Свакодневна култура у постсоцијалистичком периоду / Everyday Culture in Post-Socialist Period
Тематски Зборник Свакодневна култура у постсоцијалистичком периоду настао је као резултат научне сарадње Етнографског института САНУи Етнографског института и музеја БАН. Велике политичке и друштвене промене током деведесетих година 20.века озбиљно су се одразиле на свакодневну културу балканских земаља. Управо у периоду кризе, две суседне етнолошке установе, бугарска и српска, које више деценија током социјалисатичког периода нису сарађивале, отпочеле су заједнички рад на истраживању свакодневне културе. Зборник показује у ком правацу су се одвијали културни процеси у Србији и Бугарској, које су сличности и разлике међу њима, али и шта се дешава у постсоцијалистичком периоду у појединим сегментима свакодневне култура Словака, Руса и Македонаца. ; The Collection of Papers entitled ―Everyday Culture in post-socialist period is a result of collaboration between the Institute of Ethnography, Serbian Academy of Sciences and Arts, and the Institute of Ethnography and Museum, Bulgarian Academy of Sciences. The enormous political and social changes during the 1990's influenced also everyday culture of the Balkans states. Problem Venezuele u spoljnoj politici Sjedinjenih Država ; The Venezuela Problem in United States Foreign Policy
Autor se bavi odnosima Sjedinjenih Država i Venezuele zaključno sa aktuelnom predsedničkom krizom ne bi li odgovorio na pitanje kako i zašto je Venezuela postala problem za spoljnu politiku SAD koji zahteva pojačanu pažnju i radikalne mere. Analiza ovih odnosa u toku 20. veka pokazuje da su oni zasnovani na naftnoj međuzavisnosti dveju država. Kada je krajem veka višedecenijsko loše upravljanje naftnim bogatstvom u Venezueli izazvalo društvenu i ekonomsku krizu koja je dovela na vlast Huga Cháveza, spremnog da koristi prihode od nafte protiv interesa regionalne hegemonije SAD, ove su Venezuelu označile kao problem. Američki establišment je prema tom problemu nastupio oportunistički – naftna međuzavisnost je sprečavala da sukob eskalira sve dok aktuelna ekonomsko-politička kriza u Venezueli nakon Chávezove smrti nije dala Washingtonu priliku za konačni obračun sa režimom, po cenu privremenog prekida u trgovini naftom. Godinu i po dana od izbijanja predsednička kriza u Venezueli još nije razrešena, jer se čavistički režim održao, a SAD odustale od vojne intervencije, pa autor nastoji da ukaže na perspektive problema i mogućnosti njegovog prevazilaženja nakon što tekuća pandemija korona virusa bude obuzdana. ; The author deals with the United States and Venezuela relations up to the current presidential crisis, in order to answer how and why Venezuela became a problem for U.S. foreign policy which requires increased attention and radical measures. The analysis of these relations during the 20th century shows that they were based on oil interdependence of the two states. When a decades-long mismanagement of oil riches in Venezuela at the end of the century caused a social and economic crisis that brought to power Hugo Chávez, who was ready to use oil revenues against U.S. regional hegemonic interests, it marked Venezuela as a problem. American establishment treated the problem with opportunism – oil interdependence prevented the conflict from escalating until the current economic and political crisis in Venezuela after the death of Chávez gave Washington an opportunity for the final clash with the regime at the price of a temporary break in the oil trade. A year and a half after the presidential crisis in Venezuela erupted, it has not been resolved yet, for the chavista regime remained in place, while the U.S. gave up on military intervention. The author points to the perspectives of the problem and the possibilities of its overcoming once the current coronavirus pandemic gets contained.

