Migration policy "without policy". Antinomies of migration policy-making in Poland in the period 2016–2022

The article focuses on the analysis of the evolution of work on Polish migration policy in the period 2016–2022. In it, we draw attention to the importance of not defining clear goals of the state's migration policy and setting the rules for their implementation. This concerned the failure to work out a compromise between the goals related to the interests of the economy and the demographic needs of the society and the narrowly understood priorities of maintaining state security. This gave rise to both internal competition between individual institutions within the central administration, and was conducive to high political sensitivity of work on developing the program of this policy. Its effect was that the state's migration policy took on the character of a public policy without politics, i.e. consistent actions in various fields of migration (such as the labor market, Polish diaspora policy, border protection and refugee policy) without broader political and official discussion about its long-term goals.

Is this still the stereotype? The image of the English in Polish society – tradition and new knowledge
The article analyzes the results of the "Poles and Others" survey, devoted to Poles' attitudes towards other nations and races which was conducted in June 2018. It refers to almost identical surveys from 1988 and 1998 which were prepared by the authors of this article and carried out according to the same methodological and technical rules. In the article, we focus on the image of the English in contemporary Polish society. Its striking feature is the richness and diversity of wording. The interpretation of this complexity is a major part of our considerations. Individual elements of the image are treated as the result of inter-ethnic direct and indirect contact resulting from migration phenomena, as well as progress in the field of technical possibilities of interpersonal contacts. On the one hand, this is due to increasing mobility and more personal contacts, but also to widely available media coverage and the use of massive forms of effective communication (Skype and WhatsApp connections, development of cellular technologies and the Internet). On the other hand, it comes from contacts with families in Poland of persons who remained in the United Kingdom as emigrants, and through them with a wider group of their relatives, friends and acquaintances. Despite these changes in perception, the distance towards the English has not altered; – they are still seen by Poles as one of the nations that is closest to us in Europe. In the article, we want to question the legitimacy of using the classic concept of the "stereotype" less commonly used by sociologists, but remaining in use among psychologists (who see in them sources of prejudice and discrimination, and problems of intergroup contacts) and experts in cultural studies. We will try to prove that the conceptual category of the stereotype should be replaced with the concept of a more complex "ethnic image" and our collected research experience confirms this thesis.

Streszczenie

Artykuł analizuje wyniki sondażu "Polacy i inni trzydzieści lat później", poświęconego postawom Polaków wobec innych narodów i ras, który został przeprowadzony w czerwcu 2018 r. Nawiązuje on do podobnych sondaży z lat 1988 i 1998, które zostały przygotowane przez autorów artykułu i zrealizowane według tych samych reguł metodologicznych i technicznych. W artykule koncentrujemy się na wizerunku Anglika we współczesnym społeczeństwie polskim. Jego uderzającą cechą jest bogactwo i zróżnicowanie sformułowań. Interpretacja tej złożoności stanowi główną część naszych rozważań. Poszczególne elementy wizerunku są traktowane jako efekt międzyetnicznych styczności bezpośrednich i pośrednich płynących ze zjawisk migracyjnych, a także postępu w zakresie technicznych możliwości kontaktów międzyludzkich. Z jednej strony, wynika to z rosnącej mobilności i liczniejszych styczności osobistych, ale także szeroko dostępnego przekazu medialnego i używania na masową skalę skutecznych form komunikacji (połączenia Skype i Whatsapp, rozwój technologii komórkowych oraz Internetu). Z drugiej, pochodzi on z kontaktów z rodzinami w Polsce osób, które pozostały w Wielkiej Brytanii jako emigranci, a za ich pośrednictwem z szerszym gronem ich krewnych, przyjaciół i znajomych. Mimo zmian w wizerunku nie zmienił się dystans wobec Anglików, którzy postrzegani są ciągle przez Polaków jako jedni z najbliższych nam narodów w Europie. W artykule chcemy zakwestionować zasadność posługiwania się klasycznym pojęciem "stereotypu", rzadziej już używanego przez socjologów, ale pozostającym w użyciu wśród psychologów (upatrujących w nich źródła uprzedzeń i dyskryminacji oraz problemów w kontaktach międzygrupowych) oraz kulturoznawców. Będziemy starali się dowieść, że kategorię pojęciową stereotypu należy zastąpić pojęciem bardziej złożonym "wizerunku" ("obrazu") etnicznego", a zebrane doświadczenie badawcze potwierdza tę tezę.

The aim of the article is to analyze selected results of the 2018 survey "Poles and Others after Thirty Years" on attitudes to the arrival of foreigners in Poland and to compare them with the results of analogous studies from 1988 and 1998. The authors suggest that the notion of "foreign" is becoming increasingly definite in the consciousness of Polish society. There is a noticeable decline in openness in regard to more foreigners coming to Poland and an increase in the number of people who are clearly opposed to foreigners. The authors argue that the current attitudes of the respondents could have been influenced, on the one hand, by their personal experiences, which in the last few years have begun to take the form of real (non-abstract) contact with foreigners (immigrants), and on the other hand, by the media discourse related to the migration crisis of 2015. In light of the research, open (inclusive) attitudes toward foreigners can not be reduced to simple yes or no answers but remain related to wider world-outlook complexes reflecting the shape of Polish society, which in recent years has experienced the effects of immigration.

