The author discusses the fifth phase of demographic transition and post-transitional periods in Poland and in some European countries. Basic demographic processes, especially fertility and mortality in Poland run a course similar to that in most developed countries. Since age-sex structure of Polish population is unregular the author presents basic properties of demographic structures and processes up to the year 2000. Discussion of the transformation of family size in Poland is presented on the basis of TFRs. At the beginning of the century the TFR was 6,2 children per woman of fertility age, in 1930-ties 3.5 and in 1980 only 2,3. Urban-rural differentiation presents that since middle of 1960-ties the expanded reproduction of population in Poland is due to women living in rural areas (Tabl. 2). Taking into consideration the analysis of demographic trends and expected socio-economic changes the author notes that despite a relatively high level of natural increase the existing level of fertility in Poland is approaching that assuring only a simple reproduction of generations, i.e. 215 children per 100 women aged 15-49. The author postulates that reproduction of generations should be counted among important strategic goals of the country's development. It would be advantageous to maintain the level of reproduction slightly above the level of a simple reproduction of generations. In the introduction the author underlines the importance and role of the foreign trade in the socialist economy. The rate of increase in the trade with abroad in CMEA countries ought to undergo a considerable acceleration and surpass the rate of increase of the national income and industrial production. In the course of the last years the socialist countries have done and still do big efforts aiming at extension and deepening of the profits of economical relations with highly developed West European countries. These efforts were expressed in active cooperation in bilateral talks that were to lead to liberalization of export to CMEA and EFTA countries, to the membership of GATT reacted by some of the socialist countries and in finished negotiations under the name of Kennedy Round. In that way we theoretically reached the approach to western markets — that in general depends on the quality of exported goods, their attractive price, short terms of delivery and profitable sale conditions for foreign contractive parties — this fact however does not solve the problem. Liberalization of import to CMEA and EFTA countries secures the approach to the west markets only in formal and legal terms. But there exists still another aspect of the problem. These markets got under control of the state and international concerns. The introduction of a new competitor is very difficult in that situation. A solution could be found in creating such a situation in which our presence on the West markets would be not only a competition but simultaneously a form of cooperation, profitable for our partners. Cooperation in the international scale would be the required form. Further on, the author discussed in the article three forms of cooperation: licence agreements in the branch of building and exporting machines, gadgets and agreements for cooperation with West enterprises in the aim of supplying on the markets of the third world. The author dealt as well with forms of scientific and technical cooperation and discussed profits of cooperation for both sides. Finishing the article the author put forward the thesis that cooperation helps to enliven the economical relations between East and West. The author presents the conception of using foreign trade turnovers as well as the main elements and principles of the system of foreign trade in conditions of Poland's economy. At the beginning the author is analizing means of using foreign trade in a planning economy in short and long terms. Then he passes over to the basic problem: to the concept of a construction of the mechanism of foreign trade in the system of our economy. The essential elements of actual mechanism of foreign trade are as follows: 1) concentration of almost all decisions concerning the economic foreign transaction on the central level, 2) choice of the commodity structure of foreign trade on the basic calculation of the central plan, 3) institutional and economic separation of the foreign trade from production, 4) autonomous character of the system of home market prices in regard to the world market prices, 5) sovereign of a monetary system and the passive function of the rate of exchange. The last part of this article consists of analyzing directions of the evolution of the mechanism of foreign trade. The author presents here these reforms mainly, which in result of the sharp criticism of the previous system consist of a certain degree of decentralization of management of foreign trade. The main problem the author deals with at the very beginning of his article concerns the causes of failure of the tasks that were taken up to limit the number of directions with the aid of which a superior institution makes a subordinate institution act according to their own preference. The reason these problems were taken up for is the widely known lack of adaptation of some enterprises to the demand changes, as well as other deficiencies of a given enterprise activity. The author points out to some common features of all the situations in which the number of directions was limited. It is based on the existence of so called institutional verification. We can speak about the institutional verification only when the definitial decisive criterion to give an entreprise a money reward is a superior institution. The aim of this article is to show that there exists a permanent tendency of a superior institution to multiply the number of directions. The origin of this tendency is the impossibility to form such a system of directions which would make the industrial enterprise act according to the preferences of a suprior institution. Any limitation of the number of directions enlarges the divergence between the activity of an enterprise and the direction that a superior institution would desire. The collapse of the world economy in the thirties was especially felt in Poland. In that situation the state had to undertake some efforts in order to lighten the course of events as well as to precipitate the end of crisis. These efforts were also directed towards the possibly rapid reconstruction of the devastations in Polish economy caused by that crisis. The intervention measures of the Polish government embraced the whole variety of steps which were undertaken in all branches of national economy. The author of this paper comes to the analysis and evaluation of control policy which — apart from the customs policy and the policy of export promotion — constituted in those times the substantial form of state intervention in the field of Polish foreign trade. The control of foreign traffic was reviewed from the point of view of numerous restrictions, import quotas and barter business. After a thorough examination of the process of rapid development of the foreign traffic control in Poland the author points at the double objective of introducing the import quotas. On one hand those above mentioned quotas can be considered as the repercussion and result