Türkiye, NATO bünyesinde ortak güvenliğini güçlendirmek ve bölgesel savunmasına destek sağlamak maksadıyla 1954 yılında çıkarılan kanunla Amerika Birleşik Devletleri ile karşılıklı işbirliği dengesi kurmuştur. Türkiye, Waşington Antlaşması kapsamında savunmaya yönelik olmak suretiyle muhtelif yerlerde ABD'ye bazı imkânlar tanırken askerî envanter ve eğitim alanlarında da ABD'nin yardımlarından yararlanmıştır. Ancak 1974 Kıbrıs Barış Harekâtı sonrasında ABD'de Türkiye aleyhinde kampanyalar yürütülmüştür. Bu kampanyalar neticesinde Türkiye, ABD Kongresinde bazı etnik grupların girişimleriyle NATO ittifakına uymayacak yaptırımlara maruz kalmıştır. Kıbrıs meselesi ve Türk -Yunan ihtilâfındaki meseleler üzerinden politik bakımından Türkiye'yi zor durumda bırakmak, Türkiye'nin Amerikan yapımı teçhizata bağımlı olan Türk savunmasını sınırlandırmak ve hatta dondurmak amacıyla Türkiye'ye 1975 yılında silah ambargosu uygulanmıştır. Ambargo kararına Türkiye'de siyasi, askeri ve sivil çevreler, sert tepki göstermiştir. Dönemin Türk Hükümeti tarafından Ambargo kararına misilleme olarak İncirlik dışında Türkiye'deki bazı tesislerin faaliyetleri durdurulmuştur. ABD kongresinde alınan bu Ambargo kararının arkasındaki en büyük itici güç, şüphesiz Yunan Lobisi olmuştur. Ancak bu etnik lobi dışında bu karara destek veren ABD'deki diğer en büyük etnik lobi olarak bilinen Yahudi lobisi, dikkatlerden kaçmıştır. Yahudi Lobisinin İsrail'in Türkiye ile olan ilişkilerini zor duruma sokacak bu kampanyaya destek vermesi, dönemin siyasi otoriteleri tarafından ön görülmemiştir. Diğer taraftan bu kararın Yunanistan'ın askerî bakımından rahatlamasını ve Ege Denizinde hava ve deniz üstünlüğünü sağlamasına da imkân yaratacak bir karara Yahudi lobisinin destek vermesi şaşkınlıkla karşılanmıştır. Yahudi lobisinin bu karara destek vermesinin Türkiye'nin Arap dünyası ile ilişkilerinden mi yoksa ABD'nin İsrail'e rağmen Arap dünyası ile işbirliklerinden mi kaynaklandığı soruları da cevapsız kalmıştır. Bu çalışmada 1975 yılında yaşanan bu olayları, tespit edebilmek için dönemin İngiliz Dış İlişkiler Ofisi'nin resmî yazışmaları, Türkiye Cumhuriyeti Cumhuriyet Senatosu ve TBMM tutanakları dönemin basını gözden geçirilerek bu sorulara cevaplar aranacaktır. ; Turkey has established, to strengthen the common security within NATO and with the aim of providing support to regional defense, a balance of mutual cooperation with the United States since 1954. Turkey in the political, military and civilian circles, gave a great response to the decision embargo. The Greek Lobby was undoubtedly the main driving force in the approval of the embargo decision. However, apart from this ethnic lobby, another group that supports this decision is the Jewish lobby. In fact, when considered in the context of Israel's relations with Turkey, this support is unprecedented front. Moreover, Turkey is in terms of this resolution and to provide relief from the terms of Greece's military air and naval superiority in the Aegean Sea will create opportunities were taken aback considered as a decision to support the Jewish lobby. Is that the Jewish lobby in Turkey's relations with the Arab world to support this decision or that originates from Israel despite United States relations with the Arab world will be thoroughly evaluated in this study. In this study, in order to determine these events that took place in 1975, the official correspondence of the period, the minutes of the parliament and the press were reviewed and a conclusion was reached.

