Inhaltsangabe: Einleitung: "Niemand darf in Sklaverei oder Leibeigenschaft gehalten werden; Sklaverei und Sklavenhandel sind in allen Formen verboten." Obgleich diesem Artikel der allgemeinen Erklärung der Menschenrechte nach auf dieser Welt keine legale Form der Sklaverei existiert, diese darüber hinaus nach Vorstellungen der westlichen Welt einer entfernten Vergangenheit zugeordnet wird, leben gegenwärtig Millionen Frauen, Männer und Kinder in Verhältnissen, die als die moderne Form der Sklaverei oder als moderner Sklavenhandel bezeichnet werden. Menschen können auf die verschiedenste Weise die zum Kauf oder Verkauf stehende "Ware" in gewinnbringenden Handelsgeschäften sein und erfahren durch die Degradierung ihrer Person zum Objekt massive Verletzungen ihrer Menschenwürde und ihrer durch international gültige Instrumente verbrieften Menschenrechte. Betroffen von diesem, im internationalen Kontext als "trafficking in persons" bezeichneten Phänomen, sind insbesondere Frauen, die fremdbestimmt und unfreiwillig gehandelt und in verschiedensten Verhältnissen ausgebeutet werden. Dieser "Frauenhandel", der gegenwärtig auch in und nach Deutschland stattfindet und von dem überwiegend ausländische Migrantinnen aus nicht der EU angehörigen Ländern betroffen sind, ist Gegenstand vorliegender Arbeit. Wie bereits kurz erörtert, ist das Phänomen des Handels mit Menschen unter anderem im Kontext der Menschenrechte zu betrachten und zu bewerten. In vorliegender Arbeit soll der Frage nachgegangen werden, ob und welche in Deutschland an von "Frauenhandel" betroffene Migrantinnen gerichteten Hilfsleistungen aus dem Bereich des sozialarbeiterischen Handelns notwendig für deren Menschenrechtsschutz sind, und was sie für diesen bewirken können. Gang der Untersuchung: Vorliegende Arbeit besteht zunächst aus drei inhaltlich aufeinander aufbauenden Kapiteln. Erstes dient der möglichst genauen und unmissverständlichen Bestimmung des Untersuchungsgegenstandes "Frauenhandel", welcher im Rahmen einer Arbeitsdefinition eingegrenzt wird und als definitorische Grundlage für vorliegende Arbeit dient. Im Rahmen des zweiten Kapitels wird die gegenwärtige Situation des in und nach Deutschland stattfindenden Frauenhandels auf Grundlage der Erkenntnisse aktuellster, frauen- und menschenrechtsorientierter Diskurse (besonders aus dem Bereich der nationalen NGO Arbeit ), exemplarisch aufgezeigt und im besonderen Hinblick auf die häufig und üblich bestehende Lebenssituation der betroffenen Migrantinnen erläutert. Bezug genommen ist hierbei auf die Situation betroffener Frauen, wie sie sich nach Erfahrung verschiedener, frauenrechtsorientiert arbeitender NGO am häufigsten darstellt - auf die Schilderung jedweder Einzelfälle wird bewusst verzichtet. Im direkten inhaltlichen Rückbezug auf die im Rahmen des zweiten Kapitels erfolgte Darstellung der gegenwärtigen Situation des "Frauenhandels" in der Bundesrepublik Deutschland wird diese im dritten Kapitel im Kontext der Menschenrechte betrachtet. Aufgezeigt werden soll, in welcher Weise das Phänomen des "Frauenhandels" mit den, durch international gültige Instrumente verbrieften, Menschenrechten der betroffenen Frauen kollidiert und in welcher Weise "Frauenhandel" als menschenrechtliches Problem aufzufassen ist. Sich für den Menschenrechtsschutz der betroffenen Frauen ergebende Handlungsmöglichkeiten aus dem Bereich des sozialarbeiterischen Handelns, sollen schwerpunktmäßig im Rahmen des dritten Kapitel auf ihre Notwendigkeit, als auch auf ihre Potentiale und weiterhin, abschließend, auf ihre gegenwärtige Verfügbarkeit und derzeit in Deutschland vorliegende Hindernisse untersucht und bewertet werden. When on June 2nd 1997 Thailand devalued its currency, the stage was set was the most severe and virulent currency crisis of that decade. The sudden reversal of capital flows depleted economic wealth and social cohesion in many East Asian countries, hitherto perveived to belong to the Asian Miracle. Shockwaves of the crisis were felt in most emerging markets, even those outside the region, and reached mature markets when, for instance, the hedge fund Long-Term Capital Management nearly collapsed. In face of these enormous costs, this paper analyses the possibilities and boundaries of attempts to either reduce the likeliness of respective financial shocks or, when unavoidable, lower the costs of managing these crises. On the ground of the state-of-the-art models of currency crises it is examined which domestic or international factors contributed most to the observed outcome. The guiding question is if either moral hazard considerations, in the form of governmental guarantees and alike, or approaches of multiple equilibria are more suited to serve as an explanation. Moreover, this paper illuminates the significance of the original sin hypothesis which states that emerging