Ausgehend von einem vierteiligen Bildungssystem ist die Weiterbildung derjenige Bildungsbereich, der eindeutig die größte Personenzahl erreicht: Fast die Hälfte der Bevölkerung im Alter von 19 bis 64 Jahren hat im Berichtsjahr 2006/2007 an organisierten Formen der Weiterbildung teilgenommen. Das sind rund 22 Mio. Bürgerinnen und Bürger Deutschlands, denen zum Beispiel 8,8 Mio. Schülerinnen und Schüler (Primar- und Sekundarbereich I) und knapp 2,3 Mio. Studierende gegenüberstehen. Im Folgenden wird beschrieben, wie sich dieser Bereich von den anderen Sektoren und sonstigen Aktivitäten abgrenzt und durch welche Segmente er geprägt wird. Herausgearbeitet wird auch, inwiefern aussagekräftige Datenquellen zur Weiterbildung vorliegen, um analog zu anderen Bildungsbereichen Entwicklungslinien und Strukturen nachzeichnen zu können.

Der Autor untersucht aus der Perspektive einer praxeologischen Wissenssoziologie und mittels der dokumentarischen Methode die Aneignung und Rezeption von Filmen. Anhand des Spielfilms "The Others (2001) entwickelt er verschiedene Typen der Rezeption durch Jugendliche. Er befasst sich vor allem mit dem Typus der "produktiven Aneignung", bei dem sich habituelle Orientierungen der Jugendlichen in wichtigen Komponenten verändern. In einem empirischen Forschungsprojekt wurden hierzu 14 Jugendliche im Alter von 18 bis 22 Jahren nicht nur zum genannten Film, sondern auch zu ihrem Umgang mit Filmen allgemein befragt. Den Film "The Others" haben die Jugendlichen zudem schriftlich nacherzählt, ergänzt um den persönlichen Eindruck und das eigene Urteil. Der Autor bezieht die Nacherzählungen und die Interviews bei der Auswertung jeweils aufeinander und analysiert sie mit Hilfe der dokumentarischen Methode. Seine Ergebnisse verdeutlichen, dass Filme einerseits als Ressource für Gruppeninteraktion und soziale Beziehungen und andererseits als Ressource zur Welterfahrung dienen. Die letztere wird z. B. wirksam, wenn die von einem Film inszenierte Realität von Jugendlichen mit ihrer Alltagspraxis und ihren eigenen Orientierungen verknüpft wird. Der Autor diskutiert ferner Konzepte zur Zuschaueraktivität, vor allem sozialkonstruktivistische Ansätze aus der kognitiven Filmpsychologie, der systemtheoretischen Rezeptionsforschung und den Cultural Studies. The author first provides a concise historical overview of New Zealand education, before examining what he calls the "big bang" in education in the 1980s. Subsequently, the author focuses on the impact of IOs on education policy, politics, and polity in New Zealand. Emphasis is placed on how IO governance has guided and facilitated the "phase of stabilization and optimization" since the drastic reform of the 1980s. Particular attention is dedicated to how New Zealand has managed tensions between various guiding principles on education, for example, human capital vs. human right, and the potential impact of IOs. The conclusion offers a summarizing analysis of the findings through the prism of state transformation capacity and international stimuli for policy change. (DIPF/Orig.).

"In this paper the author discusses different aspects and options for infrastructure policies during and after the financial and economic crisis. The author distinguishes between short-term objectives and more structural long-term objectives. Almost all countries, and certainly Germany, the EU, and the United States, used infrastructure spending policies as a pro-active instrument to stimulate the economy. However, the window of opportunity to challenge the traditional allocation of infrastructure expenses was not actively used. From a structural perspective, the crisis has high-lighted new challenges, such as the development of appropriate organizational models for providing, financing, and producing in network infrastructures, and the readjustment of incentive regulation in the light of substantial infrastructure investment requirements. 'The economic crisis can prove the catalyst to a more imaginative approach to infrastructure - holding up demand, creating jobs and providing future generations with a set of assets.'
