The aim of this article is to find in the pages of the national magazine Revista 22, reflections of the minority issue - in this case the targeted subject being the condition of Jewish minority of Romania in the country or emigrated abroad (as for instance Israel). The article brings into discussion also reflections of Jews in Europe. The method of work is the critical interpretations of articles combined with a descriptive analysis of their content. Our conclusion leads to the fact that there is a small, active community of Jews in Romania represented at the political level as a minority community, pursuing specific interests who cherishes the memory of Holocaust and wants to say the truth about it, having important ties and connections with the Romanian Jews from Israel and being directly interested in maintaining Jewish interests in Israel. At European level, the problems, existing with the inner states minorities, are amplified by waves of migrations coming from Asia. The conclusion is that the Revista 22 brings a lot of information about the Jewish minority from Romania, resolving the historical issue of saying the truth about the Holocaust, but, as a recommendation, I suggest to bring more fresh news and periodically about Israel, as a vivid center of religions, that concerns European Union and its citizens.

"In this paper we describe a case study where researchers in the social sciences (n=19) assess topical relevance for controlled search terms, journal names and author names which have been compiled by recommender services. We call these services Search Term Recommender (STR), Journal Name Recommender (JNR) and Author Name Recommender
(ANR) in this paper. The researchers in our study (practitioners, PhD students and postdocs) were asked to assess the top n preprocessed
recommendations from each recommender for specific research topics which have been named by them in an interview before the experiment. Our results show clearly that the presented search term, journal name and author name recommendations are highly relevant to the researchers topic and can easily be integrated for search in Digital Libraries. The average precision for top ranked recommendations is 0.749 for author names, 0.743 for search terms and 0.728 for journal names.
The relevance distribution differs largely across topics and researcher types. Practitioners seem to favor author name recommendations while postdocs have rated author name recommendations the lowest. In the experiment the small postdoc group favors journal name recommendations." (author's abstract)

Geschlechtsspezifische Gewalt ist ein allgegenwärtiges Thema, wobei die Repräsentation in den Medien bedeutsam für oder gegen die Verbreitung von Diskriminierung gegenüber Betroffenen ist. Der Beitrag stellt eine Studie vor, bei der eine Medieninhaltsanalyse der acht Hauptsender des deutschen Fernsehens im Rahmen zwei künstlicher Wochen des Jahres 2020 während der Pre-Primetime und Primetime (18-22 Uhr) durchgeführt wurde. Von den 545 Sendungen ließen sich in gut einem Drittel geschlechtsspezifische Gewalthandlungen identifizieren. Diese werden zum Großteil explizit dargestellt oder ausführlich beschrieben. Zudem konnten diverse Leerstellen in Hinblick auf die Repräsentation Betroffener, Beratungsstellen und Hilfsangebote sowie Professioneller der Anti-Gewaltarbeit festgestellt werden. Die Ergebnisse der Studie unterstreichen die Notwendigkeit, das Thema ausführlich zu diskutieren und für eine differenzierte und aufklärende Repräsentation in den Medien zu sensibilisieren.

In Gesundheitskrisen wie der COVID-19-Pandemie stellt die massenmediale Berichterstattung eine zentrale Informationsquelle dar. Sie wird dabei nicht nur individuell genutzt und verarbeitet, sondern auch gemeinsam rezipiert, im sozialen Umfeld besprochen oder in Sozialen Medien diskutiert. Wie sich die interpersonale Kommunikation über pandemiebezogene Berichterstattung gestaltet, ist jedoch selten beforscht worden. Der Beitrag widmet sich daher der Anschlusskommunikation zur Medienberichterstattung in der COVID-19-Pandemie. In einer qualitativen Interviewstudie mit 22 Teilnehmenden fragen wir nach (a) Kommunikationspartner:innen, (b) den kommunikativen Rollen innerhalb der Anschlusskommunikation, (c) den Funktionen der Anschlusskommunikation sowie (d) nach potentiellen Veränderungen im Zeitverlauf. Die Ergebnisse zeigen, dass die Anschlusskommunikation (a) insbesondere mit Familie und Freund:innen im direkten sozialen Umfeld stattfindet, aber auch zur Entstehung neuer Beziehungen beiträgt. Sie erfolgt (b) vor allem auf Augenhöhe, sodass die Rolle der Austauscher:innen dominiert, wobei manche Personen als Multiplikator:innen fungieren. Die Anschlusskommunikation erfüllt (c) die Funktion des Teilens und Erhaltens von Informationen, der Informationsvalidierung und gemeinsamen Wahrheitssuche sowie dem Coping mit negativen Emotionen. Veränderungen im Zeitverlauf (d) sind vor allem mit Blick auf das (Themen-)Interesse und die Kommunikationsrollen zu beobachten.

