İstanbul: İstanbul Kültür Üniveritesi, 26-27 October 2013. ; Due to Turkey?s geopolitical location its role remains to be a regional key country for international relations. It could be argued that a new Turkish foreign policy has emerged in the last ten years and played a crucial role for the regions that Turkey has historical and cultural ties with. In the last two decades Central Asia has emerged as an area of growing strategic importance for Turkish foreign policy. The collapse of the Soviet Union created new opportunities and new challenges for Turkish policy. Immediately upon their independence in the early 1990s Turkey was among the first countries to recognize the Central Asian Turkic republics. The emergence of these states, as they are commonly called the "Turkic Republics", precipitated an outbreak of excitement in almost all political wings in Turkey. A Turkish world from the Adriatic to the Chinese Wall became a new topic of discussion in Turkish policy circles and the media. So much that, the discussion of 21 century will be the century of Turks has spreaded around the Central Asian Republics. This study thus attempts to shed light on this new foreign policy and addresses some key questions about it. We will try to understand and explain the fundamental nature of recent Turkish foreign policy, and how and why Turkish foreign policy has been changing. We also discuss whether or not Central Asian Turkic republics matter or not for Turkey and put forward the AKP?s official foreign policy objectives regarding these republics. We argue that Turkey?s new foreign policy choices and preferences reflect, to a great extent, the visions of the new Turkish political elite in Turkey.

DergiPark: 326387 ; trakyasobed ; The subject matter of this article is the recent commotion between Russia and the Ukraineç This commotion has occured around two strategically important rawmaterials, the oil and the natural gas. It is argued here that the security concern this commotion has created in the West is similar to that of the cold war. In thıs article, after highlighting this renewed security issues, Russia's expansionary motives are scrutinized. Accordingly it is argued that the recent price increases of oil and natural gas ended with Russia having excessive funds which led wealthier Russia to seek to improve her influence in the region, akin to the Stalinist era. As such the disagreement between the Ukraine and Russia rapidly spread to include the EU, Balkans and the Caucasus. The article progresses by proposing solutions that would compromise the interests of the regional actors. In this regard the article argues that Turkey, a member of NATO and a candidate negotiating to become a full member to the EU, can play a vital role in resolving disputes between conflicting actors. It is proposed that a peaceful and stable resolution to such crisis as the one between Russia and the Ukraine can only come from establishing alternative regional organisations similar to the former RCD, CENTO and ECO. The article further argues that such organisations can be instrumental in promotiing Western type democratic values in the region. They would also help enhancing economic and political stability and welfare of the peoples of the region. However, there still exists difficulties in establishing such organisations, one of which relates to the differences in the priorities between the EU and the USA and the other is the limited resource availability imposed by the current global economic meltdown. In addition, unpredictability of Russia's foreign policy options during a period when the oil price declines is another obstacle. By this token, this article analyzes that Russia, a fading power after the end of cold war appears to have bounced back economically and became once again one of the important international players to be reckoned with ; Bu makale yakın zamanda petrol ve doğalgaz gibi iki önemli ham-madde etrafında gündeme gelen ve soğuk savaş dönemini anımsatan çekişmeyi konu edinmektedir. Makale uluslararası piyasalardaki fıyat artışları sonucu, petrol ve doğalgaz zengini Rusya'nın elinde bulunan dolar rezervlerinin arttığını, buna bağlı olarak Rusya'nın, Stalin dönemini hatırlatan bir yayılmacılık ve etki alanı oluşturmaya çalıştığını tartışmaktadır. Rusya ve Ukrayna arasında boy gösteren bu çatışma bahsi geçen ham maddelerin uluslararası güvenlik mimarisini ilgilendiren özgün karakterini de yansıtmaktadır. Makale, doğalgaz üzerine olan uzlaşmazlığın süratle yayıldığını, Avrupa Birliğini (AB), Balkanları, Kafkasları da içine çektiğini irdeledikten sonra bölgedeki aktörlerin çıkarlarının uzlaştırıldığı çözüm önerilerini analiz etmektedir. AB ile tam üyelik görüşmeleri yürüten, NATO üyesi olan Türkiye'nin, Rusya ve Ukrayna arasındaki doğalgaz üzerine olan çekişmede Avrupa enerji güvenliği açısından önemini vurgulamakta ve bölgede kalıcı bir barışın, istikrarın ve sürdürülebilir bir ekonomik büyümenin sağlanmasının alternatif bölgesel örgütlenmeler ile sağlanacağını önermektedir. Bu bağlamda makale, RCD, CENTO, ECO türü ittifakların başta AB olmak üzere, ABD ve genel olarak Batı dünyası ve değerleri için önemli çözümler getirebileceğini, Türkiye'nin de bu tür alternatif ilişki ağları içinde, Batı için anahtar ülke olduğunu ileri sürmektedir. Öte yandan makalede bahsi geçen alternatif örgütlenmelerin de hangi koşullarda gerçekleşebileceği ve bu tür örgütlenmeleri tesis etmenin önündeki engellere dikkat çekilmektedir. Bu engellerden biri şüphesiz ABD ve AB'nin öncelikler konusunda birbirlerine karşılıklı güvensizlikleri, diğeri ise küresel mali kriz yüzünden Batı dünyasının karşılaştığı kaynak sıkıntısıdır. Bunlara, fiyat hareketlerine bağlı olarak uluslararası pozisyon belirleyen Rusya'nın ham madde fiyatlarının düştüğü dönemlerde takip edeceği siyasetin ne olacağı konusundaki belirsizlik de eklenmelidir. Bu bağlamda makale, soğuk savaş sonrasında etkinliğini yitirir gibi görünen Rusya'nın yeni dönemde artan önemini ve enerji sorununun çözüm önerileri etrafında yeni güvenlik çevriminin ne olacağını analiz etmektedir.

The European Union is a sui generis, supra-nation organization. After the World War II, step by step, the European Union has turned from a regional trade collaboration into a political integration and become successful during the rise of globalization. The historical signification and geographical location of Turkey and its relationship with Europe gained an economical dimension with the Ankara Agreement of 1963 and the final step of this agreement, the Customs Union of 1995, Turkey tried to integrate into the Western Market Economy. In this study, we will analyze relations between Turkey and EU within the context of Customs Union, internal dynamics and external agents of Turkey that executes full membership process to EU. In addition to this, advantages and disadvantages of Customs Union, reviews and suggestions of the modernization in Customs Union will be presented.
