama and existimatio, occurred in the speeches of politicians which were presented as the valuable opinions of the elite whereas the concepts opinio, rumor or sermo were considered as low value and unreliable opinions of plebeians to whom the ruling classes attributed the spreading and creation of rumours. The concept of fama, more often fama publica, indicated in the Middle Ages a local network of knowledge, a mechanism for the collective evaluation of an individual. In this sense it played an important role in the courts of law. The issue of rumours is common to all subsequent historical periods because public opinion usually both generated, and was supported, by rumour. The article also puts forward a hypothesis why the all-powerful fama dissapeared from the courtrooms, why it lost its significance and became purely a rumour." (author's abstract)
Název článku věrně vystihuje jeho podstatu – jde o bilancování práve ukončené politické kariéry jeho autora, poslance slovenského parlamentu a dvojnásobného předsedy environmentálního výboru. Dozvíme se, jak proběhl loňský rok 2015, a především, co se v něm dělo za parlamentními zdmi. Text je tak vhledem do způsobu vládnutí (nejen) na Slovensku (a nejen) v uplynulém období – ukazuje, jak rozumné přístupy a řešení vždy podléhají politickému kalkulu. Nejpoctivěji vyznívá osobní krédo Mikuláše Huby, které by se dalo shrnout jako: Pracovat a nebát se, stát si za svým. ; The title of this article precisely captures its essence – it is a review of the political career of its author, member of the Slovak Parliament and twice-chairman of the environmental committee. We learn about last year's events, and especially what was happening inside the walls of the Parliament. The text is also an insight into governance (not exclusively) in the Slovak Republic (and not only) in the recent period – it shows how reasonable approaches and solutions are always subject to political calculus. The honest-sounding personal credo of Mikuláš Huba can be summarized as: To work and not be afraid, to stand up for yourself.

Příspěvek je věnován zjišťování vlivu determinantů z oblasti sociodemografických proměnných na kognitivní a afektivní aspekt environmentální gramotnosti žáků druhého stupně Základní školy Žatec, nám. 28. října 1019, okres Louny. Výzkumný vzorek byl tvořen 87 respondenty z 6. až 9. ročníků. Studie předkládá výsledky týkající se vlivu pohlaví, bydliště, věku respondentů a realizovaných volnočasových aktivit na naměřené hodnoty environmentálních vědomostí a proenvironmentálních postojů, k jejichž zjišťování byl využit výzkumný nástroj složený z testu MSELS a dvoudimenzionální škály 2-MEV. Vztah mezi vědomostmi a postoji byl identifikován jako nepříliš těsný na rozdíl od středně silné pozitivní korelace mezi oběma faktory škály 2-MEV. V případě pohlaví a velikosti bydliště nebyl prokázán signifikantní vliv těchto proměnných ani u jednoho ze zkoumaných aspektů. Totožné závěry byly potvrzeny u věku respondentů a volnočasových aktivit ve vztahu k vědomostem, ovšem u postojů byl zaznamenán významný vliv obou determinantů. Nejpříznivěji se z volnočasových aktivit projevily aktivity zaměřené na pobyt v přírodě a sport. ; The contribution is devoted to investigating the impact of sociodemographic variables of the area on the cognitive and affective aspect of environmental literacy among 12-15 years old students in Žatec, Square 28 October 1019, district of Louny. The author tested two research instruments: MSELS and two-dimensional scales of 2-MEV on the research sample consisting from 87 respondents from 6 to 9th grades of these school. The study presents the results regarding the influence of gender, domicile, age of the respondents and their leisure time activities on the measured figures of environmental knowledge and proenvironmental attitudes. The relation between the knowledge and the attitudes was identified not too tight in contrast to medium-strong positive correlation between the two factors of 2- MEV scales. In the case of sex and place of residence (village/city) no significant effect was proved, either in one of the aspects. The identical conclusions were confirmed concerning the age of respondents, and leisure time activities in relation to their knowledge. However, talking about attitudes there was a significant effect of both determinants. Leisure time outdoor and sports activities in the nature manifested the most positive influence on the affective component. Even if these results are not representative, the new research questions for wider survey are offered in the conclusions.