Seit 1999 zeigt sich ein fortlaufender Trend zu einer weniger zeitintensiven Ausübung der freiwilligen Tätigkeit. Zwischen 1999 und 2019 ist der Anteil der Engagierten, die mit sechs und mehr Wochenstunden viel Zeit in ihre freiwillige Tätigkeit investieren, von 23,0 Prozent auf rund 17 Prozent gesunken. In der gleichen Zeitspanne stieg der Anteil derer, die mit bis zu zwei Wochenstunden deutlich weniger Zeit in ihre freiwillige Tätigkeit investieren, von etwa 50 Prozent auf 60,0 Prozent.
Der Anteil an Engagierten, die ihre freiwillige Tätigkeit häufig, also täglich oder mehrmals pro Woche ausüben, ist in den Jahren 2014 und 2019 geringer als in den Jahren zuvor. Der Anteil der Engagierten, die ihre freiwillige Tätigkeit täglich oder mehrmals pro Woche ausüben, lag in den Jahren 1999, 2004 und 2009 bei über 33 Prozent und in den Jahren 2014 und 2019 bei etwa 23 Prozent.
Männer üben ihre freiwillige Tätigkeit anteilig mit größerem Zeitaufwand und häufiger aus als Frauen. Männer wenden zu höheren Anteilen als Frauen sechs und mehr Stunden pro Woche für ihre freiwillige Tätigkeit auf und üben diese auch anteilig häufiger täglich oder mehrmals pro Woche aus.
Personen ab 50 Jahren üben ihre freiwillige Tätigkeit mit hohem zeitlichen Aufwand und häufig aus. Hingegen üben die 30- bis 49-Jährigen im Vergleich aller Altersgruppen ihre freiwillige Tätigkeit anteilig am seltensten zeitintensiv mit sechs und mehr Stunden pro Woche sowie am seltensten täglich oder mehrmals pro Woche aus.
Personen mit niedriger Bildung üben ihre freiwillige Tätigkeit von allen Bildungsgruppen anteilig am häufigsten zeitintensiv und eng getaktet aus. Knapp 22 Prozent der Personen mit niedriger Bildung wendet sechs und mehr Wochenstunden für ihre freiwillige Tätigkeit auf; knapp 27 Prozent aus dieser Bildungsgruppe üben ihre freiwillige Tätigkeit täglich oder mehrmals pro Woche aus.

In recent years, reported violence, both physical and psychological, against journalists in Germany and the United States has increased threateningly. This development needs to be reviewed in more detail, since freedom of speech and freedom of the press in journalism particularly serve the public interest by fulfilling fundamental democratic tasks. The so-called chilling effect describes how pressure and threats of violence can influence journalists' work and cause changes in content and style of reporting. This development is especially problematic, as it interferes with the most basic societal functions of journalism. To explore these developments, a qualitative study of the situation in Germany and the United States was conducted to determine whether editorial work in news reporting is already influenced by violence against journalists. Data for this study was collected in guided qualitative interviews with 22 journalists from Germany and the United States. The study reveals that the most common consequence of increasing violence is the implementation of a wide range of security measures by journalists and news organizations. Nevertheless, effects on reporting are mostly denied. The research unfolds that there is a wide range of individual experiences with violence and consequences for journalistic work. This demonstrates the relevance of further research in this area in order not to endanger the press and freedom of expression in democracies.

