Abstract
This paper explores happiness as an aim of education, particularly schooling. What role does happiness play in philosophy of education? How do critics view the aims of public schooling today and its relation to happiness? Is happiness embedded in the concept of education as an aim of education? The paper explores happiness—understood inclusively as a positive mental state—by examining the relevant literature from various disciplines. It looks briefly at critical views of current trends in public school practice and concludes that happiness is not a central concern in present public school practice. Turning to philosophy of education, the author finds that happiness has been considered in relation to the philosophical conception of the human self and consequently eudaimonia has been prioritized over hedonia. The paper concludes by proposing that happiness is an appropriate and valid aim of education and schooling based on the normative implications of the concept of education.

The article outlines current trends in the legal regulation of foreign direct investment; analyzes the current approaches of EAEU member states to the restriction of foreign investment; systematizes the provisions of the Union law, which affect the adoption and application of national measures to restrict and control foreign direct investment; identifies the conceptual differences between EAEU law and EU law in regulating freedom of establishment. The aim of the research is to determine the degree of the EAEU law influence on the introduction by member states of restrictive measures against direct investment from member states. The author concludes that the legal framework for national measures to restrict FDI from member states is predetermined by the norms of the Union law on ensuring freedom of establishment as a form of investment, operated with individual and general exceptions, that allow to take the measures necessary to protect the national priority interests.

This article reconceptualises the Marxist notion of 'primitive accumulation', examining how settler colonialism and anti-Black racial domination structure American capitalism. The analysis intervenes in theorisations of primitive accumulation in both critiques of neoliberalism and the growing literature on racial capitalism. It shows how particular appropriations of primitive accumulation in the context of neoliberalism not only treat the concept as, ultimately, external to the core logic of capitalism, but also ignore the ways racial domination and colonisation configure capital's violence. Simultaneously, within racial capitalism scholarship, primitive accumulation is prone to conceptual stretching, often flattening disparate forms of land and labour expropriation. In contrast, through the analytic of 'racial/colonial primitive accumulation', the author elucidates how normative wage-labour exploitation is predicated on settler colonialism and racial slavery and its afterlives. This thus adds precision to received understandings of capitalist expropriation, while also pushing the literature on racial capitalism beyond a white/Black binary.

ABSTRACT
This article contributes to the call for decolonial utopian work by examining one of the earliest utopian texts in the United States, Equality; or, A History of Lithconia. Using a close reading drawing on colonial context, the author argues that Equality criticizes management of the Euro-American settler state. The story's historical and philosophical content overwrites Indigenous bloodshed and critiques instead both Jeffersonian agrarian democracy and urbanized commerce. The junction between reason and religion in this Deist text displays its ideological commitment to terra nullis and a settler autarky that rearranges space for the betterment of a settler populace. Advocating an equal share of land and income among settlers, Lithconia's history praises an intelligent class that deploys reason and crafty social alliance to resolve Old World conflicts. Lithconia's universal income ultimately diverts the spoils of centuries of war against indigenous peoples, suggesting utopia and indigeneity occupy an incongruent relationship.

The article gives an overview of the latest developments in the field of infringement proceedings. It deals first with substantive aspects, including the author of the infringement, the concept of "infringement" (including whether the Charter of Fundamental Rights can provide an independent basis for proceedings), and Member States' defences. It then turns to procedural aspects. It describes Commission policy with regard to enforcement, and the Commission's intention to concentrate its resources on certain cases. It explains some changes to jurisdiction. It analyses various developments, especially with regard to admissibility (in particular on "past infringements") and recourse to interim relief. As to consequences of proceedings, it examines recent case law on liability against Member States and on financial penalties. It concludes that infringement proceedings have become a more mature instrument, which the Commission makes use of when it considers that they may be the most effective means of redress.

Since the ancient times we found the references on risk, starting from the Greek tragedies that narrate about risk as a phenomenon which is accompanied by uncertainty in decision-making process. In the Renaissance era when people dropped many inhibitions and questioned old beliefs and points of view then a serious study of problem starts. This article is about the theoretical analysis of political risk. Points of view of Russian and other foreign researches are included in this article. The article contains the definition of political risk by different representatives, of the political risk influence on investment climate, of likelihood of adverse consequences in political decisions that were made in the face of uncertainty, when recourses are scarce, (in time, information and other), which leads to prejudice for the members of political actions and leads to unwanted events. In the conclusion, the author tries to give its own definition of political risk.

This article examines the gay French author Jean Genet's 1970 tour of the United States with the Black Panther Party, using Genet's unusual relationship with the Panthers as a lens for analyzing the possibilities and pitfalls of radical coalition politics in the long sixties. I rely on mainstream and alternative media coverage of the tour, articles by Black Panthers and gay liberationists, and Genet's own writings and interviews to argue that Genet's connection with the Panthers provided a queer bridge between the Black Power and gay liberation movements. Their story challenges the neglect of such coalitions by historians of the decade and illuminates some of the reasons the Panthers decided to support gay liberation. At the same time, Genet distanced himself from the gay liberation movement, and his unusual connection with the Panthers highlights some of the difficulties activists faced in building and sustaining such alliances on a broad scale.

