Filistin sorunu özelinde Türkiye'nin 1990'lı yıllar ve sonrasındaki Ortadoğu politikası ; Turkey's Middle East policy since the 1990s with special reference to the Palestanian question
Bu çalışma, Türkiye'nin Ortadoğu'ya bakışını ve Filistin Sorunu'nun Türkiye'nin Ortadoğu politikasına etkilerini inceleme amacıyla ele alınmıştır. Ortadoğu'nun stratejik önemi, 20. yüzyılda bölgenin zengin enerji kaynaklarına sahip olduğunun keşfi ile daha da artmıştır. Türkiye'nin bölgeye komşu olması ve bölge ile tarihsel ve kültürel bağlarının bulunması Türkiye açısından bölgenin önemini bir kat daha artırmıştır. 80'li yılardan sonra artan terör tehdidi ile Türkiye bölgeyle güvenlik açısından da ilgilenmeye başlamıştır. Türkiye'nin Ortadoğu politikasına ekonomik ve güvenlik boyutunun yanında Filistin sorunu da etki etmektedir. İsrail Devleti'nin kurulması ile başlayan Arap-İsrail çatışması Türkiye'nin Ortadoğu politikasının şekillenmesinde etkili olmuştur. Soğuk Savaşın bitiminin ardından yani 1990'lı yıllardan itibaren uluslararası alanda yeni birtakım açılımlar ortaya çıktı. Irak'ın Kuveyt'i işgaliyle başlayan gelişmeler Ortadoğu'yu sıcak gelişmelerin merkezine oturttu. Türkiye dış politika ve güvenlik anlayışını yeni döneme uyarlamak zorunda kaldı. Türkiye'nin tehdit algılamaları bu dönemde kuzeyden güneye kaymaya başlamıştır. Bu dönemde PKK, su sorunu ve Kuzey Irak'taki gelişmeler Türkiye'nin bölgeyle olan ilişkilerini şekillendirmiştir ; This thesis aims to examine Turkey?s Middle East policies and their effects on the Turkish foreign policy. Strategic importance of the Middle East has been credited by the discovery of rich natural resources during the 20th C. Historical and cultural ties between Turkey and the Middle East and resultant close relations have contributed to the high level interests in the region. Turkey?s focus intensified in the Middle East due partly to the terror mainly stemming from the fragile security arrangements. Palestanian question is one of the main focuses of Turkey in respect to Middle East. The question was severed with the establishment of Israeli state. With the end of the cold war in international relations, there appeared certain new arrangements and power balances. In this sense, the invasion of Kuwait in 1990 by the Iraqi forces brought insoluable new questions in Turkish foreign policy towards the Middle East. Turkey had to adjust its policies according to new era. Security issues and threats have been thought to be coming from the South, namely the Middle East. This has shaped the policies of Turkish governments as respect to the region.
