Tommaso Campanella (1568-1639) is one of the most fascinating, if hitherto inaccessible, intellectuals of the Italian Renaissance. His work ranges across many of the intellectual, ecclesiastical, and political concerns of that tumultuous era. John Headley uses Campanella's life and works to open a window into this complex period. "The time has come to define feminism; it is no longer possible to ignore it." The Century Magazine, 1914In this landmark addition to scholarship, Nancy F. Cott, author of The Bonds of Womanhood, offers a new interpretation of American feminism during the early decades of this century-a period traditionally viewed as on in which women won the right to vote and then lost interest in feminist issues. Cott argues instead that his period was a time of crisis and transition from the nineteenth-century "woman movement' to the beginning of modern feminism. Many of the issues that are central to women today, says Cott, were firmly articulated in the early decades of this century. For example, the problem of defining sexual equality so as to recognize sexual difference between men and women, the ambiguous potential of a movement seeking individual freedoms for women by mobilizing sex solidarity, and the tensions involved in attaining full expression in work and love are all enduring elements of feminism seized upon by women of the 1910s and 1920s.First discussing how feminism was indebted to its predecessors, Cott shows that increasing heterogeneity and diverse loyalties among women in the early twentieth century contradicted the premise of the nineteenth-century "cause of woman" (the singular noun symbolizing the unity of the female sex). This paper provides an assessment of efforts in six of the seven countries to improve public accountability to women in the development process. The paper begins with a brief theoretical discussion of feminist perspectives on the developmentalist state (Part I). It then goes on to provide an overview of some of the more prominent political, economic and social trends of the past two decades, against which efforts have been made to institutionalize gender in state development processes (Part II). In the main body of the paper (Part III), the author provides a historical and comparative analysis of efforts in the six case study countries to institutionalize gender concerns. The picture that emerges is one of extraordinarily fractured trajectories of institutionalization within the public administration. Most of the gender units within government bureaucracy that are studied here have a mandate to pursue their agenda across other government departments - a project that is sometimes called "mainstreaming". For this they have devised a range of policy instruments (e.g. gender guidelines, gender training) intended to bring about gender-sensitive institutional, policy and operational changes across the public sector in order to make responsiveness to women's interests a routine part of each sector's activities. Despite significant efforts, the attempts to routinize gender concerns have for the most part been ineffective because gender units have been unable to provide the necessary incentives to encourage a positive reception in other departments. Some of the critical areas for gender mainstreaming considered in the paper include the national development plan and budget which constitute important public statements expressing politically selected priorities for change and progress, and are based on a macro-economic framework designed to create the conditions under which this national vision can be realized. Efforts so far in the countries studied have failed to ensure a systematic connection between national policy commitments to the integration of gender in development and the budgetary allocations that are necessary to realize those commitments. The chronic short-staffing of gender administrative units, compounded by their weak analytical skills, has tended to contribute to this failure. Equally important, however, has been the political weakness of gender constituents outside the state. In the politics of policy-making a critical point of leverage on decision makers is popular pressure and public opinion - the presence of an active constituency.

