In this work, we address the problem of blocking in the context of author name disambiguation. We describe a framework that formalizes different ways of name-matching to determine which names could potentially refer to the same author. We focus on name variations that follow from specifying a name with different completeness (i.e. full first name or only initial). We extend this framework by a simple way to define traditional, new and custom blocking schemes. Then, we evaluate different old and new schemes in the Web of Science. In this context we define and compare a new type of blocking schemes. Based on these results, we discuss the question whether name-matching can be used in blocking evaluation as a replacement of annotated author identifiers. Finally, we argue that blocking can have a strong impact on the application and evaluation of author disambiguation.

The aim of this article is to find in the pages of the national magazine Revista 22, reflections of the minority issue - in this case the targeted subject being the condition of Jewish minority of Romania in the country or emigrated abroad (as for instance Israel). The article brings into discussion also reflections of Jews in Europe. The method of work is the critical interpretations of articles combined with a descriptive analysis of their content. Our conclusion leads to the fact that there is a small, active community of Jews in Romania represented at the political level as a minority community, pursuing specific interests who cherishes the memory of Holocaust and wants to say the truth about it, having important ties and connections with the Romanian Jews from Israel and being directly interested in maintaining Jewish interests in Israel. At European level, the problems, existing with the inner states minorities, are amplified by waves of migrations coming from Asia. The conclusion is that the Revista 22 brings a lot of information about the Jewish minority from Romania, resolving the historical issue of saying the truth about the Holocaust, but, as a recommendation, I suggest to bring more fresh news and periodically about Israel, as a vivid center of religions, that concerns European Union and its citizens.

Die Risiken sozialer Isolation und Einsamkeit sind unterschiedlich hoch und entwickeln sich mit dem Älterwerden im Verlauf der zweiten Lebenshälfte verschieden: Während das Isolationsrisiko zwischen dem 40. und 90. Lebensjahr relativ kontinuierlich von vier auf 22 Prozent steigt, verläuft das Einsamkeitsrisiko u-förmig. Vom Alter 40 bis Mitte 60 sinkt es, danach nimmt es wieder zu, ist aber selbst im sehr hohen Alter, mit 90 Jahren, mit rund elf Prozent nicht höher als mit 40 Jahren.
Das Isolationsrisiko unterscheidet sich im Alternsverlauf zwischen Frauen und Männern: Bei Männern steigt das Risiko sozialer Isolation über die betrachtete Altersspanne zwischen 40 und 90 Jahren relativ gleichmäßig von fünf auf 20 Prozent an. Frauen erleben zunächst einen schwächeren Risikoanstieg, der sich im Rentenalter jedoch beschleunigt, so dass sie im Alter ab Ende 70 ähnlich häufig sozial isoliert sind wie Männer. Zuvor haben Frauen mehr als drei Lebensjahrzehnte lang vom Alter Anfang 40 bis Mitte 70 ein geringeres Isolationsrisiko als Männer.
Auch das Einsamkeitsrisiko unterscheidet sich im Alternsverlauf zwischen Frauen und Männern: Im mittleren Erwachsenenalter zwischen 40 und 60 Jahren sind Männer etwas häufiger einsam als Frauen. Der Geschlechterunterschied nimmt mit steigendem Alter jedoch ab und dreht sich im Verlauf des Rentenalters um, so dass im hohen Alter mehr Frauen als Männer einsam sind. Mit 90 Jahren haben Frauen ein Risiko von 14 Prozent einsam zu sein. Bei Männern in diesem Alter beträgt das Einsamkeitsrisiko neun Prozent.
Bei jüngeren Geburtskohorten steigt das Isolationsrisiko mit dem Älterwerden nicht mehr so hoch an wie bei den älteren Geburtsjahrgängen. Das Einsamkeitsrisiko ist in den später geborenen Jahrgängen weniger stark mit dem Älterwerden verknüpft. Der soziale Wandel hat die Unterschiede zwischen Frauen und Männern nicht verändert: Während bei den 1930 bis 1939 geborenen Menschen das Isolationsrisiko bis in das Alter von Mitte 70 stieg, endet der Altersanstieg des Isolationsrisikos bei den 1950 bis 1959 Geborenen vorläufig bereits im Alter Mitte 60 auf einem niedrigeren Niveau. Beim Einsamkeitsrisiko zeigt sich für die 1950 bis 1959 Geborenen ein niedrigeres Ausgangsniveau im mittleren Erwachsenenalter und eine Abflachung des u-förmigen Alternsverlaufs. Voraussichtlich werden die dann 70- bis 80-Jährigen nicht häufiger einsam oder sozial isoliert sein als die heutigen 70- bis 80-Jährigen. Zudem ist bislang keine Angleichung in den Alternsverläufen zwischen Frauen und Männern erkennbar.

In the present article Kondratieff waves theory is considered in comparison with the theory of production revolutions which analyzes the regularities of the major technological breakthroughs in history. Both theories analyze the processes of cyclic nature related to the innovative technological development of the World-System. The mutual comparison of both theories allows the author to make important clarifications in understanding of the long-wave dynamics as a whole, as well as to give relevant explanations of the peculiarities of the unfolding of each of the five waves and their phases, to make forecasts about the sixth wave and the development of technologies of the sixth technological mode. The special attention is paid to the analysis of aspects and limitations of the theory of technological modes, as it is used by many researchers to explain the causes of the long-wave dynamics.

Local power is carried out within the territorial boundaries of local municipalities that are delimited by each other through clearly defined borders and their degree of autonomy and vitality and depends, to a large extent, on the principles underlying the territorial organization of this public power.
The author considers that the territorial organization of the public power in the Republic of Moldova must be carried out on the basis of the following principles: a) respect for human rights, b) respect for historical, national and local traditions, c) economic and financial sufficiency, d) ensuring the participation of the population in the management of local public affairs, e) maximum proximity of the local public authorities to the inhabitants, f) population consultation on issues related to the territorial organization of the public power, g) legality, h) respect of the scientific achievements.
It was concluded that there is no strict dependence on the process of the territorial organization of public power to the objective criteria for creating territorial systems for the exercise of public power. Unlike other systems, the system of territorial organization of public power is much more static. This is a necessary condition for the proper functioning of the public authorities, which must have a permanent and clearly defined territorial area of activity.
The territorial organization of power in the Republic of Moldova was influenced by the factors of social, economic, organizational, national, historical, political nature. Each of the listed factors can determine the most important aspects of the territorial structure at certain stages of state development.
