Focusing on Turkey and Mexico, two upper-middle-income countries situated on the fringes of major powers and integrated into the regional blocs led by those, the paper examines the differential impact of the European Union (EU) and the North American Free Trade Agreement (NAFTA) on the organization and mediation of business interests; the ways in which these interests are incorporated into policy-making; and the processes of social dialogue. Taking into consideration the fundamental differences between these two regionalisms, it looks into both direct and indirect mechanisms with respect to the influence of regional-level actors on domestic actors and institutions. The typical view of the Turkish economy in the 1930s generally has been that it not only performed well while coping with the hardship brought about by the Great Depression, but that it also received a big boost from the state's industrialization program. This usually has been characterized as the success of the economic policies implemented by the new republic in the 1930s. These policies have been considered successful because the young republic not only recovered from the wounds it suffered during the turbulent transition period from the Ottoman Empire, but it also began to realize considerably higher growth rates-mainly in industry, but also across the national economic spectrum.

AbstractGlobal diffusion of regulatory reforms in telecommunications has prevailed in many countries, engendering major institutional changes and entailing the establishment and/or reform of regulatory agencies. Although the triggers and timing of such agentification processes have been more or less similar, agency independence displays significant cross‐country variation. Seeking to explain such variation based on a sample incorporating middle‐income countries (MICs), this paper examines the impact of political‐institutional settings in which the agencies operate, in addition to the impact of economic parameters. Regression analysis reveals that political rights appear as the central parameter, while their impact is more robust in MICs than in advanced countries. The results underscore considerable cross‐national variation in regulatory governance, along with a noteworthy decoupling between MICs and advanced countries. Concurring with the regulatory regionalism perspective, the paper delineates distinct regional clusters, albeit remaining agnostic about the determinants of such clusters.
