How do states overcome problems of collective action in the face of human atrocities, terrorism and the threat of weapons of mass destruction? How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections - what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. Moreover, as the Trump administration promotes an "America First" policy and withdraws from international agreements and the United Kingdom completes Brexit, Constructing Allied Cooperation is an important reminder that international security cannot be delinked from more mundane forms of cooperation; multilateral military coalitions thrive or fail depending on the breadth and depth of existing social and diplomatic networks.

By the 1980s it had become the fastest growing large economy in the world and, in the process, made the transformation from a low-income to a middle-income economy. As the state comes to play a larger role in the community the question of the extent to which government is subject to the general law of the land assumes increasing importance. This book examines the limits of two related forms of state immunity: crown or governmental immunity from statue and intergovernmental immunity. The first results from the rule of statutory construction that the crown, representing the executive government, is not bound by legislation except by express words or necessary implication. The second is of a constitutional order and provides a degree of freedom to each level of authority in a federal system from the laws of the other level of authority.The author considers, in separate chapters, the effect which statues can have upon a government when it confronts the legal system in tort proceedings, in criminal actions, as a party to a contract, as a creditor, and as a potential taxpayer. Some of the particular questions that are canvassed are as follows: can the crown recover damages against a subject beyond the limit liability prescribe by statue? Is a servant of the crown, such as a member of the armed forces, liable to conviction for a traffic offence committed while in the course of his duty? Is the Commonwealth of Australia as a landlord limited in what it may charge its tenants by state rent control legislation? Can a provincial liquor board import supplies for resale free of Canadian customs duties? The author's examination of judicial decisions on intergovernmental immunity, one of the most difficult areas of constitutional law, exposes the confusion that exists as to the precise scope of the immunity. One of the principal purposes of this book is to impose some order on his jurisprudential chaos and to suggest directions of approach for the future. Fukushima Fiction introduces readers to the powerful literary works that have emerged out of Japan's triple disaster, now known as 3/11. The book provides a broad and nuanced picture of the varied literary responses to this ongoing tragedy, focusing on "serious fiction" (junbungaku), the one area of Japanese cultural production that has consistently addressed the disaster and its aftermath. Examining short stories and novels by both new and established writers, author Rachel DiNitto effectively captures this literary tide and names it after the nuclear accident that turned a natural disaster into an environmental and political catastrophe. The book takes a spatial approach to a new literary landscape, tracing Fukushima fiction thematically from depictions of the local experience of victims on the ground, through the regional and national conceptualizations of the disaster, to considerations of the disaster as history, and last to the global concerns common to nuclear incidents worldwide. Throughout, DiNitto shows how fiction writers played an important role in turning the disaster into a narrative of trauma that speaks to a broad readership within and outside Japan. The history of Japan's road to war in China during the 1930s and 1940s is well known, as are the legacies of that disastrous conflict in the diplomatic disputes, territorial rows, and educational policy battles between Japan and China since the 1980s. How did a popular Japanese perception of China that facilitated imperial aggression during the early 1940s become one that embraced both the restoration of friendly diplomatic ties and the cultivation of mutually beneficial economic and cultural interactions by the early 1970s? Exploring everyday Japanese impressions of the People's Republic of China from the end of the U.S. Occupation in 1952 to the normalization of Japan-China relations in 1972, this book analyzes representations of the PRC in Japanese print media and visual culture in connection with four main topics: the 1954 visit to Japan by PRC Minister of Health Li Dequan, China's atomic weapons testing in 1964-1967, the Red Guard movement of the early Cultural Revolution years, and the culture of continental "rediscovery" in 1971-1972. "Investment is the engine of growth. In consequence, the social welfare of the populace depends on the expectations of uncertain profitability as understood by the agents of a wealthy few who decide upon levels of investment. As private wealth is intimately tied to the investment process, the importance of wealth concentration goes far beyond considerations of equity. In recent years, private economic power has become increasingly concentrated as more of the population has become dependent upon an elite pursuing private ends. In this context, this book examines the role of capital accumulation in various historical contexts. Over seventy years ago, Michal Kalecki derived the mathematical relationship between government deficits, the external trade account and free cash--defined as the gross profit over and above that portion ploughed back into new investment. Since then, the free cash literature has remained largely within an industrial organizational context where free cash theory has helped to explain mergers. In contrast, this book, revisits Kalecki's free cash construction at the macro and global level and explores the various causes and effects of free cash on the economy. As part of this examination, the author highlights the historical uses of free cash in imperialist adventures, mergers and speculative endeavours. Exploring everyday Japanese impressions of the People's Republic of China from the end of the U.S. Occupation in 1952 to the normalization of Japan-China relations in 1972, this book analyzes representations of the PRC in Japanese print media and visual culture in connection with four main topics: the 1954 visit to Japan by PRC Minister of Health Li Dequan, China's atomic weapons testing in 1964-1967, the Red Guard movement of the early Cultural Revolution years, and the culture of continental "rediscovery" in 1971-1972. Japanese views of the Chinese world under Chairman Mao were infused with elements of thematic and conceptual continuity linking the prewar, wartime, and postwar eras. In sketching out a portrait of these elements, as revealed in a wide variety of popular media sources of that time, author Erik Esselstrom explains how the reconstruction of Japan's relationship with China after the Second World War included far more than just the trials and tribulations of Cold War diplomacy.
