Türkiye, savaşın başladığı 2011 yılından beri ülkelerindeki savaştan kaçarak sınırlarımızdan giriş yapan 3,6 milyonun üzerinde Suriyeliye ev sahipliği yapmaktadır. Ülkemize gelen Suriyeliler, Türkiye'nin özel olarak oluşturduğu geçici barınma merkezlerinde ve ülke genelindeki pek çok ilde geçici koruma statüsü ile bulunmaktadırlar. Bu çalışmanın amacı, Trakya'daki Tekirdağ, Edirne ve Kırklareli illerinde Geçici Koruma statüsündeki Suriyelilere ilişkin genel görünümünü ortaya koymak, eğitim, sağlık, istihdam ve sosyal yardımlar bakımından sunulan hizmetlerden yararlanma ve bu hizmetler sonucunda ortaya çıkan ekonomik ve sosyal maliyeti değerlendirmektir. Ayrıca Avrupa Birliği ve Türkiye arasında imzalanan "Geri Kabul Anlaşması" çerçevesinde kabul ve barınma merkezleri ile ilgili bilgi verilecektir. --- Turkey has been hosting over 3.6 million Syrians who fled their country since the beginning of the war in 2011. They are provided accommodation in temporary refugee centers specially established by Turkey and in many provinces throughout the country under temporary protected status. The purpose of this study is to reveal the general view of conditions of the Syrians with temporary protected status in the provinces of Tekirdag, Edirne and Kırklareli in Thrace Region; to evaluate the utilization of services in education, health, employment and social aids; and to assess the social and economic costs caused by those services. Besides, an overall assessment concerning the reception and accommodation centers will be made within the framework of "Readmission Agreement" signed between European Union and Turkey.

Diplomasi, müzakere sanatı ve ilişkilerin barışçıl ve anlaşmalı bir şekilde yürütülmesini sağlar. Kamu diplomasisi ise bir ülkenin başka bir ülkenin kamuoyuna kendi politikasını ve uygulamalarını kabul ettirme çalışması olarak tanımlanabilir. Kamu diplomasisi, aslında çok uzun zamandır var olan bir alandır. Fakat Soğuk Savaş sonrası sert güç, yerini yumuşak güce bırakmış ve kamu diplomasisi kavramı daha çok uygulanmaya başlanmıştır. Ülkelerin dış politikasını şekillendirmede etkili olmuştur. Orta Doğu kavramı ise ilk defa Amerikalı Amiral Alfred Thayer Mohan tarafından 1902'de The Persion Gulf And International Relations adlı çalışmada kullandığı bilinmektedir. Fakat dünyanın yuvarlak olduğu varsayımı ile coğrafi olarak orta diye bir yerin varlığından söz edilemez. Kavram coğrafi değil siyasi bir alanı ifade etmektedir. Orta Doğu bölgesi batıda Nil Vadisinden, doğuda Türkistan'ın Müslüman ülkelerine, kuzeyde Doğu Avrupa ve Kafkaslardan, güneyde Hint Okyanusu'na kadar uzanan bölge ele alınmaktadır. On altı ülkeyi kapsayan bu bölgede on üç Arap ülkesi bulunmaktadır. Dünya tarihîni bu bölgede başlamış olması, ticaret geçişleri bu bölgede yer alması, zengin yer altı kaynakları, dinlerin merkezî olması ve jeopolitik konumu bölgenin önemini ortaya koymaktadır. Bu çalışma Türkiye'nin kamu diplomasisini ve Orta Doğu Bölgesine yönelik kamu diplomasisi faaliyetleri ile sınırlandırılmıştır. Ülkemizde oldukça yeni olan bu alan da Türkiye'nin çalışmalarını yürüttüğü farklı kurum ve kuruluşlara yer verilmiştir. Kurum ve kuruluşların siyasi, kültürel, sosyal, ekonomik, askerî, insani yardım gibi faaliyetlerine değinilmiştir. Çalışmanın asıl amacı, tüm dünyada farklı kavramlara sahip olan kamu diplomasisine katkıda bulunmak ve Türkiye'de kamu diplomasisi faaliyetlerini incelemek ve değerlendirmektir. Literatür taraması yapılarak ortaya konan bu çalışma, Türkiye'nin Orta Doğu Bölgesinde ki kamu diplomasisi faaliyetlerini ele alarak sınırlı olan literatüre katkıda bulunmaktır. Public diplomacy, on the other hand, can be defined as all the efforts to affect and convince another country's public opinion to support or tolerate its own policies and practices. Public diplomacy is a field that has existed for a very long time. However, hard power was replaced by soft power after the Cold War and therefore, the notion of public diplomacy has started to be applied frequently. It was effective in shaping the foreign policies of the countries. It is known that American admiral Alfred Thayer Mohan used the notion of the Middle East for the first time in an article "The Persion Gulf And