markets are constrained when trying to borrow abroad in domestic currency or, even when trying at home, to borrow long-term. Although it is acknowledged that all these factors are valid simultaniously, superior importance in the following parts is given on the multiple equilibria approach. The main part of the paper discusses the most influencial reform proposals of academics and institutions such as the IMF or the Group of 22. Approaches for a new financial architecture are divided into issues of the exchange-rate regime, public and private liquidity, and the institutional framework. These recommandations include questions of dollarization; an international lender of last resort; insurance agencies and credit facilities; capital controls; improved regulation and transparency; as well as the addidition of collective action clauses and alike to international bond contracts. They are assessed according to the criteria developed before, especially with regard to the approaches of moral hazard, multiple equilibria, and original sin. Taking into account that any grand scheme is rather unlikely to be realized on short notice, the conclusions concentrate on moderest reform proposals which can be pursued by emerging countries indiviually or with the assistance of international institutions. One of the findings is, that additional liquidity in the event of a crisis, provided by whatever means, is a suitable tool to avoid over-reacting financial markets but must be constrained by conditionality in order to discourage moral-hazard behavior. Moreover, collective action clauses and restrictions on capital inflows can be used as a second line of defense to prevent the buildup of an unsustainable bias towards short-term financing. Further institutional improvements contribute to defuse the original-sin problem but have its benefits developed only over a longer time horizon.

Inhaltsangabe: Gang der Untersuchung: Die zweiteilige Arbeit zur Berliner Stadtbaugeschichte vom Mittelalter bis in die Neuzeit untersucht die Strukturen der städtebaulichen Zentren anhand ihre Grenzverläufe. Die Arbeit bietet im ersten Teil einen gründlichen stadtgeschichtlichen Abriß, der die Spuren der Grenzanlagen und Tore im Stadtgrundriß verfolgt von der mittelalterlichen Doppelstadt Cölln/Berlin bis hin zur Großstadt des 19. Jahrhunderts. Etappen dieser Darstellung sind: die barocke Sternfestung, die Neustädte im Vorfeld und die zollrechtliche Umschließung entlang jener Torstandorte, deren Namen uns heute noch über die U-Bahnstationen bekannt sind. Stadtgeographische, topographische Gegebenheiten, Entstehungsprozess und Planungen von Grenzverläufen und Durchlässen werden erläutert. Ausreichendes Kartenmaterial hilft, die Strukturen der Stadtentwicklung und die Positionen ehemaliger Tore nachzuvollziehen. Den zweiten Teil nehmen Analysen von drei Toren der Festungszeit ein: Spandauer, Georgen- und Leipziger Tor. Im Blick stehen drei städtebauliche Konfigurationen in ihren formalen und auch sozialen Entwicklungen in der Stadt und vor dem Tor. Erscheinungen der Torbauten vom Mittelalter bis zum Abbruch sowie eine Analyse der Torplätze und der Straßensysteme im Umfeld werden in Bezug auf das Gesamtbild der Stadt erklärt. Die Geschichte des Spandauer Tors erzählt die Entstehung des Hackeschen Markts und des Monbijouplatzes. Erläutert werden auch die verschiedenen Besonderheiten der anstoßenden Straßen im Umraum. Der Standort des Georgentors, welches 1701 anläßlich der Krönung Friedrichs I. in Königstor umbenannt wird, ist entscheidend für die Konturierung des Alexanderplatzes. Zudem eröffnet es einen wichtigen Straßenzug, der unmittelbar mit dem Schloß in Verbindung steht und eine maßgebliche Achse für den Berliner Städtebau darstellt. Das Leipziger Tor als das prächtigste seiner Zeit hat in Folge seines frühen Abrisses Strukturen freigestellt, welche schnell und oft überbaut wurden. Bis heute ist das Gebiet rund um den Spittelmarkt vom Potsdamer Platz bis zum Friedrichswerder vielen Verwerfungen unterlegen. In Kenntnis der oft komplizierten und teils utopischen Planungen wird nachvollziehbar, wie das historische Zentrum geprägt ist von den Grenzverläufen, den Standorten der Tore, ihren ungleichzeitigen Errichtungen sowie Abrissen und den Ideen der Ingenieure und Städtebauer. Im Hinblick auf die das Zentrum abtrennende Berliner Mauer des 20. Jahrhunderts und den neuen städtebaulichen Herausforderungen nach ihrem Abriß ergeben sich interessante Anknüpfungspunkte, die für heutige Entscheidungen von Belang sind. Aus der Einleitung: Die klassischen Arbeitsbelastungen der Beschäftigten befinden sich im Wandel. Er wird durch Neue Technologien und Neue Managementstrategien ausgelöst. Trotzdem finden sich immer noch klassische Belastungsmuster bei den Beschäftigten. Der betriebliche Arbeitsschutz muß sich den neuen