Migrant neighborhoods, ethnic quarters, colonies, ghettos are many terms for the urban segregation phenomenon of growth of urban areas, in which certain immigrant groups are concentrated in major German cities. Not only In social or political debates, but also in science, these urban spaces usually have negative connotations. Due to the presence of migrants, a quarter is seen as devalued both socially and structurally. Wilhelminian buildings are dilapidated, shops are empty and there is a negative image change. The majority is more or less in consensus: the migrant concentration in a quarter is equivalent to a massive devaluation. However, cities or quarters are dynamic structures that are subject to constant change. Of course, this does not only apply to spaces, but also to social and societal aspects. In the last ten to fifteen years in particular, change processes can be seen in ethnic quarters. These changes have been investigated in scientific studies since the early 2000s. These studies revealed that some migrants are financially capable to acquire and invest in residential property in ethnic quarters. Some research on this process identifies a supportive function for integration (Serap Firat 2002, Patricia Bernhardt 2008), while other studies (Heike Hanhörster since 2003) even speak of a stabilizing factor for disadvantaged neighborhoods, in order to counteract deficient developments in ethnic neighborhoods. Against this background, the question arises: is the present scientific view of ethnic quarters still timely? Most of the research on ethnic segregation in Germany was conducted in the 1970s to the 1990s. To what extent they also cover current dynamics is questionable. Results from the 21st century, in particular, indicate in part contrary developments than the deficit processes described in the literature about ethnic quarters. ÖZETİHRACATI TEŞVİK TEDBİRLERİ VE İHRACATTA KDV İSTİSNASI UYGULAMALARIGelişmiş ve gelişmekte olan ülkelerin temel amaçları ihracatın artırılması olmuştur. Ülkemizde ihracatı teşvik tedbirleri olarak, öncelikle belirli bir üretim düzeyini yakalayabilmek için ithal ikame politikası izlenmiş daha sonra söz konusu politikanın doğurduğu bir takım sorunlarında etkisiyle 1980 tarihinde alınan ekonomik kararlar çerçevesinde ihracata yönelik sanayileşme stratejisi benimsenmiştir. Bu dönemde ihracatçılar doğrudan parasal teşviklerle desteklenmişlerdir. 1990'lı yıllarda Avrupa Birliği (AB) ve Gümrük Birliği Anlaşması çerçevesinde teşvik siteminin AB ile uyumlaştırılması nedeniyle, doğrudan parasal yardımlar önemli ölçüde kaldırılmış, bölgesel ve vergisel teşvikler ve devlet yardımları adı altında ihracatçılara Ar-Ge, pazarlama, istihdam, eğitim gibi günümüz koşullarına uygun, yararlı teşvikler verilmeye başlanmıştır. AB'ne girme aşamasında olan Türkiye de vergi kanunlarını ve muhasebe sistemlerini uluslararası çalışmalara uyum sağlayacak şekilde düzenlemeye çalışmıştır. Vergilendirmede önemli bir yeri olan Katma Değer Vergisi (KDV) de bu çalışmalar içinde önemli bir paya sahip olmuştur. İhracatı teşvik etmek için Türk Katma Değer Vergisi Kanununda "İhracat İstisnası" başlığı altında düzenlemelere yer verilmiştir. ihracata konu malın üretimi ve tedarikinde katlanılan yüklerin iadesi olan KDV iade sistemi ihracatçıların finansmanında ve uluslararası rekabetlerinde önemli bir unsur olmuştur. ABSTRACTEXPORTATION INCITEMENT MEASURES AND VAT EXCEPTION APPLICATIONS IN EXPORTATIONThe major goal of both developed and developing countries has been to increase the export. Two major measures on promoting export activities have been implied in Turkey one of which was adopting the policy of imported substitution in the first place to live up to a particular level of production, and then in the year 1980, a strategy on industrialization aimed at exporting activities were adopted in accordance with the economic decisions taken due to some drawbacks caused by the former policy implied. In this period, the exporters were assisted by direct financing. During 1990s, due to the harmonization of the incitement system with the European Union (EU) within the frame of EU and Customs Union Agreement, direct financial aids have been significantly cancelled; useful incitements such as R&D, marketing, employment, education, appropriate to the current conditions are started to be given to exporters under the names of regional and tax related incitements and government aids. Being a country which is en route to strive for the European Union (EU) membership, Turkey tried to rearrange its local tax-related laws and accounting systems so as to harmonize them with international studies. Value Added Tax (VAT), which has an essential role in taxation, has constituted the unbreakable part of such studies. Regulations under the chapter of "Exceptions for Export" were stipulated in Turkish VATL so as to promote exporting activities. VAT refund system, which is the refunding of burdens related to the production and procuration of the property subject to export, has become an important element in the financing of exporters and in their international competition.

