Bu çalışmanın amacı, oylama gücünün kavramsal ve teorik temellerini açıklamak ve 1987-2011 yılları arasında, Türkiye Büyük Millet Meclisi'ndeki iktidar partileri, koa- lisyonlar ve ana muhalefet partilerinin sahip olduğu oylama güçlerini ortaya koymaktır. Politik karar alma sürecindeki bu aktörlerin oylama güçleri, meclisteki günlük hareket- lenmeler ve nitelikli oy çokluğu dikkate alınarak ormalize Edilmiş Banzhaf ?ndeksi'yle ölçülmüştür. Hesaplanan değerler zaman serileri haline dönüştürülerek, tablolar ve grafikler şeklinde raporlanmıştır. Grafik ve tablolar Türkiye'de politik hayatın yakın geçmişe kadar ne ölçüde parçalanmış ve istikrarsız olduğunu göstermektedir. ; This study aims to explain the conceptual and theoretical foundations of vot- ing power, and to reveal the distribution of power among the ruling parties, coalitions and main opposition parties in the Grand ational Assembly of Turkey during 1987- 2011. The voting power of these decision-making actors has been measured by ormal- ized Banzhaf Power Index with respect to daily representative mobility and qualified majority rule. The computed values have been reported in the form of graphs and tables after being transformed into time series. Graphs and tables show to what extent the Turkish political life was unstable and fragmented until recent past.
I. Dünya Savaşı'nın sona ermesinden sonra, uluslararası savaşlardan daha yaygın hale gelmesine karşın, akademik çevre 1990'lı yılların sonlarına kadar silahlı iç çatışma sorununa ilişkin çalışmalara ağırlık vermemiştir. Bu tarihten itibaren yapılan pek çok çalışma doğal kaynaklar ile silahlı iç çatışma veya iç savaş başlangıcı, süresi ve şiddeti arasında bir ilişki olduğunu ileri sürmektedir. Literatürde doğal kaynaklar ile silahlı iç çatışma başlangıcı arasındaki ilişki altı farklı mekanizmayla açıklanmaktadır. Bunlar; açgözlü ayaklanma, dışarıdan müdahale, kindarlık, elverişlilik, zayıf devlet ve seyrek ticaret ağıdır. Mekanizmaların farklı önermeler üzerine inşa edilmiş olması hem terminolojik hem de kuramsal bir altyapının oluşturulmasını zorlaştırmaktadır Bazı kaynaklarda geçen teorilere diğer bazı kaynaklarda hiç yer verilmemesi ya da benzer teorilerin daha farklı, hatta bazen de çelişir şekilde kullanılması mevcut sorunu daha da büyütmektedir. Benzer şekilde farklı teorilerin sıralandığı iddia edilen kaynaklarda da sıralanan teorilerin birbiriyle iç içe oldukları, kullanılan teorilerin birbirinin tekrarından öteye geçemedikleri ya da tamamlayıcı oldukları görülmektedir. Mevcut literatürdeki bu eksiklik ve zorluklar bu çalışmanın hazırlanmasındaki ana etkendir. Bu etken bağlamında bu çalışmanın iki amacı vardır. Bunun ilki, mevcut çalışmalar ışığında doğal kaynaklar ile iç çatışma başlangıcı arasındaki ilişkiyi iç çatışma mekanizmaları yardımıyla iktisadi olarak tanımlamaktır. İkinci amaç ise bu tanımlamalarla terminolojik eşgüdümün oluşturulmasına ve kuramsal altyapının şekillenmesine katkıda bulunmaktır. ; Scholars did not place any emphasis on the studies regarding the issue of armed civil conflicts or wars from the ending of World War II to the late 1990s, though they appeared to be more common than the international wars. A high number of studies from then on, however, have suggested that there is a relationship between the natural resources and the onset, duration and severity of the armed civil conflicts or wars. In literature, the relationship between the natural resources and armed civil conflicts is accounted for with six different mechanisms. These are greedy the rebels mechanism, the greedy outsiders mechanism, the grievance mechanism, the feasibility mechanism, the weak states mechanism and the sparse network mechanism. That these mechanisms are based on different propositions makes it difficult to form a terminological and theoretical substructure. The current problem is intensified by the fact that the theories in some sources are not mentioned at all in other sources or that similar theories are used in a more different and even conflicting way. Likewise, it is seen in the sources in which different theories are claimed to be listed that these theories concentric with each other and that the theories used are no more than the repetition of or just complementary to one another. It is these deficiencies or difficulties in the current literature that make the primary factor for the preparation of this study. In the sense of this factor, this study is intended for two purposes. The first purpose of the study is to make an economic definition of the relationship between the natural resources and the commencement of the civil conflict with the help of civil conflict mechanisms in the light of the existing studies. The second purpose of the study is to contribute to the formation of terminological coordination and the shaping of the theoretical substructure with these definitions.
