Chalmlee-Wright argues that international aid programmes have often been unsuccessful because they are imported. The economics of the Austrian School provide a far stronger theoretical framework which can introduce cultural analysis into questions of economic development and other market processes.
This report arises from research carried out in Iganga and Namutumba districts in late 2006/early 2007 by the Cultural Research Centre (CRC), based in Jinja. Our research focus was to gauge the impact of using Lusoga as a medium of instruction (since 2005 in "pilot" lower primary classes) within and outside the classroom. This initiative was in response to a new set of circumstances in the education sector in Uganda, especially the introduction by Government of teaching in local languages in lower primary countrywide from February 2007. This followed an experimental period, in selected pilot districts, including Iganga, where fifteen pilot schools had been chosen: all these became part of this study.

The work under review is a quasibiographical text by one of Africa's most important post-colonial philosophers and intellectuals. Hountondji is known in Africana philosophical circles for having produced two important paradigmatic works representative of the attempted autonomy of Africa's thinkers as they sought to come to terms with Africa's experiences at the end of the colonial era. That era represented the culminating point of the clash of European and African civilizations dating from the fifteenth century. The expulsion of the Moors from Spain and the three hundred year Atlantic slave trade constitute key moments in this ongoing encounter.