of autarchic processes developed amongst the Poland's trade partners and increasing difficulties in international trade as well as the result of commonly used foreign exchange restrictions causing the freeze of credit balance from exports. Those import restrictions were introduced in order to weaken the disadvantegeous influence of the above mentioned events on Polish foreign trade and — indirectly — on the whole Poland's economy. On the other hand the control policy was also facilitating the inland's economic and financial policy. In the years 1929 - 1935 the system of quotas highly contributed to the achievement of favourable balance of foreign trade and international payments; in the next years that system constituted one of the most significant factors realization of foreign exchange control. In addition, in the whole period being the subject of the present analysis, the compensatory turnover greatly facilitated the realization of policy of export promotion. The mentioned motives of using the control policy caused the seizure of almost full control of foreign trade by state. In this article the author evaluates the control policy on the basis of the demonstrated uniformity of that policy with the general, economic policy of the state. As the deflation policy of the crisis years is evaluated rather negatively the same appraisal can be adopted to the control policy in foreign trade. Both the present theory of international conflicts and recent development in international relations in the sphere of procedures and bases for pacific solution of international disputes call for an urgent re-examination of a number of relevant problems involved. There are three such problems the examination of which is essential to meet the necessity of a new approach to international disputes and their solution by pacific means. First of all it seems to be of primary importance to propose a new and more adequate systematization of international disputes using such criteria as they appeared to have played in practice decisive role in the originating (sources) of particular disputes their stages and possible mutations. The author proposes five such criteria which give an opportunity to systematize all disputes and show them in the light of variety of characteristic features. These criteria are as follows: a) substance of the dispute (the subject matter may be territorial or personal), b) persons meaning parties to a dispute (there may by bilateral or multilateral disputes; disputes between states, states and an organization, or between organizations etc.), c) the factor of time which may have and material significance or plays a formal and procedural role, d) the factor of the locus in the meaning of the character of circumstances (local, regional or universal) which bear upon sources of a particular dispute, and e) the factor of forum which shows whether and under what conditions a particular dispute may be discussed on the international plane or falls within the exclusive national jurisdiction. The visible decline of using existing devices and means of pacific solution of international disputes as listed in the article 33 of the Charter tends to expose the international peace to a real danger. There is therefore a further need of thorough research of present practices spontaneously and often informally developing. The author gives a number of such instances which together with some other propositions may be used as a helpful indication by drafting new devices and institutions of pacific solution of international disputes. Finally there is another problem which consists in an hypothesis that there is an intimate relation between particular types of international disputes and means best calculated to bring such disputes to an desirable end. The author suggests that the research for new methods in the political science in the USA, Which broadly use the concept of systems analysis, realy came into prominence after the Second World War. The impetus for it involved both theoretical and practical considerations. Three of these seem to be of particular importance. First, it became necessary to attempt to explain in some objective manner the failure of "democracy", and the rise of authoritarian political institutions in Germany during the inter-war period. Second, the rise of socialist countries in Europe. Third, the creation of new states in Asia and Africa, as a result of failure of the colonial empires. The first important presentation of systems approach in political science in the USA was made by David Easton. He was primarily concerned with portraying the relationships between a system and the environment in which it was located. He directed attention to the boundary between politics and other aspects of social life, and, postulated the existence of close relationship between the system and environment. Applying systems analysis to (political science, some researchers have developed lists of political functional requisites. One such list war developed by Gabriel Almond, who divides it into four input, and three output functions. The Gabriel Almond's attitudes to the systems analysis is strongly functional oriented. Heapplied the basic Talcott Parsons thesis to the political science considerations. Other scholar, K. W. Deutsch, presents systems analysis in a cybernetic framework. Political systems, from his point of view, are the self-controling, and self-organyzing communication net. Deutsch, however, does not limit his concern to the communication of information; in addition he wants to apply communication theory to the political decision making process, to the role and relative weight of mass media, compared with past memories, stereotypes and other media, and to areas of attetjon, perception and orientation, values and evaluation, goal-seeking, and decision making. The author stresses the fact that, as a scientific method, systems analysis concept, is nolt well developed yet. However, it presents a good background for interdisciplinary research of political institution in action. ON THE NECESSITY OF INTRODUCING MODERN RESEARCH METHODS IN DEEP-STRUCTURE GEOLOGY (PART II) Summary After analysis of the actual state in the cartographic methods in subsurface geology in Poland author concludes, that they are mostly imperfect in comparison with the level attend by the subsurface geology in the Soviet Union and United States, and are not very useful in the current oil and gas prospecting. Improvement this state is possible by introduction to the practice quantitative lithological, paleotectonic and paleogeological maps. All these maps are tested tools in evaluation of subsidence (thickness analysis), in classification of bassin (thickness and tectofacial analysis), in observation of changes in structural plans (paleogeologic maps) and fluid migrations (paleohydrodynamic maps) and in the discovering lithologic, stratigraphic and structural (paleostructural) traps. For these reconstructions are necessary not only izopach maps of preserved thicknesses, but also paleoizopach maps of primary thicknesses. Application of these quantitative methods and maps to subsurface geology will permit to reach the actual level of prospecting geophysics in Poland. It is the fundamental condition in atteinment the real success in the discovering of new oil pools in Poland.
