The bicentennial political parties in Paraguay are privileged actors in the organization of the electoral political dispute. In this article, we propose to identify the construction of new formal and informal rules of competition that have delimited the transition to democracy up to this days: the D`Hondt formula, the impeachment, presidential non-reelection, distribution of public offices and voting censorship. The hypothesis is that the parity of the internal forces of the ANR, after the transition to democracy, made the ANR function as a government and opposition party at the same time. Finally, it rehearses some alternatives for the 2023 presidential election scenario. ; Los bicentenarios partidos políticos de Paraguay continúan siendo los actores privilegiados de la organización de la disputa política electoral. En este artículo nos proponemos identificar la construcción de nuevas reglas formales e informales de competencia que, hasta nuestros días, han marcado los límites a la transición a la democracia: la fórmula D`Hondt, el juicio político, la no reelección presidencial, el cuoteo político y el voto de censura. Partimos de la hipótesis de que la paridad de las fuerzas internas de la Asociación Nacional Repúblicana (ANR), tras la transición a la democracia, provocó que ese partido funcione como partido de Gobierno y de oposición al mismo tiempo. Finalmente, ensayamos algunas alternativas del escenario de las elecciones presidenciales de 2023.
The Confederate Graves Survey Archive of the Texas Division, Sons of Confederate Veterans consists of surveys of cemeteries throughout Texas, and portions of Oklahoma and New Mexico. The surveys document the interment of Confederate States of America military veterans. United States of America (Union) veterans, as well as able-bodied men at the time of the Civil War, are also documented. 13 boxes entitled "Grave Surveys" contain grave surveys listed county-by-county, 3 boxes of "Unit Files" list surveyed individuals by their military unit. Finally, 17 boxes contain "Veteran Files" that document each veteran by name in "last name, first name, middle initial" format. Viroporins are viral proteins with ion channel (IC) activity that play an important role in several processes, including virus replication and pathogenesis. While many coronaviruses (CoVs) encode two viroporins, severe acute respiratory syndrome CoV (SARS-CoV) encodes three: proteins 3a, E, and 8a. Additionally, proteins 3a and E have a PDZ-binding motif (PBM), which can potentially bind over 400 cellular proteins which contain a PDZ domain, making them potentially important for the control of cell function. This document summarises the high level purposes, goals and approaches the Australian BioCommons will pursue during its establishment phases. The content was developed through a process of national consultation and planning around an investment in bioinformatics research infrastructure in Australia and the text summarises the concepts and considerations motivating the investment, which has now been made. The strategy as set out aims to ensure Australian life science research remains globally competitive, by providing access to the digital tools, methods and training researchers require working in areas such as food security, environmental conservation and disease treatments. High level descriptions of the purpose and organisational structure of the Australian BioCommons, its motivating principles and the key challenges it will address, are included in the text. A focus is defined for the BioCommons service layers and the overall properties of a cloud infrastructure termed the 'BioCloud' supporting those services are described. The BioCommons has been initiated over the period 2019 to 2023 by funding from Bioplatforms Australia through the Australian Government National Collaborative Research Infrastructure Strategy (NCRIS).

Electronic government and electronic participation continue to transform the public sector and society worldwide and are constantly being transformed themselves by emerging information and communication technologies. This book presents papers from the 14th International Federation for Information Processing's EGOV conference (IFIP EGOV 2015), and its sister conference, the 7th Electronic Participation (ePart) conference, held in Thessaloniki, Greece, from 30 August to 2 September 2015, with the support and sponsorship of the University of Macedonia. Through the years, both of these conferences have established themselves as leading scientific events in their field, providing a forum for scholars to present and discuss their work. Included here are 31 accepted ongoing research papers, grouped under the following headings: eParticipation; policy modeling; open government and smart cities; general e-government; and e-government services; as well as 6 Ph.D. colloquium papers, 5 accepted posters and 3 workshops. A standard feature of the contemporary internet landscape is the ability for people to comment on published content and to interact with other individuals, discussing the issues at hand and engaging with each other in debate. In this thesis, I describe a method for the automatic detection of author stances in online forums with respect to discussions on divisive, polarizing social issues, such as gun control and marriage equality {--} a task which is often unproblematic for human readers of the discourse. The research investigates the linguistic and rhetorical devices used by discussion participants to express their topic stance in the context of multi-party, multi-threaded discourse. Along the way, I address necessary sub-tasks in the author stance detection problem, such as the classification of the topic stance of an individual contribution to the discourse, and the assessment of the level of agreement or disagreement between adjacent posts {--} which is crucial, given the highly interactive nature of this genre. I also identify features that provide evidence of an author's topic stance from the very structure of the discourse, without any information at all from the text of the comments posted. The final model is a collective classifier that is able to synthesize all of the stance indicators provided by these different sources, deal with the inconsistencies in this information that may arise, and arrive at a single prediction of the topic stance for every participant in the discussion. The model has many applications in industry and public life, including more tailored newsfeeds, social network suggestions, and use in political fundraising or advocacy campaigns.
