RFN była żywotnie zainteresowana wydarzeniami w Polsce, a przede wszystkim groźbą interwencji ZSRR, która mogła poważnie skomplikować relacje RFN-NRD. W oparciu o niemieckie materiały archiwalne podjęto próbę odpowiedzi na trzy zasadnicze pytania: czy rząd RFN liczył się jesienią 1980 r. z interwencją ZSRR w Polsce? Jakie warunki musiały być spełnione, aby ZSRR zdecydował się na działania siłowe? Czy w ocenach RFN sytuacja w Polsce wykazywała podobieństwa do sytuacji w Czechosłowacji w 1968 r.? Odpowiedzi na te pytania pozwolą zrozumieć zarówno działania podejmowane przez Bonn wobec Polski i całego bloku wschodniego, jak i prezentowane przez polityków RFN postawy.

W czasie przełomu społeczno-politycznego (jesień 1989–wiosna 1990) instytucje z NRD i RFN prowadziły badania opinii publicznej, które miały służyć poznaniu zdania społeczeństwa wschodnioniemieckiego na aktualne, nierzadko polaryzujące tematy. Wśród wiodących tematów były między innymi stosunek obywateli NRD do zjednoczenia Niemiec, a także problem wzmożonych wyjazdów do RFN. Oczywiście badania nie ograniczały się tylko do tych dwóch zagadnień, ale zawierały cały szereg innych pytań, które pozwalały zbadać poglądy i aktywność polityczną społeczeństwa NRD z przełomu 1989 i 1990. Podstawą opracowania są materiały archiwalne wytworzone przez BND i zdeponowane w Bundesarchiv (Archiwum Federalnym w Koblencji), a także materiały ze zbiorów GESIS – Leibniz-Institut für Sozialwissenschaften udostępnione on-line. Uzupełnienie stanowi literatura niemieckojęzyczna.

Questions about Poland during the political breakthrough in 1989 through the prism of a selection of West German politicians' reports The situation in Poland at the end of 1988 as well as the dynamic changes in the first half of 1989 were a subject of many analyses in West Germany conducted by politicians and trade unionists. First of all, they were interested in the development of opposition's power and also the condition of internal reforms. On this base they tried to predict directions of the future of Polish development. In West Germany the following questions were raised: What will the Polish political scene look like? What will democracy and Solidarity be in Poland? Furthermore, West German observers were tracking political "trends" of newly created political and social organizations.From the analysis emerges not only a picture of the country's internal division and complicated domestic relations, but also a lack of a positive programme, internal tensions and contradictory interests. In that crucial time, public consciousness of the importance of changes had accompanied to passivity great part of society. Foreign observers more than once expressed anxiety that Poland could miss the opportunity which arose from the citizens' mobilizations and the Solidarity movement from the beginning of the 1980s.

W latach 80. XX wieku ruch pokojowy mobilizujący setki tysięcy osób w protestach przeciwko podwójnej uchwale NATO z grudnia 1979 r. był istotnym elementem zachodnioniemieckiej sceny politycznej. Wpływał na układ sił i konflikty wewnętrzne w socjaldemokracji niemieckiej (SPD); będąc największym oponentem polityki prowadzonej przez rząd kanclerza Helmuta Schmidta, przyczynił się do powstania Partii Zielonych, a jego działania doprowadziły do zaistnienia polemiki w związkach zawodowych i były bodźcem do dyskusji etycznych i religijnych w Kościele katolickim i protestanckim w RFN. Stał się również przedmiotem wielu kontrowersji oraz symbolem aktywności i siły społecznej.

The article shows the evolution of the contacts between Wrocław and Dresden within the framework of city partnership agreements against the background of the general state of Polish-German relations. It also mentions activities taken as part of the second Wrocław-Wiesbaden partnership. Since the 1950s, there have been formal and extremely limited contacts between the authorities and political organisations of Dresden and Wrocław. With the passage of time and, above all, after the political changes in Poland and Germany and the signing of the Polish-German border treaty of 1990 and the Good Neighbourhood and Friendly Cooperation Agreement of 1991, these contacts have become more universal, thus increasing the attractiveness of the two partner cities.

To all intents and purposes, the situation in the German Democratic Republic (GDR) was watched by the Federal Intelligence Service (Bundesnachrichtendienst; BND) from its inception right up until the unification of Germany. Such was also the case in 1968, during the period when reforms were being introduced in Czechoslovakia and the struggle for "socialism with a human face" was being played out. The observation sprang from the disquiet within the government and intelligence service of the Federal Republic of German (FRG) as regards the situation in Czechoslovakia and the GDR, as well as from concerns that the conflict would spread to the other Eastern Bloc countries. There were fears of action being launched against West Berlin and consideration was even given to the possibility of an escalation in tension and the outbreak of World War III. By 23rd August 1968, the BND had already compiled its first report and evaluations of the situation in the 'Soviet Occupation Zone' in the context of the intervention by the Warsaw Pact forces. The analyses noted the heated social discussion of the situation in Czechoslovakia and, first and foremost, in respect of the East German army's participation. The psychological effects of the Soviet intervention were examined, as were their long-term implications. The motif of East German society's objection to the part being played by the GDR in the intervention is evident in the appraisals. Indeed, as of the end of that August, the BND's daily reports, accounts and analyses were dominated by intelligence on actions directed against the citizens' discontent and the waves of protest connected with the Warsaw Pact forces' operations in Czechoslovakia. Time and again, the appraisals compiled by the FRG's intelligence services also discussed the social consequences of the intervention.