Die Risiken sozialer Isolation und Einsamkeit sind unterschiedlich hoch und entwickeln sich mit dem Älterwerden im Verlauf der zweiten Lebenshälfte verschieden: Während das Isolationsrisiko zwischen dem 40. und 90. Lebensjahr relativ kontinuierlich von vier auf 22 Prozent steigt, verläuft das Einsamkeitsrisiko u-förmig. Vom Alter 40 bis Mitte 60 sinkt es, danach nimmt es wieder zu, ist aber selbst im sehr hohen Alter, mit 90 Jahren, mit rund elf Prozent nicht höher als mit 40 Jahren.
Das Isolationsrisiko unterscheidet sich im Alternsverlauf zwischen Frauen und Männern: Bei Männern steigt das Risiko sozialer Isolation über die betrachtete Altersspanne zwischen 40 und 90 Jahren relativ gleichmäßig von fünf auf 20 Prozent an. Frauen erleben zunächst einen schwächeren Risikoanstieg, der sich im Rentenalter jedoch beschleunigt, so dass sie im Alter ab Ende 70 ähnlich häufig sozial isoliert sind wie Männer. Zuvor haben Frauen mehr als drei Lebensjahrzehnte lang vom Alter Anfang 40 bis Mitte 70 ein geringeres Isolationsrisiko als Männer.
Auch das Einsamkeitsrisiko unterscheidet sich im Alternsverlauf zwischen Frauen und Männern: Im mittleren Erwachsenenalter zwischen 40 und 60 Jahren sind Männer etwas häufiger einsam als Frauen. Der Geschlechterunterschied nimmt mit steigendem Alter jedoch ab und dreht sich im Verlauf des Rentenalters um, so dass im hohen Alter mehr Frauen als Männer einsam sind. Mit 90 Jahren haben Frauen ein Risiko von 14 Prozent einsam zu sein. Bei Männern in diesem Alter beträgt das Einsamkeitsrisiko neun Prozent.
Bei jüngeren Geburtskohorten steigt das Isolationsrisiko mit dem Älterwerden nicht mehr so hoch an wie bei den älteren Geburtsjahrgängen. Das Einsamkeitsrisiko ist in den später geborenen Jahrgängen weniger stark mit dem Älterwerden verknüpft. Der soziale Wandel hat die Unterschiede zwischen Frauen und Männern nicht verändert: Während bei den 1930 bis 1939 geborenen Menschen das Isolationsrisiko bis in das Alter von Mitte 70 stieg, endet der Altersanstieg des Isolationsrisikos bei den 1950 bis 1959 Geborenen vorläufig bereits im Alter Mitte 60 auf einem niedrigeren Niveau. Beim Einsamkeitsrisiko zeigt sich für die 1950 bis 1959 Geborenen ein niedrigeres Ausgangsniveau im mittleren Erwachsenenalter und eine Abflachung des u-förmigen Alternsverlaufs. Voraussichtlich werden die dann 70- bis 80-Jährigen nicht häufiger einsam oder sozial isoliert sein als die heutigen 70- bis 80-Jährigen. Zudem ist bislang keine Angleichung in den Alternsverläufen zwischen Frauen und Männern erkennbar.

The EU's scientific potential is increasingly flowing into the world of new scientific knowledge. The object of this paper is the communication interpretation of the Open Science policy, covering not only access and storage of scientific information and preservation of scientific information, but communication aspects also. Purpose of the study: Establish modern trends in the scientific ecosystem oriented towards facilitating the publication and communication of scientific results. Tasks of the study: Compare new solutions in science communication models in the most popular platforms, and explore what is the alternative to traditional scientific journals. Methodology/approach: The qualitative systematic review (qualitative evidence synthesis), scientific criticism of sociological surveys, methods of analytic and synthetic processing of primary and secondary resources, secondary data analysis and overview of scientific publications available in the libraries worldwide, have been used to obtain data about the impact of new EU solutions: the European Road Map for development of the European Research Area (ERA), the European Strategy Forum for Research Infrastructures (ESFRI), the Organization for Economic Cooperation and Development, etc. A comparative analysis of innovation in publishing platforms was conducted with special attention to the Bill and Melinda Gates Foundation's Gates Open Research platform. Results: The creators of the Gates Open Research platform defend the view of the rapid and socially beneficial effect of new and publicly-accepted scientific knowledge. The cutting-edge solutions are: transfer power from the hands of editors to the hands of the authors; minimize barriers or gatekeepers on the path of the new scientific outcome for society; assessment of the research not in view of the venue of publication but on the basis of the intrinsic value of the completed study; minimize the funds invested in publishing and dissemination. Implications: The conclusions can be important in identifying technological and ideological regularities for optimizing the model of scientific publications and increasing the speed and visibility of any scientific news.