ASSESSMENT OF TRANSITION IN THE YUGOSLAV SUCCESSOR STATES
This paper will assess the results of transition in the Yugoslav successor states using objective and subjective criteria. Four objective criteria related to economic growth will be used to compare economic performance in Yugoslavia and its successor states; 1. Speed of recovery after war/change in system, 2. Absolute growth rates, 3. Relative growth rates, 4. Place in world development. This will be supplemented by a survey of public opinion conducted by the European Bank for Reconstruction and Development.All the four objective criteria show that the Yugoslav economy performed much better than the economies of its successor states. The survey shows that only 20 percent of population are happy with the results of transition in South Eastern European countries, while 64 percent are unhappy and 16 percent are undecided. In the former Yugoslavia much less than 20 percent of population are happy with the changes brought by the transition.

SCIENTIFIC PRECONDITIONS FOR THE DEVELOPMENT OF CLUSTER RELATIONS
The author studies the specific features of formation of cluster structures, which allow to identify economic and social preconditions for the emergence and development of cluster relations. The development of any cluster formation should be viewed as the process of interaction between opposite sides and trends arising from the intrinsic characteristics of these opposites. The author considers that cluster relations should be viewed as a system of relations on the formation and use of all types of resources aimed at the implementation of the expanded reproduction with the purpose of receiving profits systematically. Under present conditions the development of cluster relations occurs with participation of actors of economic ensuring of cluster formations' activity. On the basis of a systematic approach the author identifies and structures internal and external economic and financial conditions and factors of cluster relations. Cluster development theory is complemented by justification of key features and economic elements of cluster relations. Securitization of Serbian identity in Montenegro - analysis of the contemporary public discourse
In this paper author analyzes the attitude towards the Serbian identity by the former ruling structures of Montenegro led by the DPS. As a theoretical framework the paper uses the theory of securitization which is an adequate analytical and research concept to explain how and in what way the Serbian identity in Montenegro is marked as an existential threat and danger to the independence, sovereignty and modern character of the Montenegrin state. Although the differentiation between the ethno-national Montenegrin and Serbian identities within Montenegro is a process that began even before the declaration of independence in 2006, the author primarily focuses on the securitization processes that marked the previous two years. By analyzing the contemporary public discourse the author notices securitizing moves that fit into the "grammar of security" and identifies the main factors of the securitization process in Montenegro that seek to maintain the same social and political narrative which is dominated by the division between Montenegrin and Serbian identity and thus labeling the latter as a security threat to the state.

Resistance to the modernization of culture in Serbian society
The author discusses the crucial question of whether Serbia truly pursues the path of modernization and European integration, or just a simulation of these processes. The author proposes the thesis that there are numerous obstacles on Serbia's transitional path toward the (post)modern European society. Therefore, he tries to discover the essential reasons for the citizens' reluctance and resistance, the reasons which are related to the modernization of the Serbian society. Serbia is today at the crossroads of the traditional and modern understanding of life. It contains some elements of (post)modernization, but still with a strong influence of its traditional (conservative) heritage. The processes of re-traditionalization (re-mythologization and pseudo-mythologization) represent a major obstacle to the liberation of the society from the grip of the past and to its orientation towards European values. According to the author, the main creators of retrograde flows can be found in the political establishment of contemporary Serbia. He labels them, ironically and derogatorily, the 'guardians' of tradition, who use demagogic statements, populist paroles, and media information control (for their personal and party interests) to slow down Serbia on its European path.

On global trends in the codification of administrative procedure
In this paper, the author points to the outdated textbook classification of states into three groups, according to whether they have carried out the codification of administrative procedure or not. The first group includes the states that have administrative procedures fully codified. The second group comprises the states with the so-called mixed systems, which have uncodified procedural regulations related to the administration, while the third group contains a few states that do not have administrative procedural regulations at all. The author analyzes recent changes in this highly dynamic field in order to specify general patterns, common characteristics and peculiarities of regulations of general administrative procedure in contemporary states. The paper especially points to the general acceptance of the concept of administrative act but also underscores the differences in its content in various legal systems. The author has identified and analyzed some smaller standalone trends, such as: the increasing complexity of administrative procedures along the lines of judicial procedures, and the most recent deviations from this trend; the increasing presence of administrative contracting and other forms of alternative dispute resolutions of administrative matters; and the growing insistence on the principle of citizens' participation in administrative proceedings. The goal of the analysis is to determine the degree of influence of the Global and European administrative law on the national regulations, to explore the activities of certain expert organizations bringing together a number of experts in the field of comparative administrative law, and to discuss the course of the latest regulations in this area.