Belastungsmustern anpassen, sonst verliert er seine Funktion. Dies wurde besonders in den 80er Jahren durch die Beteiligung von Beschäftigten versucht. Besonders mit Gesundheitszirkeln wurde Erfolge erreicht. Diese Beteiligungsformen decken sich mit den neuen Managementstrategien, die ihre Potentiale besonders durch Gruppenarbeitsmodelle erreichen können. Es besteht die Möglichkeit gesundheitsfördernde Potentiale der Neuen Managementstrategien zu aktivieren. Die Unternehmerseite nutzt vor allem restriktive und verhaltensorientierte 'Gesundheitsmodelle' bzw. Potentiale. Der Betriebsrat hat weitgehende Mitbestimmungsmöglichkeiten im betrieblichen Arbeits- und Gesundheitsschutz. Diese werden durch die Rechtsprechung und den § 120 a GewO in einigen Teilbereichen eingeschränkt, die verbleibenden Möglichkeiten werden jedoch nicht in großen Umfang für die Gesundheitserhaltung genutzt. Vielmehr verhalten sich die Betriebsräte wie die übrigen Arbeitsschutzexperten und richten ihr Hauptaugenmerk auf die Kontrolle von Vorschriften und Verhalten der Beschäftigten. Das neue Arbeitsschutzgesetz bietet für die Beschäftigten und den Betriebsrat neue Formen der Gesundheitsförderung. Dies wird besonders durch Abschaffung des § 120 a GewO, der gesetzlichen Forderung nach Aufbau einer betrieblichen Arbeitsschutzorganisation mit Controlling und einer Abkehr der Grenzwertdiskussion hin zu einer Sichtweise auf das Wohlbefinden der Beschäftigten bieten die neuen Arbeitsschutzgesetze und -verordnungen erreicht. Problematisch ist, daß die Betriebsräte von ihrer Organisation im Betriebsratsgremium, ihrer klassischen Expertensicht und dem geringen Stellenwert des Arbeitsschutzes innerhalb des Betriebsratsgremiums nur schwer in der Lage sein werden, diese neuen Möglichkeiten in Richtung eines beteiligungsorientierten Arbeitsschutzes einzusetzen. Das dies auch anders geht zeigt das Interview mit einem Hamburger Betriebsrat, der mit seiner Herangehensweise im betrieblichen Arbeitsschutz leider eher die Ausnahme bildet. This book has a much wider focus than traditional books written about drug and alcohol addictions. This unique book is written by medical specialists who diagnose, treat and research addictive disorders in their specialities. Thus, it meets the needs of the typical medical practitioner who wants to learn about and treat patients with addictive disorders in their practices. Because alcohol and drug problems are so prevalent and affect medical conditions profoundly, the medical specialist will improve their knowledge and skill to diagnose and treat addictive disorders in their specialties.Drug and alcohol addictions occur commonly in medical populations; 25–50% of patients seen by primary care physicians have alcohol and drug disorders, with even higher prevalence in certain medical specialty populations. Gold, M.D. is an editor, author, teacher, pioneer, researcher and inventor, who has worked for nearly 40 years to create models for understanding the effects of tobacco, opiates and other drugs on the brain and behavior. He has developed models that have led to the discovery of new addiction treatments and has conceptualized novel hypotheses which yielded new approaches to the definition and treatment of addictions. Dr. Gold's pioneering work on the brain systems underlying the effects of opiate drugs led to a dramatic change in the way opiate action was understood and his seminal work on cocaine is considered classic translational science. Over the past decade, he has defined hedonic overeating as an addiction and developed animal and imaging models to develop new treatments for overeating and obesity. Most recently, he and his colleagues demonstrated that intravenously administered anesthetics and analgesics are exhaled in the air of operating rooms, present on surfaces, and available for second hand exposure. Dr. Gold and colleagues have explained the role of the workplace environment in physician drug abuse, addictions and relapse after successful treatment. Under his leadership, the Department of Psychiatry at the University of Florida has grown to 60 full-time clinical physicians and researchers with new projects and research groups in secondhand exposure models, functional brain imaging, self-administration, public health, impaired professionals, genomics, proteomics and nanotechnology. Dr. Gold has been awarded numerous national prizes and recognition for his work, leadership, and mentoring. Since beginning his career in research at the University of Florida in 1970, he has been the author of over 900 medical articles, chapters, and abstracts in journals for health professionals on a wide variety of psychiatric research subjects and has authored 12 professional books including practice guidelines, ASAM core competencies, and medical text books for primary care professionals.