In the present article Kondratieff waves theory is considered in comparison with the theory of production revolutions which analyzes the regularities of the major technological breakthroughs in history. Both theories analyze the processes of cyclic nature related to the innovative technological development of the World-System. The mutual comparison of both theories allows the author to make important clarifications in understanding of the long-wave dynamics as a whole, as well as to give relevant explanations of the peculiarities of the unfolding of each of the five waves and their phases, to make forecasts about the sixth wave and the development of technologies of the sixth technological mode. The special attention is paid to the analysis of aspects and limitations of the theory of technological modes, as it is used by many researchers to explain the causes of the long-wave dynamics.

Der Beitrag geht von den unterschiedlichen Argumentformen aus, die unter dem Namen "Bildungstheorie" und "Bildungsphilosophie" anzutreffen sind, problematisiert deren Verständnis und klärt damit die Relation von "Bildungstheorie" und "Bildungsforschung". Vor diesem Hintergrund wird ein theoretisches Konzept von Bildung expliziert und belegt, dass Bildungstheorie auf empirische Forschung angewiesen ist. Konzentriert auf "Grundbildung" und den Begriff "Kompetenz" wird schließlich aufgewiesen, dass deren Thematisierung in PISA und in der weiteren empirischer Bildungsforschung sich mit der Theorie von "Bildung" nicht nur verträgt, sondern die Hintergrundtheorie dieser Forschungen darstellt. The issues related to the territorial organization of public power have existed from ancient times to the present. The territorial organization of public power has a special importance in the process of building a democratic state in the Republic of Moldova.
It is necessary to clarify the essence of the concept of public power in order to reform the current system of territorial organization of public power. The author has analyzed the scientific publications from the Republic of Moldova that were designed to study the public power. The research results have found that the scientific publications do not offer competent answers to the existing problems related to the territorial organization of public power; the experience obtained in the process of reforming the territorial organization of the public power has not been systematized in theory; it is very important to give a scientific definition of the concepts related to that field for the efficient functioning of the system of public power; in the contemporary world, there is a growing interest about this issue, especially in the context of regional development, strengthening the local autonomy, deconcentration and decentralization.

Local power is carried out within the territorial boundaries of local municipalities that are delimited by each other through clearly defined borders and their degree of autonomy and vitality and depends, to a large extent, on the principles underlying the territorial organization of this public power.
The author considers that the territorial organization of the public power in the Republic of Moldova must be carried out on the basis of the following principles: a) respect for human rights, b) respect for historical, national and local traditions, c) economic and financial sufficiency, d) ensuring the participation of the population in the management of local public affairs, e) maximum proximity of the local public authorities to the inhabitants, f) population consultation on issues related to the territorial organization of the public power, g) legality, h) respect of the scientific achievements.
It was concluded that there is no strict dependence on the process of the territorial organization of public power to the objective criteria for creating territorial systems for the exercise of public power. Unlike other systems, the system of territorial organization of public power is much more static. This is a necessary condition for the proper functioning of the public authorities, which must have a permanent and clearly defined territorial area of activity.
The territorial organization of power in the Republic of Moldova was influenced by the factors of social, economic, organizational, national, historical, political nature. Each of the listed factors can determine the most important aspects of the territorial structure at certain stages of state development.