International Relations" in 1902. But, with the assumption that the world is round, there is no geographically central place. Middle East region covers lands which is from the Nile Valley in the west to the Muslim countries of Turkestan in the east, from Eastern Europe and the Caucasus in the North to the Indian Ocean in the south. There are thirteen Arab countries and the Middle East region includes sixteen countries. The fact that world history started in this region, trade transitions in this region, rich underground resources, being the center of religions and geopolitical location reveal the importance of the region. This study is limited to public diplomacy of Turkey and public diplomacy activities of Turkey in the Middle East Region. Public diplomacy is a new topic and this study addresses works conducted by different institutions and organizations in this field in Turkey. Political, cultural, social, economic, military, humanitarian and other activities of institutions and organizations are mentioned. The main object of the study is to contribute to public diplomacy, which is understood all over the world differently, and to examine and assess public diplomacy activities in Turkey. Ülkelerin ekonomisi için vazgeçilmez öneme sahip olan KOBİ'lerin sürdürülebilir olması kurumsallaşmayla mümkün olmaktadır. İşletmelerin sürdürülebilirliği ekonomik, çevresel ve sosyal kriterler ile kurumsal ve finansal yönetim performansıyla ölçülmektedir.KOBİ'lerin ülke ekonomisindeki yeri çok önemli olduğu için yaşam sürelerinin kısa olması sürdürülebilirlik sorununu ortaya çıkarmaktadır. Çalışmada KOBİ ve büyük ölçekli işletmelerin sürdürülebilirlik raporlarında yer alan açıklamaların karşılaştırılması yapılarak KOBİ'lerin sürdürülebilirliği sağlayamamasındaki nedenler araştırılmıştır. Bu doğrultuda sürdürülebilirlik rehberlerinden GRI Rehberine göre Türkiye'de 2015 yılına kadar rapor hazırlayan KOBİ ve büyük ölçekli işletmelerin sürdürülebilirlik raporları incelenmiştir. Sürdürülebilirlik raporlarından elde edilen verilerin işletmelerin büyüklüklerine göre varsa farklılıklarını belirlemek için Mann Whitney U Testi kullanılmıştır. KOBİ ve büyük ölçekli işletmelere ait sürdürülebilirlik raporları karşılaştırıldığında açıklamalarının işletmelerin büyüklüklerine göre farklılık gösterdiği tespit edilmiştir. Büyük ölçekli işletmelerin sürdürülebilirlik raporlarında KOBİ sürdürülebilirlik raporlarına oranla daha fazla açıklamanın yapıldığı görülmüştür.
The movement of people from less developed regions of the world to the more advanced countries has been widely studied with regard to its implications for economic growth, international security and socio-political consequences in receiving countries. Turkey, critically placed in one of the most volatile regions of the world, has a very diverse and dangerous neighborhood. Thus, the country plays an important role in the migration of people from neighboring countries to Western Europe as a buffer state. Although Turkey's role as a transit country has been well documented in the literature, what is less known is that the country also receives increasing number of immigrants, both from Middle East but also more recently from Western Europe. This study is an attempt to uncover new aspects of migration concerning Turkey. First it finds that, Turkey is gradually becoming one of the new destinations of migration, as the official statistics clearly demonstrate. Secondly, the study also analyzes a survey data conducted by the authors regarding demographic characteristics, socio-cultural orientations and integration process of the foreign residents in Turkey. The results of the survey research indicate that foreigners are not subjected to any serious and widespread discrimination either by the authorities or by the communities in Turkey. Among the participants, 36.9 per cent state that they have sensed no discrimination when applying for a job or at work places. The percentage of those feeling themselves secure in Turkey is 87.7, while those feeling unsafe is only 12.3 per cent. The major difficulties the foreigners confront are unemployment, economical problems and excessive bureaucratic process especially in obtaining a work permit.