Metodological problems of comparative researches in education
Each scientific explanation, as per the author's view, is strived and required to have the most possible systematic character, and to enable the explained problem to be comprehended in the widest theoric-systhematic frame. Having analysed the methodological problem of comparative studies in education from the point of view of the mentioned studies, the author determined that the approaches to comparative study of education and schooling were not to be uniformed ones from the simple reason they had been grown out from different philosophic and theoric fundament. From the wider point of view, comparisons enable the comprehension of the phenomenon of education and schooling, their dialectics of manifestation, and their importance for human and society development. Methodologically taken, comparativistics of education and schooling is enriched with new techniques and methods. The comparison overcomes the meaning of one method (comparative method). Different orientations and different methodological procedures in comparative study of education and schooling were being appeared. Bearing in mind the complexity of comparative pedagogy problems, the author indicated the relevant methodological problems from which the historic dimension of comparative pedagogy progress was being visible. The author made the analysis of methodological problem of comparative research in education through several phases having considered basic characteristic of research, understanding of method system of comparative pedagogy, problems of contradiction of comparative research, its presence etc. From the point of view of the indicated problem, it is essential to state the consciousness on the methodological foundation of comparative researches of education and schooling is being broadened, which leads to the research of phenomenon of education at more qualitative level.

Epochs in the development of the Republic of Srpska: Establishment, Dayton and peace
In this paper, the author analyzes the key stages in the development of the Republic of Srpska, since its formation in 9 January 1992. In this context, it elaborates the process of genesis of the Republic of Srpska, its international verification by the Dayton Peace Agreement, post-conflict consolidation as a process of trial of the constitutional reform in Bosnia and Herzegovina that would redistribute responsibilities between the entity and state authorities. However, the paper points out that the Republic of Serbian unquestionable categories and that the current attempt by the U.S. and the EU for the amendment of the Constitution of Bosnia and Herzegovina did not imply denial of two-entity structure of the state. In the future, how would you rate the author will attempt leading actors in world politics to redesign the institutional framework at the level of Bosnia and Herzegovina, as well as to strengthening its negotiating capacity to assume the obligations related to membership of the European Union and the North Atlantic Treaty Organization.

Is Serbia going towards a large coalition of the Democratic Party and the Serbian Progressive Party?
In his article Dr Pribicevic analyze relation between two largest political parties in Serbia: Democratic Party and Serbian Progressive Party and possibility of the creation of the so-called large coalition after the next parliamentarian elections scheduled for the beginning of the next year. Author explains the meaning of the conception of large coalition and pointed out its results in Germany where this idea of coalition between main parties of right and left was firstly implemented. Starting from the German experience of the large coalition between CDU and SPD Dr Pribicevic analyze the benefit and the damage such coalition might bring to its participants in Serbia. In spite of the fact that both Serbian parties reject such coalition and in spit of the fact that German experience shows that SPD and CDU lost a substantial number of votes after mutual government author concludes that voters in Serbia similar to German case in 2005 could create such option as a realistic one after next elections.

