On 8 February 1999, the Polish Government finally accepted the suggestions as contained in the "Polish Defence Industry Restructuring and Polish Armed Forces Technological Modernisation" study, giving that document the status of an official government programme. The study is now being converted into two draft Parliamentary Acts backed by a social assistance package for defence industry workers, that will be submitted to Parliament ("Sejm") with approval expected by the end of June. The decision sets into motion a large-scale restructing process, that over the next few years is to completely change the structure of the Polish defence industry. (Military Technology/SWP)

The Russian aviation industrial giants, which for all practical purposes nowadays means MAPO MiG and Skhoi, have for years been plagued by the lack of domestic orders and the overall deep crisis of the national economy, while at the same time facing a never-ending process of (more or less successful) restructuring accompanied by merciless fighting between rival management factions. Despites this, both companies did reasonably well in 1998, and their prospects for 1999/2000 look far better than it could be estimated only a couple of years ago. (Military technology/SWP)