Fast growing urban population brings some opportunities while it can also causes significant health costs, especially in developing countries. This study aims to investigate the possible impact of urbanization on health expenditures in 89 developing countries during the period 2006-2015 by using both static and dynamic panel data techniques. Fixed Effects (FE) estimator results showed that the health expenditures per capita has a positive relationship with income per capita, the share of government expenditures, out -of-pocket payments per capita, the share of population ages 65 and above. Furthermore, FE findings revealed that the increased urbanization also induces the healthcare expenditures in developing countries. In addition, dynamic panel estimation method is also applied in the empirical a nalysis to avoid the possible endogeneity problem and to consider the dynamic properties. Thus, Generalised Methods of Moments (GMM) findings showed that the urbanization leads healthcare expenditures in developing countries. Thereby, GMM results are coherence with the FE findings. Consequently, the empirical results indicate the importance of urbanization as a determinant of healthcare expenditures. Therefore, developing countries' policy makers should re-consider their urban development policies to prevent from the negative externalities of rapid urbanization. ; Hızla artan kentsel nüfus çeşitli fırsatları beraberinde getirdiği gibi, özellikle gelişmekte olan ülkelerde, önemli sağlık maliyetlerine de neden olabilmektedir. Bu çalışma, 89 gelişmekte olan ülke için 2006-2015 yılları arasında kentleşmenin sağlık harcamaları üzerindeki olası etkisini statik ve dinamik panel veri teknikleri ile incelemeyi amaçlamaktadır. Sabit Etkiler (FE) tahminci sonuçları kişi başına düşen sağlık harcamalarının, kişi başına düşen gelir, kamu harcamaları, sağlık harcamaları için gerçekleştirilen kişi başına nakit ödemeler ve 65 yaş ve üstü nüfus ile doğru yönlü bir ilişki içinde olduğunu göstermiştir. Ayrıca, FE bulguları gelişmekte olan ülkelerde kentleşmede yaşanan artışın sağlık harcamalarını arttırdığını ortaya çıkarmıştır. Buna ek olarak, bu çalışmada, olası içsellik sorunlarından kaçınmak ve dinamik özellikleri göz önünde bulundurmak için dinamik panel tahmin yöntemleri de uygulanmıştır. Bu bağlamda gerçekleştirilen Genelleştirilmiş Momentler Yöntemi (GMM) b ulguları kentleşme oranındaki artışın sağlık harcamalarını arttırıcı bir etkisi olduğunu göstermiştir. Dolayısıyla, GMM sonuçları FE bulguları ile uyumludur. Çalışmanın ampirik bulguları, kentleşmenin, gelişmekte olan ülkelerde sağlık harcamalarının önemli bir belirleyicisi olduğunu ortaya koymuştur. Bu nedenle, gelişmekte olan ülkelerin politika yapıcıları, hızlı kentleşmenin negatif dışsallıklarını önlemek için kentsel gelişim politikalarını yeniden gözden geçirmelidir.
