To achieve the European Union's target for climate neutrality by 2050 reduced energy demand will make the transition process faster and cheaper. The role of policies that support energy efficiency measures and demand-side management practices will be critical and to ensure that energy demand models are relevant to policymakers and other end-users, understanding how to further improve the models and whether they are tailored to user needs to support efficient decision-making processes is crucial. So far though, no scientific studies have examined the key user needs for energy demand modelling in the context of the climate neutrality targets. In this article we address this gap using a multi-method approach based on empirical and desk research. Through survey and stakeholder meetings and workshops we identify user needs of different stakeholder groups, and we highlight the direction in which energy demand models need to be improved to be relevant to their users. Through a detailed review of existing energy demand models, we provide a full understanding of the key characteristics and capabilities of existing tools, and we identify their limitations and gaps. Our findings show that classical demand-related questions remain important to model users, while most of the existing models can answer these questions. Furthermore, we show that some of the user needs related to sectoral demand modelling, dictated by the latest policy developments, are under-researched and are not addressed by existing tools.

United Nations Secretary General Ban Ki-moon has invited world leaders to come to the Climate Summit on September 23, 2014 to deliver "bold pledges" to tackle climate change. This paper was prepared at the request of the Republic of Nauru, Chair of the Alliance of Small Island States, as part of their answer to that call.1 We believe the path to the global low-carbon transformation needed to tackle the climate crisis is within reach, but requires decisive political action from leaders around the world, now. This paper is unabashedly prescriptive on the need for action, but recognizes that there are multiple approaches and models from around the world that can be scaled up and adapted to national circumstances. Cost-effective technologies for a low-carbon economy are being implemented throughout the world, but at nowhere the scale and speed necessary. Emissions continue to rise. With every year of delay, human suffering, biodiversity loss, and the costs of mitigation and adaptation increase. We are running out of time.

The Working Group III (WGIII) contribution to the IPCC's Fifth Assessment Report (AR5) assesses literature on the scientific, technological, environmental, economic and social aspects of mitigation of climate change. It builds upon the WGIII contribution to the IPCC's Fourth Assessment Report (AR4), the Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) and previous reports and incorporates subsequent new findings and research. Throughout, the focus is on the implications of its findings for policy, without being prescriptive about the particular policies that governments and other important participants in the policy process should adopt. In light of the IPCC's mandate, authors in WGIII were guided by several principles when assembling this assessment: (1) to be explicit about mitigation options, (2) to be explicit about their costs and about their risks and opportunities vis-a-vis other development priorities, (3) and to be explicit about the underlying criteria, concepts, and methods for evaluating alternative policies. This summary offers the main findings of the report.