European Parliament in the inter-institutional power-game : 'Traumatic' experience on the control function
The paper discusses the role of the European Parliament in the inter-institutional quest for power on the ground of the effectiveness of its control over the supra- national institutions and bodies with the intelligence function as well as in the protection of the right to privacy. The starting assumption is that, despite the Lisbon reform, the powers and jurisdiction of the European Parliament are still quite limited with a view to oversight of the EU policy implementation and the performance of the EU institutions, respectively. The author examines the following cases: the recently revealed practice of massive electronic surveillance of the EU citizens' communication, the unselective processing of personal data, and the semi-secretive set up of a supranational intelligence function out of the MEPs' reach. The analyzed cases show that the European Parliament's control powers are weak when it comes to the issues that demand a narrow technical expertise, but still can endanger civil rights. The author concludes that the protection of the right to privacy can indicate the real power of the Parliament in future dynamics of the supranational institutional framework.

Harmonization of the Western Balkan states and European Union common foreign and security policy: Between normativity, declarativity and reality
Harmonisation of the foreign policies of the Western Balkan states with the EU Common Foreign and Security Policy (CFSP) within the Charter 31 of the pre-accession negotiations will be a significant obligation and challenge for most of them. Within this context, the author takes as a starting point the regular annual reports on the progress achieved by the states in the region. They show the degree of harmonisation of their foreign policies with this Union's mechanism (within four years in the 2011-2014 period). The author of the article particularly points to the real and substantial discrepancy between the normative framework of the EU CFSP and the specific activities taken by the Western Balkan states in the part concerning their position to the current crisis in Ukraine which, in a way, 'reflects' the geo-strategic interests of the 'West', on one hand, and those of the Russian Federation, on the other. At the same time, he points to the membership in the North Atlantic Alliance as a favourable framework for the acceleration of harmonisation of a country's foreign policy with the EU CFSP.

Instruments of quantification of the political regime types within the security studies
Measuring the quality of political regimes is a field that occupies a traditional place in statistical studies that have the subject of studying the characteristics of the political system as an important segment of the explanation of the behavior of states in international relations. In a desire for a comprehensive and complete spatial and temporal interaction, researchers seek to classify data categories through an extremely complex set that represents the starting point for further research. The aim of this article is a comparative overview of the most used quantitative instruments of the level of the political regime. In addition, the author points to the advantages or limitations of certain databases. The subject of the comparative presentation are the following databases: Polity IV, Lexical Index of Electoral Democracy-LIED, Authoritarian Regime Dataset, Varieties of Democracy, and other data sets relevant to statistical testing. In addition, the author presents the problems that researchers in security studies meet in "measuring" the level of the political regime, that is, quantifying the relationship between democracy and autocracy. The method of descriptive statistics will be used in order to present the most important statistical cross-sections of the instruments used in modern research.

Old/new peripherals of Europe ; Stare/nove periferije Evrope
The author constrasts the normativity of Europe with the center-periphery issue. He argues that the normativity of Europe has been challenged by the center-periphery problem. In the first part of the article, the author discusses the normativity of Europe and proposes a new concept – embeded normativity. In the second part, he presents several theories on the center-perifery relations and stresses the relevance of structural assymetries. In the third part, Central and Eastern Europe is compared to Latin America in three historic sequences. The last part is a summary of the arguemts and their relevance for the present crisis that can be understood as an ensemble of structural and systemic tendencies. ; U članku se kontrastira normativnost Evrope sa problematikom centar/periferija. Tvrdi se da je normativnost Evrope izazvana pomenutom problematikom. Shodno tome, u prvom delu se razmatraju elementi normativnosti u Evropi i pokušava se promisliti kategorija utkane normativnosti. U drugom delu se tretiraju teorije o odnosima između centra i periferije, te naglašava se relevantnost teorija koje artikulišu strukturalne asimetrije. U trećem delu se logikom komparativne metode stavljaju u odnos postignuća Srednje i Istočne Evrope i Latinske Amerike, i tematizuje se analitička relevantnost pomenute komparacije s obzirom na tri izabrane istorijske sekvence. U poslednjem delu se rezimira izvedena argumentacija s obzirom na sadašnju krizu i pokazuje da se reperiferijalizacija krize može razumeti kao sklop između strukturalnih i sistematskih tendencija.
