China's re-engagement with the global political economy and its unprecedented ascendance as a major economic powerhouse since the mid-1990s has shaken the global community and triggered a radical re-evaluation concerning China's importance for the future of the world economy and global governance. There has emerged a large amount of optimistic literature portraying China as the principal engine of growth in the world economy in the wake of the global economic crisis, along with parallel and more pessimistic literature on the Chinese administration's supposed sinister geostrategic "intensions" based on its anti-Western inclinations. This study argues that both these strands of writing in economics, development studies, political science and international relations literatures need to be treated with great caution as they tend to exaggerate the positive and negative aspects of China's systemtransforming capacity. Although China has become a crucial actor in the areas of global trade, finance and production, its current growth capacity is based on deep interdependence with Western interests and multinational corporations. Kilit bir Bretton Woods kuruluşu olarak İkinci Dünya Savaşı'ndan bu yana küresel yönetişim mimarisinin merkezinde bulunan IMF sürekli eleştirilerin odağında bulunmuştur. Son zamanlarda akademik ve politik çevrelerde kurumun derin bir "meşruiyet krizi" yaşamakta olduğuna dair genel bir kanı oluşmuştur. Bu çalışmada IMF 'ye klasik Bretton Woods ve ekonomik küreselleşme rejimlerinde biçilen küresel misyonlar, Fon'un küresel güçlerle özel ilişkileri ile kurumsal meşruiyet ve politika güvenilirlik kaynaklarındaki erozyon değerlendirilmektedir. IMF'nin küresel bir kriz yöneticisi konumundaki düşüş, son dönemlerdeki krizler ışığında yorumlanmaktadır. Çalışmanın temel tezi, Fon'un meşruiyet açığının kapatılması için köklü yönetim reformlarına ihtiyaç bulunduğu yönündedir ve bu doğrultuda somut önerilerde bulunulmaktadır. ; The IMF, which stood at the helm of the global financial architecture since the end of the Second World War as a key Bretton Woods institution, has been a consistent locus of criticism. Recently, there seems to be general consensus in academic and policy-based circles that the Fund is suffering from a deep nlegitimacy crisis". In this study, the respective global missions assigned to the Fund under the classical Bretton Woods and economic globalization regimes, its peculiar relationship with major global powers, the substantial erosion in the sources of its institutional legitimacy and policy credibility are evaluated. The declining capacity of the IMF to act like a global crisis manager is assessed in the light of recent crises. The main thesis is the study is that profound governance reforms are needed to restore the legitimacy of the Fund, towards which several concrete proposals are specified.

Küresel kalkınma paradigmasının ulusal kalkınmacılıktan neoliberal küresellesmeye uzanan süreçte önemli dönüsümler ve kırılmalar geçirdiği bilinmektedir. Bu çalısmada, küresel ekonomi politikteki hâkim güçler tarafından sekillendirilen ana akım kalkınma yaklasımının ekonomik milliyetçilik, korumacılık ve ithal ikameci sanayilesme unsurlarıyla desteklenen ulusal kalkınmacılık yaklasımından küresel ekonomi ile entegrasyon, devletin sosyoekonomik alandaki ağırlığının azaltılması ve dısa açık büyüme stratejilerini önceleyen neoliberal küresellesme yaklasımına geçis süreci kurumsal etkenler özelinde değerlendirilmektedir. Özellikle Dünya Bankası'nın küresel bir kalkınma söyleminin üretimi ve uygulanması noktasında oynadığı rol ortaya konmakta ve Üçüncü Dünya'yı da derinden etkileyen paradigmatik kaymaların olusmasında Bretton Woods kurulusları ile sanayilesmis ülkelerin materyal çıkarları arasındaki paralelliğe dikkat çekilmektedir. ; The fact that the global development paradigm has gone through crucial transformations over the course of the transition from national developmentalism to neoliberal globalization is well known. In this study, the evolution of the mainstream development approach shaped by global powers from national developmentalism supported by economic nationalism, protectionism and import substitution to neoliberal globalization characterized by integration with the world economy, reducing the socioeconomic role of the state and export oriented growth is evaluated with special reference to institutional influences. Specifically, the role played by the World Bank in the formulation and implementation of a global development paradigm is examined and the parallelism between interests of industrialized countries and the Bretton Woods institutions during paradigmatic shifts is highlighted.