Behind the Mask of Chivalry brings the "invisible phalanx" of the Ku Klux Klan of the 1920s into broad daylight, culling from history the names, the life stories, and the driving motivations of the anonymous Klansmen beneath the white hoods and robes. Author Nancy MacLean exposes the inner workings of the Klan movement, and explains how it was able to attract millions of American men. Using an unusual and rich cache of internal Klan records from Athens, Georgia to anchor her observations, she combines a fine-grained portrait of a local Klan world with a penetrating analysis of the movement's ideas and politics nationwide. The result is a new, multi-dimensional understanding of the social conditions, cultural currents, and ordinary men that built this archetypal American reactionary movement. This book reveals how and why the Klan achieved a level of power and influence unmatched by any other American right-wing movement. The second Klan mobilized a nationwide following largely through campaigns waged over concerns that today would be called "family values": Prohibition violation, premarital sex, lewd movies, anxieties about women's changing roles, and worries over waning parental authority. Issues of gender and family life were essential to the movement. Yet, MacLean shows, crusades over "morals" always operated in the service of the Klan's larger agenda of virulent racial hatred and middle-class revanchism. The men who deplored sex among young people and sought to restore the power of husbands and fathers also wanted to make the U.S. a "white man's country," by taking the vote from blacks and barring immigrants. In vigilante terror, Klansmen acted out their movement's driving, brutal determination to maintain inherited hierarchies of race, class, and gender. Comparing the Klan to European fascist movements that grew out of the crucible of the First World War, MacLean maintains that the remarkable scope and frenzy of the movement is less a measure of members' power within their communities, than of the challenges to that power posed by African Americans, immigrants, Jews, Catholics, labor, and white women and youth who did not obey the Klan's canon of appropriate conduct. This volume sheds light upon the omnipresent discussion of `crisis' in our times by returning to the thought of the two philosophers upon which much of this talk is consciously (or unconsciously) based, namely, Edmund Husserl and Martin Heidegger. By tracing the narrative of the `crisis' from Husserl's early treatment of arithmetic and logic through to Heidegger's meditations on the essence of technology, the author not only proposes a unified reading of both Husserl's and Heidegger's work, but points to important elements of the often underplayed continuity between these phenomenologists. At the same time, the concept of `crisis' also illustrates the difference between Husserl and Heidegger. Though both define the crisis as one of `forgetting', and both view this `forgetting' as a matter of philosophical responsibility, essential divergence emerges in their interpretation of this phenomenon. Three questions uncover these points of convergence and divergence. First, does not the `forgetfulness' reveal itself as a type of felix culpa, a necessary decay that now reveals itself in a positive light, indeed, as the precondition of history itself? Second, what is presupposed when the subjects is held responsible for forgetting? Third, what are the political consequences of such `crisis'-philosophy? This last question allows access not only to hidden political aspects of Husserl's thought, but opens a further perspective for considering Heidegger's overt political activities. Husserl, Heidegger and the Crisis of Philosophical Responsibility reveals the presuppositions about history, the subject, and the subject's relationship to a community that lie at the heart of any `crisis-thinking'. While demonstrating in scholarly fashion that the notion of `crisis' forms a hermeneutical key to the work of both Husserl and Heidegger, this work also grapples with questions of considerable contemporary significance: for what is philosophy `responsible' in this age of the crisis of reason, and in a broader sense, what does it mean to be `responsible' for that which we do not fully control? "The aim of this treatise has been the construction of a true system of political philosophy, the determination of the ultimate nature of the State and the grounds upon which its authority may be justified. Philosophy has been defined as a criticism of categories, and thus, in the present work, the task has been to subject the principal terms and concepts of political science to as careful an examination, and as rigid a definition, as is possible. Beyond all previous periods, the present century has been prolific in the creation of new and complex political conditions. With the appearance of the modern constitutional State with its functions and organization reduced to definite written statement, with the formation of the greatest variety of federal unions between States formerly independent, with the rise of international relations into technical definiteness, with the clearer distinction between public and private rights, between moral and civic obligations, -with all these new phases of political life, problems in theory have arisen, which require for their solution the keenest of philosophical analysis, and the highest degree of accuracy in the application of the terms used. It is, therefore, with the greatest diffidence that the present work is offered as an attempt to afford some slight assistance in this direction. By no one better than by the author, is it appreciated that deficiencies may appear, and that his work will be subject to criticism from many sides. From the nature of the case, this must be so, where, as in the following pages, positions have been assumed that vary so widely from those held by other writers. Lying, as this inquiry does, within the field of pure political speculation, the introduction of historical or descriptive matter has not been necessary, except for purposes of explanation and illustration. The only departures from this have been in the treatment of the Composite State, where the importance and complexity of the subject seemed to demand a somewhat particular description, and in the last chapter, where have been considered some of the political tendencies and problems apparent in modern life.
