El autor expone las grandes etapas de la batalla de los Euromisiles despues de la doble decision del OTAN en 1979 y ofrece asi un marco historico que permite apreciar el alcance de las negociaciones que tienen lugar a proposito de la «opción zero».

Parmi les jeunes âgés de 16 à 24 ans, près d*un sur deux bénéficie, directement ou par l'intermédiaire de ses parents, des prestations familiales et/ou de logement. Mais la proportion de jeunes bénéficiant de ces prestations, c'est-à-dire la couverture des jeunes par la branche Famille de la Sécurité Sociale, est très variable avec l'âge : elle baisse régulièrement entre 16 et 19 ans, atteint son minimum à 20 ans et réaugmente lentement ensuite. L'évolution du taux de couverture est à mettre en parallèle avec la législation des prestations familiales (au-delà de 19 ans, un jeune n'est plus considéré comme enfant à charge au sens des prestations familiales) et avec la modification de la situation des jeunes (acquisition d'un logement autonome, constitution d'une famille). A partir de 20 ans, de nombreux jeunes à la recherche d*un emploi ou étudiants ne peuvent bénéficier des prestations familiales ou des aides au logement. Ceux que leurs parents ne peuvent aider courent le risque d'une grande précarité d'existence.

In 1975, faced with the obvious consequences of the status of "young people" and the reversal of the employment market, the government laid the foundation stone to an edifice which it certainly did not expect to last. The continuing difficulties, an unhoped for social and political "calm" led to and consolidated, at the expense of both the young and the elderly, a form of short term management of the social consequences of the economic organisation which was being operated. The fringe of the active population had to absorb and did absorb, without toppling the base, the induced tensions of the new conditions of exercice of a salaried activity resulting from this redistribution of productive activities. The compromise which enabled France to emerge from the post war slump was "globally" conserved. In 1995, after twenty years of day to day management of the difficulties, the edifice can no longer take yet anather "face lift". The ceaseless construction of new categories to "fill up the cracks" should perhaps stand aside at last ? Surely the time has come for a redefinition of the meaning of the procedures for the "inclusion of disadvantaged young people ?"

La morphologie de la population des agents des caisses d'Allocations familiales (30.000 agents) est marquée par l'importance d'une génération : les 34-44 ans (50 % de l'effectif). Son évolution envisageable à partir de l'analyse des flux sur les vingt dernières années se caractérise par une moindre mobilité, soit par réduction des postes, soit par diminution du volume des sorties. On constate un déséquilibre entre mobilité externe et mobilité interne. La stabilité au sein d'un même organisme définit la situation de 85 % du personnel, quels que soient l'âge et la catégorie. En terme de gestion des ressources humaines, cette donnée constitue l'un des problèmes importants de l'institution.

Abstract The story of Francis Bouygues is that of an altogether meteoric rise in society. Over thirty years, his firm ascended to the rank of world leader in the field of construction and civil engineering. His initial successes in housing development and the building of low-rent housing estates enabled him, as from the late 1960s, to claim his place among the majors in the building industry. Completion of grand projects (the Paris Parc des Princes stadum, the Teheran stadium, Ryadh University), and the takeover of one of his main rivals, SCREG, have consolidated his position as world number one in the field. This success story is due equally to his insistence of the prime importance of commercial function ; to early adoption of American-style management practices ; and to an effective combination of technical innovation, diversification (T.F.I, television) and motivating of individuals. He has thus secured for his family, within the group's management.
