L'élevage intensif est sans aucun doute la plus importante source d'azote dans de nombreuses zones. This Article discusses the development of environmental regulation and preservation in Taiwan in light of United States environmental law. The Article begins with a discussion of how few measures have been enacted to protect the Taiwanese environment. It then illuminates some of the problems with the Taiwanese environmental regulations that do exist. According to the author, some of these problems include: ambiguous and conflicting goals enunciated in the legislation; political pressures on the authorities influencing environmental policies; poor enforcement mechanisms; a legislative bias in favor of regulating new sources of pollution and against enforcing regulations in the case of old sources; and little or no litigation over environmental laws. The author next points out the weaknesses in Taiwan's policy of selective enforcement and its ineffective use of economic instruments to control pollution. The author concludes this Article with some suggestions of how Taiwan could improve its environmental regulation efforts.
Looking back on the past twenty-five years, during which environmental law has developed such astonishing breadth, depth, and volume, the author suggests that it is possible to sketch a compound proposition about how environmental law evolved, the primacy of citizen litigation in its development, and what it all may signify. By exploring two paradigm shifts within the field, the author offers suggestions for why environmental law has been so energetic, broad-ranging, and often confrontational, and where environmental law may be going.

La réforme de la PAC du 22 mai 1992 a constitué un véritable tournant dans la conception des politiques publiques communautaires dans le domaine agricole. Cette étude de science politique est centrée sur l'analyse des réseaux et des dynamiques d'acteurs, qui se sont construits en France autour de la négociation et de la formulation de la réforme de la PAC. Cette étude est le résultat d'une réflexion basée, en partie, sur une douzaine d'entretiens avec des hauts fonctionnaires des grandes directions des administrations concernées, des conseillers techniques dans les cabinets ministériels, et des responsables représentant les professionnels en poste à cette époque. L'analyse veut dépasser le simple constat de crise de la politique agricole, et cherche à mettre en évidence les processus d'apprentissage social dont le système politico-administratif est le siège.