In this study, public policies, legal obligations and regulations, and monetary and fiscal policies implemented by Croatia, the newest member state of the EU, and Turkey, which is negotiating its accession to the EU as a member state, during the EU membership process were analyzed comparatively. First of all, the study contains information about the European Union and the harmonization processes and policies necessary for full membership to the Union. In this regard, a focus was placed on the goals of the Union and how it can contribute to the world in the future. Afterward, the differences between Croatia and Turkey during the negotiation process were tried to be demonstrated. We believe that demonstrating the differences between the negotiation processes of the two countries will be important for Turkey to follow a more effective path in its process of full membership to the Union. ; Bu çalışma ile Avrupa Birliği'ne tam üye olarak en son kabul edilen Hırvatistan ile Tam üyelik müzakere süreci devam eden Türkiye'nin bu süreç içerisinde uygulamış olduğu kamusal politikalar, kanuni yükümlülükler ve düzenlemeler, üyelik sürecinde izlediği para ve maliye politikaları karşılaştırmalı olarak analiz edilmiştir. Çalışmada öncelikle Avrupa Birliği ve birliğe tam üyelik için gerekli uyum süreçleri ve politikaları hakkında bilgi verilmiştir. Bu kapsamda Avrupa Birliği'nin amaçları ve gelecekle ilgili dünyaya ne gibi katkılar yapabileceği incelenmiştir. Sonrasında üyelik sürecinde Hırvatistan ile Türkiye arasında ne gibi farkların olduğu ortaya konmaya çalışılmıştır. Özellikle iki ülke için sürecin işleyiş farkların net bir şekilde ortaya konması, Türkiye'nin tam üyelik sürecinde daha etkili bir yolun nasıl izlemesi gerektiğini ortaya koyması açısından önem arz etmektedir.

Ülke kredi notlarını etkileyen birçok makroekonomik ve finansal faktörün dışında demokrasi düzeyi ve ekonomik özgürlükler gibi faktörlerin de etkisinin olabileceği düşünülmektedir. Çalışma demokrasi düzeyinin ve ekonomik özgürlüklerin BRICS-T (Brezilya, Rusya, Hindistan, Çin, Güney Afrika ve Türkiye) ülkelerinde kredi derecelendirme kuruluşları tarafından verilen ülke kredi notlarına etkisi olup olmadığının tespit edilmesi amacıyla yapılmıştır. Bu amaç doğrultusunda bağımlı değişken olarak piyasanın neredeyse tamamını kontrol eden "Üç Büyük Kredi Derecelendirme Kuruluşu" olan Moody's, Standard & Poor's ve Fitch tarafından BRICS-T ülkelerine verilen harf notları "Karşılaştırmalı Ülke Derecelendirme İndeksi" (KÜDİ) ile sayısallaştırılmış ve bunların aritmetik ortalaması alınmıştır. Demokrasi düzeyi ve ekonomik özgürlükleri temsilen literatürde sıklıkla kullanılan "Demokrasi Kalitesi" ve "Ekonomik Özgürlükler İndeksi", kontrol değişkenleri olarak da "Ekonomik Büyüme", "Enflasyon" ve "Rezervler" yer almıştır. Panel Veri Analizinin kullanıldığı çalışmada doğru modelin seçimi için yapılan testler sonucunda "sabit etkiler modeli" uygulanmıştır. Analiz sonucunda enflasyon hariç tüm bağımsız değişkenlerin ülke kredi notları üzerinde istatistiksel olarak anlamlı pozitif bir etkiye sahip olduğu saptanmıştır.

Karakashev, Stoyan/0000-0003-2921-6596 ; WOS:000557984300001 ; In this study, the critical coalescence concentrations (CCC) of selected commercial frother solutions, namely polypropylene glycols (PPG 200, 400, and 600), tri propylene glycol (BTPG), triethylene glycol (BTEG), dipropylene glycol (BDPG), and as a reference, methyl isobutyl carbinol (MIBC), were determined using a bubble column based on light absorption. The results for all seven frothers showed that BTEG has the worst bubble inhibiting performance, and PPG 600 has the best bubble inhibiting performance. While critical coalescence concentration (CCC) was found as 3 ppm for PPG 600, it increased to 25 ppm for BTEG. In the case of MIBC, which was the reference point, the CCC value was found as 10 ppm, which was consistent with the literature. The surface tension isotherms of the frothers were determined and analyzed with one of the latest adsorption models. The results indicated that the polypropylene glycol frothers showed more surface activity compared to alcohol or other frothers investigated.