This article concerns select aspects of social perceptions and categorizations of foreigners settling in Poland. The core of this work is an analysis of a series of qualitative interviews conducted with young, educated residents of Warsaw. Herein the authors draw attention to a significant change in the consciousness of Polish society: a recognition of the permanent presence of migrants in Poland as well as discernment of the sociocultural problems associated with that presence. In the eyes of our interlocutors, the past two decades have been a time in which the attitude of Poles towards incoming aliens has shifted. Influencing opinions have been personal or familial experiences of emigration, particularly after the 2004 accession of Poland into the European Union. Also affecting attitudes have been an immigration wave from Ukraine as well as the tangible consequences of the 2015 migrant crisis. On the one hand, all these factors together have caused Poland to be seen today as not only an emigration, but also an immigration country. On the other hand, these have also provoked a conscious classification of various categories of migrants with regards to their geographic and cultural background along with the roles they might possibly fill in this country. ; This article was written under the auspices of the OPUS 12 research project, entitled "Polacy i inni" trzydzieści lat później ("Poles and others" thirty years on). Abstract
The article tries to analyze the participation and political representation of the Polish minority in Ukraine and the Ukrainian minority in Poland in the period 1990-2015. Its meaning stems from at least several reasons. Firstly, because the both states officially accepted national minorities after 1990, they have introduced institutional arrangements of protection of their rights and have signed the major international documents in this area. Secondly, because the process of adaptation of European standards of minority protection took place in both countries in the situation of deep democratic changes and market reforms. Hence, the question of the role of minority policy in this has emerged. Thirdly, because the both countries are linked to one another because of a shared common history that sometimes divides societies and public opinion in these states and the political activity of both groups can increase or diminish these socio-political divisions. In the case of the Polish minority in Ukraine this article draws attention to the lack of political representation at country level and its limited activity as the Polish group at the local level (based on the Zhytomyr example). On the other hand in the case of the Ukrainian minority in Poland the article highlights the process of gradual decline of its political activity on the country level (as a result of the spatial dispersion of this group and the absence of a political partner on the country political scene) while we may observe its political activity at the local level.

Celem artykułu jest próba przedstawienia właściwości oraz mechanizmów instytucjonalnych kształtowania się polskiej polityki migracyjnej w latach 1989–2016 (kwiecień). Nawiązujemy w nim do koncepcji "paradygmatów polityki" Petera A. Halla, który analizował polityki publiczne państwa w kategoriach świadomego dostosowywania ich celów i narzędzi zgodnie z posiadanymi doświadczeniami oraz napływającymi nowymi informacjami. Nawiązując do niej będziemy chcieli wykazać, że na początku dekady lat 90. mieliśmy w Polsce do czynienia z radykalnym zerwaniem dotychczasowego "reglamentacyjnego" paradygmatu polityki migracyjnej, a następnie z tworzeniem jej nowego układu i przeszło 15-letnim jego funkcjonowaniem. Podkreślamy trzy jego właściwości. Pierwsza z nich mówi o tym, że nie emigracja z Polski jako dominujące liczebnie zjawisko w sytuacji migracyjnej kraju w omawianym okresie, lecz imigracja i pojawienie się w naszym kraju różnych kategorii cudzoziemców było i pozostaje nadal głównym bodźcem kształtowania się polityki państwa w dziedzinie migracji. Druga wskazuje na podstawowe znaczenie dla tworzenia i funkcjonowania dla tej polityki resortu zajmującego się sprawami wewnętrznymi. Łączyło się to z preferencją dla rozwoju prawa, procedur i mechanizmów instytucjonalnych (rozumianych jako współpraca w ramach administracji rządowej) związanych z kontrolą i bezpieczeństwem migracji, kosztem szerszej dyskusji o celach i kierunkach polityki migracyjnej państwa. Trzecia zaś dotyczy "praktycznego" rozumienia polityki migracyjnej, i skupiała się na rozwiązywaniu kwestii migracyjnych ujmowanych w kategoriach administracyjnych, związanych z oceną funkcjonowania procedur prawnych i narzędzi instytucjonalnych. Owo praktyczne podejście z jednej strony utrudniało funkcjonowanie polityki migracyjnej w Polsce i skuteczne rozwiązywanie nowych wyzwań migracyjnych, ale z drugiej strony ułatwiało szybkie przejmowanie międzynarodowych i europejskich (unijnych) rozwiązań prawnych. Pytanie, jakie sobie zadajemy na koniec artykułu brzmi, czy reakcje władz polskich na "kryzys migracyjny" w Europie począwszy od połowy 2015 r. stanowią kontynuację dotychczasowego paradygmatu, czy też są one zapowiedzią jego zmiany lub też nawet radykalnego zerwania. ; This working paper attempts to analyze the leading institutional features and mechanisms of rising and development of the Polish migration policy in the years 1989-2016 (April). We refer to the concept of "policy paradigm" created by Peter A. Hall (1993) who has analyzed the public policies in terms of a reflective adjustment of its objectives and administrative tools in accordance with previous experience and the incoming of new information. Referring to this concept we want to show that in Poland in the early 90s of XX century we experienced the radical change of the highly "rationing" paradigm of migration policy and the creation of the new one (and more than 15 years of its functioning). We emphasize three of its features. First, that not emigration from Poland as the dominant migration phenomenon in this period but immigration (and different categories of foreigners) has been the main driver of shaping migration policy. Second point highlights the importance of the ministry of internal affairs as the leading actor of this policy. It was connected with the preference for the development of procedures and institutional mechanisms (as the main tools of co-operation within the administration) related to the control of migration processes, at the expense of a broader discussion about the goals of migration policy. Third point concerns the "practical" understanding of migration policy and its focusing on solving the migration issues in terms of legal procedures and institutional tools. From the one hand this approach hampered the functioning of the migration policy in Poland and solving new challenges of migration, but on the other hand it facilitated the acquisition of international and European (EU) legal solutions. At the end of the article we state the question whether the responses of the Polish authorities to the "migration crisis" in Europe from mid-2015 has been the continuation of the existing paradigm or the indicators of its change or even the radical break are being appears. ; Ośrodek Badań nad Migracjami Uniwersytet Warszawski