To date, little research has documented the international diffusion of financial economics. Financial economics was supposedly "introduced" in France in the 1970s. Some analysts have argued that it is an American author—Leonard J. Savage—who allowed French authors to rediscover Louis Bachelier's work, indicating that "a prophet is not without honor, save in his own country." The present article challenges this conventional narrative and studies for the first time how financial economics was disseminated in France between the mid-1970s and the early 1980s. It shows that, when financial economics was "imported" from the United States in France in 1970s, some pioneering French contributions have been taught for almost a century. Based on this result, the article explains why the French authors who disseminated these ideas rarely referred to the works of French forerunners. It also clarifies the role of the French economists in this process. All of this suggests that the "import" of financial economics in France was in fact a reintroduction.

"Dictatorship, Machismo, and the Cuban Exile Drama in a Tragicomic Mode: Cristina García's King of Cuba. Three years before the death of Fidel Castro, Cuban American author Cristina García published a fictional account of the Cuban dictator's death in a darkly funny and sentimental story of intertwined destinies, ironies of fate, machismo, failure and suffering. With El Comandante and a fellow octogenarian émigré as protagonists, García launches into a fictional exploration of Cuban masculinity, machismo, the dictator's fate, vanity, and failure. Written in what I will argue is a tragicomic mode, balancing the tragic and the comic, the horrendous and the laughable, the pitiful and the ridiculous, the novel reflects different perspectives on sensitive topics for Cubans on both sides of the Florida Straits, challenging preconceived ideas and inviting the reader to reflect on the relativity of truth.

AbstractIn the Anthropocene, International Relations must confront the possibility of anthropogenic extinction. Recent, insightful attempts to advance new vocabularies of planet politics tend to demote the profound historical and intellectual links between our current predicament and the nuclear age. In contrast, we argue that it is vital to revisit the nuclear-environment nexus of the Cold War to trace genealogies of today's intricate constellation of security problems. We do so by reappraising the work of Jonathan Schell (1943–2014), author of The Fate of the Earth (1982), who came to regard extinction as a defining feature of the nuclear age. We show how a deep engagement with nuclear weapons led Schell to an understanding of the Earth as a complex, delicate ecology and fed into a sophisticated, Arendtian theory of extinction. Despite its limitations and tensions, we argue that Schell's work remains deeply relevant for rethinking human–Earth relations and confronting the Anthropocene.

This reports the psychological perspective of displacement in the English Pakistani novel The Bride (also published as The Pakistani Bride), written by a Pakistani American novelist Bapsi Sidhwa. This is a sociolinguistic study with the employment of Close Reading (CR) and Systematic Functional Linguistics (SFL). The study involves social, psychological and semantic aspects with the aim to present the psychological impact of displacement on the personal and social life of the characters. Close-Reading provides the analysis of the novel and the author. Systematic Functional Linguistics provides context and semantics as tools to analyze the historical and conceptual background of the novel. The findings of the study present mixed results, supporting the supposition that displacement affects the psychological state of the characters and disturbs their individual functionality. It partially proves that their social functionality is equally affected. It may be because people are more careful in playing their social roles.

AbstractHow does violence during civil war shape citizens' demand for state-provided security, especially in settings where non-state actors compete with the state for citizens' loyalties? This article draws on Hobbesian theory to argue that in post-conflict countries, citizens who were more severely victimized by wartime violence should substitute away from localized authorities and towards centralized ones, especially the state. The author tests the theory by combining two original surveys with existing media and non-governmental organization data on wartime violence in Liberia. The study shows that citizens who were more severely affected by violence during the Liberian civil war are more likely to demand state-provided security, both in absolute terms and relative to non-state alternatives. More sporadic collective violence in the post-conflict period does not reverse this substitution effect. Also consistent with Hobbesian theory, citizens who were more severely victimized are more fearful of threats to peace almost a decade later.

How does globalization affect politics? One of the most controversial aspects of globalization is offshoring, when manufacturing operations and business functions move abroad. Although voters generally dislike offshoring, it remains unclear how moving jobs abroad impacts democratic elections. Using a difference-in-differences estimation strategy, the author finds that incumbent government parties lose more votes in municipalities where a local plant moved production abroad between elections than in municipalities that did not experience such an event. The result holds across various time periods, different incumbent parties and diverse types of elections. In both national and regional elections, voters punish incumbent government parties when a local firm moves production abroad. Incumbent parties' vote shares fall as the number of jobs lost due to offshoring increases. In multiparty governments, voters disproportionately punish the largest coalition party for offshoring. The results of an original survey administered in Spain verify the importance of offshoring for voters' retrospective evaluations of incumbents.
